Governor’s Task Force on Housing
A non-partisan Task Force of housing experts, business leaders and community stakeholders representing the broadest perspectives will explore best practices, policies, gaps, and new strategies to ensure all Minnesotans achieve stable housing and have a place to call home.

Governor’s Task Force on Housing
The Task Force is charged with five objectives:
• Review existing housing strategies that serve Minnesotans well and identify gaps in the system;
• Consider new practices that will better serve all Minnesotans and provide greater housing stability;
• Develop innovative solutions to ensure that families, individuals and communities have safe and stable housing as the foundation for success;
• Engage with individuals and organizations to affirm that recommendations align with community experiences, needs and priorities; and
• Recommend specific policy proposals and actions that can be taken by the executive and legislative branches of state government, local government, and the private sector to improve housing stability in the state.

Work Groups - Purpose
The Task Force’s Work Groups will explore and form consensus opinions on recommendations within three key topics of concentrated interest: homeownership, rental housing, and housing stability & opportunity.
Each of these core areas will require an analysis of the impact of current strategies, gaps that have been identified and emerging strategies that could be deployed to impact housing stability.

• Please use sign-up sheet if you wish to speak
• In-person comments taken in order of sign-up
• Online comments will be read by the moderator
• 1-2 minute limit for comments, depending on the number
of people wishing to speak
• Questions that can be easily and briefly answered will be
addressed in the meeting; longer ones will be followed up
on after the meeting

Scope of Homeownership Work Group
SCOPE: The Homeownership Work Group will focus on supporting and expanding tools required for the production or preservation of homes (single family, condos, townhomes) and to ensure affordable options with equitable access and sustainable homeownership opportunities, especially for households of color or Hispanic ethnicity in Minnesota.

Scopes for Other Work Group
Rental Housing Work Group will focus on development and preservation tools to support a full range of rental housing options in the market place that meet the diverse needs of Minnesotans.
Housing Stability and Ownership Work Group will focus on strategies to ensure that ALL Minnesotans, including those with the lowest incomes and the greatest barriers to housing, have access to and ability to maintain a quality place to call home.

Change Local Government Practices to Reduce Barriers: Respondents shared a variety of priorities related to city practices that could reduce barriers and promote affordable housing development. Some ideas included examining zoning and land use regulations, local support for affordable housing development, reducing regulations and codes on building and accessory dwelling units. (70)
Increase Funding: Respondents suggested ideas for dedicating more funds towards affordable housing development, increasing grants and government assistance, and streamlining funding. (58)
Preserve and Maintain Affordable Housing to Reduce Displacement: Respondents shared prioritizing the preservation and maintenances of the current housing stock and ensuring no affordable housing is lost. Additionally, respondents shared that they would prioritize displacement prevention practices. (42)
Improve Energy Efficiency: Respondents suggested incentivizing energy efficiency in housing to reduce costs. (18)
