    Hiring of Road Safety Management Specialist for Implementation of Safe

    1. BACKGROUND:

    1.1 The Government of Karnataka through Government of India has received financial

    assistance in the form of a Loan from the International Bank for Reconstruction and

    Development (the Bank) for the Karnataka State Highways Improvement Project-II. Part of

    this financial assistance is being applied towards implementation of Road Safety

    Component.

    1.2 The Government of Karnataka against the backdrop of rapidly increasing motorization and

    a continuing sharp rise in road-related deaths has committed itself to improve the road

    safety in the state through new strategic and comprehensive measures. At the outset, one

    corridor in the state on SH 20 from Yargatti to Belgaum has been chosen as demonstration

    corridor for implementation of road safety and traffic management on a pilot basis under

    Safe Corridor Demonstration Programme (SCDP).

    1.3 Further it is envisaged to adopt a multi-sectoral approach in implementation of road safety

    initiatives which include engineering, traffic, development of policies, enforcement,

    community awareness, post-impact care etc. Accordingly a Road Safety Cell has been

    formed with transport department as the lead department and Public works, Ports & Inland

    Water transport, Police, Health and Education departments as other stakeholders.

    1.6 Implementation of a result-based Safe Corridor Demonstration Program will support multi-

    sector interventions in the areas of infrastructure improvement, enforcement, education,

    and post-crash care. The demonstration program will be monitored and evaluated during

    the project. This program consists of Implementation of Engineering Interventions on pilot

    corridor i.e., from Yaragatti to Belgaum (between Km 0+000 to Km 56+343 link 1K) &

    Lokapur to Yaragatti (between Km 38+950 to Km 44+358 link 1J) of State Highway-20 is

    being taken up under World Bank assistance.

    1.7 KSHIP intends to hire the services of a Road Safety Management Specialist to provide

    guidance to the Road safety cell and ensure coordination between the stakeholder

    departments and other Specialists namely Police Enforcement Specialist, Road Safety

    Awareness Specialist and Road Safety Specialist who are proposed to be hired separately.

    2. Tasks to be carried out by the Road Safety Management Specialist:

    2.1 The primary task for the specialist would be to supervise the Road Safety Cell on the

    preparation, design and implementation of the multi-sectorial SCDP program. The

    specialist will ensure that the necessary actions are undertaken in a timely manner,

    coordinated between the departments, and support the SCDP with resources as needed.

    2.2 Review existing institutional arrangements for the management of road safety in the State

    and provide input on the current capacity of the road safety cell to undertake coordinated

    road safety interventions at a state-wide level.

    2.3 Planning and implementation of selected road safety activities/programmes.

    2.4 To review the results and outcomes of SCDP and prepare Road Safety Policy and action

    plans for improving the states road safety responsibility frame work and capacities.

    2.5 To coordinate between and to provide focus and direction to the other Consultants namely

    Police Enforcement Specialist, Community awareness/ Communication Specialist and

    Road Safety Specialist to be engaged by KSHIP.

    2.6 Identify necessary resourcing including technical skills and human resource for the lead

    agency and other stake holders to enable effective road safety management in the State.

    2.7 To monitor and evaluate the stake holder departments implementation process in the SCDP

    and capture the results & outcomes.

    3. PROFESSIONAL SKILLS AND EXPERIENCE REQUIRED:

    Academic Qualification:

    The Consultant shall be a graduate preferably with Post Graduation in Management course.

    Trainings / certificate courses in Administration & Management courses, Police Enforcement

    and Mass Communication is desirable.

    Professional Experience:

    The Candidate shall have about 15 years practical experience in assignments related to

    management of road safety/other safety aspects. He shall preferably possess about 5 years

    extensive experience in facilitating and coordinating inter-agency planning and action in major

    multi agency government led initiatives and strategies. Extensive High-level experience and

    skills in policy development, implementation and review functions in public sector coordination

    of the operations and outputs of multi-disciplinary Work Groups/Task forces is preferable.

    Experience in assignments funded by International funding institutions preferred.

    4. Location, Duration and Mobilization of the Services

    4.1 The services shall be delivered in Karnataka with Bangalore as head quarters.

    4.2 The duration of the services will be Twelve (12) months intermittent over a period of

    2 years from the time of the Consultants mobilization or extendable.

    5. Management & Facilitation of the Services by the Client

    5.1 Karnataka State Highways Improvement Project is the overall managing agency and will

    carry the contractual responsibility for the services.

    5.2 However, in all day-to-day aspects, the management of the services and implementation,

    monitoring and guidance will be the responsibility of the Road Safety Cell, with periodic

    review being additionally exercised by the Committee appointed for the purpose.

    5.3 The Road Safety Cell will inter-alia attend to the following Client responsibilities:

    a. Provision to the Consultant of all necessary reports and background documentation.

    b. Assistance to comply with periodic reporting requirements and

    c. Assistance in establishing essential contacts in concerned GoK areas and in gaining the

    cooperation of other GoK departments and agencies, as required.

    6. Operational Support Resources

    6.1 Office accommodation and other working facilities for the consultant will be provided at the

    Road Safety Cell formed by the Transport Department.

    7. Clients Review of Outputs & Deliverables

    7.1 The consultants main outputs and deliverables will be reviewed by Review Committee to

    be constituted later.

    8. Required Deliverables and Outputs

    The consultant shall complete outputs and deliverables as shown below.

    Inception Report (IR) end of 1st month

    Monthly Progress Reports and Quarterly Progress Reports

    Report on necessary resourcing for the lead agency and other stake holders.

    2.6. Implementation of a result-based Safe Corridor Demonstration Program will support

    experts proposed to be hired separately, namely Road Safety Management Specialist,

    Police Enforcement Specialist and Road Safety Awareness Specialist for multi-sectoral

    implementation of road safety initiatives.

    9. OBJECTIVES:

    9.1 Identification of unsafe behaviors in SCDP and take up Base line survey for assessing the

    pre-project situation pertaining to all the stake holder departments and collect and analyze

    the accident data from different sources such as Police, Health, etc.,

    9.2 To provide technical assistance to the Road Safety Cell and PWP&IWTD to implement

    multi sector approach SCDP in the identified corridor.

    9.3 To coordinate between and to provide focus and direction to the other Consultants namely

    Road Safety Awareness Specialist, Road Safety Management Specialist and Police

    Enforcement Specialist to be engaged by KSHIP.

    9.4 To conduct road safety audit/review of other KSHIP projects and suggest recommendations

    including identification of potential hazardous road locations with counter-measures.

    9.5 To provide advice/support to the client on Road safety issues.

    9.6 To monitor and evaluate implementation process in the SCDP and capture the results &

    outcomes.

    10. PROFESSIONAL SKILLS AND EXPERIENCE REQUIRED:

    Academic Qualification:

    The Consultant shall be a graduate in Civil Engineering preferably with post-graduate

    qualification in transportation/traffic engineering.

    Professional Experience:

    The Candidate shall have about 10 years experience in road safety strategies and action management,

    road safety audit and review. High-level skills in strategic and technical advising, and in coordinating

    complex multi-agency action in a public sector environment are desirable.

    Location, Duration and Mobilization of the Services

    10.1 The services shall be provided in KSHIPs projects across the State.

    10.2 The duration of the services will be twelve (12) months intermittent over a period of

    safety initiatives in the State, it is proposed to hire the services of the following

    professionals;

    I. Road Safety Management Specialist.

    II. Police Enforcement Specialist.

    III. Public Information & Communication Specialist.

    4. Tasks to be carried out by the Road Safety Awareness Specialist:

    2.1 To provide technical assistance to the Road Safety Cell and PWP&IWTD to implement multi

    sector approach SCDP in the identified corridor.This primarily involves promoting the

    government-led initiative on road safety so that road users are aware of the program and its

    importance. Additional, the expert should liaise with the departments of public works,

    transport, police and health and understand the key areas of engagement which should be the

    focus of the awareness campaign.

    2.2 To Develop Road safety education, awareness programs and promotion through mass media

    like Radio, TV, Internet, Films, Newspaper ads, Street plays, Social media etc. The content

    may be a combination of:

    a. Audio visual presentations

    b. Films in local language

    c. Interactive games, quizzes

    d. Folk songs

    e. Discussions

    f. Print material

    2.3 All the content/presentations/videos/Audio clips for promotion of road safety shall be

    developed by the Consultant.

    2.4 To carry out Educational campaigns on good practices in road safety for urban and rural

    populations in SCDP corridor.

    2.5 To develop strategy to improve traffic safety education through schools as well as other

    organizations and making appropriate use of such media as the press, radio and TV.

    Objectives and areas of such campaigns may vary considerably and campaigns may be

    integrated in law-enforcement actions to support them and increase their effect.

    2.6 To develop ways of promoting safe road user behavior, improve knowledge and change road

    safety habits/attitudes of road users by sensitization of community to road safety

    2.7 To provide assistance to the Client in selection/hiring of required mass communication

    media agencies.

    All content to be developed by the consultant shall be in English as well as Kannada.

    3 Professional Skills And Experience Required:

    3.1 Academic Qualification:

    The Consultant shall be a graduate preferably with Post Graduation in Communications, social

    marketing, Public Relations and/or Information Management.

    3.2 Professional Experience:

    The Candidate shall preferably have about 10years experience in developing and executing

    pro-active strategies and plans in community information and communication programs for

    public health/road safety campaigns in India. He shall preferably possess about 5 years

    experience in designing and facilitating consultation and communication initiatives aimed at

    civil society stakeholders and/or at raising awareness in target community groups.

    Experience in assignments funded by International funding institutions is desirable.

    Knowledge of local language is preferred.

    4 Location, Duration and Mobilization of the Services

    4.1 The services shall be delivered in Bangalore and Yaragatti/Belgaum in Karnataka.

    4.2 The duration of the services will be Six (6) months from the time of the Consultants

    mobilization or extendable upto 2 years.

    community awareness, post-impact care etc. Accordingly a Road Safety Cell has been

    formed with transport department as the lead department and Public works, Ports & Inland

    Water transport, Police, Health and Education departments as other stakeholders.

    14.11Engineering interventions on the SCDP corridor of SH 20 from Yaragatti to Belgaum have

    been finalized by M/s. Vicroads, Australia by studying the outcome of iRAP studies done

    on the corridor and evaluating the cost-benefit ratio of the counter measures.

    Implementation of these interventions is being taken up by KSHIP.

    14.12The Road Safety Cell consisting of experts from PWP&IWTD, Education, Transport,

    Police and Health Department along with support staff is in place to assist in monitoring

    and to coordinate the stakeholder departments in implementation of the SCDP.

    14.13Implementation of a result-based Safe Corridor Demonstration Program will support multi-

    sector interventions in the areas of infrastructure improvement, enforcement, education,

    and post-crash care. The demonstration program will be monitored and evaluated during

    the project.This program consists of Implementation of Engineering Interventions on pilot

    corridor i.e., from Yaragatti to Belgaum (between Km 0+000 to Km 56+343 link 1K) &

    Lokapur to Yaragatti (between Km 38+950 to Km 44+358 link 1J) of State Highway-20 is

    being taken up under World Bank assistance.

    14.14In order to provide technical support in implementation of SCDP and also to support road

    safety initiatives in the State, it is proposed to hire the services of the following

    professionals;

    IV. Road Safety Management Specialist

    V. Police Enforcement Specialist

    VI. Road Safety Awareness Specialist

    VII. Road Safety Specialist

    2. Tasks to be carried out by the Police Enforcement Specialist:

    2.1 To provide technical assistance to the Road Safety Cell and PWP&IWTD to implement

    multi sector approach SCDP in the identified corridor. This includes identifying current

    interventions undertaken by the safety cell on the corridor and recommend strategies where

    enforcement can supplement such efforts.

    2.2 To identify unsafe road user behaviors and corresponding enforcement strategies in high-

    risk corridors and areas.

    2.3 Review resourcing and recommend required levels of enforcement (person hours and

    equipment operating hours) to achieve wide spread compliance with road laws.

    Additionally, this includes Identify on-the-job support needs for the implementation of

    annual enforcement programs.

    2.4 To review of post-crash activities to be taken up by Police including data collection, data

    management and working with the emergency care health services.

    2.5 Capacity Building of Police Enforcement in the following areas

    a. Enforcement of road safety regulations including basic road safety skill set and advanced

    training on deterrence strategies and operational tactics for senior level police officers.

    b. Road accident registration and analyzing of data.This also includes monitoring of

    roadcrash data to identify better strategies for police resourcing.

    c. Traffic surveillance and law enforcement.

    2.6 To evaluate the implementation process and capture the results & outcomes.

    2.7 To provide training in crash investigations/ reconstruction.

    2.8 Analysis of equipment needs and specification and costing of additional equipment

    required to support enforcement programs.

    3 Professional Skills And Experience Required:

    3.1 Academic Qualification:

    The Consultant shall be a graduate.

    3.2 Professional Experience:

    The Candidate shall have about 10 years experience in traffic enforcement leadership,

    coordination and policy advice in a state or national level. Experience in modern operational

    road safety enforcement practices and quantitative evaluation of safety interventions and

    outcomes is required. A demonstrated ability to communicate road safety enforcement

    principles and tactics to a broad audience is essential. He shall have professional experience

    in law enforcement, training. Experience in reporting of crash investigation is desirable.

    Retired Police Officers possessing the above qualifications are also eligible to apply.

    3.3 Location, Duration and Mobilization of the Services

    3.1 The services shall be delivered mainly in Bangalore & Yaragatti/Belgaum in Karnataka.

    3.2 The duration of the services will be Six (6) months from the time of the Consultants

    mobilization or extendable upto 2 years.

    4 Management & Facilitation of the Services by the Client

    4.1 Karnataka State Highways Improvement Project is the overall managing agency and will

    carry the contractual responsibility for the services.

    4.2 However, in all day-to-day aspects, the management of the services and implementation,

    monitoring and guidance will be the responsibility of the Road Safety Cell, with periodic

    review being additionally exercised by the Committee appointed for the purpose.

    4.3 The Road Safety Cell will inter-alia attend to the following Client responsibilities:

    j. Provision to the Consultant of all necessary reports and background documentation.

    k. Assistance to comply with periodic reporting requirements and

    l. Assistance in establishing essential contacts in concerned GoK areas and in gaining the

    cooperation of other GoK departments and agencies, as required.

    5 Operational Support Resources

    5.1 Office accommodation and other working facilities for the consultant will be provided at the

    Road Safety Cell.

    6 Clients Review of Outputs & Deliverables

    6.1 The consultants main outputs and deliverables will be reviewed by Review Committee to

    be constituted later.

    7 Required Deliverables and Outputs

    The consultant shall complete outputs and deliverables as shown below.

    Inception Report (IR) end of 1st month

    Monthly Progress Reports.

    Report on review of Enforcement with respect to Rash driving, drunken driving, overloading vehicles vide para 2.3.

    Report on Post-crash activities and Capacity Building in Police Enforcement vide para 2.4 and 2.5.

    Report on results and outcome of SCDP vide Para 2.6 to 2.7

    Draft Final Report end of 5th month.
