On-site observers have characterized the current atmospherebetween the two parties as poisonous.

we re invited toHillsborough yesterday night. However, theseparties tell us that this was only an informational exercise and they have yet to be included inany substantive meetings.

Outstanding Issues: The obstacle to progress seems to be centered on the parades issue andsetting of specific dates for devolution. Robinson and the DUP are insisting on the abolishingof the Parades Com mission an independe nt panel despised by the Orange Order as restrictintheir desire to parade through nationalist areas and the adop tion of a new process relying onlocal councils to refer potentially contentious parades to an OFM/dFM selected panel. SinnFein and SDL P are both conc erned that this will politicize decision-m aking on parades andPSNI involvement.

In late December, the UK government renewed the Parades Commission's mandate untilDecember 2010, so it is expected that any new process would not be implemented until after thesummer 2010 parading season.

In press statements this evening NAR stressed that the PA and the PLO are committed to theArab position which will be developed in the meeting of the Arab Follow Up committee inCairo. In response to a question at the beginning of the meeting on President Abbas spresentation to the committee, NAR said that the ideas that will be presented are not thoseof President Abu Mazen but basically are about the US responses to the Palestinian questions

in relation to the role of Senator Mitchell in the proximity talks. e will also stressthat the Palestinian position will be the same as the Arab position.

He added that these ideas will be presented to the to the Arab Follow Up committee and weshall see what the Arabs will say. And we will adhere to the Arab position completelyexactly as we did when we went to Annapolis and to Madrid peace conference. He said theanswer will be provided in the meeting. He went on to say that we have received someresponses from Washington to questions which President Abbas had raised. In response to aquestion on whether the US answers constitute an appropriate ground to resume negotiations,NAR said that the US wants to move the peace process forward and want to create a conduciveatmosphere to launch direct negotiations in the future. He said that the proposed proximitytalks essentially are based on Senator Mitchell continuing his trips between the Palestiniansand Israelis. As far as we are concerned, we shall abide by the Arab position. He also said





we will not develop any position with respect to negotiations without Arab consensus whetherin terms of accepting or rejecting the US ideas.

With regards to resumption of direct negotiations between the Palestinians and Israelis, NAR

said that there are no proposals (ideas) at present time to resume direct negotiations. Hesaid that the Arab and Palestinian position on this issue is clear; there needs to be a clearTOR for negotiations and total cessation of settlement activities. e said that the PAposition in principle is not against negotiations. On the contrary its for negotiations thatdo not waste time since the Palestinian national interest requires a solution as soon aspossible to create the independent Pales t inian s ta te wi th Jerusalem as capi ta l . NAR went onto say that , before ta lking about resumption of d i rect negot ia t ions , there is a need toclarify the basis of these negotiations and to know the fate of settlements and to whatextent will Israeli abide by freezing settlement activities.

With respect to Israeli provocations which seriously tamper with security and stability, NARsaid that Israel does not want a return to negotiations but wants to blame the Palestiniansby saying they don t want to enter negotiations. NAR went on to say It is imperative to takeaway this pretext by exposing the real Israeli position to the international community andthe US adminis t ra t ion. He said we are ready to resume negot ia t ions on c lear basis but i t sthe Israeli side that places obstacles to avert meeting its commitments while blaming the

Palestinian side (as Israel is accustomed to doing).

In press statements this evening, NAR stressed that the PA and the PLO are committed to theArab position which will be developed in the meeting of the Arab Follow Up committee inCairo. In response to a question at the beginning of the meeting on President Abbas spresentation to the committee, NAR said that the ideas that will be presented are not thoseof President Abu Mazen but basically are about the US responses to the Palestinian questions

in relation to the role of Senator Mitchell in the proximity talks.e will also stress

that the Palestinian position will be the same as the Arab position.

He added that these ideas will be presented to the to the Arab Follow Up committee and weshall see what the Arabs will say. And we will adhere to the Arab position completelyexactly as we did when we went to Annapolis and to Madrid peace conference. He said theanswer will be provided in the meeting. He went on to say that we have received someresponses from Washington to questions which President Abbas had raised. In response to aquestion on whether the US answers constitute an appropriate ground to resume negotiations,NAR said that the US wants to move the peace process forward and want to create a conduciveatmosphere to launch direct negotiations in the future. He said that the proposed proximitytalks essentially are based on Senator Mitchell continuing his trips between the Palestiniansand Israelis. I got the readout from the Secretary's call to Indian FM Krishna, and I understand that she will convey India's

support for Copenhagen to the Brazilians.

Right after the call, the MEA sought to clarify a key point, which moderates Krishna's message. According to

the GOI, the Ministry wants to underline that while the Minister had conveyed to the Secretary India's broad

political support for the Copenhagen Accord, it was not yet ready to be listed as a party to the Accord. But

the GOI also understands that the listing process is a priority matter.

Feature on AJ Arabic: 15 minute feature piece filmed at AJ Studios on the Administration's commitment toengagement with Muslim communities worldwide. This will be a good opportunity to highlight theEntrepreneurship Summit. We can expect you to also get questions on PD programs in Afghanistan, Pakistan,and Iraq. You will be interviewed by one of AJ's top journalists; exactly who is still to be determined. Theinterview will be in English with simultaneous interpretation into Arabic. It will likely air a number of times on

AJ.

Feature on AJ English: This would be a second 15 minute feature piece similar to the one for AJ Arabic. Ifwe are pressed for time we can consider just doing the AJ Arabic feature.

Roundtable with local Qatari media: This will include journalists from a number of local Qatari mediaoutlets. This is another opportunity to talk about the Administration's commitment to engagement, but with amore targeted focus on bilateral engagement and exchange programs.

I was in three meetings today with Prime Minister Jean Max Bellerive and he made the following points:

Donors Confab: The GOH would like to hold the donors' pledging conference in New York on April 15. They havediscounted their original date (March 22-23) because there is an IDB meeting in Mexico City on those same dates. There

is a technical donors' meetings in Santo Domingo on April 14, and the GOH would like the pledging session to come after

it. Bellerive said the GOH would also be open to doing the pledging session on March 31, though they prefer April 15.

Status of Forces Agreement: Bellerive asked me if we could propose to the GOH a SOFA covering US troops in Haiti.

I told him we would consult and get back to him ASAP.

Adoptions: Bellerive signed the two lists of humanitarian parole letters I brought him,

sking if we are close to finishing all the kids in the pipeline. In a later meeting with multiple donors Bellerive

talked about the case of the ten Amcits being held for allegedly trying to take Haitian children out of the country without B1authorization. He said that this case is in the hands of the courts and that the Executive has no influence over the

outcome, but said it is an example of the GOH's need to control the problem of child trafficking which he said has

increased exponentially since the earthquake. He said the judge has three months to decide the case. He has already

dropped the most serious charge of kidnapping, and now the charges only carry a maximum of 15 years in prison. He

said that the judge might determine that there isn't enough evidence in the case to try the Amcits. He said that the only

power the Executive has in the case would be a presidential pardon in the event they are found guilty. He would notspeculate on whether Preval would consider a pardon if the Amcits are found guilty.

Migrants: He approved the return to Haiti of 62 Haitian migrants detained on Great Exuma and said repatriations

should continue as pre-earthquake normal.

Relations with Dominican Repu blic: On instructions, I asked Bellerive in private what the GOH believed would be theappropriate role of the Dominican Republic in donor coordination mechanisms. 1.4

Political dilemma: The executive decree establishing a state of urgency expires on February 15 and can only be

extended by Parliament. Parliament has been fiercely critical of the Preval/Bellerive government since the disaster, and

This leaves thegovernment with the dilemma of how to handle extraordinary disaster needs (such as declaring land of public utility)

after February 15. UN SRSG Mullet encouraged Bellerive to seek a full consensus with the opposition as nothing

short of unanimity would be required to address the enormous challenges Haiti is facing.

Bellerive told the donor community that the GOH may soon have to choose between

becoming totally ineffective (which he said they will not do) or taking actions that exceed the authority given to theExecutive by the law (which he implied they are prepared to do). The government is meeting with the private sector to

get their approval of their reconstruction strategy, recognizing that they will have great difficulty getting a consensus

with the political parties. Bellerive said that the GOH is also evaluating what to do about upcoming elections and

constitutional reform, but implied that they have more time to reach a decision on these matters.

Preval to address the nation: The government is going to designate February 12 (the month anniversary of the quake)

as a day of national mourning and President Preval will make his first formal address to the nation since the

disaster. They are drafting his speech to be part mourning and part the vision of the future. Preval wants to announcethat all the ministries are up and running as usual.

Ministries: The PM said that the Primature and the Ministry of Planning will be moving into the old US Embassy

building. The courts will move into the old USAID building. The plan to move a number of the ministries out to Croix des

Bouquets has met with very little enthusiasm from the main line ministries. They prefer to clear the rubble off of their

properties in downtown Port-au-Prince and either build new buildings (EU is offering to finance) or put up temporary

structures (Canada is offering to finance).

In the past two months, the TAPI project has been resuscitated, largely due to Turkmen President

Berdimukhamedov's personal outreach to his counterparts in Kabul, Islamabad and New Delhi. A Heads ofAgreement for the project was recently signed, and there is a possibility that the heads of state of the four

participant countries will meet in Ashgabat in December to give further political impetus to the project. As a

result, the Asian Development Bank, as nowreengaged on the project, and has just agreed to fund technical assistance to the Afghan Ministry of Mines to

assist in negotiations with the other TAPI partners.

I have met twice with Turkmen President Berdimukhamedov since August, and TAPI is at the top of his

agenda.

We all recognize the significant hurdles that TAPI faces, both from a security and commercial standpoint,

but we believe we should do what we can to encourage forward movement on the project:

We ll let you know how this develops, and in the meantime, wo uld be grateful for any thoughts or advice youmight have on the project.

On Wednesday, the IEC certifies the final results for 34 out of 35 constituencies in the Parliamentary Elections. The Chairperson ofthe IEC noted that while results for Ghazni elections were not included in the final results due to technical issues, they would beannounced in the upcom ing three to five days. The UN and U S embassy issued statements welcoming the results and comm ending work of the IEC and EC C. While the Palace has not made any public comm ents, the Attorney General's office—which has served athe Government's m outhpiece to challenge the election institutions—continues to question the election outcome, criticizing the U Nfor endorsing the results and vow ing that it will continue to investigate allegations of corruption and fraud in the IEC and ECC. Relations with Dominican Republic: On instructions, I asked Bellerive in private what the GOH believed would be the

appropriate role of the Dominican Republic in donor coordination mechanisms.

Political dilemma: The executive decree establishing a state of urgency expires on February 15 and can only beextended by Parliament. Parliament has been fiercely critical of the Preval/Bellerive government since the disaster, and

This leaves the

government with the dilemma of how to handle extraordinary disaster needs (such as declaring land of public utility)after February 15. UN SRSG Mullet encouraged Bellerive to seek a full consensus with the opposition as nothing



becoming totally ineffective (which he said they will not do) or taking actions that exceed the authority given to theExecutive by the law (which he implied they are prepared to do). The government is meeting with the private sector toget their approval of theW reconstruction strategy, recognizing that they will have great difficulty getting a consensus



Preval to address the nation: The government is going to designate February 12 (the month anniversary of the quake) asa day of national mourning and President Preval will make his first formal address to the nation since the disaster. They

are drafting his speech to be part mourning and part the vision of the future. Preval wants to announce that all the

The allegation against Nobel laureate Muhammad Yunus of 'diverting foreign aid from Grameen Bank to another

company' should be investigated, the prime minister has said.

Bangladesh has set many examples. Deceiving people by siphoning off their money is another such example. This is

nothing but sucking out money from the people after giving them loans, she said replying to questions from journalists

on Sunday.

There has been no improvement in the lifestyle of the poor so far. They were just used as pawns to get more aids,

Hasina added.

She was speaking at a press conference at her office on Sunday following her three-nation tour of Russia, Belgium and

Japan.

The people of Bangladesh have been made guinea pigs. I have never supported that. And now I protest, Hasina toldjournalists.

Naimul Islam Khan, editor of Amader Shomoy, said, Initially, the government had 60 percent share of the Grameen

Bank which now has shrunk to 25 percent. It seems Mr Yunus wanted to empty the government exchequer, if he could.

The government, however, didn't let that happen.

He also asked whether the government would investigate the allegation raised against Yunus and his Grameen Bank.

Responding to the query, the prime minister said, Grameen Bank had been grabbed in such a manner as if it's a

personal property. This should also be investigated. The poor people are becoming paupers. They have been tricked by

sweet talks. Finally, things are getting out.

Hasina compared Khaleda Zia's 'affection' for her cantonment house with Yunus' affection' for his Grameen Bank and

said, Grameen Bank is a public property. But it's being privatised out of 'love'. Yunus Sahib has fallen in love with

Grameen Bank.

Norway's national TV NRK aired a documentary on November 30 titled Fanget i Mikrogjeld or Caught in Micro debt ,

based on which bdnews24.com ran a report on December 1.

According to the documentary, Yunus transferred the money to Grameen Kalyan, which was in no way involved with

microcredit operations.

Responding to the allegations, Grameen Bank claimed there was no wrongdoing in the agreement between the bank

and Grameen Kalyan under which it received Tk 3,917 million from the bank.

Decisions were taken by the Grameen Bank Board, with due deliberation, good faith, and with good intentions to

The Norwegian Agency for Development Cooperation (NORAD - directorate under the Norwegian Ministry of ForeignAffairs) just published a new statement:

Report on Norwegian assistance to Grameen Bank

Norad submitted its report today on Norwegian support to

Grameen Bank in Bangladesh in the 1980s and 1990s.

Minister of the Environment and International Development Erik

Solheim requested Norad to prepare the report after the Norwegian

television series Brennpunkt raised the question of where the

Norwegian aid money had gone.

Norad's report shows that Grameen Bank transferred a total of NOK

608.5 million to its sister company Grameen Kalyan in 1996.

Norway's share of this amount is estimated to be approximately

NOK 170 million. The Norwegian Embassy in Dhaka reacted

immediately when it discovered the transfer in 1997. In the

embassy's view, the transfer was not in accordance with the





agreement. The m atter was raised with Grameen Bank. Following

negotiations, it was agreed in May 1998 that NOK 170 million was

to be transferred back from Grameen Kalyan to Grameen B ank.

According to the report, there is no indication that No rwegian

funds have been used for unintended purposes, or that Grameen

Bank has eng aged in corrupt practices or embezz led funds. Thematter was concluded when the agreem ent concerning

reimbursement of the funds was entered into in May 1998 under
