With regard to the recommendation to discuss vehicleidentication, Kathy said the Board would open thesubject for discussion during the Co-owner Forum.Tom asked why the Committee felt it was necessaryfor discussion. Joel explained that at the Committeemeeting, it was discussed that without vehicleidentication, there is no way to verify whether a car isparked illegally or legally. Many committee members

noted what they believed to be unauthorized carsparked in non-guest spots, but there is no way toconrm it. There was a concern about trespassers

parking in these spots to access the lakes or otherareas on the property. The implementation of vehicleIDs can help our security to more easily investigatesstrangers on the property. There is much debate aboutthe necessity for the vehicle identication, which iswhy they recommendation a discussion by the Board.

Michelle suggested taking pictures of the affectedarea, and then keep track of what is being removedand by whom.

Joel explained a grounds request presented to theCommittee by unit 525 to have a tree removed fromthe front of her unit. The request explained that thetree has been damaging the sidewalk over the yearsas well as the roof. Joel said that the Committee wasconcerned that the tree seemed to be healthy, andremoving the tree would disturb the newly pavedcourt.

Louise Benstein from 525 presented the need to havethe tree removed. (1) When there is a storm, the treedrops so much debris, she has to call maintenance toclean it up. (2) The tree branches are so large thatthey scrape and damage the newly installed roof. (3)The root structure of the tree has caused continualdamage to the sidewalk and could potentially damagebasements. Mrs. Benstein said that she would like toremove the tree and replace it with one that wontcause so much damage.

Board Action: Motion by Sandy Nolan, support byKathleen Connor, to accept the Grounds Committeereport dated June 12, 2013. All in favor. Motionpassed.

Board Discussion: Regarding unit 525, Tom said thatif the tree is directly affecting her unit, an opinionsurvey of the court was not necessary to removethe tree. He also disagreed with the idea that theAssociation continue to spend money repair andreplace the sidewalk, when the issue could be remedied

by the removal of the tree. Ken explained that if thetree was removed, the stump would be ground downto a certain extent, which may not be deep enough forthe co-owner to plant another tree in the exact samespot. However, she could choose to plant a new treewithin 5-10 where there is enough dirt for the tree totake root.

Board Action: Motion by Tom Byrne, support byKathleen Connor, to have the locus tree in front ofUnit 525 removed at the Associations expense. All infavor. Motion passed.

Board Discussion: Tom asked if there was any

requirement for co-owners to have landscaping in frontof their unit. Joe explained that the original policy saidthat when a shrub is removed, the Association wouldreimburse up to $10 toward the replacement of theshrub, which is recommended but not a requirement.Tom agreed with the Grounds Committee that someof the units across from the clubhouse needed morelandscaping. He suggested that the Committee returnto the Board with a recommendation concerning howto address the issue.

Engineering Committee report: See page 21

Tom Werner reported to the Board. In addition to hisreport, Tom said that there was a discussion about

providing the maintenance crew with a copy of theapproved engineering form when they go out toinspect a completed modication so that they knowwhat they are looking for and they are aware of anyvariances that were approved by the Board. Ken saidthat this has been normal practice for maintenance toreview the modication requests for inspections.

The Engineering Committee will be adding the door

style that was approved at the May Board meetingto the modication packet as requested. Ilio will beproviding updated diagrams.

Board Action: Motion by Kathleen Connor, support byJudy Nakdimen to accept the Engineering Committeereport dated June 12, 2013, and approve modicationrequests #1-10. All in favor. Motion passed.

Herald Committee report: VerbalMarty Tingstad reported to the Board. There will be no

meetings for the Herald Committee during the summermonths. Marty recognized Tom DeGalan for his recent

contribution in the June Herald. Also, Gloria Janks hastaken photos of the gardens in front of the clubhouse,so they will be featured in an upcoming issue.

Marty encouraged anyone who had an idea for a featurefor the Herald to please drop it in the Herald Committeebox in the clubhouse. He said that you dont have to bea skilled writer, and members of the Committee wouldbe more than happy to assist in the development ofthe article if necessary. The Committee would like asmuch community involvement as possible.

    Community Social Committee report:

VerbalMichelle Todorov reported to the Board. Highland Days

this year is scheduled for July 20th from noon until2:00p.m. There will be a magician on site to not onlyperform, but also teach the kids how to do simple magicacts with common household items. The Committeeis requesting volunteers to help supervise the childrenand assist with the magic workshops.

Co-Owner ForumSue Misulis: Sue expressed her objection to the

suggestion to begin requiring vehicle tags again. Shesaid that in the past, it was done because units only hadone parking spot. Now most units have more than onespot (one deeded and one assigned), and her choice togive permission to a guest to park in her spot should

not concern the association. She argued that requiringvehicle registration for herself or her guest is aninvasion of privacy. She added that it would be the co-owners responsibility to contact the police if someoneis illegally parked in their spot, not the Associations.Joe responded that the Association can act as a middle-man to have cars towed out of deeded spots, however, the Association is not concerned if a co-owner haslent the use of their parking spot to a neighbor or aguest. Tom added that he would be opposed to theidea of a guest pass for parking. He said he doesnt feelthat this is enough of a wide-spread problem to begin

implementing something of that magnitude.Jim Weaver:Jim asked for a follow up on the issue he

presented to the Board at the November 2012 Meeting.[Ongoing issue with a neighbor who has a dog that is not beingcared for properly, and the patio is being kept in an unsanitarymanner.]

Joe reported that the associations lawrm has led a suitagainst the neighbor, and sued her for an injunction torefrain from having the dog run loose, from defecatingon the property, and that we would physically removethe dog. The resident missed her rst hearings, and we

moved for a default judgement. She thereupon

leda motion to set aside the judgement, and is counter-claiming against Highland Lakes. Joe reassured Mr.Weaver that the Association is diligently pursuingthe matter and also said that the Association is doingeverything as fast as the legal system allows to come toa resolution of the issue.

Jim argued that the situation as it is is unsanitary, and thatthere must be something more that the Association cando to be more aggressive to come to a resolution. Jimadded that the By-laws allows for a ne to be levied

if she is not compliant with the requirements of theAssociation (i.e. not keeping the patio in an unkempt condition, neglecting to care for a pet.). Joe said that the Associationis taking the greatest action it can against her byattempting to physically remove the dog.

Ray Parzych suggested contacting the Northville Twp.Tom suggested contacting the humane society. Joe said

that when the suit began, she started shovelling her patioto clean the dog refuse. Mrs. Weaver explained that thesmell has completely permeated the patio stones, andit reeks. The area should be completely sanitized. Jimstated that the dog is left out in the patio for hoursat a time with no shelter. He and another neighborrescued the dog when it was left out for 6 hours infreezing temperatures in the middle of February withno food or water.

Joyce Elvy said that in the past she was having a problemwith a neighboring business that had multiple beagles

that were not being cared for. Wayne County andthe Humane Society were little to no help, but whenshe called the Township Manager, he took actionimmediately. Joe said that the problem has been thatwhen the authorities have been called, shell correct thesituation, but only temporarily until the pressure is off.Afterwards she reverts to her old habits. That is whythe Association has taken the extreme measure to havethe dog removed. Right now we are waiting for thecourt process. There was a court date last week, butno new court date was set. Jim said that he and hisneighbors are prepared to testify in court if necessary

to see that this is resolved.Judy OConnor:Judy asked if there was a waiting list to

participate in the Community Garden. Kathy answeredthat the garden is full for the year. She added that theplots were distributed to the gardeners that came to theinitial meeting in April. She encouraged anyone whowould like to participate next year to watch for meetingdetails next spring, or contact Donna McNally.

Joel Lutz: Joel reported seeing an exposed cable wirerunning between the fence instead of being properlyburied. Ken said to contact him with the address so the

backing will be repainted. The sign will not be movedor removed from its current position.

Motion by Tom Byrne, Support by Michelle Todorov not to replacethe sign on the east side entrance. 5 in favor, 1 opposed.

    Motion passed.

Motion by Tom Byrne, Support by Michelle Todorov to removethe damaged wall, but to retain the pillars. 5 in favor, 1

    opposed. Motion passed.

Kathy added that there was some discussion aboutincluding some canopy-type trees where the sign was,but there is still more research that needs to be done tosee whether that would be a possibility.

Ray Parzych asked whether the Board would considergetting the opinion of two landscapers about theproposed plans. Kathy said the Board is workingbased on the plan approved by the Joint Grounds/Vision Committee at their October meeting. [This planwas approved by the Board of Directors at the November 19,2012 Board Meeting].

Ray expressed concern that the cedars on the far west

wouldnt survive transplanting. Tom said that this wasconsidered, but the Board decided to take the risk bytransplanting them to save money; if they fail, theywould be replaced per Ilios original plan.

    Property Managers report:

See report on page 12In addition to his written report, Joe reported thatthe Board has been in communication with WOW(Wide Open West) Cable and Internet Companyabout providing service to Highland Lakes. Theconversation with WOW has been spearheaded byKen to offer residents an alternative to Comcastand AT&T. Joe said that in the past residents haveasked about their service as an option. If we proceedwith the contract, construction would be complete inabout three months.

Board Action: Motion by Judy Nakdimen, support by

Sandy Nolan, to accept the Property Managers reportdated June 17, 2013. All in favor. Motion passed.

Maintenance Superintendents report:See report on page 14

Board Action: Motion by Michelle Todorov, support bySandy Nolan, to accept the Maintenance report datedJune 17, 2013. All in favor. Motion passed.

Discussion: Ray Parzych asked if the sprinklers wereturned on in front of the clubhouse. Ken answeredthat 90% of the sprinklers were turned on the week ofJune 15. Some systems are currently down for repair.

Nothing is turned on for nightly watering except the

Eight Mile entrance. Ray asked that the owers in

front of the clubhouse sign be watered. Ken said hedhave Earl water them.

Mrs. Benstein complimented the maintenancedepartment for how beautiful the grounds are kept. She commented that she doesnt remember the lawnsever looking so good. The crew also did a fantastic jobduring the winter to clear walkways and parking lots.

Terry McNally complimented Joe Lapham (GroundsForeman) for the excellent work he did on a workrequest. Terry said he went beyond his expectation tomake sure the job was done right; he also commentedon Joes professionalism and pleasant attitude.

Gyda asked if the fences that werent completed in 2012were being completed this year. Ken answered that the2012 work orders are top priority. Fences are behindbecause they are such tedious work, and there is justone person working on them all.

The Meeting adjourned at 9:10 p.m.

co-owner can address it with Comcast.

Joel said hes also noticed a number of dying trees in thecommunity. Kathy asked him to put them on a list andgive it to Joe.

    RE: Property Managers ReportDATE:June 17, 2013

    1. The porch repair program is off to a great start. We found a contractor that is offeringdecent bulk pricing, ranging from simple tuck-pointing at $150 to a full-porchreplacement, including the slab for roughly $900. I received bids for 20 residents andthe contractor reported that he has been in contact with almost 50. we make no assertion as to their work product.2. When disposing of paint cans, the policy is that they be placed on the top edge of the

corral, with the cover removed and the can dried out. Some residents have found thatthe only way to do this is to let them sit in the basement with the lid off before theythrow them away. This is not necessarily healthy or recommended. Home Depotsells a great product appropriately called paint hardener at its paint desk. It comesin a small bag of granular or powder, that is poured into the paint can and stirred. The paint hardens almost immediately for curbside disposal and the product is under$3.00.

    3. I encourage everyone to take part in the many pool functions this season. We havehad to deal with some cooler weather and rain, but things are getting much better, and its a great place to relax. The pool has a new boiler, was re-marcited within thelast 3 years, and has an abundance of new deck furniture on the terrace. NEW BUSINESS:

Children need to be retested every year for their Dolphin Patch.

There was also much discussion about what it considered to be a toy. Footballs, water guns,

bricks are banned. Small squirt guns are approved during toy time. The pool committee needs

to buy toys for the 2013 season. Again this year, noodles are not considered toys and can beused during non-toy times.

There was discussion about changing the name of Adult Swim to Child Rest Period. It

seemed the overwhelming majority agreed to leave well enough alone.

Life guard break times during adult swim days was also mentioned. Joe agreed that the

contingent lifeguard should take a proper lunch hour on those long days.

We will need volunteers for Hot Dog Days on June 15th! If you can help out, please let Cheryl

    SUBJECTS DISCUSSED:

Memorial week planting went smoothly though water was a bit scarce. Had to replace some wilted

looking begonias at Clubhouse entrance. Many members concurred that this years planting areas are the

    best looking ever.

Catherine Watkins was introduced as our newest co-owner to join the committee. Catherine is a landscape

architect and should add additional professional skills to our committee. She noted that some little

gardens are being cut into the woods on the northeast corner of Silver Spring Lake that include plants thatcan spread and rapidly change out forestry. Will work with committee members to eradicate these plants.

Discussed amount of trees the home owners have cut down on HLCA property to create views of the lake

from their homes and paths to the lake itself.

Unit 525 Co-Owner presented a letter regarding a locust tree in front yard of unit that is buckling the

itself is healthy but is generating annual expense. This is the third year that co-owner has requested this

    tree be removed.

HIGHLAND LAKES CONDOMINIUM ASSOCIATIONSpecial Meeting of the BOARD OF DIRECTORS June 13, 2013 Eight Mile Entrance

The following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Kathleen Connor, Judy Nakdimen, Guy Balok, and TomByrne. Also present were Joe Poma (Property Manager), Ken Wiewiora (Maintenance Superintendent), and Shannon Crowley (AdministrativeAssistant).

President Kathy Baldwin called the meeting to order at 6:00 p.m.

x The Board of Directors met at the Eight Mile Entrance to review the existing west side sign and discuss optionsfor restoring the east side area.

    Review of Eight Mile Entrance

x WEST Ken staked out the area to explain the position and size of the proposed new sign for the new sign

proposed by the Joint Committee on March 18, 2013. Because of zoning requirements, the signwould be in a location that would be blocked by the utility pole, and could not be in the right-of-way of the curve. He explained that the area would need to be surveyed.

Joe remarked that the west side sign is not in as bad condition as was presented by the jointcommittees. He questioned whether it was practical to spend the money to replace the sign.

Kathy said Ilios sign bid was $3000 There was further discussion about repairing the east side sign. Ken noted that restoring the

previous sign would require no zoning board and no permits because it would be a repair.

There was also discussion about modifying the west side lighting to reduce the size of the currentlamp; possibly lowering the lamp or replacing the one large lamp with two smaller ones. Kensaid that we need to be careful that the light doesnt shine in the eyes of oncoming drivers onSilver Spring.

Motion by Tom Byrne, Support by Michelle Todorov to (1) modestly repair the west sidesign including repairing the damaged letter, (2) Agree to remove the far (west) pillar, andremove the woodchips and sodding (3) salvage the cedar plantings and attempt toreplant them between the two remaining pillars, and (4) upgrade the lighting, and (5)incorporate Ilios landscape design (10/23/12) for the west side entrance. 5 in favor, 1opposed. Motion passed.

Sandy was concerned that the current cedars would not survive transplanting, and recommendedremoving the current cedar plantings and replace them with new cedars. Michelle felt that weshould try to salvage the cedars if at all possible.

    x EAST

Ken was asked about salvaging the damaged sign. Ken said the faux wrought-iron was gone, thealuminum backing was broken, and the majority of the sign would need to be replaced. The costof restoring the lettering on the sign is $200 per letter. The cost for full restoration of the sign is$13K, which is what was received from the insurance company.

Motion by Tom Byrne, Support by Michelle Todorov not to replace the sign on the eastside entrance. 5 in favor, 1 opposed. Motion passed.

Michelle suggested planting a large, mature flowering tree between the pillars that would canopyto attempt to block the view of the yellow house on the corner. There was some discussion about

what kind of tree would work best. Kathy asked Joe to ask Cathy Watkins to recommend aproper tree for that space.

Motion by Tom Byrne, Support by Michelle Todorov to remove the damaged wall, but toretain the pillars. 5 in favor, 1 opposed. Motion passed.

It was also decided to remove the lilac bushes. Judy expressed the importance of keeping the design cohesive. Michelle said that other than the

flowering tree on the east side, the plantings on both sides would be about the same, per Iliosoriginal design (10/23/12).

x The Board of Directors continued the meeting inside the clubhouse. Tom Byrne was not present. It was decided that all the letters on the sign would be repainted to keep the colors consistent. Ken asked about repainting the wrought-iron frame on the west side. The cost would be under

$450. Kathleen and Judy agreed that the frame should be repainted.

The members present reviewed Ilios plans and Blackstone estimates. Ilios plan includes juniper trees. Kathy suggested substituting the junipers for flowering trees. Joe said that Blackstones bid for Ilios original drawing was $3105 without the flowering trees.

That bid does include 6 Junipers and the boxwoods, burning bushes, and the removal of the wall.

Kathy told Joe to call Cathy Watkins about the trees, and call Blackstone to get a cost for the treeand have ready for Mondays meeting.

Special Meeting adjourned at 6:45 p.m.

Its human nature to complain - about whatever. Let us know whats bugging you -mostly about Highland Lakes - but again, whatever. If you have a solution, include that.Put it in the Herald Box at the Clubhouse.

However, the complain department also accepts complaints about complaining. Wewant to hear about the good stuff, too.

My good stuff centers around the lakes - primarily Silver Springs Lake. We dockour yacht - an eight foot paddle boat - along the seawall.

We swim, sh... and just enjoy. My granddaughter, little Joanie, (can you believe my wifeis called big Joanie), caught an 18 small mouth bass there a few years back. Occasionally, you can see the sh beds in the shallow area. If you are lucky you will see Momma sh

guarding her eggs - and shooing off other

sh looking for a tasty snack of roe (

sh eggs). We have had swans nesting and hatching ugly ducklings that grow into graceful

    swans.

There is a big sh that jumps out of the water about 25-30 feet from the willow treenear the tennis courts. He has been teasing me for years - always in the same spot. Ihavent caught him yet - but if I do, I know Ill put him back... I couldnt eat a friend likethat. There are many little pan-sh in there... and even long Northern Pike.

I took an early swim off the beach this year. The water was refreshing - that means it

was just a little warmer?... less cold than invigorating.

WHATS COOKING!I havent received many recipes from you wonderful cooks lately. So Ithought with hot weather coming on and outdoor meals planned, this

article submied byJoy Gaskin might prove useful. WHEN DOESFOOD REALLY EXPIRE?Printed in Lifestyle Blog.

WHEN IN DOUBT, THROW IT OUT. While that sounds like anunscientic way to approach your groceries, it may be beer than relying onsell-by or use-by and other dates stamped on food. No food stays freshforever (not even Twinkies), but honey comes close. Knowing the expirationdate is important to avoid geing sick and wasting money, But guring out howlong food actually lasts can be confusing. Labels use various phrasing to describe shelf life , like sellby, use by, and best by . Others simply have a date with no explanation what it means. The most

surprising fact when it comes to food dating? With the exception of baby food and formula, the U.S.Dept of Agriculture doesnt require dates at all; nor is there a uniform system of dating. The mostimportant thing when it comes to food dating is to trust your senses. If it looks, smells, or tastes o,toss it. Poor storage and packaging defects can cause food to go bad before its time. Assuming properstorage, heres a quick primer.

SELL BY: These dates reects store policy. It tells stockers when food needs to be removed from theshelf and placed on the clearance area. If you plan to cook for freeze the food immediately, sell-by datescan be great buys.

USE BY: These dates are basically quality guarantees. The avor and quality should last until thisdate if properly stored. Oen these products are ne to eat past the listed date. But keep in mind use

by dates refer to best quality and are not safety dates. Even if the date expires during home storage, aproduct should be safe if handled properly and kept at 40 degrees or below.

EXPIRATION DATES: While the federal government doesnt require these, many states do on manyproductsespecially dairy and meat. This is one area where you dont want to cut corners. If the labelhas an expiration date, pay aention. One exception is eggs which should not be sold but are still safeto eat 3 to 5 weeks aer purchase.

FRESH OR UNCOOKED FOOD IN THE FRIDGE:

Follow use-by date. For sell-by date or no date, cook or freeze within this time frame: Hard cheese: 2-3months, eggs: 3-5 weeks, yogurt: 3 weeks, so cheese: 1 week cured ham: 5-7 days, beef, veal, pork, lamb: 3-5 days, milk: 3-5 days, poultry and ground meat: 1-2 days, sausage from pork, beef or turkey:1-2 days

COOKED OR PROCESSED FOOD IN THE FRIDGE:

Follow use-by date. For sell-by or no date, cook or freeze within this time frame: canned ham, 9months un-opened-- 3-4 days aer opening; bacon or hot dogs, 2 weeks unopened, 7 days aer opening;lunch meat: 2 weeks un-opened: 3-5 days aer opening; cooked ham, 1 week un-opened, one week aeropening (3 days if sliced).

PANTRY: Canned fruits and vegetables, 2-5 years; high-acid foods (pickles, tomatoes) 12-18 months;commercial sliced bread, 1 week.

    Buyer Bewaresubmitted by Carol Millar

I bought 2 o the new expandable fex water hoses

recently on the market and was absolutely thrilled

with the way they worked. Yesterday while searching

the internet I ound many, many testimonials to thedanger o this product.

I had been using mine or almost 2 months and

thought maybe some o them were deective, but

apparently mine was okay since I had used it every

day or a couple o months. Well, today mine exploded

    too.

Fortunately I was holding the nozzle well below my

waist and angled toward my thigh as opposed totoward my ace. When the end blew apart it shot the

pieces back into my thigh, cut the skin through my

jeans and le me with 3 bruised spots.

Apparently the material o the hose is not strong

enough to handle the water pressure and it just

shredded where it attached to the nozzle.

I you have one o these hoses PLEASE stop using it.

Dont take any chances, particularly around children

or pets - it could put out an eye very easily.

Here is an excerpt from just one of the many complaints

    Ive found on the internet:

Initially, it worked exactly as promised. Te hose

expanded and retracted and was very easy to use

and put away. It also never kinked. However, the

hose ends are made rom cheap plastic that cannot

stand up to any water pressure.

Te ree spray nozzle is great. Afer three uses, the

end o the hose burst and the plastic attachment

and spray nozzle shot right past my ace.

We then attached the 75 hose and turned the

spigot to only hal its pressure to avoid any urther

accidents. Within the rst two minutes o use

it burst rom the other end. Te plastic was still

attached to the spigot and the hose was shriveled

up. Te company gave us no trouble returning the

    hoses.

Summertime at Highland Lakes is like living in a resort.

Everywhere you look, people are busy walking, riding bikes andWHQGLQJJDUGHQV0DQ\HQMR\VKLQJLQWKHODNHVRUQDYLJDWLQJ

about in row boats or paddle boats.

One of the most outstanding features at Highland Lakes is our super-

sized pool and terrace, which overlook Silver Springs Lake. During the summer season,

the pool is a hub of social activity. This year there will be three Hot Dog Daze, three

Community Late Swims, three Adult Night Swims, as well as Highland Days complete with

a magician and yummy pulled pork and hot dogs. Many people bring family and friends to

these activities and a good time is had by all.

We have rules at the pool to ensure the safety of the swimmers as well as those on the

terrace. We are fortunate to have a terrace at our pool which is an amenity most pools do

not provide. This is an area where people can eat, drink, socialize - or just plain relax. There

are rules pertaining to the terrace which ensure the safety and comfort of all. Running

and ball playing are not allowed as well as no loud radio music which could disturb others.

Drinking liquids including alcohol is allowed in non-glass containers. Drunkenness and

rowdy behavior is not tolerated as this is a family area.

Likewise, the pool itself has rules designed for the safety and pleasure of swimmers.

There are three hour long toy times per day when kids enjoy approved toys such as light-

weight balls (not footballs or other projectiles which might injure someone), small squirt

guns and toy boats. Noodles are allowed at all times.

There is another rule which is not always popular, but is very important for childrens

safety. Recently, I saw a video on youtube.com as well as an article in the Detroit Free Press

addressing the necessity children having rest periods from the pool. In both cases they

stressed the importance of taking breaks from the pool to prevent drowning and accidents

due to fatigue. This time period also provides an opportunity to re-hydrate, have a snack, oruse the restroom. Our lifeguards call a 15 minute period each hour for this purpose.

Heres wishing everyone a safe and happy summer!
