EVENTS, INCIDENTS & OPERATIONS Detained cruise ship cleared to sail to Tampa

The Coast Guard has cleared the 637-foot cruise ship Clipper Pacific for departure from New York after it was detained for numerous discrepancies found during a recent routine inspection. "The vessel is now in substantial compliance with international and U.S. rules and regulations," said Lt. Ralph Savercool, an inspector with the Coast Guard who inspected the vessel. "We have cleared the vessel to sail to Tampa for more extensive work to be done on the hull." According to its published itinerary, the ship's next port of call was to have been La Guaira, Venezuela. A six-person examination team from Coast Guard Sector New York boarded the Clipper Pacific, a cruise ship home ported in the Bahamas, at 8 a.m. Sunday to conduct a routine safety inspection. Upon entering New York Harbor the ship's master reported a gash about one inch in length on the left side of the vessel sustained prior to coming to port. Further investigation by the Coast Guard team identified 66 discrepancies such as fire safety, lifeboat damages and life jacket issues on the vessel. This inspection lasted from Sunday morning to Tuesday evening. All but four minor discrepancies have been addressed. "The crew of the vessel were very cooperative and were very concerned for passenger safety," said Cmdr. Robert Gilda, Coast Guard Sector New York chief of inspections. "Not all of the 66 hazards would have been cause to keep the vessel longer than necessary, but they really went above and beyond to address most of the discrepancies found during the inspection." The Clipper Pacific is carrying approximately 1,200 passengers and crew members. The passengers are free to choose whether or not to continue to sail with the vessel, says the Coast Guard. Ship, port workers rally to prevent loss of jobs

At least 200 crewmen, port workers, port vendors and other port stakeholders staged Friday a protest rally outside the office of the Maritime Industry Authority (Marina) 7 to press for the lifting of a ban on Sulpicio Lines Inc. passenger vessels. The workers, brandishing placards, said while they were saddened by the deaths of at least 800 passengers aboard MV Princess of the Stars, they, too, needed their current jobs, which are now threatened by the ban. Jeremias Alegado, president of the United South Dockhandlers Inc. (USDI), said families of arrastre and stevedoring workers in the port of Cebu are suffering. Alegado said Marina and the Department of Transportation and Communications (DOTC) should not wait for these people to die of hunger before acting. Allowing the vessels to sail again would not absolve the company, Alegado said. Genaro Tasan, president of the company’s rank-and-file employees union Sulpicio Lines Inc. and Solid Towage Employees Union, also said thousands of people depend on the shipping line’s operations. Tasan said the grounding of Sulpicio vessels rendered jobless hundreds of workers in other cities like Iloilo, Dumaguete, Zamboanga, Cotabato, General Santos, Davao, Butuan, Ormoc, Tacloban, Ozamis, Iligan and Bacolod. Tasan said some workers have stopped sending their children to school. Alex Damole, president of the Sulpicio office workers union Sulpicio Lines Inc. Employees Union-office, echoed the call. Sulpicio has laid off 136 crewmen. Damole said office workers could also be laid off. Loreta Solon, a member of the Cebu Allied Pushcart Association, said their jobs at the port suffered as a result of the grounding of Sulpicio vessels. Solon said she no longer has money to buy rice to feed her family.

After minutes of shouting outside the Marina office, some leaders of the protesting workers were allowed to meet with Marina director Glenn Cabañez. Cabañez told protesting workers their concerns would be relayed to Marina administrator Vicente Suazo Jr. and Transportation Secretary Leandro Mendoza. The government grounded Sulpicio ships shortly after the MV Princess of the Stars capsized near Sibuyan Island in Romblon. At least 800 passengers were believed dead. Many of their bodies have been turning up in other places. The accident also ground fishing to a halt and deprived thousands of fishermen of their livelihood following rumors that fish near where the vessel sank could have been contaminated by rotting corpses and a deadly cargo of pesticides in the sunken vessel. Divers reported seeing bodies still trapped inside the vessel and authorities just recently discovered the ship was carrying the deadly pesticide endosulfan. The House of Representatives is investigating the sinking. An attempt to stop the investigation of the Board of Marine Inquiry was recently junked by a court.

Stricken ship threatens famed reef OIL and petrol are leaking from a ship that ran aground on Bali's most prized surf break and the vessel could smash the reef if it's not moved today, surfers and environmentalists say. A small flotilla of local fishing boats is trying to pull the Taiwanese fishing boat off the Padang-Padang reef ahead of an expected big swell tomorrow. Environmentalists said it was imperative that the ship was moved before expected 2m waves arrived. "Our director and marine biologist are out in the water at the moment trying to help pull the ship off the reef," said Adriana de Matteo of the Role Foundation. "There has already been an oil spill and we have to get the ship to safety before the big waves come, or we will be dealing with a huge smash-up on the reef." There are also fears a surfing competition scheduled to start at the break tomorrow, the Rip Curl Cup, may have to be postponed. "We are all really worried about the environmental impact of the boat," said Tipi Jabrik, head of the Indonesian Surfing Championship which will run tomorrow's event. "There has already been an oil spill and we know there will be some damage to the reef from the boat, but we don't know the full effects yet or how it will change the break, until the boat is removed." The boat, whose captain and crew are missing sparking rumours of mutiny and murder, is stuck on a shallow reef at Padang-Padang on the Indonesian resort island's southern peninsula. Indonesian police are at the scene as some eight local fishing boats are trying to pull the ship off the break.

New shipping rule may hit Indian offshore operations

India's leading oil and gas players say they may be forced to halt offshore operations because of new rules issued by the country's federal shipping ministry. In May, the Directorate-General of Shipping (DGS) placed an operational embargo on all vessels more than 25 years old. But Oil and Natural Gas Corporation (ONGC) uses more than 100 such vessels to support oil and gas production from fields such as Mumbai High and to help explore new prospects. Reliance Industries Ltd (RIL) uses more than 40 such vessels to service its largest gas field in the Krishna Godavari basin, in eastern India. 'New vessels are not easily available in a tight global market,' says ONGC chairman and managing director R S Sharma. 'Implementation of these rules would mean our offshore oil and gas operations will collapse.' Mr Sharma said ONGC vessels more than 25 years old are 'certified by international safety agencies, underwritten by global insurers and meet the strictest of safety norms anywhere in the world'. but the DGS's orders were not issued without cause. In July last year, the ONGC-chartered ship Samudrika-10 sank off the Mumbai coast, killing five people on board. After the incident, in a notice to ONGC, the DGS ordered that 27 offshore supply vessels (OSVs) be recalled to base to undergo safety management tests before resuming duty at Mumbai High. ONGC had to scramble to procure replacement vessels to be deployed in fields situated 160km off the Mumbai coast. Reports at the time said it needed 30 vessels to maintain production, but could only get 15 from the market. OSVs are vital for oil and gas operations. They provide logistic and operational support, transport heavy equipment from shore to rigs, and carry fire-fighting equipment, water and food that sustain the rigs and their workers. Depending on facilities, an OSV can cost US$14,000 to US$100,000 a day to hire. Observers say the offshore operations of ONGC and RIL will be affected by the DGS's ban on older vessels, but that the ban is justified because business cannot be done at the cost of human life. Some experts feel a middle path could be worked out, with OSVs recalled for safety verification in batches to make sure they meet government specifications. SHIPYARD NEWS ST Marine books DSV contract

Singapore Technologies Engineering Ltd (ST Engineering) today announced that its marine arm, Singapore Technologies Marine Ltd (ST Marine), has secured a S$127.7 million (about US$95 million)contract to build and outfit a Diving Support Vessel (DSV) for a foreign customer registered in Singapore. Construction is scheduled to begin in January 2009 and delivery is planned for mid 2010. The 107.1 m long DSV will be designed and built in accordance with the rules and regulations of DNV with a light "Ice Class" notation. Equipped with an electric propulsion system and DP2 capability, the DSV will have a deadweight of 4,000 tonnes, accommodations for 100 persons, a 140-tonne subsea crane, an 18 man Diving Saturation System and will carry two Remotely Operated Vehicles (ROV) to support diving operations in the subsea sector. "This contract signifies an important milestone for ST Marine's foray into the offshore deepwater oil and gas exploration and subsea sector. At the IHC-MERWEDE shipyard in Hardinxveld-Giessendam the SEVEN ATLANTIC under construction for SUBSEA 7 was launched Friday evening, the newbuilding was named and christened by Mrs Hanne Reymert around 19:20 hrs LT after which the vessel slipped into her element.

The SEVEN ATLANTIC is a Diving Support vessel with a length of 141,55 mtr and beam of 26 mtrs , onboard is total accommodation for 150 persons, The ship has been designed by IHC Merwede in close concert with Subsea 7 and the dive spread manufacturer. It is a fully dynamic positioned diving support, IRM and offshore construction vessel, suitable for

Carlyle Group takes stake in Turkish shipyard

The Carlyle Group has acquired a 50 percent stake in TVK Shipyard, a Turkish shipbuilder specializing in chemical tankers and other specialty vessels. This is Carlyle's first investment in Turkey. The transaction closed yesterday and financial terms were not disclosed. TVK was incorporated in 2005 in the Kocaeli Free Trade Zone and specializes in chemical tankers of up to 30,000 dwt. "Partnering with Carlyle will enable TVK to expand capacity and enable the production of more sophisticated vessels at a faster rate than what we could have achieved alone," says TVK founder and CEO Can Topsakal. China’s Jiangsu New Yangzi wins $120m order for bulkers

China’s Jiangsu New Yangzi Shipbuilding Co has won orders worth more than $120m in total for two post-panamax vessels from electricity group Guangdong Yudean Group. The two 92,500 dwt vessels are expected to be delivered between June and August next year and each vessel costs more than $60m, the buyer told Lloyd’s List.

Guangdong Yudean Group has been expanding its bulk vessel fleet in recent years as freight rates soared. The firm ordered eight 57,000 dwt bulkers from China Changjiang National Shippping Group last September. The two vessels are being purchased for the group’s subsidiaries, Yudean Shipping and Guangdong Shipping Co. The former owns a fleet of 351,000 dwt while the latter runs vessels totaling 211,800 dwt. Located in China’s eastern Jiangsu province, Jiangsu New Yangzi is a subsidiary of Singapore-listed Chinese shipbuilder Yangzijiang Shipbuilding. Source: lloydslist.com

Nakheel begins reclamation of Mina Rashid Trade Arabia News Service reports that Nakheel, the developer based in the United Arab Emirates (UAE), has begun reclamation work for the US$599 million Mina Rashid project. The work include the construction of a breakwater and shore protection. A total of approximately 86 million cubic metres of sand will be dredged, reclaiming 540 hectares of new land. Nakheel design and planning managing director Abdulrahman Kalantar made a call on his mobile phone to Seaway, a Boskalis trailer suction hopper dredger vessel, to initiate the reclamation work. Maersk increases bunker charges Maersk Lines has increased its Bunker Adjustment Factor charge in light of increasing fuel surcharges, the National Business Review reported. On New Zealand-US services the price has been raised from US$438 a TEU to $844, and on routes to Asia and Europe it has been raised from $350 to $675 per TEU. Maersk ships call at all of New Zealand's container ports except Invercargill. KPT handles record cargo in 2007-08 The Karachi Port Trust (KPT) handled a record 1.213 million containers in 2007-08 which included 626,598 Teus of import and 587,146 boxes of export cargo, showing a growth of 11.9 and 10.6 per cent, respectively, over the previous year. According to official figures bulk export cargo handled by the port registered a growth of 80.37 per cent at 4,243,608 tons over the previous year owing to bulk export of clinker and cement up by 191.43 and 213.25 per cent, respectively, over the previous year. The port also handled other bulk export cargoes including rice 936,667 tons, sugar 13,036 tons and coke 8,300 tons. The bulk import cargo handling also registered an increase of 24.6 per cent. This includes 1,486,512 tons of fertilisers, 477,071 tons of rock phosphate, 160,854 tons of iron scrap, 2,500 tons of sulphur, 36,203 tons of seeds, 3,556,246 tons of cement, 10,700 tons of yellow peas, 144,746 tons of canola and 473,384 tons wheat. The dry general cargo export was up by 43.8 per cent at 5.1 million tons in 2007-08 as against 3.5 million tons. Similarly, dry general cargo imports stood at 9.6 million tons or 2.35 per cent more than the previous year. Liquid bulk export cargo recorded 44 per cent growth at 2.2 million tons over the previous year. The liquid bulk cargo imports handling increased by 7.9 per cent at 9.4 million tons. The total import cargo handled crossed 25.5 million tons mark while export cargo handling increased by 55.3 per cent at 11.6 million tons. UK Detentions The Maritime & Coastguard Agency (MCA) has announced that 7 foreign flagged ships were under detention in UK ports during May 2008 after failing Port State Control (PSC) inspection. Latest monthly figures show that there were 2 detentions of foreign flagged ships in UK ports during June 2008 and 5 vessels under detention from previous months. The overall rate of detentions compared with inspections carried out over the last twelve months was 4.5% a slight decrease on June's twelve month rate. During the month of June 132 Port State Control inspections were carried out in the UK. A total of 41 vessels had no deficiencies raised against them,58 had between one and five deficiencies, 22 had between six and ten deficiencies 11 had between eleven and twenty deficiencies and there was 1 vessel inspected that had more than twenty deficiencies. Out of the detained vessels, 1 was registered with a flag state listed on the Paris MOU white list, 1 was registered with a flag state on the grey list, 4 were registered with `flag states on the black list and one was registered with an unlisted flag state.

Vessels detained in June included: A 3,658 GT Latvian flagged General Cargo Vessel which was detained in Immingham because the maintenance of the ship and equipment showed a failure in the vessels' ISM system. The engine room bilges were excessively oily and the fuel tank valve had parts missing and was in a poor condition A 1,556 GT Cambodian flagged General Cargo Vessel which was detained in Tilbury because of failures identified in the life saving appliances and its' security procedures. ‘Tsavliris releases new environment-themed group brochure’

Tsavliris Salvage Group has published its brand-new brochure which coincided with the Posidonia 2008 Exhibition. The publication includes commentary and visual material linked to the twin themes of environmental responsibility and challenges facing the international salvage industry. Maersk orders MAN Diesel engines for 18 ship series

A.P. Moller - Maersk has made an interesting choice of engine for its recently announced series of 18 4,500-TEU containerships from South Korea's Hyundai. It has ordered 18 MAN B&W 6S80ME-C9 engines for the ships.

The 6S80ME-C9 engine type is MAN Diesel’s most modern mark-9 design and is fully compliant with the new, Tier-II emission requirements. With a cylinder bore of 800 mm and stroke of 3,450 mm it produces 4,510 kW/cylinder at 78 rpm. MAN B&W says that the lower rpm gives a significant increase in propulsion efficiency, thereby contributing to fuel economy and reduced CO2 emission. In addition, the use of waste-heat recovery technology on each of the engines will make the container ships among the most environmentally friendly at sea. A waste-heat recovery system reuses excess exhaust-heat to generate energy for on-board electricity consumption. The associated reduction in fuel consumption results in a corresponding reduction in emissions. This is the first time that an Asian yard will install a waste-heat recovery system of this size and efficiency. All of the engines will be built by HHI-EMD, Hyundai’s engine division, with 13 going to Hyundai’s Ship Building Division (HHI-SBD), and the remaining five to Hyundai Samho Heavy Industries (HSHI).

Production of Saipem J-lay tower in full swing IHC Engineering Business (IHC EB) in the UK reports that a project to design, build and install a 65m high state-of-the-art J-Lay tower for Saipem "is making excellent progress." The massive project, which dwarfs all previous IHC EB contracts, will see the delivery of over 1,500 tonnes of equipment in the autumn of 2009. To date, IHC EB has been working through a basic design phase, with a team of 30 IHC EB and Saipem engineers based in the company's second design office at Stocksfield Hall. The focus has been to develop a highly efficient pipelay system within challenging size and weight targets. Stalled Proceedings The long awaited trial of Croatian captain Krsto Laptalo should have begun on Wednesday morning (16 Jul) in court in the Greek town of Patras, but the captain’s fate is still uncertain. - The trial should have started early this morning, but once again some strange things are happening. There is still no information when the trial will start – vice-president of the Croatian Seafarers’ Union, Predrad Brazzoduro, told Javno. Captain Laptalo was arrested in Greece on July 13, 2007 after 51 kilograms of cocaine were found among the cargo of his ship Coral Sea. The trial was postponed several times and as the prosecution has no evidence against the captain, they have been stalling the proceedings. Source : ShipTalk

Tsavliris Acquires another Salvage Tug The Tsavliris Salvage Group has added a further ocean salvage tug to its ever-growing fleet. The new acquisition, named Tsavliris Unity, was built by Wartsila-Helsinki as “DEIMOS” in 1983. The 12,000 ihp salvage tug, recently taken over at Dubai, is to undergo upgrading for Tsavliris, and will be fully operational in the Indian Ocean within July. Tsavliris intends to expand its network and chain of salvage stations, preferring dedicated purpose built salvage tugs to other vessels. Ongoing negotiations are expected to culminate in further acquisitions this year.

Tom Juijn, born in the Netherlands in 1943, was first drawn to the underwater world when at the age of 11 he saw a

film of the famous underwater explorer Hans Hass. When he was 15 he started diving with a group of boy scouts. During his military service in the Royal Dutch Navy from 1962 to 1966 he became a bomb/mine disposal and diving

officer and was engaged in his first salvage operation in the North Sea. In 1966 he joined the J.A. van den Tak Salvage company ( later Smit-Tak ) based in Rotterdam and was involved in a wide range of salvage and diving

operations worldwide, including ones using bounce diving systems, manned submersibles and the first ROVs. During the 14 years he spent with Smit-tak he lived with his family in Spain and later the USA. In 1980 he decided to return to Spain. Since then he has been running his own company and continuing with his hobby, which is marine salvage and diving, doing so all over the world. He currently lives on the island of Ibiza. With 50 years of professional underwater

experience, he is still an active diver.
