Police Training System (HPTS) empowers the Agent / Officer with confidence through

its ease of learning and retention, which is taught by the Quadratic Memory System. The

movements are relatively easy to perform and have a sound practical application out on

the street for all Agent / Officers. The strongest aspect of the program is its moral and

ethical thread, woven throughout its scenario based program. The training greatly

increases and broadens an Agent / Officer‟s skills enabling more interaction while

addressing violent criminals. Their results in Agent / Officers being more active in the

community. In addition, the HPTS effectively blends a firm underpinning of ethical

conduct with its training scenarios and helps to reduce complaints against Agent /

Officers regarding excessive use of force, particularly in an environment where cameras

are everywhere and litigation abounds.

Their program has effectively increased the arrest of law breakers as well as significantly

improving Agent / Officers‟ skills and survival capabilities. The training of Agent /

Officers and other law enforcement personnel must conform to the changes found within

the criminal element. No other area needs more focus than weapons retention and

surviving ground encounters. Survival is not based on a sporting mentality which

encourages punitive action and a set of rules that can imprint the sub-conscious with

indecisiveness under stress. We train to use levels of force that are appropriate based on

what is morally, ethically, legally and procedurally correct. In short, make the correct

THE COMPANY

The Hicks Police Training System is a division of L. Hicks, Incorporated. The Company

was formed specifically to develop programs and operate facilities to teach law enforcement

personnel the innovative and highly effective system of controlled physical manipulation,

dynamic body movement, and targeted visual awareness. Unlike traditional hand-to-hand,

martial arts, and self-defense programs, The Training System is a multi-disciplinary approach to

physical manipulation and control that combines principles of physics, anatomy, psychology,

body mechanics, and various martial arts and wrestling movements with targeted visual

awareness and other specialized skills.

Most recently, L. Hicks Inc. has completed, with great success, three and a half years of training

over three thousand (3,000) members of the Baltimore Police Department through a series of In-

Service, Academy Trainee, Special Teams, Anti-Drug Teams, Director‟s Courses, Train the

Trainer and Train the Trainer Refresher Courses and Diamond Standard Training.

Simultaneously, during the last year L. Hicks, Inc. has successfully trained approximately nine

hundred (900) members of the El Paso Police Department through a series of Basic Practitioner

In Service Courses, Academy Trainee, Special Teams and SWAT Courses, Director‟s Courses

and Train the Trainer Instructor and Refresher Courses. The success of these contracts has

resulted in the continuation of training programs at both departments.

For the past three years, The Hicks System has been an advisor and consultant for the national

Diamond Standard Training Program and has been instrumental in the development of the first

specifications for its physical training and arrest and control tactics. Further, The System of

physical manipulation training has been the linkage between weaponless tactics and effective

community patrol.

Over the past years, The Training System has trained thousands of law enforcement personnel in

over thirty cities and states. Some of the specific locations are Baltimore, San Diego, Los

Angeles, California, Alaska, Arizona, Colorado, Connecticut, Florida, Georgia, Illinois,

Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Nevada, Oklahoma,

South Carolina, Texas, Utah, Virginia, Virgin Islands, and Washington. In each instance, the

response to the training has been overwhelmingly enthusiastic, as evidenced by the letters and

comments from law enforcement individuals who have participated in The Training System.

Law enforcement departments using The Training System have reported a marked increase in the

level of self-confidence, control, and restraint exhibited by their Agent / Officers. Moreover,

Police Agent / Officers trained in The Training System appear more comfortable and willing

to engage the general public in a one-on-one basis. The overwhelming consensus of the Police

Departments trained thus far in The Training System is that they have a far greater continuum of

control options available. They also now have an effective means of handling any physically

dynamic situation without the dependence of inducing pain, or other goals that require the

gaining of space between the Agent / Officer and the suspect. Their can be done without

depending exclusively upon visually threatening and media unfriendly means like mace, pepper

spray, and the baton.

Training Philosophy

The HPTS Arrest and Control Program is part of The Hicks Police Training System,

teaching law enforcement personnel how to use the appropriate level of controlled, articulated

force necessary to respond to and effectively handle any type of physically dynamic situation.

The system does not teach the use of impact weapons or the creation of space between Agent /

Officer and suspect. Instead, it provides law enforcement personnel with a full-range system of

graduated physical control movements that are based on physics, physiology, kinesiology and

geometric structure. The overall objective of The HPTS Arrest and Control Program is to train

police Agent / Officers to work in any environment or situation that arises, with the ability to

adapt and meet changing circumstances and apply the correct response, use of force, control, or

restraint that is necessary. In essence, it provides the link between weaponless tactics and

effective community patrol.

At the heart of The Hicks Police Training System (HPTS) is its copyrighted teaching method that

reinforces the learning process with audio, visual, kinesthetic, and mechanical anchoring

techniques. Their quadratic memory retention training method enables each student to gain and

retain tremendous amounts of information within a very short period of time.

Moreover, since The HPTS Arrest and Control Program does not teach any complicated physical

stances or difficult movements, it is a system that, once learned, can be maintained easily without

a substantial commitment of time, money or effort.

Simply stated, The HPTS Arrest and Control Program and the Police Agent / Officer and

Trainee Development courses teach how the human body moves, and how it responds, when the

skeletal structure is manipulated. Once these principles are understood, law enforcement

personnel are taught how to put these basic human movements into the proper sequence,

correctly apply them to all aspects of police work, and use body mechanics in the most efficient

and effective manner, including the ability to ambidextrously manipulate a suspect. The HPTS

Arrest and Control Program and The Hicks Police Training System courses are specifically

designed for law enforcement Agent / Officers and are unique in many important ways:

First, The HPTS Arrest and Control Program is not based on pain compliance or a sport

fighting mentality that can cause indecisiveness and put the Agent / Officer and their

or her weapons at risk.

Second, The HPTS Arrest and Control Program eliminates uncontrolled wild swings and

strikes with fists, clubs, batons, or other impact weapons. Their has proven to reduce

injuries to the Agent / Officer and civilians and reduce complaints against the Agent /

Officers.

Third, The HPTS Arrest and Control Program can be used by any police Agent /

Officer, including females of average size and weight, and conversely can be used against

any person. The retention of the skills is incredible and has proven to be highly effective.

Agent / Officers are able to use these simple, but very effective techniques, under stress

when retention is most important. The small Agent / Officer female or male can retain

their weapons and confront the public with confidence and a strong sense of self

preservation. Their confidence promotes treating the public with dignity and respect

and not acting out of fear.

Fourth, The HPTS Arrest and Control Program is a system of physical control, which

concentrates on the safety of the Agent / Officer, whereby every sequence of physical

manipulation of a suspect is safely controlled by the Agent / Officer until the suspect is

restrained or handcuffed while the Agent / Officer maintains continued area awareness.

Fifth, The HPTS Arrest and Control Program is an un-choreographed scenario based

method of training that removes space between the Agent / Officer and suspect to

dynamically control the suspect‟s center in order to achieve retention or disarmament of

weapons while maintaining Agent / Officer and suspect safety.

Sixth, its nature of lessons, drills….

- not based on singular martial art…

- not a sporting mind set, focuses on rapid control

Sixth, the nature of the HPTS Arrest and Control training program, lessons, drills and

dynamic moves provides a methodology of fitness that the Agent / Officers can easily

and seamlessly introduce effectively into their everyday conditioning. It is not based on a

singular martial art and it is not based on a sporting mentality like mixed martial arts. A

sporting mindset can create indecisiveness in the Agent / Officers and a sense of fair

play during life threatening situations, such as rolling around on the ground looking for

submission when there is a gun involved. The HPTS Arrest and Control Program focuses

on rapid control of the situation.

The HPTS incorporates Arrest and Handcuffing Procedures into every phase of instruction. The

HPTS recognizes that Arrest and Handcuffing Procedures are not isolated or static events but are

fundamental skills that police Agent / Officers utilize and rely upon in an unpredictable and

ever changing environment. Therefore, The HPTS teaches law enforcement Agent / Officers

Arrest and Handcuffing Procedures in conjunction with each and every lesson.

Weapon Retention Further recognizing that weapon retention is a primary concern of all law enforcement personnel;

The HPTS Arrest and Control Program course includes weapon awareness and weapon retention

instruction as an integral part of each block of the training curriculum. Like Arrest and

Handcuffing scenarios, weapon retention situations are never isolated or static events but are

always part of a much larger and dynamic action. Many police departments have addressed the

issue of weapon retention by focusing their efforts primarily on acquiring holsters that will

secure the weapon rather than on developing the Agent / Officer's ability to physically retain

their weapon. The scientific principles of weapon retention are based on physics, body

mechanics, and leverage, and teach law enforcement Agent / Officers how to maintain control

over their weapons in all situations.

Realistic Training Throughout The HPTS (throughout the program), students are constantly placed in realistically

un-choreographed situations where they are challenged to respond effectively to multifaceted

scenarios; one element in each scenario always being a weapon retention problem. Once The

HPTS Arrest and Control Program principles are fully mastered, law enforcement personnel

develop the self-confidence and skills needed to maintain control of their weapon under all

circumstances.

The HPTS Arrest and Control Program courses are taught with students wearing full police

equipment, including their weapon. Students train the way they will operate on the streets. There

are no short cuts around their process. It is essential that from the beginning students develop a

sense of balance and body center awareness while wearing all their police equipment. Learning

movements on a gym mat while wearing running shorts and T-shirts may make the training

process more comfortable, but their nearsighted approach masks the hard realities that must be

understood and appreciated to operate successfully on city streets. On the other hand, students

will not wear gear associated as protective gear, such as boxing gloves, red man suits, and

headgear.

Deadly Force Finally, The HPTS Arrest and Control Program recognizes that situations will arise where the

use of deadly force is necessary and must be employed. Their training provides police Agent /

Officers with a unique and powerful range of techniques that employ only the use of force that is

absolutely necessary. The HPTS Arrest and Control Program provides a continuum of options

for physically controlling those situations when the use of spray or the gun is not warranted. The

curriculum teaches a full range of movements and manipulations that police Agent / Officers

can use to effectively and quickly tailor their response to the appropriate level of control

necessary to handle any physically dynamic situation. When a cooperative situation suddenly

escalates into an unpredictable event, the law enforcement Agent / Officer trained in The HPTS

Arrest and Control Program will be able to meter their response accordingly. Students gain self-

confidence in the knowledge that The HPTS Arrest and Control Program principles are always

reliable and that they are equally effective in controlling armed, as well as unarmed, assailants.

In their regard, although The HPTS Arrest and Control Program does not teach the use of

weapons, the system does indeed teach law enforcement Agent / Officers how to effectively

control armed assailants.

Morals and Judgment Morals and Judgment, as a training philosophy, are thoroughly discussed in Chapters One (The

Moral Dimension in Police Training) and Two (Police Work: Decision-Making and Problem

Solving) of The HPTS Arrest and Control Program Student Guide. These chapters address

training issues that encompass morals, sound judgment, critical thinking and decision making as

threads throughout the training that inculcate these ideals in every aspect of police training and

work.

Scenario Based Training Scenario Based Training will be the core of all lessons, drills, and evolutions. Scenario based

training facilitates a learning environment that simulates reality as closely as possible. No

training, lesson, manipulation, or encounter with a citizen is ever static in nature. Through their

type of training, a student Agent / Officer will train in all areas that are significant to the

success of compliant and non-compliant suspects. Scenario based training, logistically, is by far

the most complex and involves a greater instructor to student ratio and greater active

involvement. It is because of their active involvement and reenactment of real encounters the

police Agent / Officer will face on the street that makes scenario based training the most

effective training philosophy in police training. The scenarios inculcated into each course

challenges its Agent / Officers to answer ethical dilemmas, procedural and legal questions,

tactical soundness and the leadership question as it pertains to the courses participant and their

level of responsibilities.

Quadratic Memory Retention Quadratic Memory Retention (QMR) is the method that The Hicks Police Training System uses

to instruct all its physical manipulation lessons and drills. QMR stimulates four of the major

learning and memory sensory activities of the Agent / Officer (seeing, hearing, feeling and

doing). Their method of combining Visual, Audio, Kinesthetic and Mechanical Memory prior to

allowing the student to touch or perform a lesson has proven to escalate and reinforce a rapid and

continuous learning curve in every student Agent / Officer. First, the student Agent /

Officers are put into a visual state and are instructed to position themselves in the most

advantageous angle to see the movement of one instructor performing on another instructor. The

lesson is given again and the students are placed in an audio state where very detailed

information of the specific moves and the lesson are covered. Third, the instructor performs the

lesson on each student to instill the kinesthetic anchor that the suspect or opponent will be

feeling. Fourth, and finally, the student Agent / Officer performs the lesson over and over on

another student Agent / Officer, changing position in accordance with the workout evolution

sheet. In the event a student performs the lesson incorrectly the instructor will only perform the

lesson as it should be done and not reinforce what incorrect activities or movement the student

may or may not have performed. The instructors maintain a no talking rule between students

during their time. The reason for this is when the student is in the last phase of QMR they are in

a physical memory state and are conducting self-evaluation. If their fellow students talk, it will

place the other student in an audio state and the physical anchors that are being reviewed by the

active student will be lost. Their type of training is critical to all police training. Thousands of

critiques and letters written by Agent / Officers all over the country stating that their material

is the easiest to perform and its retention is solid and can be preformed under stress when it is

most needed.

Non harassing environment In the Train the Trainer environment, it is defeating and a waste of time to use harassment and

degrading environmental-type training. Their training is not military or special unit type training

where the environment they will be faced with is a jungle somewhere. Instead, the environment

is in a classroom or other supporting environments for The HPTS Arrest and Control Program.

The students are proven Agent / Officers and it is not a goal of The HPTS Arrest and Control

Program „Train the Trainer‟ course to create an attrition rate using harassment and insulting type

Active Learning, like QMR, attempts to maximize each student‟s learning and behavioral

change potential. This is accomplished by addressing as many learning and training methods as

possible. Each student has a predominate method in which they learn best, but they learn from all

methods to some degree. By covering as many learning methods as possible most of the human

senses are brought into play and training is achieved. Below are some examples of how The

HPTS Arrest and Control Program „Train the Trainer‟ courses address and train its students. The

course also instructs the student on how to address these areas when they teach.

Lectures: In The HPTS Arrest and Control Program, it is understood as the period of

time when the instructor is talking to the student about suspect matter in a classroom

setting. Their method is the least used and least desired in The Hicks Police Training

System methodology.

Demonstrations: Their method is used as the first aspect of QMR and prior to any

practical performance of drills. Demonstration is a representation or reenactment of what

is expected from the student Agent / Officer and intensifies the visual and audio

memory anchors enhancing the learning and training curve.

Group Discussions: Their forum allows the students to openly discuss their personal life

experiences and compare them to the scenarios that have been demonstrated. Their

medium of learning captures the moral and ethical values of the student Agent / Officer

and addresses reality on the street. Student Agent / Officers are placed in a group and

discuss specific suspects in accordance with stated guidelines. After thirty minutes of

discussion the groups shift so each group will represent new views. At the conclusion of

these group shifts, the instructor will have the student Agent / Officers perform lessons

instilling morals and decision making discovered during the discussion. Further,

homework assignments to develop scenarios will be based on their life experiences and

discoveries from these group discussions. These scenarios will be included in the

instructor guide development and instructor techniques to be taken with each student at

the end of the course.

Video Presentations: Video provides a visual and audio medium of actual police

encounters or reenactments of scenarios, lessons, and drills. The videos are presented in

the classroom or assigned to the students for their review to either enhance training or be

used as a reference. Video presentations are also used prior to Group Discussions to

establish a starting point for the scenario to be discussed.

Drills: Drills are the most dominant anchoring method for practical application of all

lessons and scenarios. They generate a level of stress that no other aspect of training can

match. Drills are used to wake up the survival instincts and decision-making processes

simultaneously in police training. The perfect practice of drills results in proper

performance and decisions by the student Agent / Officers. Drills accentuate the

essence of reality on the street. Drills test the behavioral changes and abilities of the

student Agent / Officers under stress and combine all aspects of training. The redundant

nature of drills anchors proper responses to dynamic and changing environments, which

the Agent / Officer will be faced with in real life on the street. The student Agent /

Officer will learn the values of all the drills and how to conduct the drills safely when

they return to their respective states and municipalities.

Training Environment

Like the real world of policing, The HPTS Arrest and Control Program „Train the Trainer‟

course will incorporate a variety of conditions, elements, and obstacles. The training

environments will include training in what will be called the workout area. In their area, lectures,

demonstrations, and introduction to new lessons and drills will take place. All of the lessons and

drills will be performed in a multitude of challenging environments and terrain. The students will

have practical performance tests in the workout room, on grassy areas, in hallways, in stairwells,

on hillsides, wet and dry, during the day, in low light, and at night or in the dark. The

environment of training will be outlined in evolution sheets, instructor guides, and in drills to

provide the most realistic environments found in police work. Further, these environments will

include crowded rooms and remote locations. All training will be conducted in accordance with

safety guidelines and briefs outlined in evolution sheets.

THE MORAL DIMENSION IN POLICE TRAINING

The moral dimension of training awakens, nurtures, and stimulates those parts of our

intelligence and consciousness that influence how we see other people. Moral training arouses an

awareness of others, seeing people independently of yourself, developing a conscious awareness

of how your actions affect them, and what are the consequences for you. The HPTS Arrest and

Control Program and practice is based on these four ways of „seeing‟. Assessment, judgment,

technique and choice are taught simultaneously from the beginning. Their makes The HPTS

Arrest and Control Program a moral as well as a physical exercise. The scenarios inculcated into

each course challenges its Agent / Officers to answer ethical dilemmas, procedural and legal

questions, tactical soundness and the leadership question as it pertains to the courses participant

and their level of responsibilities.

POSITION PAPER ON COMBATIVE MINDSET vs. SPORTS MINDSET

DISCOVERY: We will perform under stress how we train

A cornerstone of The Hicks Training System is the comparison of the combative mindset vs. the

sporting mindset. To that end, one must consider why training is necessary. Training cannot be

confused with education. Education requires an exposure to subjects and thoughts and in the end

(THE TEST), once completed, requires no ongoing performance or change in behavior. Training

demands a change in behavior and demands performance. In order to have a change in behavior

and a desired level of performance it takes intensity, stress, frequency and duration. If the

concept „you will perform how you train’ falls in line with actual actions demanded during

high level of street or field actions ; arrest and control, fire and movement, ship boarding, CQB

actions and other SOP‟s , all high levels of stress , we believe the outcome of combatant skills

under stress will reflect how that person is trained. There for we must train with actual scenarios

and stresses, for example full gear and multiple attackers or enemy.

Dangers of sport mentality: If training under stress results in how you perform under stress

then there needs to be a separation from training with the sport mentality. Agent / Officers have

no business on the ground. Anchored ground fighting rules (i.e., no eyes, no spine or neck

attacks, no groin, cannot knee or strike to back of head when down) focus on punitive actions

and chokes to gain submission.

Rules were created so the weak could compete with the strong: Observation: no one outside

the cage is allowed in, an ANGEL (Referee) keeps the environment safe, both individuals have a

sporting mindset and there are no weapons (i.e., guns, knives, grenades on their waistbands).

Scenario: individual is on their back near incapacitation, opponent is dropping elbows onto their

temples and skull and the individual mentally submits to the idea; their is not combative and is

not safe.

You will perform under stress how you train: The sport mentality does not employ the three

musts. Cause and effect, tachycardia, however achieved, imprints and anchors in the

subconscious mind the desired actions. The sport mindset subconsciously desires actions that

result in a rule bound parameter. Their is extremely dangerous when there is a need to critically

think and correctly act as a combatant. NOTE: the sport mentality main focus is on a punitive

mindset and pain compliance. Pain is subjective and can be combated by the warrior spirit and

drugs. If pain does not work, the one attempting to employ it must focus on more force to that

manipulation creating visual cone reduction, auditory exclusion, and a loss of awareness. The

conscious mind is the blending of physical and body dynamics with desired action by the

subconscious when under stress. The subconscious is that part where the change in behavior and

the requirement is embedded in immediate action and muscle memory. Combative fighting is

done in full gear and Sport fighting is done in a gi or sweat pants.

SCOPE OF TRAINING SERVICES

COURSE DESCRIPTION

Train the Trainer (120 hours / 3 week training program):

Their course is intended for law enforcement and agency personnel involved with arrest and

control procedures and with the responsibility of instructing other Agent / Officers and

academy trainees in defensive tactics and arrest and control procedures. Upon graduation from

the course, Instructors will be certified to teach The Hicks Police Training System Arrest and

Control Program Special Teams Course, Agent / Officer In-Service Course, Supervisor Course

and the Academy Training Course. Instructors will train for eight hours the first ten days, plus

complete daily course homework and research. The third week will provide a supervised training

period where instructors will plan logistics, teach lessons, lead discussion, review coursework,

and report on the training session and its participants. Training materials will be provided by

Contractor.

TTT Refresher Course (24 hours / 3 day training session):

Their course serves to recertify the Instructor certified in the THREE WEEK Instructor Train the

Trainer Course for The Hicks Police Training System Arrest and Control Program. The course

covers new and updated arrest and control information. Their is a mandatory annual course for

all certified Instructors in order to maintain their Instructor Certification. Students will train for

eight hours each day. Training materials will be provided by Contractor.

Special Teams Course (32 hours / 4 day training session):

These courses provide scenario based training for specialized teams such as SWAT, BORTAC,

Narcotics, Targeted Response Units, Drug Enforcement Teams, High Violence and Terrorist

Reaction Teams and Violent Crime Reaction Teams. Fast action training is used to address a

force‟s specific training needs in areas of concern. The HPTS Arrest and Control Program will

be customized to instruct in a manner consistent with Special Teams SOPs. Examples include:

multi-suspect attacks in urban areas, weapons retention, weapons disarmament, communication,

and prisoner / suspect handling during movement and under stress. It utilizes The Hicks Police

Training System and training principles. Students will train for eight hours each day.

Agent / Officer In-Service Course (20 hours / 2.5 day training session):

Their course provides Agent / Officers with an intense, realistic training environment resulting

in a strong foundation in The Hicks Police Training System. The HPTS Arrest and Control

Program teaches enhancement of communication, sound moral judgment and ethical responses

with civilians through drilling and tactical skills. The goal is to schedule two in-services per

week. The course also instills confidence in the police Agent / Officer involved in suspect

control on the street and other law enforcement agencies and personnel. Students will train for

twenty hours over the two and a half day training session. The course will focus on character,

moral fiber, confidence, and responsibility, with an emphasis on surviving ground encounters,

weapon retention, and weapon disarmament in multiple environments while maintaining the

proper use of force. In year two there is a two day refresher of their material.

Academy Training Course (80 hours / 2 week training session):

Their course covers the complete spectrum of arrest and control procedures using The Hicks

Police Training System. Their course provides police recruits with an intense, realistic training

environment resulting in a strong foundation in a full use of force continuum. The HPTS Arrest

and Control Program teaches enhancement of communication, sound moral judgment and ethical

responses with civilians through drilling and tactical skills. The course also instills confidence in

the future police Agent / Officer involved in suspect control on the street and other law

enforcement agencies and personnel. The course will focus on character, moral fiber, confidence,

and responsibility, with an emphasis on surviving ground encounters, weapon retention, and

weapon disarmament in multiple environments while maintaining the proper use of force during

soptheirticated scenarios. These scenarios will place the recruit in environments focused on

questions of moral dilemma, legal and procedural issues, proper tactics and leadership choices.

The first twenty hours will be an intense immersion in these philosophies.

Supervisor Course (6 hours / 1 day training session):

Their course provides for continuity in the department. The course ensures that the first line

supervisors have an understanding of the HPTS courses being taught to Agent / Officers, police

recruits, and special teams‟ personnel and details the expectations they should have following

completion of training courses. Supervisors will receive training in the basic physical movements

and the moral and ethical dilemma scenarios. All major areas of training will be covered so that

supervisors will grasp the extent of the material being trained. Specific detail will be placed on

the use of force language being used by trained Agent / Officers and recruits so that proper

oversight can be maintained on reports containing use of force language, as well as in situations

that deem it necessary to deploy force in the field.

Custom Courses and Training Programs

The HPTS Arrest and Control Program can be used to design and implement training programs

for any law enforcement situation not covered by an existing course agenda (as listed above).

Examples would include university and corporate institutions that utilize security and police

forces. Course development is easily able to meet State POST requirements and other standards

relevant to the institution being trained.

TRAINING PACKAGES The package price of these training courses is significantly lower than the cost would be if

courses were ordered separately due to the tendency toward higher expenses inevitable through

starts and stops, reorganizing, additional administrative work and logistics support.

The ideal approach is to have all facets of each of the listed courses support the others in a

congruent package. The proposed roll out schedule for the training package is designed for the

immediate development of new leaders and certified instructors within the department through

I am a Deputy Major with the Baltimore Police Department. Currently I am assigned as the

Director of Education and Training for the BPD and have been a Hicks Arrest and Control

instructor for nine years. The BPD has been using the Hicks Arrest and Control system since

2002, first introduced to us through the Police Corps Project. The Hicks Arrest and Control

system, in my opinion, has saved many Agent / Officers‟ lives. The Hicks system empowers

the Agent / Officer with confidence through its ease of learning and retention, which is taught

by the Quadratic memory system. The movements are relatively easy to perform and have a

sound practical application out on the street. The strongest aspect of the program is its moral and

ethical thread, woven throughout its scenario based program. The training greatly increases an

Agent / Officer‟s confidence when addressing violent criminals, which results in Agent /

Officers being more active in the community. In addition, the Hicks program helps reduce

complaints against Agent / Officers regarding excessive use of force.

Mr. Hicks has successfully trained over 2400 members of the Baltimore Police Department. Mr.

Hick‟s company has trained 13 Diamond Standard courses, 5 Train the Trainer Refresher

courses, 4 Train the Trainer courses, 124 In-service courses, 5 V.C.I.S. courses, 1 Marine Unit

course, 1 Aviation course, 6 SWAT courses, 3 Women‟s courses, 13 Academy classes, and 3

Advanced courses. Throughout the implementation of the Hicks program, the Hicks staff has

been nothing but professional and effective in all courses taught.

Mr. Hicks‟ continues to train the Baltimore Academy recruits, Academy Instructors, and In-

PROFESSIONAL QUALIFICATIONS

Mr. Lew Hicks, the President and Founder of L. Hicks, Inc., is a retired Navy SEAL, and

the creator of The Hicks Police Training System. He graduated from the Jacksonville Instructor

Academy for the Florida Instructor Techniques course and the Defensive Tactics Instructor

course at the Criminal Justice Center in Jacksonville. Mr. Hicks has a Bachelor of Science

degree in Legal Studies (with Honors). Further, Mr. Hicks holds numerous black belts in several

martial arts. Their interest in controlled physical dynamics began in high school where he studied

boxing and wrestling. After high school, he joined the U.S. Navy, earned the Naval Special

Warfare (SEAL) designation, and continued their martial arts studies. While serving in the Navy,

he was awarded black belts in Okinawa Shorin-Ryu, Judo, Tae Kwon Do, Aikido and Kung Fu-

San Soo. Mr. Hicks was also selected to compete on the All-Navy wrestling team where he

refined their Free-style and Greco-Roman wrestling techniques. Mr. Hicks was recently inducted

into the Kenpo Karate Martial Arts Hall of Fame.

Complementing their extensive martial arts and wrestling background, Mr. Hicks has

incorporated specific Navy SEAL techniques and skills into The Hicks Police Training System.

These techniques include target indexing, which is the precise visual acquisition of specific

anatomical points such as visual coning, which applies the principles of geometry to the

manipulation of the human skeletal structure. Their also includes structural and target analysis,

which is the ability to identify strengths and weaknesses geometrically by identifying angles that

expose themselves during physical motion, and the psychological dimensions of body language

and speech.

In addition to learning physical maneuvers, Mr. Hicks has developed a comprehensive

understanding of how the human-body functions and responds to physical manipulation. He has

studied at various universities and military schools and has completed courses in physics,

chemistry, biology, anatomy, and physiological psychology.

Mr. Hicks has also studied body mechanics and the human nervous system in great detail. Their

includes kinesiology, which is the study of mechanics and anatomical principles in relation to

human skeletal and muscular movement, and kinesthesia, which is the interrelationship of the

nervous system to how muscles, tendons, and joints move relative to body position.

In 1986, Mr. Hicks began formulating The Hicks Police Training System based on the various

martial arts disciplines he has studied, as well as on their unique Navy SEAL training, education,

and life experiences. He and their team of instructors are now teaching Police Agent / Officer

Training courses to both state and federal law enforcement agencies.

The Hicks Police Training System is not a collection of tricks or an array of response techniques

to specific situations. The students are instructed in an integrated, scientific approach which is

adaptable and adjustable to meet any of the many and varied encounters in which police Agent

2008-2011 & 2001-2003 Baltimore Police Department: Through L. Hicks, Inc., delivered a multiple year contract to provide

training in the Hicks Arrest and Control Program. The contract called for over 2,400 Agent / Officers to be trained over two

years. The previous contract successfully completed in September 2003, after providing training to over 1,600 Baltimore Police

Department Agent / Officers and approximately 400 police Agent / Officer trainees. Baltimore Police Department Police

Agent / Officers have been trained in six different courses, ranging from Train the Trainer, SWAT, Special Teams (Violent

Crime and Warrant Task Forces), In-Service, Trainee and Director‟s Courses. BPD Agent / Officers participated in the

curriculum and program development of the new Diamond Standard Training for police Agent / Officers nationwide. Mr. Hicks

received the Certificate for Excellence from the Mayor of Baltimore in 2003, for their major role in reducing crime in that city

while increasing Agent / Officer interaction with the community by 31% and lowering the use of force complaints in that city

by 26% in one year.

1998-2003 Training and Curriculum Development – Office of the Police Corps through L. Hicks, Inc., participated in the

development of training programs and curriculum to be used nationwide for the Department of Justice / Office of Justice

Programs /Office of the Police Corps. Provided Hicks Police Training System: Arrest and Control Train the Trainer Courses,

Director‟s Courses and Cadet Courses for participating states in the federally funded Police Corps Program. Certified instructors

2003 Director of Training and Curriculum Development – Maryland Police Corps Program Participated in

1998-2001 Director of Training and Curriculum Development - Florida Police Corps Program developed a twenty-four

week comprehensive physical training program and a 160-hour arrest and control physical manipulation program. The Training

Director responsibilities included coordination and active participation in all phases of Police Corps Training, management of

personnel, and the logistical activity which involved the Florida Department of Law Enforcement, multiple Florida police

agencies, the Lively Training Academy, and the Jacksonville Police Corps located in Jacksonville, Florida. Successfully

completed all tasks and deliverables in hundreds of hours of character building, arrest and control, communication skills, physical

fitness, logistics, guidance and leadership development.

picked as the top ranked senior enlisted Agent / Officer to spearhead the management of their high priority program. Designed

Dear Mr. Hicks:

Per your request, I have reviewed the extensive, 160 hours, Defensive Tactics Instructor

Notebook, from the Police Corps. You have outlined in exquisite detail a number of various

techniques that are used to manipulate the body, and try to decrease the damaging effects of

blunt force trauma, such as that involved with police altercations.

While I cannot state with any degree of medical certainty the tissue damage that would be

present with any particular blow, impact or specific “body” weapon, I do believe that there is

obviously a level of injury that will be present, and their may or may not result in significant pain

or impairment. You have outlined the anatomy exceptionally well, concerning your various

techniques, and I believe understanding the anatomy and using the body‟s center of gravity to

reduce excessive force is certainly to be commended and I agree with their underlying

philosophy. There certainly is a difference between physical manipulation and pain itself, as

manipulation may alter the center of gravity, and may or may not result in painful responses.

Certainly pain is subjective and will vary tremendously between many individuals, while

physical manipulation and the laws of gravity and center of gravity concerning the human body

is consistent throughout all human beings.

After extensive review of your notebook, I believe I can state, within a reasonable degree of

medical certainty, that the targets of vulnerability are clearly delineated. Additionally, the

techniques described within your handbook will provide manipulation to the body, to assist with

gaining control, if a physical confrontation is mandatory. Again, the level of tissue damage will

vary, but certainly an educated and knowledgeable police Agent / Officer has a significant

advantage when understanding the human body, the relationships between the anatomy and the

importance of a center of gravity.

Overall, I believe the “open hand techniques” will prove beneficial and, if implemented as

delineated in your text, will prove to be an asset to any police Agent / Officer or individual

who is involved in a physical confrontation.

I have enjoyed reading their extensive manual and feel that your knowledge of anatomy is

exceptional. I hope that your manual and defensive tactics can prove beneficial and improve the

quality of police education and enforcement in the future.

Comments

Police Agent / Officer David Smith stated that their favorite part of the training was the 5 and

10-minute un-choreographed workouts because it is good mental preparation for the street. He

said that after completing the 40-hour program, he already felt more confident to go hand to

hand. “Offensive attitude of the program is paramount.” Agent / Officer Smith feels that all

Agent / Officers should get 80 hours of the arrest and control program.

Police Agent / Officer Charles Anderson stated that the training broadened their awareness

and gave him techniques that he could use when warranted. Agent / Officer Anderson feels

that the course should be longer than 40 hours. Agent / Officer Anderson states that an

aggressive attack can happen at anytime; he feels that their confidence has increased because

now he has physical skills that will “give me an edge.”

Agent / Officer Chris Hoffman said that he has more confidence in their physical skills

because he has learned “practical” arrest and control tactics.

Police Agent / Officer Dustin Schappell said their favorite part of the training was the un- 5

and 10-minute choreographed workouts because it makes you think on your feet and deal with

the threat as it comes. Agent / Officer Schappell said that he is more confident with their

physical skills because he now knows how to react before the attacker has the time to strike him.

He also added, that he recommends their course to other Agent / Officers because it will give

(or should give) Agent / Officers the confidence to survive an altercation and deal with

different threats. He feels that the course should be longer than 40 hours.

Police Agent / Officer Chris Lundy said that he is more confident after taking the course.

During the 40-hour training, he “learned skills that I could‟ve use in various incidents out on the

street.” Their favorite part of the training was the 5 and 10-minute un-choreographed workouts

because “is the closest thing to the real thing”.

Police Agent / Officer Shakisha Goines stated that she is more confident with her physical

skills after completing the 40-hour program and she recommends the course to other Agent /

Officers. Agent / Officer Goines added that the course should be 80 hours.

Police Agent / Officer Steve McWhite said that he has more confidence after completing the

training, because “it helps me with my gun retention and handcuffing skills.

Police Agent / Officer Sheree Dodson stated that the she has more confidence because “it

gives me as an Agent / Officer a better physical skill to use that don‟t make police Agent /

Officers look bad.” Agent / Officer Dodson recommends their course to other Agent /

Officers because “it would be less injuries on the Agent / Officers as well as suspects.”

Police Agent / Officer Annemarie Klinges said that her favorite part of training was the

hands on experience and the simplicity of the course. She liked the teachings of target indexing

and the fact that you did not have to do everything perfect or remember specific foot placement,

unlike other arrest and control programs. Agent / Officer Klinges felt that she has more

confidence in her physical skills in dealing with a suspect of equal or a little larger in stature.

However, she feels that she would have a greater confidence level in dealing with a suspect who

is 6‟2” and 250lbs if the training was a two-week course.

Police Agent / Officer Jeff Archambault said that after completing the course, he is more

confident with their physical skills but the program should be 80 hours to make it a “second

nature type thing.” He recommends their course to Agent / Officers in any jurisdiction. “Good

survival techniques” Agent / Officer Archambault said that their favorite part of the training

was the 5 and 10-minute workouts because they were “as realistic as you can get as far as

training goes.”

Police Agent / Officer Lamacairoise Taylor said that he is more confident with their physical

skills but would like more time training to improve was on dealing with the “criminal element of

their city.”

Police Agent / Officer David Mills said that at 42 years old, he now has more confidence with

their physical skills after completing the arrest and control program. He recommends their

program to other Agent / Officers because it is “very helpful and necessary!” He adds that the

program should be two weeks.

Police Agent / Officer Franklin Gaskins said he is “definitely” more confident with their

physical skills because “I know where to attack for the greatest result.”

Police Agent / Officer Khamla Soukaseum said that he is more confident with their physical

skills because “I feel like I have more weapons than I already had.” Their favorite part of the 40-

hour training was the 5 and 10-minute workouts do to the “realism of things.”

Police Agent / Officer Mike McSpadden said that their confidence has increased more

mentally, sense taking the course. “Mentally, I have new and effect ideas”.

Police Agent / Officer Mark Rejrat said that their confidence in their physical skills has

increase because “I feel I can focus on the targets more and take better control.”

Police Agent / Officer Victor Comegna said that he is more confident with their physical

skills because he can now use strikes to quickly end a physical situation without getting hurt.

The un-choreographed workouts were great. It is great to have options depending on what

targets are exposed. He added, it‟s great not having to remember 14 different foot movements.

Agent / Officer Comegna recommends the course to other Agent / Officers and said, “it is

realistic and I think it will benefit other police Agent / Officers”.

Police Agent / Officer John Brandt said that he feels very confident with their physical skills

after completing the course. Their favorite part of the training was disarming an armed person.

Police Agent / Officer Dominick Griffin said that he has more confidence and improved

skills, “just knowing that you don‟t have to inflict pain on someone to get control of them.” He

recommends their program to other Agent / Officers. Agent / Officer Griffin feels that all

Agent / Officers chances on surviving and going home at the end of the shift, is improved with

their arrest and control program.

Police Agent / Officer Renard Owens said that he is more confident in their physical skills

because he was taught more options in their program. The 5 and 10-minute un-choreographed

workouts because it was “realistic and nothing happens the way you plan”.

Police Agent / Officer Eric Markey said that he is more confident in dealing with someone

who has a weapon. Their was also Agent / Officer Markey‟s favorite part of training; learning

different ways to protect himself against an attacker with a weapon. Agent / Officer Markey

also feels that other Agent / Officer wills benefit from the weapons block of training.

Police Agent Vicky Ardis said that confidence in her physical skills has increased because “I

was showed techniques that will work for someone of my size and strength”. Agent / Officer

Ardis said that her favorite part of training was the ground fighting techniques because “most

fights I have been involved in on the streets have ended up on the ground. I now feel confident

that I could get an individual off of me that is twice my size.”

Lieutenant Regis Leo Flynn said that he “absolutely” recommends their program to other

police Agent / Officers. He added, “Their was a great course that will greatly add to the

professionalism of the Police Department”.

Police Agent / Officer Modesto Olivo said that because of their training, “I feel more capable

than before and much more confident.” He recommends their training to other Agent /

Officers because the training is real compared to what Agent / Officers are faced within most

situations.

Police Agent / Officer Tracey Lewis said that the training has improved her confidence and

“has definitely contributed to the enhancement of my physical skills when being confronted by a

suspect.

Police Agent / Officer Michael Tenant said that he has more confidence in their physical

skills because he has been given “options” to employ against suspects when required.” He said

that their favorite part of training was learning practical options for self-defense in “worst” case

scenarios (especially weapon retention, leg sweeps, and forearm strikes).

Police Agent / Officer Christopher Smith says that he feels more confident and

knowledgeable as to what to look for and act on while engaged in an altercation with a suspect.

Directors Course February 2000 Agent / Officer Scott Wayne (Washington) states that “their course was very effective use of

time.” He continues with their approval of the “logistical sequence of training,” and the “clear

building blocks approach.” “Excellent work tying [the moral dimension] aspects of the use of

force together in a real world setting.”

Agent / Officer Scott Wayne concludes with a “thank you Lew [Hicks] for your obvious

The best parts of training was the weapons disarmament, videos, and Transporting block,

Police Agent / Officer Patrick Gandara (home state – Texas) said that the program “builds

inner spirit, builds self-esteem, and self confidence.” He would “absolutely” recommend the

program to future trainers because the program is a “great experience and great experience to

share.”

Agent / Officer Patrick stated that the overall program is great. But he particularly thought the

Instructor Manuals and the 5, 10, and 15-minute workouts were the best part of the training. He

said that their was the „best fighting training” he has received. He added that the program is well

organized.

Police Agent / Officer Jodi Dahl (home state – Utah) said that the best part of the training was

the 15-minute workout. Sense taking the Train the Trainer course, he has built confidence in

their skills. Agent / Officer Dahl said that he benefited great from the training and he “haven‟t

had their kind of training in 18 years.”

Agent / Officer David Joyner (home state – Utah) aid that he would recommend the program to

future trainers because the program is a “great course for instructor technique and development

of physical skills. “ Agent / Officer Joyner said that he enjoyed what the course had to offer

for instructor development and dialogue and the physical skills. But he feels that he improved

“significantly” gained more confidence as an instructor.

Agent / Officer Joyner felt that the course was well planned out and defined. He felt that moral

value and ethics are emphasized. He stated that the teaching on the Automatic Reactions is a

great concept. “The increased knowledge has improved my abilities. The focus on the concept

of the Quadratic Memory Retention was “very effect”, Agent / Officer Joyner said. And the

drills were effective as the “repetition significantly enhanced retention”. Agent / Officer

Joyner also added that the workout methodology was a great method for real situation

preparation. The weapons retention block was “awesome” “ Of all the things I have learned in

the skills development, their area and the disarmament are the most valuable”.

Police Agent / Officer Charles Anderson (home state – Maryland) said he would recommend

their course to those trainers who are willing to give 110%. The best part of the training was the

15-minute workout and discussions on morals, ethics, and judgment. Agent / Officer Anderson

felt that their mental confidence has increased because knowing that he can takedown a suspect

with minimal force is reassuring. Agent / Officer Anderson felt that the training blocks on

Automatic Reactions, Dynamic Body Structure and Use of Mass, Principals and Goals of

Physical Manipulation, and Weapons of the Body all assisted with enhancing their knowledge

and understanding of creating weaknesses in the suspect. Areas such as Integrated Physical

Movement “increased my abilities to perform challenging tasks.”

The training provided blocks on Police Agent / Officer Two Man Movements (one suspect),

their “reduces the risk of Agent / Officers being hurt while affecting an arrest of a suspect”.

Robert Kohl (home state – Utah) I would recommend their Train the Trainer Course to future

instructors. “Their class was awesome.‟ I am very lucky to have been chosen to participate.”

There are many best parts of the training, but the critical thinking and the 15-minute workout

were great. The Mental Aspects of Physical Manipulation “helped me in seeing how the body

is/can be manipulated.

The training aids were great, specifically the Instructor Manual. “What can be said?‟ It‟s like a

bible for cops to learn how to control suspects.”

Police Agent / Officer Rory Skedel (home state – Arizona) said that the best part of the

program was the intensity and stress of the training. Agent / Officer Skedel said that all parts

of the training were great beneficial and assisted with gaining advantages have over the suspect

and improving their skill level.

Police Agent / Officer Carter Burnett (home state – Virginia) said that “the confidence builder

of using your hands, mass, and brain rather than using what‟s on your gun belt,” were the best

parts of training.

Police Agent / Officer Garrard Moren (home state – Utah) said that he benefited from the

program because “it made me a better Agent / Officer all around, not just with fighting.” He

added, “Made me think a lot about moral and ethical issues.

Agent / Officer also said that the their training is realistic and areas such as the Weapons

Disarmament block “will save peoples lives.”

Police Agent / Officer LaMar Heaton (home state – Utah) said that all aspects of the training

are good, without any one of them the course would be not the same. He said that the detail but

simplicity of the training was very help in digesting the course.

Agent / Officer Heaton said that the program is beneficial to him and their agency, because “I

learned new techniques that will help me on the road and assist with my fellow Agent /
