NEW GRANTS & PROGRAMS The Colorado Health Foundation (Denver) announced the production of an original 12-epidose telenovela (Spanish soap opera). Health themes are imbedded throughout the series to increase awareness among Colorado’s Spanish-speaking community about public health insurance, access to health care, and management of chronic diseases. Latinos are disproportionately represented among the uninsured and less able to access health care. According to the Colorado Health Institute, more than one-third of Latinos in Colorado were uninsured in 2005. The current rate is likely higher given increases in the unemployment rate. Encrucijada: Sin Salud, No Hay Nada (Crossroads: Without Health, There Is Nothing) is set to air in Colorado on Univision on Sunday evenings. At the end of each episode, viewers will be directed to an informational Web site and a toll-free number to talk to experts about topics such as enrolling in public insurance programs, accessing health care services, and resources on nutrition and physical activity. As part of a national strategy to enhance management skills at a time of great stress in the public health system across the country, UNC is partnering with the University of Washington’s Northwest Center for Public Health Practice to develop a second campus for the management academy. The SCAN Foundation was established in 2008 as an independentnonprofit philanthropy through a $205-million endowment contri-bution from the SCAN Health Plan, which provides comprehensivemedical coverage, prescription benefits, and support services forMedicare patients. The foundation’s mission is to advance the devel-opment of a sustainable continuum of quality care for seniors. Itaims to achieve this by encouraging policy reform to integrate thefinancing of acute and long-term care; raising awareness about theneed for long-term care reform; and promoting coordinated,comprehensive, and senior-centric care.

Program Information: The foundation’s five-year strategicplan focuses program activities and grantmaking in three priorityareas. The first focuses on understanding and raising public aware-ness to create political will for long-term care reform. The second isto advance realistic policy options for both the funding and deliveryof long-term care, including workforce development. The third pri-ority is to support the dissemination and assessment of promisingnew program models that inform and strengthen long-term carepolicy development.

➤ Special Initiatives and Representative HealthGrants

• The SCAN Foundation/ HealthTech Center for Technologyand Aging (CTA) – The CTA aims to identify and rapidly circu-late technologies that hold promise for improving the quality andaffordability of long-term care for seniors and helping those withchronic health care conditions maintain their independence aslong as possible. The CTA will focus on: 1) researching new andbeneficial technologies; 2) developing mechanisms to increasetheir use; 3) grantmaking to identify promising technologies, testthem widely, and improve their chances for adoption; and 4)communicating the results and supporting policy developmentbased on the findings ($5 million over three years).

• Increasing Public Dialogue about Long-Term CareReform – Enhancing and creating public dialogue on the needfor reform has been a focus of the foundation through threemajor initiatives. First, the foundation has cosponsored thesenior health issues section of Kaiser Health News, The Henry J.Kaiser Family Foundation’s new media bureau. Second, the orga-nization has sponsored editorial leadership at the University ofCalifornia, San Francisco to create a new column in The Journalof the American Medical Association entitled “Perspectives onAging and Independence.” Third, in 2010 Health Affairs will pro-

duce an issue devoted entirely to long-term care reform ($2 million over two years).

• Advance Policy Consensus around Federal Long-Term Care – Creating a shared agenda for long-term care reform bythe federal and state governments is a critical activity for thefoundation. The National Council on Aging will create and lead aconsortium of national advocacy organizations and other leadersto develop consensus around long-term services and supportspolicy options, foster national policy discussion, and educate andinform key decisionmakers ($250,000 over one year).

• Develop Tools to Estimate Costs of Potential FederalLong-Term Care Reform Proposals – The foundation hascommissioned Avalere Health, LLC to develop a publicallyavailable, Web-based Congressional Budget Office-style model,which will provide cost estimates for major approaches to long-term care reform. Variables will have flexible definitions to assesscost implications of policy variations ($420,000 for one year).

• Support California’s Efforts to Improve Long-Term Care –State policymakers face challenges to improve the financing and delivery of services for California’s aged blind and disabledpopulation. The foundation funds targeted technical assistance toimprove and simplify federal waivers, support dissemination andevaluation of promising program models, and develop compre-hensive statewide approaches to important challenges ($160,000over one year).

■ United Health Foundation(Minnetonka, MN) funded the develop-ment of a toolkit that shows businesseshow to lower costs by reducing theiremployees’ use of tobacco in theworkplace through personal behavior change, health benefit design, and sensi-ble workplace policies. The kit, entitledInvesting in a Tobacco-Free Future:How it Benefits Your Bottom Line & Community, was produced by Partnership for Prevention(Washington, DC) and the Campaignfor Tobacco-Free Kids (Washington,DC). The toolkit shows employers how they can support tobacco controlwithin their businesses by establishing amodel workplace tobacco control pro-gram, which includes a set of policies,benefits, and programs that will encour-age employees not to use tobacco in the

■ Northwest Health Foundation(Portland, OR) released The Impact ofObesity on Rising Medical Spending inOregon from 1998 to 2005, whichfocuses on the prevalence of obesity inOregon. The key finding of the study is that 34 percent of the increase inOregon’s health expenditures between1998 and 2005 can be attributed to ris-ing obesity prevalence. The study wascommissioned by faculty at the RollinsSchool of Public Health at EmoryUniversity. Examining data from theAgency for Healthcare Research andQuality, the research team analyzedhealth care spending, insurance status,medical care utilization, and diseaseprevalence for the Oregon population.The findings add urgency to obesity-related trends in Oregon. ■ RCHN Community HealthFoundation (New York, NY)announced the release of a new reportthat examines the status of Puerto Rico’shealth care safety net. Examining the Experiences of Puerto Rico’sCommunity Health Centers Under theGovernment Health Insurance Planreports that chronic underfunding and exposure to significant levels of financial risk is jeopardizing thecommonwealth’s health care safety net,particularly the fiscal viability of com-munity health centers, which serve morethan 350,000 patients. In addition, thereport, which was produced by faculty atthe Geiger Gibson/RCHN CommunityHealth Foundation Collaborative(Washington, DC), found that primarycare, particularly offered by health cen-ters, has been severely and chronicallyunderfinanced under Reforma (PuertoRico’s comprehensive health reformknown as the Government HealthInsurance Plan). Furthermore,Medicaid underfinancing has severelyrestricted operating revenues, threateninghealth center capacity and leaving centersunable to fund necessary capital andhealth information technology projects,even as needs have increased. Similarly,health centers are exposed to excessivefinancial risk. To help revive the primaryhealth care system, the authors recom-mend supplemental financing and arestructuring of Reforma contracts, aswell as direct investment in the island’shealth centers to strengthen primary care.The study finds that an investment of$75 million would increase health center capacity to care for an additional176,000 new patients and result in sys-temwide savings of up to $234 million,while generating more than 1,300 newjobs and more than $86 million in neweconomic activity.
