Hebron Church Council
Hebron Church Council met on Wed. Jan. 22, in the church basement. Those present were Phil,
Gloria, Carol, Delores, Jim, Denice, and Pastor Bill Neuman.
Phil opened the meeting with prayer.
Delores read the minutes of the last meeting.
Carol presented the treasurer report. She has renewed our CD at the bank for 12 month to get a
better interest rate.
Pastor presented his report. He conducted three funerals/graveside and one baptism at St Paul. He
will begin confirmation class for 7th & 8th graders. He will have a New Member Class on Feb. 5. He
gave an update on the youth organization.
Several maintenance issues have been resolved: Chimney cap has been installed on the church,
siding is nearly complete, bathroom stools have been fixed, propane tank at parsonage has been
hooked up.
St Paul offered to sell us their old copy machine. We will decline the offer and get one that will suit
our needs. Fire extinguishers were not serviced in the fall. Carol will call to make sure we still have a
contract.
Annual meeting will be Sunday after worship. Council approved the budget to be presented to the
congregation. Council members volunteered to provide soup for the meal.
There was discussion about Lent. It will be on the agenda at the annual meeting.
The meeting closed with the Lord’s Prayer.
Hebron WELCA
Hebron WELCA met on Thursday afternoon Jan. 16, at the home of Jewell Swinney. Those attending were Betty Bevan,
Delores Fisher, Nancy Hanson, Gloria Martin, Dollye Novak, Carol Riffel, and Jewell Swinney.
Gloria led the bible study “We Are Called! Hearing God’s Voice”. We learned how our ancestors in faith heard and
responded to God’s call and we talked about our own lives and our callings. Everything we do to respond to the needs of
our neighbor in any way is a calling from God.
Carol read the minutes of the last meeting. Thank you letters were read from Kailyn Riffel, Austin Peterson, Naomi
Nelson, and Roger Peterson for their Christmas gifts and visits. We received a thank you for our donation to Mosaic.
Jewell presented the treasurer report. Our Thankoffering totaled $146.95.
Gloria thanked those that helped with the church decorating for Christmas and to Jewell for taking the Christmas gifts to
the nursing home.
Plans were made for the new year: We will meet monthly on the 3rd Thurs. at 2:00 pm. There will be no meeting in
August or December. We talked about a project but did not make a decision. We will plan a Father’s Day Brunch on
June 21 before church. We will continue collecting our loose change each month and add $100 to be sent to Mosaic. We
talked about cleaning church and decided to just clean specific areas that need attention. We will decorate the church for
Advent/Christmas after worship on Nov. 29. We will continue our remittance of $20 per month to the Synod WELCA. We
will continue our Prayer Chain. We will have a special day out on July 16. No specific place or plans was decided.
Gloria announced the new Altar Guild and the duties they volunteered for.
The Lenten schedule was announced: Ash Wednesday, Feb. 26, 6:30 pm at St. Paul. Maundy Thursday Apr. 9, 7:00 pm
at St Paul and Good Friday Apr. 10, 7:00 pm at Hebron.
The Smokey Valley cluster meeting will be Apr. 18 at Salemsborg. WELCA Synod convention will be Aug. 7-9, in Kansas
City, MO.
The meeting closed with the Lord’s Prayer. Next meeting will be Feb. 20, 2:00 pm at the home of Delores Fisher and
Carol Riffel will lead the bible study.

Pastor Neuman had a busy first Sunday
with us. We celebrated in the baptism of Brooks Lucas Hicks. We welcomed
Brooks to our St. Paul family. He is the son of Katelyn Sly Hicks and the late
Lucas Hicks.

What is a “Lutheran “
Christian?
Our new pastor, Reverend Bill Neuman will lead us in a class detailing what Lutherans
believe, how we differ or is there any difference between denominations? This will last
about an hour to an hour and a half.
This informational class is for all new members, all thinking about
joining the Lutheran church, all who are
attending but never joined, anyone who
wants a refresher course or anyone who is
just interested in what we believe.
A light supper will be provided.

The Betas will have their Annual Soup
Dinner Sunday , February 9 from
11:30 to 1:30 at the Tri County Free
Fair Building. Chili and chicken noodle
soup will be served. Free will offering.
All proceeds go to Beta Scholarship
fund.
What is Ash Wednesday?
Ash Wednesday is a Christian holy day
of prayer and fasting…. Ash Wednesday
derives its name from the placing of
repentance ashes on the foreheads of
participants to either the words “
Repent, and believe in the Gospel” or
the dictum “Remember that you are
dust, and to dust you shall return.”
Ash Wednesday marks the beginning of
Lent and is always 46 days before
Easter Sunday. It begins the focus of
Christian
hearts on
repentance
and prayer,
usually
through
personal and
communal
confession.
What is Lent?
Lent is a 40 day season( not counting
Sundays) marked by repentance,
fasting, reflection and ultimately
celebration. The 40 days represents
Christ’s time of temptation in the
wilderness, where he fasted and where
Satan tempted him. Lent asks believers
to set aside a time each year for similar
reflection, marking an intentional
season of focus on Christ’s life, ministry,
sacrifice and resurrection.

January 2020 Council Meeting
January 21, 2020 Council Meeting Minutes
I. Meeting called to order @ 1910. Dede read devotion. Members present are Cary, Clarendene,
Denise, Megan, Dede, Pastor Bill, and Vanessa.
II. Officer elections:
a.) President - Clarendene nominated Cary for President of the Council. Megan seconded.
Motion carried
b.) Vice President - Megan nominated Dan for Vice President of the Council. Clarendene
seconded. Motion carried.
c.) Secretary - Cary nominated Vanessa for secretary. Clarendene seconded. Motion
carried.
III. Megan reviewed the meeting minutes from the November 2019 Council meeting.
IV. Dede presented to the committee the proposed budget for 2020. Notable changes include:
reduction in postal and postage fees, purchase of new copier, reduction in pastor
salary,reduction in health and building insurance expenses, reduction in VBS expense, reduction
in LYO expense for no longer needing to provide sitter during sermon, addition of fellowship
expense, and an increase in parsonage utility expenses.
V. Committee Reports: Tim Utech presented two bids to replace our current copier on behalf of
the property committee. One from CBS out of Salina and one from Ricoh out of Abilene.
Our current copier and maintenance contract is with Ricoh. The price for the Ricoh printer is
$5,625 and the CBS printer is $6,610. The recommendation from the property committee is that
we move forward with the Ricoh printer quote/contract. Megan made the motion that we move
foward and present the Ricoh printer option to the congregation. Clarendene seconded. Motion
carried.
VI. New Business:
a.) Chancy Smith, Director of Emergency Management for Dickinson County, presented to
the council a video on active shooter preparedness. He also discussed with the council tips on
how we could potentially improve our security and situational awareness. Pastor to discuss with
congregation during our annual meeting on 2-2-20.
b.) Council discussed process for approving/funding those who would like to attend camps
and other mission activities. The church will provide $100 towards camp fees per camper. The
camper and their family will be responsible for paying the remaining balance. Special
circumstances can be presented to the council for consideration. Clarendene made the motion to
approve this process for funding camp activities. Megan seconded. Motion carried.
c.) Pastor Bill presented his moving expenses to the council for reimbursement approval.
Clarendene made the motion to approve we reimburse pastor $2,975 to cover his moving
expenses. Megan seconded. Motion carried.
d.) Iserve was asked to provide the church a quote for cleaning and waxing our tile floors.
Update will be provided at a later time.
e.) Clarendene brought to the council the suggestion for acquiring cushioned seats for our
Fellowship Hall. Cary has already done some research on this. We will follow-up at our next
council meeting in February.

VII. Pastor Report: Pastor informed the council on his progress for getting organized and
identifying the resources he has available to him for teaching, creating his sermons, etc.
VIII. President Report: Cary provided the council with information related to the nominating
committee, Mutual Ministry committee, and informed the council that we are in need of one to
two volunteers to serve as Synod delegates.
X. Our next meeting will be on 2/18/20 @1900. Dan Nelson will provide the devotion.
XII. We adjourned with the Lord's Prayer at 2131.
Voting members are confirmed members. Such confirmed members, during the current or
preceding calendar year, shall have communed in this congregation and shall have made a
contribution of record to this congregation. Members of this congregation who have satisfied these
basic standards shall have the privilege of voice and vote at every regular and special meeting of
the congregation as well as the other rights and privileges ascribed to voting members by the
provisions of this constitution and its bylaws.
