    Thepurposeofthisreportistolaythefoundationforasystematicanalysisofthehealthcareand

    biotechnologyworkforce.Itutilizesexistingdatasourcestoprovideaquick,costeffectivesnapshotof

    theindustryanditsoccupationsinordertoguidefutureefforts.Specifically,itdefinesthetwo

    industries,identifiesrelevantoccupationsinthehealthcareandbiosciencefields,summarizesthe

    industryandworkforceimpactsarisingfromHurricaneKatrina,providesanoverviewoftheexisting

    workforce,cataloguesexistingtrainingprograms,andidentifiesthenumbersgraduatingfromeach

    program.ItthenoutlinestheannualworkforceprojectionsasdeterminedbytheLouisianaWorkforce

    Commission,andcomparesthegraduatetotalsineachavailablecategoryinordertobegintoidentify

    thegapsandsurplus.Finally,itidentifiestheexistingplayersandinitiativesinthehealthcaretraining

    arenaandnotesareasforpotentialfutureanalysis.

    TheIndustries

    Thehealthcareindustry,asdefinedbythestandardgovernmentalclassificationsystemcanbedivided

    intothreemajorsegmentsambulatorycareservices,hospitals,andnursingandresidentialcare

    facilities.Over38,000workersareemployedinthearea.Thebiotechnologyindustryissomewhat

    hardertodefine.Theworkingdefinitionasemployedinthisstudyincludes:Pharmaceuticaland

    MedicineManufacturing,R&DinthePhysical,Engineering,andLifeSciences,Electromedical&

    ElectrotherapeuticApparatusManufacturing,AnalyticalLaboratoryInstrumentManufacturing,

    IrradiationApparatusManufacturing,MedicalEquipmentandSuppliesManufacturing,Testing

    Laboratories,andMedicalandDiagnosticLaboratories.Approximately2,000employeescanbe

    specificallyidentified,althoughanumberofothersworkundertheauspicesofaneducationalinstitution,particularlyintheresearchfield.Medicalanddiagnosticlaboratoriesfallunderthe

    definitionofbothindustries.

    TheOccupations

    Healthcareandbiotechnologyarecomplexindustries,staffedbyavarietyofoccupationsthattypically

    involveadvancededucationand/ortraining.Over90differentoccupationsareidentifiedasintegralto

    theindustries,fallingintothebroadcategoriesof:Life,PhysicalandSocialScienceOccupations;

    CommunityandSocialScienceOccupations;Education,Training,andLibraryOccupations;Healthcare

    Practitioners;HealthcareTechnicalOccupations;andHealthcareSupportOccupations.

    ImpactofHurricaneKatrina

    HurricaneKatrinatotallydisruptedthehealthcareindustry,andtemporarilyhaltedthedevelopmentof

    theemergingbiomedicalconcentrationinthearea.Healthcareisessentiallyaserviceindustry,linked

    tothenumberofpeoplewhoneedtoutilizeitsofferings.Butwhiletheregionalpopulationhas

    regained92.7%ofitsprestormtotal,healthcareindustryemploymentisdownover23%.Theclosure

    ofmajorhospitalfacilitiesinOrleansParishaccountsforalargepercentageofthedecline.Asimilar

    pattern,whilenotaspronounced,existsfortheoccupationsemploymentfiguresdroppedalmost16%

    betweentheendof2004andtheendof2008.

    TrainingPrograms

    Workersinthehealthcareandbiomedicalworkforcerequireaspecialized,sophisticatedknowledge

    baseandskillset.Theinstitutionsprovidingeducationandtrainingforoccupationsinthesefieldsmay

    begroupedintothreecategories:proprietaryschools,communitycolleges,andfouryearcollegesand

    universities.Acatalogidentifyingeachoftheinstitutionsandtheirrelevantcourseofferingsisincluded.

    Geographiccoveragevariesdependinguponthelikelihoodthatagraduatewillrelocateortravelfora

    jobopportunity.Proprietaryschoolsarelimitedtothemetroarea,whilecommunitycollegesinthe

    southeastportionofthestateandfouryearentitiesacrossLouisianaarelisted.Thecatalogincludes10

    proprietaryschools,10communitycolleges,and25collegesanduniversities.

    Healthcareandbiotechnologygraduates

    Thenumberofgraduatesfromeachoftheidentifiededucationalinstitutionsforeachdegreeprogramis

    presented.Thefiguresarefrom2008,thelatestyearofavailabledata,with2007totalslistedfor

    comparisonwhereaccessible.

    OccupationalProjections

    TheLouisianaWorkforceCommission,inconjunctionwiththeU.S.BureauofLaborStatistics,develops

    occupationalprojectionsonabiannualbasis.Severalmonthsagoalocaleconomistreviseda

    componentofthemodelindustrygrowthtobetterreflecthurricanerelatedchangestooureconomy,

    andnewprojectionswereissued.Basedonatenyeartimeframe,themodelcalculatesannualnew

    growthandannualreplacementneedsforeachoccupationinordertoderivetheforecastofannual

    openings.Thesearepresentedforeachoftheidentifiedhealthcareandbiotechoccupationatboththe

    stateandlocallevel.Ayearlytotalof8,660jobopeningsatthestateleveland2,380jobopeningsatthe

    metrolevelarepredictedthrough2016.Anumberofhealthcarejobsareinhighdemandrelativeto

    othersintheeconomy,bothintermsofpercentagegrowthandactualnumbers.Itshouldbenotedthat

    theprojectionstakeintoaccounttheworkforcedemandgeneratedbythetwohospitalsplannedforthe

    medicaldistrict.

    GapsandSurplus

    Theidentificationofoccupationsforwhichthereisanimbalancebetweensupplyanddemandisaveryinexactscience.Butwithanumberofcaveats,agoodbitofinformationcanbederivedbycomparing

    theyearlydemandforspecificoccupations(asforecastbytheWorkforceCommission)withthe

    numberstrainedinthoseprogramsthatwouldsupplymostoftheworkers(summedfromthegraduate

    data).Thereappearstobeasurplusforanumberofoccupationsbiomedicalengineers,

    epidemiologists,dieticiansandnutritionists,pharmacists,MDs,physicianassistants,speechlanguage

    pathologists,veterinarians,radiologictechnologistsandtechnicians,EMTsandparamedics,public

    healthworkers,andmassagetherapists.Ontheotherhand,weseemtobedeficientinotherareas

    occupationaltherapists,physicaltherapists,medicalandclinicallaboratorytechnologists,medicaland

    clinicallaboratorytechnicians,cardiovasculartechnologistsandtechnicians,andmedical

    transcriptionists.Theproductionofregisterednursesappearstobesufficienttomeetprojected

    demand,atboththestateandlocallevel.

    IntroductionandDefinitions

    Healthcare,andtheinterrelatedfieldofbiotechnology,arecriticalcomponentsoftheNewOrleanseconomy.Theemployeesincludesomeofthemosthighlyeducatedandtrainedindividualsinthe

    workforce.HurricaneKatrinatotallydisruptedthehealthcareindustry,andtemporarilyhaltedthe

    developmentoftheemergingbiomedicalconcentrationinthearea.Asthearearebuilds,itiscriticalnot

    onlytoreplacetheworkforceassetsthatwerelost,buttoefficientlyplanforthefutureeconomy.In

    thestrategicplanforthedevelopmentofthebiomedicalcomponentoftheNewOrleansMedical

    District,aspecificactionitemidentifiedtheneedtoassembleinformationontheworkforcetoserveas

    theguidetotrainingdecisions:

    Establishthefunctionofcollectingandmaintainingbiosciencesand

    healthcareworkforceinformation(degreeprograms,degreeproduction,

    employmentlevels,andcompanyworkforceneeds). Regional Biosciences Initiative Strategic Plan, Eva Klein & Associates, 2007

    Thepurposeofthisreportistolaythefoundationforasystematicanalysisofthehealthcareand

    biotechworkforce.Itutilizesexistingdatasourcestoprovideaquick,costeffectivesnapshotofthe

    industryanditsoccupationsinordertoguidefutureefforts.Specifically,itdefinesthetwoindustries,

    identifiesrelevantoccupationsinthehealthcareandbiosciencefields,summarizestheindustryand

    workforceimpactsarisingfromHurricaneKatrina,providesanoverviewoftheexistingworkforce,

    cataloguesexistingtrainingprograms,andidentifiesthenumbersgraduatingfromeachprogram.It

    thenoutlinestheannualworkforceprojectionsasdeterminedbytheLouisianaWorkforceCommission,

    andcomparesthegraduatetotalsineachavailablecategoryinordertobegintoidentifythegaps.

    Finally,itidentifiestheexistingplayersandinitiativesinthehealthcaretrainingarena.

    Theuseofsecondarysourcesisnotwithoutitschallenges.However,thisisacomplexareainvolving

    over90occupations.Itstretchesacrossmultipleindustrysegments,includinguniversities,hospitals,

    ambulatorycare,nursinghomes,privatecompanies,andothers.Basedonthegeneraloverview,future

    effortscanbedevotedtomoreindepthanalysisaswarranted.

    Defining the Industries

    Thisstudycoverstwodistinct,butinterrelatedindustriesHealthCareandBiotechnology.Theymay

    bestbedefinedusingtheNorthAmericanIndustrialClassificationSystem(NAICS)codes,thestandard

    usedbyFederalagenciesinclassifyingbusinessestablishmentsforthepurposeofcollecting,analyzing,andpublishingstatisticaldatarelatedtotheU.S.businesseconomy.

    EstablishmentsintheHealthCareindustrycanbegroupedintothreemajorareas:ambulatoryhealth

    careservices;hospitals;andnursingandresidentialcarefacilities.Eachcanbefurtherbrokenintosub

    groups.

    asminimumfigures;governmentalprivacypoliciesprecludethepublicationofdataintheeventthat

    numberofemployeesoremployersinacategoryfallsbelowsetthresholds.Thisinformationis

    suppressedornotreleasedtothepublic.)

    Thebiotechnologyindustryissomewhatmoredifficulttodefine.Moran,Stahl&Boyer,intheir2005

    report,BiotechWorkforceEvaluationforGreaterNewOrleansdelveintothistopic.Theynotethat

    thereisnocurrentlyaccepteddefinitionforbiotechnology,whichisalsofrequentlyreferredtoas

    biomedical,biosciences,andlifesciences. Biotechnology(pharmaceutical/medicinal

    manufacturingandresearch&development)andbiomedical(medicaldevicemanufacturing)tendto

    bethenarrowestdefinitions.Lifesciencesandbiosciencestendtobebroader,withthepotential

    inclusionofemploymentinagriculturalservices,organicchemicals,hospitalsandlaboratories.They

    utilizeablendofNAICScodes,expandingbiotechnologytoincludeselectedcategoriesfromlife

    sciences.Theirdefinitionseemsappropriateforthepurposesofthisstudy.

    Manufacturing.Whiletherewassomeemploymentintheothercategories,numbersdidnotmeet

    disclosurethresholds.Itshouldbenotedthatthereisoneareaofoverlapbetweenthehealthcareand

    biotechnologydefinitionsMedicalandDiagnosticLaboratories.

    Itisimportanttostressthatthesefiguresdonotfullyreflecttheactualnumbersengagedin

    biotechnologyemploymentacrosstheregion.Forexample,asignificantamountofR&Dactivityis

    housedwithineducationalinstitutionsratherthaninstandaloneprivatefacilities.Theseworkerswould

    becountedasemployedinEducationratherthanthecategorieslistedabove.Medicallabsstructured

    ascomponentsofhospitalsordoctorsofficeswouldbecountedundertheirparententity,ratherthan

    separately.Primaryresearch,beyondthescopeofthisstudy,wouldberequiredtoidentifythefull

    employmentwithinthebiotechnologyindustry.

    WhilechemistsandrelatedoccupationswereincludedinMoran,Stahl&Boyerreport,theyplayalesser

    roleinthebiomedicalarenathaninthegeneralbiotechnologyfield.Forecastsoffuturedemandhave

    beenincludedbelow,buttrainingcoursesforthesefieldshavenotbeenitemized.

    Defining the Occupations

    Foranalyticalpurposes,itisimportanttodistinguishbetweenanindustryandtheoccupationsof

    thoseworkingwithinit.Forexample,hospitalsarestaffedbyavarietyofmedicalprofessionalssuchas

    doctors,nurses,andtherapists.Therearemanyotheremployees,however,includingaccountants,

    janitors,cooks,securityguards,andsoon.Itistheformergroupthatisofinteresthere.Ontheother

    hand,itisnotunusualtofindhealthprofessionalssuchasnursesemployedbyschoolsorprivate

    corporations.

    TheStandardOccupationalClassification(SOC)systemisusedbyFederalstatisticalagenciestoclassify

    workersintooccupationalcategoriesforthepurposeofcollecting,calculating,ordisseminatingdata.All

    workersareclassifiedintooneofover820occupationsaccordingtotheiroccupationaldefinition.To

    facilitateclassification,occupationsarecombinedtoform23majorgroups,96minorgroups,and449

    broadoccupations.Eachbroadoccupationincludesdetailedoccupation(s)requiringsimilarjobduties,

    skills,education,orexperience.

    repopulationislagging.However,the14.7%declineisalmostdoublethatofthedecreaseinregional

    population.TheHospitalsubsectorhaslostalmostonethirdofitsprehurricaneemployment,

    droppingfromapproximately19,000to13,000,withtheclosureoftheOrleansParishfacilities

    accountingformostofthevariance.NursingandResidentialCareisdownsignificantlyacrosstheboard,

    averaging27.4%.Thisislikelyduetothefactthatmanyolderpeopledidnotreturntothearea,but

    settledwithfamilyinotherlocations.Overall,employmentinthehealthcareindustrydeclined23.4%

    between2004and2008,from49,657to38,056.

    Thebiotechnologyindustrylostapproximately10%ofitsemployment,notnearlyasmuchashealth

    care.Thisislikelyduetothefactthat,exceptfortheoverlappingdiagnosticlabcategory,itsproducts

    arenotdirectlydependentonpopulation.

    Table4showsthechangingemploymentpatternsfortheoccupationsofinterestintheregionbetween

    January,2005,priortothehurricane,andJanuary,2009.Sincethesearemodelbasedestimates,itis

    bestnottoputtoomuchstockinindividualfigures.However,theoveralldecreaseinhealth/biotech

    employmentovertheyearsissignificant,andconsistentwiththeindustrydeclinescitedabove.

    Betweenearly2005and2009,thenumbersdecreased15.9%,from55,570to46,730.Someofthelarge

    percentagechangesareinteresting.OccupationsshowingthebiggestincreaseareMentalHealth

    Practitioners(222.7%),PharmacyAides(200%),GeneralPractitioners(160%),andChemists,(152.2%).

    ShowinglargedeclineswereRadiationTherapists(75%),DieteticTechnicians(73.9%),Respiratory

    TherapyTechnicians(71.8%),MedicalEquipmentPreparers(70%),andMedicalandHealthServicesManagers(51.7%).Thenumberofregisterednursesdecreased22.4%,andlicensedpracticalnurses

    14.2%.

    WagepatternsoverthepastfiveyearsarepresentedinTable5.Averageyearlypayincreased18.4%,

    from$52,129to$61,721.Experiencingthelargestpercentageincreaseswereoptometrists(93.6%),

    substanceabusecounselors(73.6%),cardiovasculartechnicians(45.9%),andveterinaryassistants

    (42.2%).Registerednurses'payincreasedalmost18%,LPNsby13.6%.Anumberofoccupationsare

    showingawagedecreaseoverthefiveyearperiodbiomedicalengineers,mentalhealthand

    rehabilitationcounselors,mentalhealthsocialworkers,certainspecializedphysicians,physician

    assistants,andlabtechnicians.
