Share on PETRONAS’ experiences in harmonising national, company and international standards with regard to pipeline safety i.e. design and integrity management with participants of IGU’s TraCom & TSG_3.

Objective


PETRONAS, its subsidiaries and Production Sharing Contractors operate and maintain more than 10,000 km of high-pressure oil and gas pipelines in Malaysia

Malaysia’s pipelines are integrated with South East Asia energy corridor via Thailand (north), Indonesia (east) and Singapore (south).

Approximately 70% of Malaysia’s pipelines can be considered as ‘aging’ and have various operational challenges.

Thus, pipeline safety from design and integrity perspectives are utmost important; and can only be achieved through standardisation of practices & technical requirements.


In Malaysia, transportation of petroleum products via pipeline is governed by two main Acts/Regulations i.e. Act 302 and Regulations 1985

The Regulations 1985 specifically refers to ASME B31.4 and B31.8 for design, installation, testing, operation, maintenance and abandonment of pipelines

Harmonisation of PTS and PTG is realised via (i) partial adoption of amendment and/or supplement of certain clauses/requirements; and (ii) full adoption

…and this harmonisation allows for PETRONAS to be at par with

international standards and the industry; as well as ascertaining fit-

for-purpose requirements and maximising value.


PETRONAS adopts ISO 9001 Quality Management System to ensure the standards are managed prudently, provide value to the business and remains current (fit-for-purpose)


• Pipeline safety is of utmost important in oil and gas operations; and for PETRONAS, it can be achieved through standardisation of practices and technical requirements.

• In Malaysia, pipeline safety is governed by two main laws i.e. Act 302 and Regulations 1985; and PETRONAS remains compliance to it.

• In addition, PETRONAS is harmonising of its technical standards (PTS) and guidelines (PTG) with relevant ISO, API and ASME standards. This will make PTS and PTG abreast with the latest industry practices while providing value to PETRONAS’ business.

• Harmonisation of PTS and PTG will be flexible enough to meet host country’s design and operation requirements.

• PETRONAS manages its technical standards by subscribing to ISO 9001 Quality Management System.
