T wenty-five years ago, Harley Franco started the Harley Marine Services family of com- panies with the goal of serving his customers with the most efficient ser- vice at reasonable rates. Very quickly, he became aware that if Olympic Tug & Barge (the first operating company) was to be successful, concern for the environment had to be among the high- est of priorities. A quarter of a century later, company chairman and CEO Harley Franco says the company has achieved its goal. As a result of the company’s stra- tegic focus on safety, environmental protection, and customer service, Harley Marine Services has proven to be one of the fastest growing mari- time businesses as well as a leading provider of marine transportation services. Operating in some of the busiest American ports, Harley Marine provides a diverse group of marine transportation services, including petroleum transportation, ship assist, tanker escort, rescue towing, bun- kering, general towing and terminal operations. The company provides ser- vices along the entire West Coast of the United States, stretching from Dutch Harbor, Alaska to Long Beach, Califor- nia; along the Gulf Coast including the western river system; and on the East Coast out of New York Harbor. Additionally, the company has recently expanded into Asia with a Celebrating 25 Years of Service to the Marine Industry. Twenty-five years ago, Harley Franco started the Harley Marine Services family of com-

Modern FleetThe Harley Marine fleet is com-

prised of the most technically advanced and environmentally friendly double hull petroleum barges, tractor tugboats, push boats and other vessels designed specifically for their line of work and area of operation. The large, diverse fleet allows Harley Marine to position

the appropriate equipment for each job in order to maximize efficiency and cus-tomer satisfaction. With an eye toward the future of marine transportation, Harley Marine has been transforming its petroleum barge fleet to all-double-hull designs, surpassing requirements and meeting the OPA 90 double hull compliant rule long before the govern-ment mandate of 2015 fully matures. In fact, Harley Marine is at the forefront

of industry-wide efforts to maintain the safest, most environmentally friendly equipment on the water today. At the same time the company continues to improve and expand its existing tug fleet. Currently, Harley Marine has several tugs under construction at sev-eral American shipyards, with the goal of serving community and customer needs by delivering efficient and spe-cialized equipment for each specific job.

A major factor in Harley Marine’s business over the last 25 years is the company’s commitment to the environ-ment. Over the past two years, Harley Marine has received five awards for stewardship and environmental responsibility,

The awards are the result of a com-pany-wide innovative environmental management program. In 2007, Harley Marine received ISO 14001 certification for all tugs, barges, shops and offices. This sparked a company-wide “green” movement with every employee par-ticipating, whether shoreside or on a vessel. The company takes every opportunity to apply and expand its programs. and recycle” program to reduce the company’s carbon footprint, tugboat engine upgrades to reduce NOx and particulate matter emissions, and the use of hybrid vehicles as company cars and crew transportation to cut down on fossil fuel burning. In addition, the use of a patented Vapor Recovery Unit produces cleaner emissions, and shore power for the company’s vessels consumes less energy also with fewer noxious emissions.

Service to the CommunitySince the company’s inception,

Harley Franco has promised to give back to the communities in which

he and his employees live, work and play. Every year, Harley Marine and its employees give time, resources, energy and financial support to sev-eral organizations such as the Cystic Fibrosis Foundation, Juvenile Diabetes Research Foundation and the Ameri-can Cancer Society, to name a few. company’s better known efforts, Cruisin’ for a Cure, has become syn-onymous with Harley Marine’s efforts to engage its employees and the com-munity to give back. To that end, Harley Marine has raised close to a million dol-lars in charity tugboat cruises alone. In 2012, Harley Marine employees independently spearheaded a com-pany-wide campaign to raise $20,000 in the Cystic Fibrosis Foundation’s national walk, Great Strides, in addition to the numerous events Harley Marine has underwritten for Cystic Fibrosis. Several of the company’s vessels are named after patients of these devastat-ing diseases or supporters of ongoing research to find cures.

Future GrowthHarley Marine’s future includes

opportunities for growth in all the ports where it currently operates. Over the next two years, an additional 24 vessels will enter the fleet to service Harley Marine’s customers nationwide. In Seattle, a new headquarters is under construction, which will attain LEED Gold Certification by incorporating many green sustainable building prac-tices. The 45,000-square-foot building is designed to make optimum use of natural light and will also have solar panels to minimize electricity usage. The company will obtain a portion of the building’s electrical power from certified sustainable resources, and stormwater collection tanks are being set up to capture rainwater for use in landscaping needs and wastewater systems. In addition, bike storage and shower facilities will be provided to encourage bicycle commuting, and an exercise facility will encourage employee wellness. For those who can’t give up their cars, special parking and charging stations will be available for electric vehicles.

Harley Franco says all the advance-ments and changes that the company has made and continues to make daily are oriented to help improve the world we live in, keeping its customers, neighbors, employees and children in mind. “In our last 25 years of business we have earned everything we have achieved, but nothing can compare to the sense of accomplishment and

Franco attributes the company's success over the past twenty-five years to the professional, dedicated mari-ners and shoreside staff employed throughout the Harley Marine family of companies. He says that the fact that Harley Marine has been successful only secures the company’s position as an industry leader in environmental stew-ardship. “We see ourselves as part of a larger entity that includes the entire community,” he says.
