IntroductionHampshire County Council’s Music Service (HMS) is passionate about music. Our mission is to encourage participation, enjoyment and achievement in music, by promoting the highest quality learning experiences.

As one of the highest quality music services in the country, teaching over 28,000 pupils each week, we use our experience and range of resources to provide the maximum benefits to your pupils. Our work is enhanced by the collective approach of established partnerships with musical organisations in the Hampshire Music Education Hub, within which HMS is the Lead Partner. Together we deliver the core and extension aims of the National Plan for Music Education.

Through the teaching and music making opportunities we provide, we can help you unlock the musical potential of your pupils, helping to develop their musical knowledge and understanding, whilst increasing their confidence and self-esteem.

There is no charge or subscription for signing up to this SLA. All our work is delivered on a pay-as-you-go basis, with costs and payment arrangements identified from page 12.

Service overviewThe range of services covered by charges to schools includes:

Hampshire Music Service teaching is provided in line with Hampshire County Council’s school term dates.

• Our staff are appointed following interview and audition, and are subject to medical and enhanced Disclosure and Barring Service clearance.

• We will provide an annual school-based report on each instrumental/vocal pupil, reflecting statutory requirements.

Our service commitment• Monitoring of all work and quality assurance is a continuous process undertaken by HMS

in partnership with the school.

• Near the end of each academic year, there will be a review between HMS and schools, which will consider the performance of all aspects of the service, especially the input from our teachers.

• We may undertake other forms of evaluation as agreed with the HMS Performance and Development Standing Group, which comprises representative headteachers who meet regularly with the HMS senior leadership team.

• We will respond to all urgent requests within one working day.*

• Non-urgent requests will be dealt with within one working week, or as agreed with the school.*

* It is the responsibility of the school to explain the degree of urgency in their initial contact with HMS.

Our services1. Instrumental and vocal teaching

Instrumental teaching develops specific instrumental and musical skills through individual or group teaching from specialist instrumental teachers. The range of instruments taught includes orchestral and band instruments, guitar, ukulele, piano, keyboard, percussion and recorders. Vocal teaching, by specialist vocal teachers, is also offered to all schools. More detailed guidance is included in the booklet: Leading and Developing Instrumental and Vocal Music, which is provided to every Hampshire school.

The group size and the duration of the lessons will be determined by the school in partnership with HMS. We recommend that lessons should be of 30 minutes length, with a group size that enables all pupils in that group to learn effectively at their own level. Flexibility is required when there is a wide range of standards and/or instruments to be taught in the allocated time. However, the teaching time for any instrumental/vocal lesson should be no less than 20 minutes.

The minimum visit to a school by an HMS teacher is normally one hour.

Teaching is provided for 39 weeks of the academic year.

When teaching has been delivered by HMS, schools shall not employ anyone who is, or has been engaged as an employee of HMS in the provision of the services to the school for at least 12 months after the termination of the buyback with HMS.

PPA Time

All HMS teachers are contracted on Teachers’ Pay and Conditions and are entitled to non-teaching PPA time. This is achieved, with professional association support, by teachers taking one session per term, per school for PPA. This is always in negotiation with each school and should not disrupt teaching if it can coincide with school commitments such as CPD days, exams, arts week, school trips etc.

1.1 Listen2Me

A highly successful primary schools programme, Listen2Me (L2M), enables all pupils in a key stage 1 or 2 class and/or year group to learn together in curriculum music time. A package of three sets of instruments rotates across the year to ensure all pupils gain a variety of learning opportunities. This time can be used by schools in order to release the class teacher for PPA time. In these cases a teaching assistant can support the pupils. For L2M, PPA is taken by the HMS teacher on the first session of each term, in order to prepare the class set of instruments and to liaise with the class teacher.

1.2 NEW FOR 2020 - Beyond the Beat

A first access opportunity for all year 4 pupils to take up learning an instrument, designed to provide a strong progression route to long term instrumental learning. Phase one begins in the autumn term, with a launch concert in September featuring HMS teachers and musicians

from the link secondary school. The 10-week programme, paid by the school, is a year 4 whole class experience. All instruments are provided and can be taken home by pupils who are able to access on-line materials for practice.

Teaching consists of a class lesson of one hour and a twenty-minute small group lesson by instrument type each week. After week 5 a band/ensemble session replaces the class lesson to transition to small group teaching with an ensemble opportunity. Phase one ends with a celebration concert to parents so they can see the progress and achievement attained.

Phase two starts in the spring term, where pupils participating in phase one will be given the opportunity to continue learning their respective instruments. Each week there will be a 20-minute group lesson and a one-hour ensemble/band session. The ensemble/band session embeds the culture of how much fun it is playing music together and reduces drop out. Phase two is billed direct to parents so there is minimal school administration and zero cost to the school.

1.3 NEW FOR 2020 - Rock to the Beat

A rock band experience with solid progression providing pupils with a chance to learn an instrument in a fun and engaging way, exploring a range of popular music styles with friends and peers. The programme is aimed at pupils in years 4, 5 and 6 who are interested in playing in a rock band setting with a choice of vocal, electric guitar, bass guitar or drum lessons. The weekly provision consists of either an instrument skills lesson for 20 minutes or a 40-minute band session. The band session is led by two tutors in a typical rock set up. In week 10 there is a celebration concert for parents, where typically the pupils will be rock band appropriately dressed for the occasion.

Minimal administration for schools and zero cost to the school as parents are billed direct for all costs.

1.4 NEW FOR 2020 - Music Makers

For infant/special schools designed to support the transition from nursery to reception. A flexible programme offering between ten and twelve 60 minute sessions from the summer half term to the autumn half term.

1.5 NEW FOR 2020 - Good Vibrations

This programme consists of 10 sessions over a term supporting school-based staff working with pupils with additional needs, e.g. autism, SEND, etc.

1.6 NEW FOR 2020 - Curriculum Cluster Project for primary and special schools

Supporting schools to build an engaging and challenging music curriculum that is inclusive and accessible, this project links directly with the new OFSTED framework of “Intent, Implementation and Impact”.

1.7 NEW FOR 2020 – CPD for Schools

An unusual and innovative approach to staff CPD days. Your teachers are back in the classroom learning together, developing teamwork and learning strategies, whilst having fun. There is a choice of Taiko, Steel pans or African drumming workshops. For something completely different “ A rock band in a day” and classical harp workshops are also available.

1.8 NEW FOR 2020 – Arts Award

An opportunity for pupils to achieve “Discover”, the first award on the Arts award ladder (Discover, Explore, Bronze, Silver, Gold). The programme involves professionals from a range of arts specialisms. Time is divided between group and individual work, rehearsals and performance. Pupils keep a record of their participation and research and can share their experiences. All pupils receive an official certificate at a presentation ceremony. Expected timeframe is over a term.

1.9 NEW FOR 2020 – Barnaby’s Travels

A first access project for KS1 pupils, involving Barnaby Bear songs and practical musical activities, which build to an end of term performance for parents and friends. During the 10 week project KS1 pupils will build in confidence and independence through a series of musical activities and songs designed to foster a sense of fun and engagement within the classroom. Barnaby Bear himself will even pay a visit to hear how his songs are being sung.

2. Instrument hire

We have a stock of instruments available for hire. These can be hired direct to parents or to schools, for the use of pupils taught within HMS teaching time purchased by the school (see Charges section for hire costs). Instruments can also be hired to parents or schools for pupils who are regular members of HMS area or county ensembles.

Schools hiring instruments will be required to complete the instrument hire scheme paperwork at the outset and end of the hire period, and will accept responsibility for the instruments and the hire fees. In order for us to make instrument hire available for the maximum number of pupils the hire period will be for a maximum of two years in the first instance. Any unused instruments must be returned to HMS. Pupils will receive information on looking after the instrument and schools should make parents aware of their duty of care. It is strongly advised that parents add the hire instrument to their home contents insurance policy and replacement costs will be provided for this purpose.

General repairs will be undertaken by HMS. Schools should notify HMS immediately a problem becomes apparent with any instrument. Faults caused by neglect or wilful damage will be repaired and the cost charged to the school.

Class sets of Listen2Me instruments must remain as a complete set. Schools are required to sign their acceptance at the start of each term. Sets of instruments rotate between schools and it is the responsibility of the receiving school to collect their next set of instruments from whichever school has had them in the previous term. Listen2Me instruments are provided

free with the teaching, with the exception of recorders. Schools may either buy their own recorders or HMS will purchase them and sell them on to the school at cost price.

Parents wishing to hire instruments from HMS will be charged directly by us and instrument hire paperwork will be signed by the parent. All contact for such hired instruments will be between the parent and HMS. Collection and return of hire instruments takes place at the HMS office, Rookwood Centre, Penshurst Way, Eastleigh, SO50 4RJ.

3. Primary class music teaching

We can provide, subject to availability, suitably qualified and experienced primary class teachers to work alongside teachers and/or teaching assistants in schools. They will work on a regular basis with single classes, engaging pupils in practical music-making to ensure progression and continuity in the National Curriculum. They will work within the school’s own scheme of work, liaising closely with the music manager.

Primary class teaching is provided in minimum units of:

• 30 minutes per class for Key Stage 1

• 45 minutes per class for Key Stage 2.

The minimum visit by an HMS class teacher is a half-day. This includes time for liaison with the class teacher and the organisation of resources for the lesson. Class teaching guidelines are circulated each year with the provision request forms. PPA time is taken as identified previously in section 1.

4. Music workshops

We can provide a wide range of practical music workshops. These can involve school clusters, an individual school, single classes or small groups of pupils, and are arranged through negotiation. They will focus on aspects of the whole-school curriculum or specific areas of the National Curriculum. Where such opportunities are being developed, information will be sent directly to the local schools.

5. Direction of music ensembles within schools

We can provide, subject to availability, experienced teachers to help schools develop their music-making opportunities for pupils, providing advice and leadership with orchestras, bands and choirs. The minimum visit to a school by an HMS teacher is one hour. This service will be available for 39 weeks of the academic year. PPA time is taken as previously identified in section 1.

6. Music inspection and advice

We can offer a high-quality, professional consultancy service to schools. This will be provided by experienced inspectors and advisory staff. Schools can commission:

• inspection of curriculum provision, including Ofsted preparation and follow-up

• monitoring and review of achievement in music

• review and development of music policy and planning, and development of classroom materials

• advice on music provision, resourcing and accommodation

• provision of staff development and training including practical workshops and professional development days

• assistance in the appointment of music staff

• the development of project-based work.

Delivering the service Requests for service provision

During the Spring term we will send provision forms to every school to enable provision requests to be made for services for the following academic year.

Prompt return of the forms enables us to timetable our teaching staff effectively. Whilst we make every effort to accommodate schools’ wishes, it may not always be possible to do so and therefore we ask you to be as flexible as possible.

Amendments to timetables are not usually possible during the academic year due to the complexity of our staff timetables. Therefore any requested changes will be subject to negotiation and prior agreement by both parties.

Our staff

To ensure the services we deliver reflect the highest standards we strive to achieve, our staff are:

• appropriately qualified and appointed after interview, audition, medical and enhanced Disclosure and Barring Service (DBS) clearance

• kept up to date with developments through a programme of in-service training, including child protection and health and safety

• supported and developed through a continuous programme of performance management

• required to attend regular staff briefings in order to coordinate and develop their work

• required to carry out teaching in accordance with guidelines set by HMS.

Teaching is monitored, evaluated and reported on to senior leaders within HMS. Responsibility for all aspects of performance management of HMS teachers lies with HMS rather than the individual schools. Schools are able to provide feedback on the work of HMS staff through established review mechanisms.

All work undertaken by HMS will be in liaison with the school in order to match its own programme of work and examination policy.

Hampshire Music Service teachers will provide the following directly to pupils:

• Music practice diaries.

• Information about HMS ensembles, festivals and concerts.

• Information regarding other opportunities, events and achievements.

Staff absence

Hampshire Music Service undertakes to inform schools of HMS teacher absence as quickly as possible. Every effort is made to provide supply cover for an HMS teacher’s absence due to longer term illness or maternity leave. However, it is not always possible to provide cover for every specialism. Refunds will be made if supply cover is not provided (see Charges section).

Registers and reporting

Each HMS teacher maintains an electronic pupil register on their HMS tablet, that records pupil name, date of birth, teacher, instrument, attainment and attendance.

Data collection is vital to our work:

• The provide accurate data to the Department for Education, schools, the Children’s Services Department and the Arts Council

• To aid self-evaluation and organisational planning

• We will provide an annual school-based electronic report on each instrumental pupil, reflecting statutory requirements for reporting.

• HMS teachers should be asked to complete reports in time for each school’s reporting schedule; a minimum of three weeks’ notice is required.

• If more than one report in any academic year is required by the school, any additional reports will be written in lieu of some or all of the scheduled teaching during the week when the report is needed.

Pupil achievements

Pupil achievement can be recognised through the awarding of a school-based Certificate of Achievement:

• We will provide appropriate certificates at no additional cost to the school or parent.

• The HMS instrumental/vocal curriculum framework does not cover the specific requirements of external graded music examinations and no specific training for such examinations is provided in lessons. Should a school require exam entry, this discussion should take place with the HMS teacher. HMS teachers cannot handle money for exam entries. These need to be submitted by the school or the parent. Full consideration must be given to the whole teaching group, whether or not they are entered for an exam. Attendance at the exam, accompaniment, tuning etc. cannot be assumed to be undertaken by the HMS teacher. Exam music, exam fees and accompanist costs are the responsibility of the school or the parent.

Client responsibilitiesHealth and safety

Detailed information on health and safety procedures should be provided by the school, to HMS visiting teachers, at the start of each academic year, including:

• signing in and out rules

• fire, first aid, evacuation and other emergency procedures

• lone-working advice and other security measures.

In addition, HMS teachers should be advised in confidence of any medical, behavioural, academic information or other issues that may affect their pupils’ learning.

Once in a school, visiting HMS teachers are members of the school staff. They should be helped to feel as much a part of the school as others. Schools’ welcoming, recognition, and valuing of these staff is very important to this process. Other staff should know the days on which visiting HMS teachers are in the school.

Teaching spaces and resources

All teaching must take place on school premises.

Teaching locations and conditions should be suitable for the purpose of music teaching. The rooms should have:

• sufficient space, appropriate for the size of the group and the activities being undertaken

• visual access, through a window or glass-panelled door

• sufficient chairs and tables

• adequate heating, lighting and ventilation

• a clear notice describing emergency exit routes and procedures.

All resources necessary for teaching should be provided, including:

• instruments

• music stands

• music and other teaching materials

• a piano or a touch-sensitive keyboard with full-size keys

• photocopying facilities for teachers’ own worksheets, practice exercises and registers.

Pupil attendance and progress

The school has a joint responsibility with HMS for the organisation of lessons and pupil attendance. The school should identify a named contact person, through whom the visiting teacher can exchange information, including that of pupil attendance and progress. Teaching timetables should be clearly displayed for both pupils and teachers.

Ofsted inspections

Statutory inspections of schools, commissioned by Ofsted, may include the inspection of music and instrumental teaching. Following an Ofsted inspection, when schools receive feedback on any aspect of HMS provision, this information should be shared, in confidence, with a senior leader or the Head of Service.

Charging parents for tuition

Where a school passes on any element of the cost of instrumental tuition to parents, the governing body is responsible for ensuring compliance with the latest statutory requirements. Our teachers will only be available for teaching where a school’s charging arrangements comply with these statutory requirements.

Charges may be made for teaching individuals or groups of any appropriate size (provided the group size is based on sound pedagogical principles) to play a musical instrument or to sing. Guidance can be found at education.gov.uk

Charges may only be made if the teaching is not an essential part of:

• either the National Curriculum or a public examination syllabus being followed by the pupil(s)

• first access to whole class instrumental and vocal tuition provision via our Listen2Me (L2M) teaching programme.

Staff absence and school closures

The school should inform HMS:

• immediately of any unexpected absence of HMS staff

• in advance of any day closures. HMS teachers are available for teaching as usual but the responsibility of children on site remains with the school.

Timetabled teaching

The timetabled teaching time for HMS teachers includes the statutory planning, preparation and assessment time. The allocation of specific in-school time for this purpose will be through discussion between the teacher and the school. It is expected that this will normally include a termly opportunity for liaison between the HMS teacher and the school music manager/head of music.

ChargesThe charge for weekly timetabled teaching and ensemble directing will be based on an hourly rate and charged on a termly basis. Charges for teaching will be set to cover the cost of providing that service, and do not relate to an individual teacher.

The charge for music inspection, advice and consultancy will be based on a daily and/or hourly rate.

The cost of consultancy and additional work will be agreed after negotiation with the school and according to the work requested.

If HMS is unable to provide an agreed service, its liability is limited to the cost of that service and the school will be credited with any charges already paid.

Charges for the academic year 2020/21

Charges for the following academic year are announced in March, within the annual provision request mail-out.

Service Cost

Weekly timetabled instrumental, vocal and class teaching, direction of school music ensembles

£41.80 per teacher per hour, calculated over a 39 week teaching year. A 10% discount is available for secondary schools where the number of hours bought per year exceeds the number on roll.

Listen2Me (Primary & Special schools)

£1,460 per class per academic year. A reduction to £1,300 per class is made for schools that accept teaching before lunchtime.

Music inspection and advice visits

£330 per day / £165 per half day £55 per hour

World music workshops £195 per half day (including instruments) £350 per day (including instruments) £795 per residency (six half days)

Charges for the academic year 2020/2021 continued

Service Cost

Beyond the Beat Autumn term charge to school £1460. The spring and summer term charges are direct to parents £30 per month January to July.

Music Makers From £600 - £700 per programme

Good Vibrations £550 per term which includes 10 hourly sessions

Rock 2 the Beat Charged directly to parents £25 per month for eleven months.

Curriculum Cluster Project £300 per school.

Barnaby Travels £700 per programme

CPD for Schools £350 per day / £195 per half day, £90 for 1.5 hour twilight session

Arts Award £700 per programme

*VAT is charged for hire of instruments that aren’t used in school each week. This could be keyboards, or larger instruments that are based at home for practice purposes.

Hampshire County Council reserves the right to review prices annually in line with inflation and market conditions.

Music workshops

Where music workshops are arranged locally by HMS, through discussion with school music staff and HMS teachers, such workshop provision will be in lieu of teaching. This may be for up to two weeks per year. There is no additional charge, or refund, where this arrangement is agreed. This arrangement is separate from the directly marketed workshops detailed in the ‘Our services’ section of this document. Professional development

Hampshire Music Service staff will receive up to five days professional development per year, including the beginning of the Autumn term. The other days will be organised, whenever possible, for different days in the week. No refund is made to schools for professional days, as long as there is only one of each week day used during the year.

Supply cover/absence

Every effort is made to provide supply cover for HMS teacher absence due to longer term illness or maternity leave. Refunds for absence due to staff sickness are made at 100% of charges paid.

School closures

When pupils are not available for teaching due to school closures, school visits, school INSET days etc, the school will be charged for the hours timetabled. Hampshire Music Service staff will be available to teach on these days.

Billing and payment method Schools are billed termly. Charges for weekly timetabled instrumental and vocal teaching, class teaching and ensemble directing will be payable in advance via internal transfers, taken directly from school cost centres, against GL code 5932.

Transfer dates will be as follows:

• Autumn term – during September.

• Spring term – during January.

• Summer term – during April.

Music inspection and advice, consultancy and additional work will be payable in arrears via internal transfer.

Memorandum of agreementParties

This agreement is made between the governing body of the school (the client) and Hampshire Music Service, Hampshire County Council (the service provider). It is not made with any individual teacher employed by that service.

Duration

This agreement will run from 1 April 2017, on an ongoing basis. A school can terminate this agreement by giving six months’ notice in writing to the Head of Hampshire Music Service.

Intent

The intent is to regulate dealings between the parties by setting out respective obligations relating to performance and payment for services.

Resolving disagreements Any concerns or complaints about the level or quality of service should firstly be made to a senior leader within Hampshire Music Service.

If after four working days there is no satisfactory outcome, the matter should be referred to Jill Larner, Head of Hampshire Music Service.

Clients who feel they have not received an adequate response from the Head of Service may appeal in writing to: Brian Pope, Assistant Director, Education and Inclusion, Children’s Services, Hampshire County Council.

If mutual confidence in the continuation of this service level agreement cannot be restored, it may be terminated by either party by giving six months’ notice in writing.

We operate standard office hours as follows:

Monday – Thursday 8.30am – 5.00pm

Friday 8.30am – 4.30pm
