This congress featured international experts addressing the specific challenges of the road infrastructure, safety and mobility in the Caribbean, including reducing the vulnerability of road users and mitigating the impacts of natural disasters through resilient roads. The event featured executive and technical sessions, a commercial exhibition, and proceeded by a two-day executive workshop on Introduction to Road Safety Audits. This program was timely and beneficial for the Guyana delegation since capacity building is crucial for members of the Council and Road Safety Stakeholders.

ROAD DANGER REDUCTIONCourse Aims and Overall Objectives According to road crash in-depth investigations, accidents are frequently the result of an interplay of factors related to the road user (e.g. speeding, drunk driving, inadequate driving skills, lack of knowledge of basic safe road behaviour), vehicle

(e.g. faulty vehicle design, poor vehicle conditions, low vehicle safety standards) and road environment (e.g. black spots, poor planning of road layouts, inappropriate design of road segments).

Solutions to traffic accidents will need to take into account all these different factors in order to be effective and sustainable.

This goes on to imply that staff responsible for road safety will need to have the following competencies to be able to develop effective solutions for their countries:

1. Strong technical skills and knowledge in order to identify, analyze and recommend improvements on those factors specific to their job; and2. Good understanding of the inter-relationships among all these different factors, and how they impact on one another.

Page 47: GUYANA NATIONAL ROAD SAFETY COUNCIL RAMONA DOORGEN.

Cont:

47

To help road safety personnel from developing countries acquire these competencies, Road Danger Reduction Training Courses are thus designed to meet the following two overall objectives:

1.Enhance participants’ job-specific technical skills; and

2. Introduce participants to the spectrum of possible road Danger Reduction strategies which takes into account the inter-relationships among various factors, and help them design the best and most cost-effective solution given their countries’ conditions and background.

Road Danger Reduction Course 2015

This course consists of four main pedagogical elements:

a) Lectures & Presentations

Lectures and presentations of information will be used by course trainers to present information and technical know-how in the road Danger sector. Participant will be requested to carry out several presentations to illustrate ideas and suggestions for technology transfer.

(b) Group discussions and exercises

Group discussions and exercises will be used to encourage participatory learning where they share ideas and learn to arrive at collective solutions.

(c) Technical site visits

You will participate in field studies at relevant sites. During the site visits, you will experience first-hand how concepts presented during the class are actually applied.

(d) Individual Action Planning (IAP)

The concept and framework of individual action planning has been adapted from the Logical Framework Matrix. It will be designed to help participant reflect upon experience and how to apply it.

48

Page 49: GUYANA NATIONAL ROAD SAFETY COUNCIL RAMONA DOORGEN.

Cont:

A learning journal will be introduced to help participants reflect and capture the essence of the course contents. The primary focus is there relevance proven experiences in developed countries.  For the IAP, you will address how to share/transfer some of the knowledge and experience to your actual workplaces. The journal will be made a required part of the IAP.
