Foreword

This Guyana Standard was revised by the Guyana National Bureau of Standards in 2015, after the

draft was finalised by the Technical Committee-Environment. This is a revision of the GYS 207:

2002 – ‘Interim Guidelines for Industrial effluent discharge into the environment’.

In the revision of this standard data was referenced from the Cartagena Convention, the US EPA,

Canada EPA, the FAO, Trinidad and Tobago, and Jamaica.

This standard was developed to aid the monitoring of effluents into freshwater, estuarine and marine

water resources.

This standard is compulsory.

Requirements

for

Industrial effluent discharge into the environment

1 Scope

This standard sets out the parameters which will be used to monitor the effluent quality

for all industries operating in Guyana.

This standard is pursuant to the Environmental Protection Act (1996) and all Regulations

thereunder.

2 Definitions

For the purpose of this standard, the following definitions shall apply:

2.1 biological oxygen demand (BOD5): The mass concentration of dissolved oxygen consumed

during a five day period by the biological oxidation of organic and/or inorganic matter in

effluent.

2.2 chemical oxygen demand (COD): The measure of the oxygen equivalent of the organic

and/or inorganic matter content of a sample of effluent, that is susceptible to oxidation by a

strong chemical oxidant under defined conditions.

2.3 effluent: Any liquid including particles of matter and other substances in suspension in the

liquid; and “trade effluent” includes any effluent which is discharged from premises used for

carrying on any trade or industry; and for the purposes of this definition premises wholly or

mainly used (whether for profit or not) for agricultural purposes or for scientific research or

experiment shall be deemed to be premises used for carrying on a trade or industry.

2.4 environment: All land, area beneath the land surface, atmosphere, surface water, ground

water, sea, marine and coastal areas, seabed, wetland and natural resources within Guyana’s

borders.

2.5 estuary: Area from the Territorial Sea Baseline (TSB) to the end of tidal influence inland

of rivers, creek, or streams.

2.6 exclusive economic zone(EEZ): a coastal State’s jurisdiction over the exploration of

marine resources in its adjacent section of the continental shelf, taken to be a band

extending 200 miles from the shore.

2.7 freshwater: includes any reservoir, pond, lake, canal, drain, spring well, natural or

artificial surface or subsurface water and any stream, creek, or river from the headwaters

to the area of tidal influence.

2.8 industrial: : means of or pertaining to the manufacture, processing, handling, transport,

importation, storage or disposal of materials (including the extraction and conversion of

mineral resources, raw materials, materials in the process of manufacture, manufactured

materials, by-products and any waste or waste materials whether hazardous or not). See

Appendix 1.

2.9 industrial effluent: Effluent predominantly derived from industrial sources or processes.

2.10 marine: Area between the Territorial Sea Baseline (TSB) and the Exclusive Economic

Zone (EEZ)

2.11 parameters: A measurable property, constituent, or characteristic used to identify an

effluent or its composition.

2.12 point source pollution: Pollution arising from an identifiable discrete source or point of

discharge.

2.13 pollution: Pollution of the environment by the release into the natural environment of any

contaminant.

2.14 sampling: The process of removing a portion, intended to be representative, of a body of

effluent for the purpose of examination of various defined parameters, as well as associated

collection, preservation and storage.

2.15 territorial sea baseline: belt of coastal waters extending at most 12 nautical miles

(22.2 km; 13.8 mi) from the baseline (usually the mean low-water mark) of a

coastal state.

2.16 total suspended solids (TSS): The dry weight that is removed from a measured volume of

water sample by filtration through a standard filter.

3 Values for industrial discharge into the environment

3.1 Effluent discharge from industrial processes into the environment shall comply with all the

limits established by this standard, including the permissible limits for key parameters where

applicable as specified in Appendix 2.

3.2 Non dilution of effluent: The limits established in this standard shall not be achieved by

dilution of the effluent with non-process water with exception of the parameter of

temperature.

4 Sampling methods

4.1 For the determination of the computed values of all of the parameters specified in this

standard, representative samples of the effluent from industrial process discharged into the

environment shall be obtained according to methods prescribed in the relevant ISO Standards

or a Standard approved by the Environmental Agency.

5 Methods of test

5.1 For the purpose of determining compliance with the requirements and permissible limits for

all the parameters in this standard, the effluent from industrial process discharge into the

environment shall be examined in accordance with methods prescribed in the relevant ISO

Standard or a Standard approved by the Environmental Protection Agency.

5.2 Where the industry is using a method(s) for the examination of effluent that is different to

that specified in the standard, the methods for examination shall be approved by the

enforcing authority before use.

5.3 Testing laboratories shall be certified or approved by the Guyana National Bureau of

Standards for confidence and acceptance of results, as they relate to the parameters outlined

in this standard.

6 Monitoring programme

6.1 The Environmental Protection Agency shall maintain the right to change effluent monitoring

of any operation based on the physical, chemical, or biological methods or processes

employed by the operation and the potential impact on the environment. Changes may take

the form of, but are not limited to, the number and types of parameters and or additional

sample points.

The Environmental Protection Agency shall specify requirements for the design of the

monitoring programme by which compliance with this standard shall be assessed.

In specifying the design of the effluent monitoring programme of an industrial facility, the

Environmental Protection Agency will select the applicable parameters from this standard

depending on the particular sources, processes effluent and other waste of the respective

facility. (See Appendix 3)

The Environmental Protection Agency can also select other relevant parameters as it sees fit,

and may vary the specified limits and/or prescribed additional requirements for the quality of

the effluent discharged from that particular facility into the environment.

7 Conflict

7.1 Where there appears to be conflict between the requirements of this standard, the

Environmental Protection Act and associated Regulations shall take precedence.

7.2 Where there appears to be conflict between the requirements of this Guyana standard and the

requirements of any other standards, guidelines or Codes of practice which prescribes

requirements for specifically defined situations, or for specific industrial processes, this

standard shall take precedence.
