Debbie’s Chatter Debbie chaired the meeting last month but between the Chairing, the kitchen duties and the front office, she had to have the help of her trusty Vice President Patrick. Everyone was run off their feet except for Ray. Ray has a broken foot and is recovering quite well and in spite of his rapid recovery, we let him off the hook for any running around. As a consequence, not many photos were taken this month. (Not that this really matters) We were short of our usual quota of committee members this month. Frank was away on a very well earned holiday to Queensland with his wife. Both Norm and Rory were also away on school holidays with their wives and families. They will be back next month fully invigo-rated I’m sure! (I must tell Frank about the pizza delivery! We really do need Frank in the kitchen!) Anyway, all went well and everyone was eventually fed. Patent and Trade Mark Attorney IPTA kindly replaced David Drew from Chrysiliou Law, (who un-fortunately, was unable to attend our meeting this month due to ill-ness) with Paul Voutier trainee Patent Attorney and Malcolm Peh from Griffith Hack. We had a very informal tutorial for most of the session this eve-ning. There was a lot of very interesting chat going on and I think our Attorneys had a very interesting evening themselves with the information that Ray was feeding them of his latest finds on the Internet. It is a pity we don’t get to film this part of the evening….(we’re not quite set up with the equipment when the Patent Attorneys session is on) Many of the questions asked are really very good questions that are always given expert answers. ‘From Concept to Reality……’ Geoff Ross was our first guest speaker for the evening and spoke about his bagpipe journey. “From Concept to Reality” gave our members first hand of the list of prob-lems that can be set an inventor. The problem list was so much longer than the suc-cess list. So many times Geoff could have thrown the towel in but didn’t. Ray Ra-banin has helped Geoff enormously with the final product. Consequently, Geoff could speak of the “Launch of a new bagpipe bag” with pride and relief… Geoff has been involved with bagpipes since 1968 and in that time he has been com-

peting in solo and band competitions both locally and overseas. Geoff has had the good fortune and opportu-nity to have been taught by Bill Boyle whilst living in New Zealand. Bill Boyle, Donald Bain and other great pipers inspired Geoff to take a particular interest in the bagpipes. The tone of the bagpipes really captured Geoff’s ear and love of music. It was through the frustration of not being able to maintain a consistently high standard of tone whilst playing traditional reeds and bags that caused Geoff to find a better way…Geoff’s bagpipe bags are quality bags that have all the qualities that pro-fessional pipers are looking for. The Ross Suede Canister Pipe Bag is the result of an extensive amount of research, trial and error, and the desire to produce a major upgrade from our previous bags and canister system. The Ross Suede Pipe Bag offers pipers a com-bination of great comfort, feel and harmonics, and moisture control that is unequalled in the bagpipe world. The bag can be played without a canister systemn of course, and for drier blowers this basic setup might well be sufficient. Yet it is the implementation of the canister drying system that takes this bag to the highest level of moisture control, and has been used to great benefit by thousands of pipers throughout the world already. The new Ross Suede Canister Pipe Bag has some major improvements over our previous bags: 1. Much greater comfort and "feel" to the bags, with a vibrance that is on a par with sheepskin pipe bags 2. Highly breathable, meaning faster moisture transfer from inside the bag to the outside 3. Has a much more flexible and free moving zip, for easier opening/closing 4. Stocks are more easily inserted and removed 5. The new canister design enables the canisters to be connected and removed with much greater ease 6. Inside the canister there is an extra 50% more space for granules for the bass drone, which requires more drying than the tenor drones 7. Air-flow to each of the drones and chanter can be regulated to allow extra moisture to pass through via external colour coded rings 8. There is a 2 year warranty on the bags from the date of purchase

The bag has been designed with dedicated piper's requirements in mind. Maximum comfort has been a prime objective in the design of the Ross Suede Pipe Bag, and it is arguably the most comfortable pipe bag yet made. There are 5 sizes to choose from, Small, Livingstone (small size bag with drones and blow-pipe moved forward), Extended Small (deeper than the Small bag), Medium and Large. Also tailor made bags can be accom-modated to suit individual requirements. The "feel"or vibrance that users of sheepskin bag users have always desired, is very evident in the Ross Suede Bag. Very high breathability is also a benefit, in that it allows moisture vapour to quickly travel to the outside of the bag, and not remain inside to accumulate and cause long term moisture issues for the bag, reeds, and poor hy-giene. There is absolutely no tying in of stocks.

The canister is the major part of the moisture control system. The basic concept of the canister system, is that the air must pass through the canister filled with drying granules prior to reaching the reeds. This canister system, combined with the highly breath-able bag, offers pipers the best available means of controlling moisture, which means much greater stability of tone and longevity of reeds. The type of granules used in the Ross Canister system is unquestionably the most efficient moisture absorbing material that can used over and over indefinitely, hence the best method of keep-ing wet reeds and drones at bay. Drying the granules is achieved by placing them in a microwave for a few minutes. A second canister is provided with each complete setup, which provides pipers with a reserve canister for competition days, or long playouts if needed. There is now a method of being able to allow extra moisture input to the reeds, for chanter reeds and bamboo drone reeds. This is done by rotating colour coded rings located on the bottom lid.

The air-tight zip makes the task of opening and sealing the bag as simple and convenient as it can get. The new air-tight zips used in our bags, are highly flexible and easily slid open or shut. Very little maintenance is required, other than a very occasional application of lubricant.

This is the part of the evening dedicated to finding solutions to any problems our members may be facing. No problem is too small for us to handle and hopefully we can answer the bigger problems as well. One member needed to be put in touch with a local CAD draftsman. Two members were available to speak to the member that needed this service. (This is quicker than looking in the Yellow Pages!)

The International Next Big Thing Award 2009 Our Committee was privileged to be invited to the announcement of the winner of the International Next Big Thing Award. The IAA Vic is a minor sponsor of INNOVIC. Not all our Committee could attend because of holidays but we sent along a great team. Ray, Ron, Patrick and Debbie were the delegates from the Inventors Association. It was a great night and we enjoyed our finger food and a glass of wine (or two). We enjoyed speaking to many of the inventors, and also had the privilege of speaking to Richard Marles, the Minister of Innovation. We extended an invitation to Richard to be a guest speaker at our next meeting. Rich-ard needed to check the diary, but seemed enthusiastic and said he’d get back to us….. It would be a great honour to have the Minister of Innovation present at one of our meetings to give our mem-bers the latest updates from the Government concerning Innovation. Innovic’s International Next Big Thing Award is a global competition and annual award to find and showcase new inventions and innovations that have the potential to become the ‘the next big thing’. Winners receive over $60,000 in cash and prizes and $100,000 in promotion. Patrick and Debbie went into the Museum the next day to check out the entries and their displays. The IP Regulations will shortly be registered on the Federal Register of Legislative Instruments and copies will be available from the ComLaw website (www.comlaw.gov.au). Amongst other matters, the IP Regulations will amend the Patents Regulations 1991 and update the English text of the Regulations under the Patent Cooperation Treaty (PCT Rules) to reflect the changes which were agreed to at the PCT Union meeting of September 2008. They will also align the various requirements for declara-tions in the designs, patents and trade marks legislation in accordance with current government recommendations and make a number of minor typographical corrections. In detail the IP Regulations will amend the Patents Regulations by: • Updating the English text of the PCT Rules set out in Schedule 2A to include the changes to the PCT Rules due to take effect on 1 July 2009—specifically: o clarifying the procedures for withdrawal of an international application under Article 14(4) of the PCT o introducing a requirement for the applicant to submit a complete set of claims when any of the claims are amended under Articles 19 or 34 of the PCT. • Amending regulation 22.13 to make the requirements for declarations under the patents legislation (‘patents declarations’) simpler and clearer by: o having general matters required of all patents declarations set out in new subregulation (2) o having additional requirements for certain patents declarations—those made on behalf of another person, or for the purposes of a business whose details are set out in the declaration—set out in new subregulations (2A) and (2B) o substituting replacement paragraph 22.13 (3) (f) for the existing provision so that any person who can witness a Commonwealth statutory declaration (that is, under the Statutory Declarations Act 1959 (Cth)) can witness a declaration for the purpose of the patents legislation o omitting subregulation 22.13 (4) since the requirements in this provision are set out in new paragraphs 22.13 (2) (d) and (e).

Some Stupid Things could be changed: -

• Standing lists of inventions are needed, to exercise creative minds.

• Adequate financial and status rewards for inventors are needed. When do they come on Honours lists with sportsfolk, entertainers and other public figures, as models to encourage the young?

• Co-operative progress is hampered by commercial confidentiality and Intellectual Property

• New ideas and innovators get knee-jerk responses of ridicule or worse, are just ignored.

Yet even a zany new idea can have the germ of something great.
