Now that spring has sprung (well, sort of), get ready for the season that naturally follows –

construction.Indeed, there is an old joke that

we have only two seasons in Toronto – winter and construction. Now that the former is � nally over, the latter may well begin in earnest.

It’s not a new development that the city – like most in Ontario – is struggling with building new roads and transit systems, and trying to � gure out how to pay for it all.

� ankfully, though, the provincial government is increasingly waking up to the need.

Case in point, the most recent provincial budget which included more transit and transportation infrastructure investments.

“People need better transit options,” says Ontario Home Builders’ Association President Vince Molinaro. “� e province’s massive transit investment should support the creation of transit-supported communities across Ontario. Building complete communities along those transit lines makes sense and will provide new housing and employment options and choice where people can live, work and play.”

It’s good to know the province is fully on board.

When only a new home will do, those in the market will be pleasantly surprised by the

exceptional value and attention to detail a new home o� ers.

When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint.

If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one:» Shop the mortgage market to see

what you can a� ord before you start your hunt;

» Obtain a lawyer who is willing to review your o� er and close the deal;

» Don’t be persuaded by high pressure sales tactics while you’re out shopping;

» Determine which options and upgrades you want as part of your o� er and ensure your lender will � nance what’s required, if needed;

» To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction.

Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your � nal decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your � rst steps in the homebuying process.

The reality of the Toronto housing market

I recently participated in the Canada Mortgage and Housing Corp. annual industry roundtable where I was asked to share some insight on whether BILD members have ventured into purpose-built rental housing across the GTA.

You may have seen some headlines recently for a few high-profile rental projects. Most of those are still at the proposal stage and will make their way through the planning process over the next year. So, only time will tell if they will go on to be constructed. What I can say is that there is a strong demand for housing – both market and rental – in the GTA as up to 100,000 people choose to make this great region their home very year.

In 2014, construction started on 15,581 apartments in multi-family buildings or purpose-built rental across Canada, according to a recent CBRE report. That’s 52 per cent higher than the average over the five years preceding nationally, but it’s important to look at the GTA separately. Most of the rental homes under construction in Canada are in Montreal and Vancouver, with only 1,799 starting construction in Toronto last year. Purpose-built rental only represents a small percentage of new housing options under construction across Canada and the GTA.

I hear anecdotal evidence that the condominium market is aiding rental demand and that both renters and homeowners want similar things: well-situated buildings near amenities and transit. This helps to explain why Toronto’s rental vacancy rate is 1.6 per cent, according to CMHC.

At the recent roundtable, I shared that some of our members are venturing into the purpose-built rental market, proposing projects, but only when they see opportunity to provide homes along transit and transportation corridors and in desirable neighbourhoods. Additionally, demand from first-time homebuyers, who are renting until they are able to save a down payment and buy a home, is common in the GTA.

Another important point is the rising government fees and charges, which are applied to both the new home and rental building markets. In the GTA, the fees and charges can amount to one-fifth the cost of a new home. These fees and charges can be prohibitive for a business, such a purpose-built rental looking to earn return on investment, especially when the cost of land is already a large line item.

BILD has long-advocated for fair and reasonable policies and the removal of barriers to home ownership. In the rental market, incentives such as lower development charges and faster approvals would go a long way in encouraging the investment and adding more choice to the housing market.

Years ago, I used to say that people paid more attention to buying a pair of shoes than a house. That’s not the case anymore, because new-home buyers realize their purchase is likely the biggest investment they will make in their lifetime. I’m happy to say that today’s shoppers are well educated about what’s available in the market, and they are comparing carefully to get the most for their money. The great news is that nowadays, it’s easier than ever to do the research required to make a wise decision. Among the top items to explore is the builder’s reputation. Buying a new home involves a lot of trust, and you need to feel confident that your home will be built well and serviced efficiently.

In 1967 when I started in the industry in Canada, people shopping for homes relied on word-of-mouth, which is the original form of social networking. Actually, this method is still effective today. Certainly, if you know people who have bought from the builders you are considering, ask about design, quality and service. Drive

through completed neighbourhoods and look at how everything came together. Do you find the homes and streetscapes pleasing? Was there attention paid to exterior colours and designs? Has the neighbourhood aged well? You might also knock on doors and ask how the owners felt about their purchase experience. Trust me, whether they are happy or not so happy, they will be glad to let you know.

Of course, you can find out a lot without even leaving your home, now that the Internet is only a keystroke away. Check on builders’ histories and track records by visiting their websites. Tarion Warranty Corp. (tarion.com) is also extremely useful. Check as to whether the builder has been subject to conciliations, which are onsite inspections by qualified Warranty representatives conducted for the purpose of resolving disputes with homeowners.

Whether you research online, in person or both, keep an open mind and place the information in a realistic context. Remember that building homes and communities requires the organization of hundreds of suppliers and trades. We sometimes face labour and/or materials shortages. There might be delays in municipal approvals as well. In addition, realize that even the best builders make occasional mistakes. The important thing is that the builder informs buyers of any problems and does everything possible to fix the situation.

Another thing to be realistic about is word-of-mouth information that comes from social networking websites. Some of the feedback may be on the level; some may be exaggerated or simply not true. Take it all with a grain of salt and gather your information from a variety of sources.

If this is your first new home purchase, take the time to do your homework. It’s tempting to get swept away in a sales office where renderings, floorplans and model homes paint a beautiful picture. Remember that builders can promise anything, but it’s what they deliver that counts. This is why reputations are so important.

New home builders understand that an educated buyer is more likely to be a happy one. Sales representatives should be willing to answer all of your questions or point you in the right direction if they don’t know. If you have any doubts at all about reading floorplans, what your purchase price includes, what the closing costs will be… ask, ask, ask – and expect a straight answer.

If you are looking to jump onto the new home train, you’re already on a positive track. Now, make sure the engineer is qualified to get you to your destination.

Why do I need a lawyer?

When you agree purchase a new home, there is a 10-day cooling off period that allows you to back out of the deal – a get-out-of-jail-free card, if you will – should you change your mind. Lately, I have had a large number of new-home buyers come to me after the 10-day cooling off period for condominiums, or the conditional periods in a freehold new home offer, has expired. When I ask them why they waited, I get one of three standard responses:1. I didn’t think I needed a lawyer until it was time to close.2. The sales agent told me I didn’t need a lawyer until it

was time to close.3. The builder said he wouldn’t change anything in

the agreement.

A lawyer must advise you at the time you make your offer, to help you avoid all of those tricky clauses where builders look for extra money that could end up costing you thousands of extra dollars on closing. It is critical that you see a lawyer before your deal is firm. It is important that your lawyer explains all the potential costs you will face and the potential changes and the potential delays you may encounter. Insist on this, and if you don’t get what you want or need, see another lawyer.

Once you understand these issues, you can then return to the builder and negotiate your purchase from a position of knowledge. Lawyers are service providers, and as the customer, you need to make sure you get the necessary information to make an educated decision. A home is one of the most important purchases you will ever make, so do your research.

You can only get this service from a real-life, breathing, lawyer who will point out the good and the bad in your Agreement of Purchase and Sale, and who is required by the Law Society rules to explain title insurance and by law, have the responsibility to take care of you.

If a builder says he won’t change anything in the offer, it will have to be the fairest offer ever written. Do your due diligence and become an educated consumer.

It is important that your lawyer explains all the potential costs you will face and the potential changes and the potential delays you may encounter.

Hi, I’m Queensville, one of the most amazing new towns in Ontario. After months of anticipation and hard work, my brand new Community Store opened last weekend! The weather was amazing and the energy was even better. More than 1,000 eager people joined me on Saturday and Sunday, excited to celebrate the launch of Queensville and be the first to buy one of my new homes. I was thrilled to meet so many new friends! Kylemore opens bridge CONNECTING TWO MARKHAM NEIGHBOURHOODS

The only paved connection between the East and West Villages of award-winning Angus Glen Community in Markham is now officially complete. To mark the occasion, City of Markham Mayor, Councillor Amanda Collucci and ratepayers association president Paul Bourbonniere joined with Lindsay Stollery and Kylemore Communities’ Patrick O’Hanlon and Frank Spaziani, to be first to cross Blackstock Bridge, and likely the only ones to do so in golf carts. Guests were invited to unveil one of four naming plaques installed on the bridge.

The bridge is named after Frank Blackstock Stollery, the grandfather of Arthur Stollery who purchased the land known as Angus Glen in the 1950s. Frank Stollery’s father, William, was a Toronto-area home builder and entrepreneur who loaned Frank $1,000 which he used to open his own haberdashery shop on Yonge Street at Bloor in 1901. Frank named the business “Stollerys” which ultimately grew to be a city landmark and destination shop for men’s and women’s wear until it sold in 2015. Frank remained active in the retail clothing profession until his retirement in 1968.

“We are pleased the bridge is named after Frank in recognition of the Stollery family’s history in home building and entrepreneurship,” says Lindsay Stollery, great-granddaughter of Frank Blackstock Stollery.

Since 1997, Kylemore has been developing and building Angus Glen Community. “It has always been in our master-plan to connect the two neighbourhoods by extending Angus Glen Boulevard across the creek. We know that the residents will appreciate this new route to get around from home, to parks, shops, the Angus Glen Community Centre, Angus Glen Golf Club and local schools,” says Patrick O’Hanlon, president of Kylemore Communities. Kylemore worked under the direction of the Ministry of Natural Resources to ensure the bridge-building program caused the least amount of disruption to the creek and environment.

Angus Glen Community comprises almost 1,100 homes, numerous parks, golf courses, shops and restaurants and

won a prestigious 2014 Markham Design Excellence Award. In 2013, the community received the Building Industry and Land Development (BILD) Association’s Places to Grow Low-rise Community of the Year Award.

First-time buyers – BUY WHEN YOU’RE READY AND ABLE

Q This year, my wife and I would like to get into our first home.

We have saved almost $80,000 for a down payment. This was three years of eating at home, once per week dine out and no vacations. Movies and pub nights were out, with the odd exception. Although the real estate market has changed, homes are pricier than three years ago. Is this the right time to buy? Or should we wait it out? Steve and Kathy, North York

A The Canadian real estate landscape, though it has

experienced challenges in some areas and housing types, is proving resilient. Experts do not foresee a U.S. style crash, but a decline in sales with moderate price increases is likely for some areas. Quick flips and fast returns may be a thing of the past.

First-time homebuyers should not try to time the market, but buy when you are ready and able. Leave market timing to the experts, if such a thing is possible. A home used as your primary residence is a great investment. From a financial and tax perspective, there are at least three good reasons.

In Canada, the sale of a family home is tax-free. A home that is a principal residence that is subsequently sold at a higher price than initially purchased, will be exempt from income taxes. That’s right, Stephen Harper will not share in your good fortune. Secondly, pay yourself first, not a landlord. For many, mortgage payments are a way of “forced savings.” It makes more economic sense to fatten your pocket than a landlord. Thirdly, you can decorate and enjoy the home as you please. No money saved, but gratifying to the soul.

However, before venturing out into the land of homeownership, it would be

prudent to do some homework. There were recent changes introduced by the federal finance ministry that affect mortgages and the housing industry:

›› Buy what you can afford Many times, the heart is bigger than the pocketbook. Know what price range is comfortable and try not to deviate.

›› Get the best interest rate and terms Shop around for the best rate and terms. Financial institutions want your business more than you need them. A half point rate differential can cost you thousands. So can a mortgage that is closed or not portable

›› Big down payment Put down as much as possible to avoid a high-ratio mortgage. Be aware of some recent changes to mortgage rules, such as:

• Purchasers requires mortgage insurance (CMHC) for less than 20 per cent down payment

• Amortization period – reduced from 30 to 25 years. Could add several hundred dollars to monthly payments

• Gross Debt Service Ratio (GDS) 39 per cent. Banks use this to determine what you can afford based on gross income to housing costs. Check if you are on-side.

›› First-time homebuyers Should make sure monthly mortgage payments are manageable and will continue to be so even if interest rates rise as early as next year and payments increase

›› Closing costs Set aside an additional two to three per cent of purchase price of the house for closing such as, Land Transfer Tax, legal costs and unwelcome surprises. You do not want get caught short several thousand dollars on closing day in order to complete the deal. Speak to a real estate lawyer and he or she will give you some ideas

›› HST, Land Transfer Tax Under certain circumstances, first-time homebuyers can qualify for Toronto Land Transfer Tax and HST rebates. Remember, you pay 13 per cent HST on new homes, not resales. If you’re buying a new home, check if HST is included in price quoted. What happens to the HST rebate? Who gets it?

›› Home Buyers Plan (HBP) Use your Registered Retirement Savings Plan (RRSP) as part of the down payment. An individual and their spouse, provided they qualify, may withdraw up to $25,000 each, tax-free, from their RRSPs. You then have 15 years to repay the amounts to your RRSP, starting after the second year of your withdrawal.

The Canadian economy is estimated to have stalled in the first quarter of 2015. The

ultimate size of this impact will need to be monitored closely.

Bank of Canada holds overnight lending rate

Interest rates aren’t going anywhere. The Bank of Canada announced on April 15 that it was going to leave its overnight lending rate at 0.75 per cent for another six weeks – and depending on the picture our future economy paints, it could be for a lot longer than that.

The overnight rate has only been sitting at 0.75 per cent for a little less than three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years. That decision was made in January, in an attempt to shield highly indebted Canadians from the negative impacts of the significant drop in oil prices (and job losses that have occurred as a result).

With oil prices staying low and the economy continuing to suffer, it was presumed that the central bank would further cut its rate in March and again today – but that didn’t happen.

In a speech he made just a few weeks ago, Poloz announced that, “the first quarter of 2015 will look atrocious, because the oil shock is a big deal for us.” And it did. “The Canadian economy is estimated to have stalled in the first quarter of 2015. The ultimate size of this impact will need to be monitored closely.”

As of today, total CPI inflation is at one per cent, which reflects the drop in consumer energy prices, and core inflation remains close to two per cent. Unfortunately, first quarter results will place additional pressure on inflation, but GDP growth is expected to rebound later this year. And the central bank continues to offer messages of hope that the economy should reach and remain at full capacity by the end of 2016.

If the economy doesn’t pick up, we could see another interest rate cut this year. But our guess is Poloz will monitor it for a longer period of time than just three or four months before making that decision. The next interest rate announcement is on May 27, so we’ll see what the future holds then.
