For homeowners, when someone says your home is drastically overvalued, naturally, you worry.
If you’re a prospective homebuyer, such news might cause you to delay your purchase or otherwise change plans.
� e problem is – who and what to believe? One source is saying Canada’s housing is overvalued by 60 per cent, another says by 30 per cent, and another still saying that it’s all just right.
“Far too many foreign economists try to make overly simpli ed statements about foreign housing markets they don’t understand enough about,” Calum Ross, mortgage broker and real estate investor in Toronto, told New Home Guide.
“Canada is home to a very diverse group of people with local economics that are vastly di� erent,” Ross says. “Saying there is a Canadian housing
market is no less ridiculous than saying there is ‘Canadian temperature.’”
Thankfully, Canada Mortgage and Housing Corp. adds some perspective in its House Price Analysis and Assessment, which provides a market-by-market snapshot by Canada’s larger centres.
The report attached a risk level – low, moderate or high – for the major cities, using risk factors of overheating, acceleration in house prices, overvaluation and overbuilding.
With Regina and Winnipeg, of all places, the only major centres earning “high risk” assessments, CMHC’s report reminds us that housing markets must be assessed on a micro level. Canada’s most expensive market, Vancouver, earned a “low risk,” while Toronto, often mentioned in conversations about overvaluation, was ranked as “moderate risk.”

rst place out of your parents’ home, moving can be hectic, exciting and certainly stressful. But, relax. You can eliminate all of the anxiety associated with moving by taking control of the situation with con dence.
If you decide to move yourself, book a moving truck well in advance from a reliable company that can help with some tips on moving as well as advice regarding the size of vehicle you will need.
If you decide to go with a pro, ask your friends and family to recommend a mover. Call at least three companies to ask about their services and then decide.
Professional movers can do everything for you if you wish, from packing and unpacking, to disconnecting appliances and electronics, but of course there’s extra cost involved.
Make sure you understand the terms of your agreement no matter what you decide, as well as any additional costs such as insurance and mileage fees, so you can budget accordingly.

New communities support transit
In the provincial budget a few weeks ago, there was funding set aside for municipal infrastructure projects that will go a long way in welcoming the population and jobs that are forecast to come to the GTA over the next few decades.
One of the big pieces will be the fully-funded $1.6-billion light rail transit line in Peel Region, connecting the cities of Mississauga and Brampton along Hurontario-Main Street.
When it was announced, Mississauga Mayor Bonnie Crombie said the funding would help to build the city’s largest infrastructure project and called it “transformational.” City of Brampton Mayor Linda Jeffrey said the “transit option will act as a catalyst for further investment.”
I agree that the much-needed transit investment is a big step in the right direction and will prove to be transformational in a positive way if there are appropriate planning policies in place to support it.
By that, I mean the transit investment needs to be supported by the creation of transit-supported communities. Building complete communities, with the appropriate density of people and employment spaces, along transit lines like the new one in Mississauga and Brampton makes sense because they will help to sustain the operation of the service over the long term.
In the land development and home building industry, we refer to pre-designating and pre-zoning as a strategy that municipalities can use to encourage certain types of construction along transit corridors.
So the next step is for
municipalities to create and update land-use plans, like their zoning by-laws, to support the transit investment so that there will be the ridership necessary to support the transit.
Mississauga and Brampton’s LRT isn’t the only transit corridor that could benefit. Other examples include the Eglinton Crosstown LRT, which is under construction in Toronto now, and there was the recent announcement of construction starting on the 11-kilometre, 18-stop Finch West LRT. The Finch line is forecast to carry 40,000 rides a day by 2031.
To achieve that forecast density, the industry should not have to fight for appropriate intensification along these transit corridors and people who want to live and work nearby should not be delayed by drawn-out approval processes.
This is not a time for small plans – it’s time for everyone to embrace the change that comes with high density development needed to support the long-term sustainability of this $1.6-billion investment.
What’s most important is that we all work together to have better movement of goods and people, so that it gets easier to move around the region as we continue to grow.

Builders give Ontariobudget 1.5 thumbs up
Home builders in Ontario have given the 2015 Ontario budget the thumbs up – citing infrastructure investment that is ultimately good news for homebuyers.
In the Ontario budget released on April 23, the province committed to the largest public infrastructure investment in Ontario’s history – more than $130 billion over 10 years.
HIGHLIGHTS INCLUDE:» $31.5 billion over 10 years for Moving
Ontario Forward — about $16 billion in transit projects in the Greater Toronto and Hamilton Area (GTHA) and about $15 billion in transportation and other priority infrastructure projects outside the GTHA.
» $11.9 billion in 2015-16 on infrastruc-ture, such as roads, public transit, water systems, hospitals and schools.
Along with reducing gridlock, new transit projects should support the province’s investment-ready communi-ties initiative and the creation of new housing and employment centres, says the Ontario Home Builders’ Association (OHBA).
“People need better transit options,” says OHBA president Vince Molinaro. “� e province’s massive transit invest-
ment should support the creation of transit-supported communities across Ontario. Building complete communities along those transit lines makes sense and will provide new housing and employment options, and choice where people can live, work and play.”
� e next step is for municipalities to support this provincial investment by creating land-use plans that generate the ridership necessary to support long-term operations for transit infrastructure, OHBA says. In the past, the association has recommended provincial funding be directly linked to a municipal requirement to immediately update the land-use planning and zoning in those transit corridors. � e province must ensure that there are strong municipal requirements to align all transit investment with land-use planning by requiring appropriate density zoning along those corridors.
“� e provincial investment in transit is a golden opportu-nity for municipalities to create investment-ready communi-ties,” says Molinaro. “In the past, municipalities have failed to do that work, leaving developers and builders to � ght for appropriate intensi� cation in those transit corridors. It doesn’t have to be this way; municipalities must modernize zoning and create transit-supported communities to fully maximize the provincial transit investment announced in today’s budget.”
It’s a good budget, but not quite deserving of two full thumbs up.
OHBA CEO Joe Vaccaro points out that certain tax credits need to be adjusted to re£ ect rising home values – in particular, the 2009 HST New Housing Rebate.
“� e current provincial threshold is $400,000, but with the cost escalation in new neighbour taxes and housing prices, the threshold should be adjusted every � ve years to support housing a ̈ordability for new-home buyers.”

The Tarion Awards of Excellence are the only awards in Ontario that recognize home builders solely based on homeowners’ satisfaction with their customer service delivery.
Every year, I travel across the province and take note of the beautiful new homes and communities that are being built. But I also know that a home builder’s job isn’t complete just because the last tile has been laid. A great builder ensures its customers feel supported long after they’ve settled into their new home. The 2015 Tarion Awards of Excellence finalists demonstrate that excellent customer service is an essential part of the experience and can make the difference between a good home builder, and a great one.
I officially presented the awards at a luncheon in April, joined by Tarion’s newly-elected Chairman of the Board Mark Basciano and Members of Provincial Parliament. Once again, we presented awards to some repeat recipients. This is The Tricar Group’s second year in a row receiving this award in the highrise category. For Fusion Homes, it was the company’s fourth year in a row and for Kelemncic, its third consecutive year. These builders not only demonstrate excellence in customer service, but have maintained consistency in its delivery over the years. This was the second time Rochon Construction has been a finalist, and the first time receiving a Tarion Award of Excellence.
It is always exciting to present a builder with its first award, and hear the philosophy on providing excellent customer service.
This year’s awards and finalists were based on a comprehensive survey sent to more than 49,000 Ontario homeowners who took possession of a new home between October 1, 2013 and September 30, 2014. We received almost 7,900 responses, representing 16 per cent of consumers who bought a new home in Ontario during that time, which are enough responses to provide statistical accuracy.
To be eligible for the awards, builders must have had a minimum of five possessions and must have received a specific number of completed questionnaires depending on the category for which they are being considered.
Tarion sends out surveys annually across Ontario to all new-home owners in their first year of possession. Homeowners are asked questions from every stage of the homeowner-builder relationship, beginning with the signing of the agreement of purchase and sale, through construction, the pre-delivery inspection, and finally their after-sales service.
Purchasing a new home is an exciting time, but can also be a stressful one. These builders not only build beautifully constructed homes, they also stand behind their construction and make sure their homebuyers are supported during the entire process. With almost 300 builders in Ontario eligible for the Tarion Awards of Excellence, to be among the finalists demonstrates a commitment to first-rate service. These builders are setting a standard of excellence in the new home building industry in Ontario.

Giving your windows the designer treatment
When moving into a new space, sometimes, the window treatments are often an afterthought as new homeowners struggle to put their own personal stamp in their new home. Window treatments are important as they are like the finishing jewelry for an outfit, but for the home. They are not only necessary, but add character as well.
Window treatments go so far beyond personal style, they have a job to do as well. A good window treatment will complement the new space without looking like they are working too hard. This can be achieved by first determining what functions the window coverings should perform.
A window covering is seldom just for show. Most people are looking for privacy, light control or to manage temperature. In a new space, it is important to first determine what “job” the window treatment needs to do. This will make it much easier to select the best type for the new space. There are two types of window treatments, operable and fixed. Operable means that the homeowner is able to operate them or move them, and fixed are non-moving.
Once a homeowner has moved into their new space and is able to identify what their window coverings should be doing, it is then time to identify style. Layering is a fabulous option for both style and purpose. Many people will select blinds, as they offer many solutions, and then add fixed drapery panels for decoration. Layering of window coverings is the best way to complete a window as it adds function and a personal feel. These are all important factors in a new home.
Blinds can be a great alternative, because they perform a function, but also come in so many different styles and colours. Blinds can also be rolled away completely or tilted to allow some lighting. If new-home owners don’t like the vertical strip, so synonymous of the blinds, and don’t want it to dominate their design, there are other options. If looking for warmth, look for a horizontal slat such as a wood or a fabric version

called silhouette by Hunter Douglas (hunterdouglas.ca), which means they are all fabric and all sewn together. Most of the fabric is sheer except for one strip, which operates as the slat would on traditional blinds. Other options include solar screens if homeowners are looking to control the UV, or roller blinds for minimal light penetration. A roman blind is another great option to add definition to window treatments. This option can be suspended completely, covering the entire window or a portion of the window. Roman blinds can also be completely pulled up, creating a decorative ruching effect at the top of the window.
When new-home owners are shopping for window treatments, it is important to know the difference between a shutter and a blind. Shutters cover the whole window and can be considered an all-in-one window covering so no additional drapery will be required. Shutters will reduce the amount of light generally entering a space. A blind is lighter and can be rolled away to show an open window but can be more delicate in moist areas.
New condos have completely different needs in terms of window treatments versus a single family home. In a condo, blinds are important for managing solar heat. In addition, they also can be used for helping to maintain the interior focus within the
space. Views are great, but can be distracting especially at night when windows can act like a big black mirror.
If, as a new homeowner, darkness for sleeping is a concern, add blinds for daytime light and privacy management and drapes for night time as these black out light the best.
Whether for a new home or condo, don’t let the window treatments be an afterthought! When done right, they will let homeowners inject their own personality into the home while managing light, heat and privacy.

Closing costs 101
At the closing of a new residential real estate transaction there are usually three groups who get paid: the builder, various governments, and the lawyer. Each group involves the payment on fairly specific items, and the builder and your lawyer will collect from you for the government remittance.
Generally speaking, your lawyer collects all of the necessary money from your mortgage company and from you. You will need certified cheques, bank drafts or cash, because of your lawyer’s trust account requirements.
Here’s how the builder gets paid, and where all the money your lawyer wants, needs to go.
The builder will get paid the purchase price of the property less the deposit, plus certain other things. You may even get a credit for certain items, called adjustments. The adjustments will be reflected on a document called the Statement of Adjustments which contains a multitude of details, all related to your original agreement.
The Statement of Adjustments will include the HST payable (the rebate will be broken out), the original purchase price on the property, real estate taxes, hydro expense, common expenses and maintenance fees (as applicable), connection costs, levies and charges, to name but a few. This document is incredibly important. Review it carefully and get everything explained to you, so you understand all the charges that you are required to pay. It is at this point that you find out the final number you are paying to the builder for your new home.
The Ontario government and the City of Toronto will get paid for Land Transfer Tax, unless you are entitled to the rebate or exemption, and sales tax on goods (if applicable). There are many other items, but they usually show up on your lawyer’s disbursement account or trust reconciliation, as do the many municipal compliance request charges.
Okay, now what about that lawyer? First of all, you are going to pay the legal fee, whatever the amount the two of you agreed to. You did of course have a pre-agreed fee, didn’t you? Then there is a list of disbursements. Disbursements are those monies expended by your lawyer on your behalf necessary to properly search and close the transaction. Be careful – it is here that someone may try to take advantage of you by charging large fax, mail and photocopy fees. Have your lawyer justify all expenditures that don’t make sense. Disbursements include registration charges, title insurance, couriers, searches of all kinds, and many other items necessary to close your transaction.
Remember, a large part of your closing costs are based on what you negotiate at the beginning of your purchase, and are outlined in your Agreement of Purchase and Sale. Please remember, only a lawyer can provide legal service – that is the law!

Annual BILD Awards RECOGNIZE THE BEST IN THE GTA’S BUILDING AND DEVELOPMENT INDUSTRY
More than 1,100 members of the Building Industry and Land Development Association (BILD) gathered to celebrate the industry’s best on April 24.
The 35th annual BILD Awards recognize the GTA’s best new-home communities, builders, developers and sales and marketing professionals in 36 unique categories. This year’s competition saw close to 1,000 submissions, which were evaluated by a panel of international judges.
Mattamy Homes took home the evening’s biggest event – Home Builder of the Year – for the second year in a row. This is the sixth time that Mattamy has received this award.
The Home Builder of the Year award recognizes the builder who sets the standard for the rest of the industry by their leadership in improving the overall image of building and development in the GTA. Each nominee is required to submit a list of 75 recent home occupants who are asked to submit a customer satisfaction survey – a key component in this category’s judging process.
“The continued satisfaction of Mattamy’s home purchasers is a true testament to the quality of the communities they create across the GTA,” says BILD president and CEO Bryan Tuckey.
The Green Builder of the Year, Highrise award was presented to Tridel for the sixth time in nine years. The company delivered almost 2,000 Green condominium homes in 2014, and currently has an additional 3,200 under construction. Tridel’s sites now divert 85 to 90 per cent of construction waste from landfills to recycling facilities.
On the lowrise side, the Green Builder of the Year title was awarded to Sean. The
builder’s commitment to sustainability starts with the marketing campaign, which featured only digital brochures and floor plans to minimize paper. Manuals for contractors and homeowners were also provided to help educate them on low-impact development infrastructure and how to maximize usage of the homes’ energy-efficiency through proper maintenance.
YC Condos, a condominium development in downtown Toronto by Canderel Residential Inc., was selected Highrise Project of the Year. Meanwhile Mattamy Homes won the Project of the Year award in the lowrise category for The Preserve in Oakville.
The People’s Choice Award was presented to T he Academy by LeMine Investment Group and Devron Developments. The award saw industry professionals and the general public vote for their favourite entry among Project of the Year finalists from highrise and lowrise categories. More than 85,000 votes were recorded.
In a special presentation, Colin J. Parsons was honoured with the prestigious Lifetime Achievement Award. The award is the Association’s highest honour, recognizing and celebrating excellence within the building and development industry. Parsons served as the Association’s President 35 years ago, in 1978.

The 35th annual BILD Awards recognize the GTA’s best new-home communities, builders, developers and sales and marketing professionals in 36 unique categories. This year’s competition saw close to 1,000 submissions, which were evaluated by a panel of international judges.
Mattamy Homes took home the evening’s biggest event – Home Builder of the Year – for the second year in a row. This is the sixth time that Mattamy has received this award.
The Home Builder of the Year award recognizes the builder who sets the standard for the rest of the industry by their leadership in improving the overall image of building and development in the GTA. Each nominee is required to submit a list of 75 recent home occupants who are asked to submit a customer satisfaction survey – a key component in this category’s judging process.
“The continued satisfaction of Mattamy’s home purchasers is a true testament to the quality of the communities they create across the GTA,” says BILD president and CEO Bryan Tuckey.
The Green Builder of the Year, Highrise award was presented to Tridel for the sixth time in nine years. The company delivered almost 2,000 Green condominium homes in 2014, and currently has an additional 3,200 under construction. Tridel’s sites now divert 85 to 90 per cent of construction waste from landfills to recycling facilities.
On the lowrise side, the Green Builder of the Year title was awarded to Sean. The
builder’s commitment to sustainability starts with the marketing campaign, which featured only digital brochures and floor plans to minimize paper. Manuals for contractors and homeowners were also provided to help educate them on low-impact development infrastructure and how to maximize usage of the homes’ energy-efficiency through proper maintenance.
YC Condos, a condominium development in downtown Toronto by Canderel Residential Inc., was selected Highrise Project of the Year. Meanwhile Mattamy Homes won the Project of the Year award in the lowrise category for The Preserve in Oakville.
The People’s Choice Award was presented to T he Academy by LeMine Investment Group and Devron Developments. The award saw industry professionals and the general public vote for their favourite entry among Project of the Year finalists from highrise and lowrise categories. More than 85,000 votes were recorded.
In a special presentation, Colin J. Parsons was honoured with the prestigious Lifetime Achievement Award. The award is the Association’s highest honour, recognizing and celebrating excellence within the building and development industry. Parsons served as the Association’s President 35 years ago, in 1978.

A fi nancial reason to not overpay for your home
Bidding wars are a hot topic in Toronto right now, with homes being priced extremely low so potential buyers will come in with high o� ers. � e Toronto real estate market gets a bad rap for bidding wars, but we know it’s not the only city in the country that experiences them. After conducting dozens of interviews with real estate agents across the country recently, we found out one Canada-wide truth: if supply is low, demand is high – and many buyers are willing to make o� ers above and beyond what sellers are asking.
Before you make an o� er on any home, you should be armed with a mortgage pre-approval; this is the maximum amount of money a lender is willing to give you towards the purchase of a home. When we say maximum, we mean it. � e � rst reason not to overbid on a home is because you don’t want to go over your budget, or stretch yourself so thin that you’re house poor. But the other reason not to overbid is because your lender’s home appraiser may determine the property isn’t worth what you’ve o� ered; this leaves you in a tricky � nancial position.
“Let’s say you o� ered $400,000 for a home, your o� er was accepted and you have $40,000 to put down. If the bank’s appraiser believes it’s worth only $375,000, the bank will only give you a mortgage equal to their appraised value minus your down payment. In this case, that’s $335,000 ($375,000 - $40,000),” explains James Laird of CanWise Financial. “If you still wanted to purchase the home, you would need to come up with the extra cash to make up the shortfall. � e shortfall is your purchase price minus the mortgage amount your lender will give you. So, in this example, that’s $65,00 ($400,000 - $335,000).”
If you can’t borrow money from family or another outside party, you may be forced to walk away from the deal (and risk losing your deposit, in the process). Not having the resources in this situation is what is often referred to as “appraisal risk,” and it’s obviously something you want to avoid. How is that possible? First, don’t overpay, which is something an experienced real estate agent who knows your market should be able to stop you from doing. Second, saving a larger down payment can help reduce your risk, because it allows you to put less money down and use the extra to make up your shortfall.

Q My kids attend pre-school and elementary private institutions. � e cost is astronomical but my wife and
I believe it is best for our kids. How much of the tuition may I deduct and how? Wong, Markham
A Generally, private school tuition is not tax deductible. An attempt was made several years past to deduct private
school tuition; however it was politically unpopular and was reversed the following year.
Fees to education institutions may be deductible as childcare and claimed by the lower income spouse. A receipt must be provided by the school for the portion of the fees that are considered “childcare.” Additionally, depending if there is some religious a� liation, part of the fees may be allocated as a charitable donation. Again, the institution must provide receipts and qualify for charitable status.

A Generally, real estate that is sold for more than its cost may result in a capital gain for the individual. Fifty per
cent of the gain must be included in your income tax return in the year of sale.
Using your � gures and assuming you have other income, such as from employment, we can use a 40-per-cent tax rate. � erefore, the $80,000 capital gain is reported. Forty thousand (50 per cent of the gain) must be included in income. � is is taxed at 40 per cent. Your tax obligation on the gain is $16,000 (40,000 x 40 per cent) to Canada Revenue Agency.

Unfortunately, neither Ottawa nor Ontario provide a deduction for your � nancial assistance. However, they do provide a “caregiver” tax credit. You may qualify to claim a $4,223 federal tax credit and a similar provincial amount. � is will reduce your federal and provincial income taxes by $633 and $210 respectively.
You should note, parents must be at least 65 years old and mentally or physically dependant on adult children.
