1. Governance reforms and the cluster model
• Extensive consultation and review
– Began with interviews with senior staff during August leading to Executive presentation on August 24
– About to appoint of Heads of Academic Groups (“Clusters”)
– Over 120 submissions and interviews
– 2 School Exec Working Parties and an Executive retreat
– 2 sets of agreed reforms:
– administrative
– structural
– Administrative
– Improvements to the organization of committees, meetings and information flows
– School Executive now the centre of all decision-making
– 5 subcommittees

• New Executive: Dean, Deputy Heads (2), Heads of Group (3), School Manager, Non-professorial staff member
• Next steps:
– Appoint Heads of Group (by Christmas)
– Appoint non-professorial member of Executive (by end of February)
– Finalise location of Youth Work (by February)

• After the university gross contribution:
• The budget does not balance
– Increase in gross contribution
– Salary increase (EBA, Tenure tracks)
• Underlying deficit >$800k
– Shortage of full-time staff in some disciplines due to unfunded staff leave (Social Science)
– The need for a governance and HR capability within administration
– The need for more administration support for critical discipline-based functions (CJA, E&P)
• We need savings of at least $600k

– School comes first

– university and School strategy drives the adjustment process
– professional accreditation imposes a constraint
– Fair (everyone adjusts but not equally – strategy comes first)
– Cross-subsidies are transparent and agreed by all
– Sustainable (the savings are on-going)
– Timing: agreed savings by end of November

• Car parking, catering: $30k

• Note : Despite the research savings, School support for research and centres will increase in 2010 by >11%
