GUIDELINES ON RETURNING UNSPENT FUNDS TO

AUSTRALIAN AID PROGRAM, Department of Fonign Miain and Tra,de DEPARTM ENT OF FOREIGN AFFAIRS AND TRADE

The GST Adjustment Note is required where unspent funds are returned to DFAT.

The purpose of the GST Adjustment Note is to comply wIth G5T obligations as per GST Ruling 2000/lA - Addendum - Goods and ServIces Tax.

DFAT is oot obliqated to provide an invoice for the retu rn of unspent f unds as the return of unspent funds does not constit ute a

separate supply. The return of unspent funds represents an adjustment to the original su pply. The effect of t he GST Adjustment Note

is to adjust the original invoice (supply).

It is t he responsibility of the supplier/grant recipient to ensure they comply with their GST requirements and it is not appropriate fo r DFAT to provide advice on these matters. Su ppliers/grant recipients shou ld seek their own professional advice where necessary.

The amount returned to DFAT must equal the Balance Due as per the GST Adjust ment Note

Presumably there is a maximum of $40,000 potentially remain ing from t he previous tra nche 's fu nds. and t hat is not insignif icant, however of course it may have been expended and just not ye t acquitted. You'll recall a couple of weeks ago I sought your advice rega rd ing the te rmination of APPDP, specifically following up with the three political pa rties on the return of unspent program funds to DFAT.

I've rece ived responses from the libera l Party and Greens, but have not heard b,ack from the ALP. According to thei r. acquittal statement submitted in October last yea r, the ALP spent 96% of $lm 2012~ 13 t ranche and as such, there may be unspent funds to re turn to DFAT.

I'd be grateful for your advice on this matter, happy to have a chat overthe phone about this if that's easier.

Re: Termination of the Australian Political Parties for Development Program

Further to our conversation on 20 January 2014, I am writing to confirm that Australian Government aid program funding for the Australian Political Parties for Deve lopment Program will not proceed and DFAT is terminating the agreement under clause 11.2 of Grant Agreement Deed number 63753.

As you are aware, the Australian Government has decided to reduce the growth in Australia's overseas development assistance by $4.5 billion this current financia l year and over the following three years, The first step in implementing these changes involves a reduction to this year's aid budget, which has just been announced.

This is part of the Australian Government's commitment to address Australia's budget deficit and 10 improve the efficiency and the impact of the aid program.

This letter constitutes notice under clause 11.2 of the Grant Agreement Deed number 63753 between the Commonwealth of Australia and the Australian Labor Party ('the Party'). The reason ror termination is that the Australian Political Parties for Development Program has not been allocated aid program funding following budgetary reprioritisation.

Clauses 11 .2-11.5 of the deed outline the Party's responsibllfties in the event of a termination notice. These include the requirement to provide an independently audited statement of expenditure of grant funds within thirty days of the date of the notice [4 February 2014J and the return of any uncommitted grant funds to DFAT.

We note that written agreement from DFAT had not been provided for the implementation of any activities this financial year (2013-14) (clause 15.5), because required documentation had not been submitted to DFAT (clause 15.6). As such, DFAT will not reimburse any monies expended by the Party this financial year.

Australian Labor International Report 2012/13

Activity: #001 Indonesia The 2012/13 period saw good progress against stated aims in the Indonesia program. A significant

amount of work was put into developing the existing partnership with the Institute of Peace and

Democracy, an emerging player in the political governance field within the Asia Pacific Region.

Australian Labor International (AU) contributed resources to IPD's signature Asian Political

Leadership Program, providing facilitators and curriculum resources and has agreed to be a major

partner for the second iteration of the program based on the successfu I evaluation of the first

iteration.

AU, at the request of DFAT post also hosted the campaign manager of one of Indonesia's largest

political parties on a study tour, Visits such as this are key to achieving the stated theory of change

relating to building knowledge of Indonesian party officials through exposure to comparative party

operations. Note also that six Indonesia n participants - selected with input provided by post -

attended the Political Advisors Cou rse (see activity #007).

Activity: #003 Timor- Leste The 2012/13 period saw an adjustment to the planned activities due to post election environment

circumstances. The organisational disintegration of the majority of political parties who contested

the 2012 election saw limited demand for Program B and difficulties in assisting parties. Gradual

progress was also achieved on Program A, with our major implementing partner undergoing

organisational change with the departure of their Director.

Activity: #004 Papua New Guinea The 2012/13 period saw the release of AU's 'Guide to Political Parties of the PNG Parliament', This is

the first PNG publication in the ongoing series of party profiles that All regularly releases. The

publication was produced in partnership with the PNG Integrity of Political Parties and Candidates

Commission (IPPCC), and was launched by the PNG Political Parties Registrar, Alphonse Gelu. This

publication provided comprehensive baseline information on the current organisational and policy

capabilities of the political parties in the PNG Parliament. This information will feed into AU and

other organisations programming with PNG parties into the future. It was also a significant

relationship-building activity with the IPPCC.

AU contributed to the planning and facilitation of the first IPPCC & partnership quarterly workshop

as part of the Commission's five year learning and development plan. This workshop, held in Port

Moresby focussed on constitution building and party organising. The implementation of the learning

and development plan is critical to ensuring political parties are provided with comprehensive skill

building and organisational management capacity to reform the operation of individual political

parties and to strengthen the political party system as a whole.

Activity: #005 So II th Africa This period saw ALI produce a publication on the relationship between the Australian Labor Party

and the African National Congress - highlighting the constructive roles that political parties and

peoples movements can have forming and strengthening democratic states.

With a series of changes in political leadership in South Africa during this period, in future, ALI will

attempt to better institutionalise relationships to ensure program progresses smoothly.

Activity: #007 Multilateral Engagemellt This period saw the fifth iteration of ALI's flagship Political & Policy Advisors' Course, in partnership

with Graduate School of Government at the University of Sydney. This course continues to be the

only technical course available to political advisors in the Asia Pacific region which specifically

addresses the conceptual and technical aspects of working in a political office.

ALI took the Sth year of im plementation as an opportunity to review the course content with Geoff

Gallop as facilitator. Based on feedback from previous iterations, a larger participant presentation

and sharing component was added to the course, allowing a greater opportunity for participants to

learn from one another and share challenges, rathe r than one way learning from the program

presenters.

This program continues to provide excellent course outcomes, is used by several posts to strengthen

relationships with key contact people, and has created a strong alumni network which is used to

strengthen bilateral activities.

The Asia Pacific Social Democratic Engagement program has continued to develop, although at a

slower rate than first expected. ALI will continue to development this network, with the goal of

bringing together political parties and foundations in the Asia Pacific founded upon or informed by

social democratic traditions.

Activity: #008

ALI progressed a number of bi-Iateral relationships throughout this period, strengthening

relationships with US Democratic Party, British Labour, NZ Labour and European social democratic

parties. This involved bi-Iateral exchanges, visits and knowledge sharing activities.

Activity: #009

Multi-lateral relationships were improved between social democratic parties through this program,

in particular through work with the Socialist International, with the newly formed Progressive

Alliance, and through the International Progressive Campaign Forum which was convened in

Australia.

Activity: #013 Myanmar An activity held in the 3,d quarter of 2012 in-cou ntry allowed for further relationship development

with parties - both government and opposition. Resources relating to party building and

consultations were held. In the period, this activity was limited in its implementation capacity due to

difficulties of visa issuance.

However, activities undertaken to date, along with the prioritisation of Myanmar participants to the

Political & Policy advisor course (6 participants took part this year) has meant that ALI is well placed

to continue to deliver activities against stated objectives. ALI will continue to build on existing

relationships with the Myanmar embassy in Canberra to ensure more reliable visa processing

timeframes.

Re: Termination of the Australian PolitIcal Parties for Development Program

Further to our conversation on 20 January 2014, I am writing to confinn that Australian Government aid program funding for the Australian Political Parties for Development Program will not proceed and DFAT Is terminating the agreemen t under clause 11.2 of Grant Agreement Deed number 63755.

As you are aware, the Australian Government has decided to reduce the growth in Australia's overseas development assistance by $4.5 billion this cu rrent financial year and over the following three years. The first step in implementing these changes Involves a reduction to thls year's aid budget, which has just been announced.

This Is part of the Australian Government's commitment to address Australia's budget deficit and to improve the efficiency and the impact of the aid program.

This letter constitutes notice of termination under clause 11.2 of the Grant Agreement Deed 63755 between the Commonwealth of Australia and the Australian Greens (' the Party'). The reason for termination is that the Australian Political Parties for Development Program has not been allocated aid program funding foHowing budgetary repriorit isatlon.

Clauses 11.2-11.5 of the deed outline the Party's responsibilities in the event of a termination notice. These include the requirement to provide an independently audited statement of expenditure of grant funds within thirty days of the date of the notice [4 February 201 41 and the return of any uncommitted grant funds to DFAT.

The Australian Greens' 2012-2015 work plan has four strategic direction with the aim of promoting

democracy in the region through the strengthening of NGOs and emerging and more established

parties with a Greens perspective to participate in political spaces.

The four programmatic objectives areas are:

1. Support networking and training opportunities for Asia-Pacific Green parties 2. Strengthen capacity of the Asia-Pacific Greens Network to build capacity and professionalism of Green parties 3. Assist the development and consolidation of emerging parties 4. Strategic research on democratic best practice

Details of implementation are listed based on each programmatic objective. Overall progress in 2012 -13 was substantial, in particular the greatly increased capacity of the Asia Pacific Greens Network (APGN) with a functioning permanent secretariat in Manila and solid preparation for staging the Congress in 2013 -14 as well as registration of APGN to Asia Pacific Greens Federation (APGF) as a legal entity registered in Australia. Significant progress was also made in party building in four countries with greatly improved planning and broader membership. Given the substantial analysis generated on barriers to development of Green Parties in the Region, the programme was reduced to three activities to maximize maximum financial resources available to support parties abroad. Lessons learned related to sustainability of core funding and the importance of support to emerging parties were strongly demonstrated. Accordingly, two study tours to Perth and Sydney will take place during the upcoming Federal Election so that grantees can learn first-hand about democratically held elections and network together.

Activity Proposal 1 Support networking and training for Asia Pacific Green Parties

* APGN awarded the right to host the 3'd APGN on March 19, 2013to further develop the network's governance capabilities and to produce resolutions on green politics. Planned for November 2013, the delay was due to a slower bid process. Funding has been given to Partido Kalikasan (Philippines Greens) to implement the Congress 2013-2014 Work Plan and organise the event on March 14-16,2014 in Batangas City, Philippines. Partido Kalikasan strongly demonstrated the capacity to hold such a regional event during the bidding process.

* Administrative arrangements are completed for employment of the Project Finance Officer and Event Organiser from 1 July 2013 to end March 2014 as well as a joint monthly Congress Organising and Steering Committee meeting to capture lessons learned from implementing this conference in 2013-2014.

* The APGN convener Keli Yen was contracted as (part time) interim secretary to implement the APGN Secretariat Start-up Operational Plan 2012-13, as approved by the Asia -Pacific Greens Network Coordinating Committee (APGNCC) on 3 September 2012 and the Australian Greens APPDP Committee.

*The interim secretary assessed suitable locations for a permanent secretariat in Manila, Philippines which has now been established permanently in Manila. She also steered recruitment ofthe new executive officer to take over when her interim pOSition ended on 30 June. The convener has completed a handover over to a new executive officer, RioT Santos, of APGN to start work on 1st July, 2013 in Manila, Philippines. .. She organized a visit and knowledge exchange between Greens parties overseas and Australian Greens in Taiwan as well as regular networking with a range of APGN members throughout the region, involving key regional partners. * Using tools like website management, timely information sharing and research, the interim secretary effectively steered the review application for the 3rd Congress and a new secretariat in Manila.

* Another key outcome is the registration of APGN to Asia Pacific Greens Federation (APGF) as a legal entity registered in Australia resulting from the Dakar Global Greens Congress. APGF is now recognized as legal entity, able to carry out its own fundraising activities. Registered under the Corporation Act (company limited), and building on the legal entity of Friends of Greens (FROGG), a new revised constitution based on APGNCC rules and regulations was drafted. A new board will be re-elected to take over from an interim board at the upcoming Congress and the new constitution fully endorsed and adopted.

.. Based on consistently documented need, a new budget line was been set aside for tra nslation of the new constitution of APGF into 3 key languages, Chinese, Japanese and Korean.

Lessons learned -this rapid 'progress in APGN can be attributed to both the organizational capacity of the interim secretary, monthly teleconferencing with APG NCC and oversight by the IDe. Regular mentoring by the convener and technical support have resulted in much improved governance, planning, consensus based decision·making and international fundraising for Congress and assistance to APGN individuals and organizations.

Activity Proposal 3

Assist the development and consolidation of emerging parties

The AGIDC funded project grants supporting the development and consolidation of emerging

unregistered parties in IndoneSia, Philippines, Nepal and Solomon Islands. Sarekat Hijau Indonesia,

Partido Kalikasan, Green Party Solomon Islands and Green Civil Society (Nepal)completed a baseline

questionnaire before the start of the project cycle I including, gender disaggregated data to be used

as a monitoring tool.

1. Saraket Hijau Indonesia (SHI) has strengthened the position of women in politics in Indonesia in 4 provinces and nationally. SHI organised capacity building workshops and training in political participation for key women's organisations in four provinces, South Sumatra, West Java, Southeast Sulawesi and Central Sulawesi. A national dialogue on strengthening women in politics was subsequently held in Jakarta informed by the experiences of women from all sectors, peasant organisations, environmental activist, women's organizations, trade unions and political organisations.

Key Outcomes and Strategy going forward

• Some 100 new women members in four provinces (South Sumatra, West Java, Southeast Sulawesi and Central Sulawesi) were recruited increasing SHl's current membership of women in SHI from 600 to 700 out of the total membership of 3210.

• Identification of those women with the a bility and interest to enter direct politics at levels of parliament, the State Agencies and other elected positions. Mentoring is needed to prepare them for 2014 Elections

• Built cooperation among women, NGOs, including the Women's Organization and the Women's Coalition for mobilizing political movements in the run up to Election 2014.

2. Partido Kalikasan (PK) increased significantly its capacity to register as national political pa rty in

the Philippines through an expansion of party branches. The grant given was to cover costs in branch

expansion of Partido Kalikasan in twenty-six cities and municipalities and production of a basic

coordinator/convenor orientation kit

The project support resulted in Partido Kalikasan to be eligible to file a petition for accreditation as a national political party with the Commission on Elections (COMELEC) in fulfilling the requirements for nationwide area coverage and organizational development as stipulated in the omnibus election code and pertinent implementing rules and regulation ofCOMELEC. Around 30% Partido Kalikasan's memberships of 687 are women.

3. Green Party Solomon Islands reviewed its current Constitution and held its second Convention. At

the second convention, party members endorsed the new constitution, developed and refined its

governance procedures and policies and elected a new executive, There are now SO% women in the

newly elected executive committee (four women out of eight) However tot a I mem bership of

women is low at only 28% (fifteen out ofthe total 52 membership) although an increase from 4%

before the convention .

Key outcome was that the participants had acquired a better knowledge on the history, core principles, network, and other fundamental issues taken up by Global Greens and the Asia Pacific Green network (APGN).The party recently took part in the Gella byelection on Feb 3rd 2013 and Henry Zim bo was the third in polling out of ten candidates. The party now is seeking full membership ofthe Asia Pacific Greens Federation in the coming months.

4. Provision of funds for staffing and a computer to the youth- based Green Civil SOciety (GCS) party

in Kathmandu, Nepal resulted in regular consultations and evidence informed policy and consensus

on endorsing policies in the final version of the Green book. The Green Book will be a key tool for

outreach to increase membership and educating public on green issues. There are in total 1875

members of GCS of which 150 are women. In the executive committee there are 18 males and 7

females.

A lesson learned from funding the four above projects is the need for sustainable core funding to

cover staff and office costs. A strategy moving forward in next round is to ensure grants would be

designed for a longer period of 12 months to attract and retain staff and cover start up like office

costs as many of the emerging parties funded had neither office premises nor computers. With core

funding for staffing, key activities like project management, community organ ising and education

would be conducted in a sustainable fashion to support upcoming Green political candidates

Another lesson learned is although it is key to give more sustained support to emerging pa rties,

there will be at time when parties may not be as responsive to outside support as they be facing

their own internal struggle depending on the stage of party development.

Further data collection will take place with the 4 grantees before the disbursement of the round of gra nts, to document the next stage of party development. We will also continue to monitor how funding is leading to positive outcomes in membership, governance, policies, broadening of party branches and election participation as well as the extent to which project outcomes will be met

The Australian Federal Election in the second half of 2013 provides a unique opportunity for AG

International Development Committee to fund an election study tour. Unspent funds from Activity

proposal 3 and 4 are funding this activity. This activity is in line with our programmatic objective of

assisting the development of emerging parties in Asia Pacific.

Modeled on the Victoria Study Tour of Asian Pacific Greens Leaders in 2010, which was extremely valuable for regional participants. Two Election Study Tours will be held simultaneously in Sydney (New South Wales) and Perth (Western Australia), coinciding wIth Australia's Federal Elections, the dates yet to be determined.

Nine Participants from seven countries (Taiwan, Philippines, Nepal, Solomon Islands, PNG, Fiji, and Pakistan) will acquire first-hand experience in how the Australian Greens prepare and campaign for Federal elections. The Election Study Tours are intended to build the capacity offuture APGN trainers to support elections across the Asia Pacific region.

Objectives:

1. learn about Australian politics, parliamentary procedures, the Australian voting system and measures to ensure the integrity of the electoral process;

2. Observe Greens meetings and gain training on activities such as door-knocking, campaign strategy, engaging volunteers, fund raising and social media;

3. Meet Green parliamentarians, candidates and party workers in a range of innermetropolitan and regional seats to discuss their motivations, challenges and experiences; and

4. Work with Greens candidates in a number of key campaigns to assist with door-knocking, calling volunteers, stalls, staffing polling booths and scrutineering.

A call has already been made through the Asia Pacific Greens Network and travel grants offered to

nine delegates from across the Asia-Pacific Region covering airfares, travel insurance and low-cost

travel expenses. Accommodation will be arranged through billeting. Shorter term outcomes from

this activity are to arm participants with skills to participate in elections, train other members in

their party to use the resources and training received when they return.

Strategic research on democratic best practice Funding was awarded to research grants in following

areas

A. Barriers to the Development of enVironmental/Green politics in the Asia-Pacific

researched by the Australian Greens

The research explored the development of proto-Green parties in a range of Asia-Pacific nations and

seeks to identify factors that may be responsible for a lack of success of Green parties in the region.

Potential Barriers identified in the research were: Authoritarian regimes, Restricted Democracies;

Newly democratized nations where an entrenched two-party system has also lead to increased

marginalization of minor parties and candidates; Electoral violence (esp. in South Asia); Multiplicity

of parties in more established democracies; Lack Resources (financial or otherwise); Clientalistic

political relations; Rapid industrialization(emerging middle class but lack a viable 'post-material'

class of voters) and Organisational 'uneasiness'.

B. Asia Pacific region's green parties' key agendas and strategies for election researched by the Green Civil Society (Nepali Greens)

The aim of this research project was to study the election agendas and strategies of green parties of Asia Pacific regions and some lessons learned. The study area for this research was ASia-paCific region's green parties which include Green Party of Aotearoa-New Zealand, Green Party of KoreaSouth Korea, Mongolia & Mongolian Green Party, Japan Green Party, Philippines. Greens PH (Partido Kalikasa/ Philippine Green Party), Australia - Australian Greens, Solomon Islands - Greens Party Solomon Islands and Green Civil Society (Nepali Greens).

The results indicate that the majority of parties have adopted global green charters based agendas

like social equity, ecological wisdom and strategies like street advocacy, online campaigns for the

election campaign. The research study concludes that the election strategies seem more theoretical

and need practical aspects too. It is recommended that Green parties should develop more

innovative and practical strategies which directly influence people to vote the greens.

C. Research to develop working draft of "model rules" for Green parties and political movements researched by the Green Institute.

The resea rch has just began with the scope of the research recently being finalized to now include collating standard guidelines for organizational and constitutional best practices, and to give at least 3 case studies of organizational models from different parts of the Asia-Pacific region. Findings will be available in September, 2013.

Research findings will be shared with APGN and inform the AG-IDC on what kind of activities project grants s in the follOWing two cycles. Findings will also be shared in the upcoming Congress in March 14-16th 2014 in the Philippines to help all APGN members. We are unable at this time to report on short term and long term outcomes as only 2 out of the 3 the research projects have been completed and reports submitted. However, an immediate outcome is the research will inform IDC on areas oftraining required for its capacity building workshop at the upcoming Congress.

We have audited the attached Statement of Receipts and Payments (the Statement) for the Australian Political Parties for Democracy Program for the period from I July 2012 to 30 June 2013. The Statement has bcen prepared by the directors based on the Grant Agreement Deed dated 31 July 2012 (the Agreement) between Commonwealth of Australia represented by the Australian Agency for Intcrnational Development (AusAID) and Liberal Party of Australia (the organisation).

Directors' responsibility for the Statement

The directors of the Liberal Party of Australia are responsible for the preparation of the Statcment in accordance with the Agreement and for such internal control as the directors determine is necessary to enable the preparation of the Statemcnt that is free from material misstatement, whether due to fraud or error.

In making those risk assessments, the auditor considers intemal control relevant to the entity's preparation of the Statement in order to design audit procedures that arc appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity ' s internal control. AUSTRALIAN POLITICAL PARTIES FOR DEMOCRACY PROGRAM

ANNUAL REPORT 2012-13

LIBERAL PARTY OF AUSTRALIA

The Liberal Party of Australia has a strong commitment to the work it carries out under the Australian Political Parties for Democracy Program and expresses its appreciation for the funding from the Australian Government that makes the program possible. We believe it is very much in Australia's national interest for this program to operate and for this funding to be prOVided.

We have a firm conviction that stronger political parties are an essential part of strengthening democracy in the newer democracies where we work, with the benefits of improved governance and development that can flow for those countries as a consequence. As well, there continues to be great value in enhancing the relationships the Liberal Party has with its sister parties around the world i both bilaterally and through relevant international organisations. AccordinglYi we use the funding provided by APPDP to support our activities in both these fields. We have done so for 2012-13 on the basis of the Work Program approved by Ausaidi and the comments which follow relate to the activities which were implemented (referred to by the numbers we allocate to activities and which are used in the financial statement).

The larger portion of the funding is spent on ODA activities, ie activities that are regarded as meeting the official definition of Official Development Assistance. Each of our ODA programs and activities is set out separately below. The remainder of our spending is on non-ODA activitiesi which are listed at the end of this report.

TIMOR lESTE PROGRAM

The Timor leste Program in this year had two elements - training and election observation. liberal Party involvement in both was carried out in conjunction with the International Republican Institute, a major US-based democracy foundation. The Liberal Party works with IRI in Timor leste and in several other countries.

Free and fair elections are central to the operation of any democracy. For countries still relatively new to running democratic ejections there is real benefit for their election process to include observers of the election process from outside the country. Timor leste held parliamentary elections in July 2012. The IRI organised an international Election Observation Mission as part of its election observation activities, and the Liberal Party provided one representative to be part of that Mission (Activity 332A, at cost of $4,949.93). Members of the Mission received intensive briefing in Dili and then on election day visited polling stations throughout the country, observing the voting procedures and then the counting of the vote. The elections were considered by

observers to be credible and generally well-run. This conclusion was supported by a detailed report subsequently published by IRI based on the observations of members of the Mission.

One opportunity arose to provide a trainer during this year, in June 2013, for Timor Leste (Activity 3326, at cost of $13,906.61). In conjunction with IRI, a representative of

the Liberal Party went to Timor Leste and carried out training organised by IRI over several days. Two half day trainings were held for Members of Parliament from each of the two main parties in the government. This covered constituent relations, implementation of party platform and overall external and internal communication. A full day oftraining was given for MPs' staff members, dealing with how to support MPs' activities such as constituent relations and assisting with communications. These are topics of basic importance for MPs and their offices, hence the importance of those who attended the training becoming conversant with them and learning how to make practical application of the skills acquired. Tra ining at this level directly strengthens the ability of MPs to do their jobs effectively. Subsequent feedback from IRI has indicated the high value of the training for participants.

CAMBODIA PROGRAM

In Cambodia as well the Liberal Party works with IRI and sends trainers to IRI programs. Four trips were made by Liberal Party representatives to Cambodia during this year. The first was for providing training in debating and public speaking (August 2012, Activity 333A, at cost of $8,038.39). This was provided in two forums. One was as part of a Future Leaders program which IRI runs for selected young people from both government and opposition parties and some non-government organisations. The other was for the Youth Council of Cambodia, a body IRI actively supports. In both cases the skills involved in debating and public speaking were explained and practical exercises undertaken by partiCipants to develop their skills. It was noted that the training gave an opportunity for participants, more than they had done before, to see issues from other people's points of views. This work which IRI is undertaking with younger members of parties and other bodies makes a contribution to producing a new generation of political participants who have had exposure to democratic ideas and to practical skills needed in democratic politics.

The remaining three trips were for a Liberal Party representative to spend time working with IRion a series of television debates for younger members of several political parties (November 2012, Activity 333B, at cost of $25,127.25; January 2013, Activity 333C, at cost of $36,235.13; May 2013, Activity 3330, at cost of $22,545.44). This involved the providing of training for participants in debating, in how to perform on television and in preparing and articulating opinions about public policy issues, and also work on the production of the programs. This sort of program was relatively new for Cambodia. For partiCipants and viewers alike it was a worthwhile introduction to policy debates and the free exchange of ideas. For younger participants in the political system to be introduced to such concepts strengthens the possibility of democratic development in the future.

PAPUA NEW GUINEA PROGRAM

In Paua New Guinea the Liberal Party has worked with Australia's Centre for Democratic Institutions, the PNG Registrar of Political Parties and the ALP in the holding of quarterly training seminars for officials of PNG's numerous political parties. This is a welcome new initiative from the Registrar and the first was held in April 2013. The Liberal Party sent

three representatives (Activity 334A, at cost of $32)12.48). One representative was sent to the next seminar in June 2013 (Activity 334B, at cost of $12,754.21). PNG parties are for the most part not organisationally strong, and their officebearers often have had little or no training in the skills needed for party work. Since the work of parties is crucial to an effective democracy, improving the skills and knowledge of party officebearers is an important objective. PNG parties mostly sent very senior officebearers to these seminars. Topics covered at these two seminars were Party Constitutions, compliance with legal and regulatory requirements, party membership and internal party structures.

ACT ELECTION OBSERVATION

A major element in the Liberal Party's democracy programs is giving opportunity for party representatives from newer democracies to visit Australia to observe the holding of elections and in particular to observe the Liberal Party's campaigns. An election was held in October 2012 for the Legislative Assembly of the Australian Capital Territory and the Liberal Party sponsored a group of observers to come to Canberra for the final days of this campaign (Activity 337, at cost of $58,836.69). Twelve parties accepted invitations to send a representative to Canberra, the parties being from Papua New

Guinea, Solomon Islands, FijL Timor Leste, Indonesia, Bangladesh, Maldives, Sri Lanka and Samoa. A program was arranged for them that included a briefing on Australian politics, a visit to the Liberal Party ACT headquarters for a briefing on the central campaign, a visit to a candidate campaigning at a shopping centre, a visit to pre-poll voting, attending a Liberal Party community rally, a visit to the Legislative Assembly chamber, observing voting at a large polling booth on election day and attending the Liberal Party's election night function. This gave the observers an opportunity to see in action many facets of party campaigning as it is done in Australia. The visitors indicated a high level of satisfaction with the program and the information it gave them to report back to their parties. It is emphasised to them that they need to inform their party of what they have learned and to seek ways of implementing relevant aspects in their own campaign planning. Feedback from participants by questionnaire and oral feedback indicated the high value of the activity for participants.

WA ELECTION OBSERVATION

An election for the State Parliament of Western Australia was held in March 2013 and the Liberal Party sponsored a group of observers to come to Perth for the final days of

this campaign (Activity 338, at cost of $65,317.91). There were nine in the group, from parties in the countries of Papua New Guinea, Timor leste, Sri lanka, Maldives and Samoa. A program was arranged for them that included a briefing on Australian politics, a visit to the liberal Party WA headquarters for a briefing on the central campaign, a visit to a candidate campaigning in a marginal seat, a visit to pre-poll voting, visits to

JOINT REGIONAL AND WOMEN'S CONFERENCE

In March 2013 the Liberal Party held a joint conference organised by the Party's Federal Regional and Rural Committee and the Federal Women's Committee in Devonport, Tasmania. The liberal Party sponsored a group of observers to attend and observe the conference and the events associated with it (Activity 339, at cost of $70,491.28). There were 12 in the group, from parties in the countries of Papua New Guinea, Fiji, Solomon Islands, Timor leste, Indonesia, Maldives, Samoa and Sri lanka. The visit gave the observers the opportunity of exposure at close quarters to senior levels of the liberal Party organisation, to meet senior officebearers and to witness the running of a major Party conference. This gave the observers insights into the structure and organisation of an Australian political party, the way in which working relationships between different sections of a Party are developed and the manner in which a party conference drawing in delegates from all over the country is organised. This then gives them opportunity to consider the possible application to their own parties of the party practices and structures which they have observed. It is stressed that their role is to report back to their own parties on these points. Feedback from participants by questionnaire and oral feedback indicated the high value of the activity for partiCipants.

ICAPP STANDING COMMITTEE VISIT TO BURMA

The liberal Party has a representative on the Standing Committee of the International Conference of Asian Political Parties and supported the travel of the representative when the Standing Committee visited Burma (Activity 342, at cost of $5,820.62). The purpose of the visit was for Standing Committee members to meet with political figures from both the government and the opposition parties, including Aung San Suu Kyi, to discuss the movement towards greater democracy in that country. This was a significant

visit as a part of the continuing process of strengthening the moves towards establishing democracy in Burma and in strengthening the role ofthe political parties there.

DEMOCRACY ROUND TABLE

A day of round table discussions was held following the holding in Canberra of a major conference on democracy by the International Institute for Democracy and Electoral Assistance. The round table focused specifically on the relationship between political

parties and citizen movements and the implications for political party assistance. The Liberal Party sponsored five participants, from Timor Leste, Papua New Guinea and Solomon Islands, to attend the conference and round table. The Liberal Party also jointly with the ALP met the costs of staging the round table meeting (Activity 343, at cost of $23,736.09).

NON-aDA ACTIVITIES

The non-aDA activities of the Liberal Party are directed to strengthening the bilateral and multilateral ties that the Liberal Party maintains with other political parties in both long-established and newer democracies. This includes engagement with international and regional organisations of political parties that further this objective. The activities supported by APPDP funding include attendance at significant meetings where Liberal

Party representatives make contributions to the functioning of these organisations, where there are exchanges of ideas on political matters of importance to party organisations or where there is an opportunity for participants to learn and to enhance their skills in political party work. The effect of these activities is to strengthen the international organisations concerned, to equip participants better for their roles and to enhance the Liberal Party's relationships with other parties.

Further to our conversation on 20 January 2014, I am writing to confirm that Australian Government aid program funding for the Australian Political Parties for Development Program will not proceed and DFAT is terminating the agreement under clause 11.2 of Grant Agreement Deed number 63754.

As you Bre aware, the Australian Government has decided to reduce the growth in Australia's overseas development assistance by $4.5 billion this current financial year and over the following three years. The first step in implementing these changes Involves a reduction to this year's aid budget. which has just been announced.

This is part of the Australian Government's commitment to address Australia's budget deficit and to improve the efficiency and the impact of the aid program.

This letter constitutes notice under clause 11.2 of the Grant Agreement Deed 63754 between the Commonwealth of Australia and the Liberal Party of Australia ('the Party'). The reason for termination is that th e Australian Political Parties for Development Program has not been allocated aid program fund ing foHowing budgetary reprioritisation.

Clauses 11.2 • 11.5 of the deed outline the Party's responsibilities in the event of a termination notice. These include the requirement to provide an independently audited statement of expenditure of grant funds within thirty days of the date of the notice [4 February 2014] and the (ehlm of any uncommitted grant funds to DFAT.

We note that wrillen agreement-from DFAT had not been provided for the implementation of any activities this financial year (2013-14) (clause 15.5), because required documentation had not been submitted to DFAT (clause 15.6). As such, DFAT will not reimburse any monies expended by the Party this financial year.
