Shane T. Bemis was sworn into office as the City of Gresham’s 26th Mayor on January 2, 2007 and re-elected to a second term in November 2010. At the age of 34, Bemis became the youngest Mayor to serve the City of Gresham. Elected to the Gresham City Council in 2002, Bemis brought a passion for economic development, business, and community safety to City Hall.

Bemis was one of seven Mayors across the country highlighted in Esquire Magazine’s October 2013 “Age of the Mayor” article showcasing the City’s Garage to Storefront program, which ushered in 144 new small businesses in previously vacant storefronts in Gresham’s key commercial areas, and the City’s energy efficient and money-saving upgrade to LED streetlight bulbs.

A stalwart supporter of sustainable practices, Bemis currently serves as the Chair of the Energy Committee for the United States Conference of Mayors. He signed the US Conference of Mayors Climate Protection Agreement shortly after he took office and has spoken nationally about Gresham’s sustainability and energy efficiency initiatives, including being invited by the US Secretary of Energy to deliver the keynote address at the Department of Energy’s Clean Energy Summit.

Bemis has a diverse academic and professional background, with a Bachelor’s degree in communications from Marylhurst University and significant experience as a small business owner. He has been a restaurant owner in Gresham’s historic downtown for fifteen years and was honored by the Portland Business Journal as one of the region’s “Forty Under 40 Award” recipients in 2007.

Under his leadership the City Council adopted their first ever annual Council Work Plan in 2007, which put the operations of the City into a business-like planning document, charting out the goals and initiatives of the Council on a quarterly basis.

Bemis was the architect of the City’s push in 2007 to clean up the MAX line by assigning uniformed officers to patrol the trains, a program credited with increased safety on light rail in Gresham. Bemis’ advocacy also sparked the creation of a dedicated TriMet law enforcement precinct housed in the Gresham Police Department.

Bemis furthers his community interests through board service. During his time in office he has served on boards for the League of Oregon Cities, East Metro Economic Alliance, Greater Portland Inc. Metro Policy Advisory Committee (MPAC) (Chair), the Joint Policy Advisory Committee on Transportation (JPACT), and the Regional Organized Crime and Narcotics Task Force.

As Mayor, Bemis is also the Chairman of the City’s redevelopment commission, which guides the Rockwood urban renewal district.

Tom Chamberlain was elected President of the Oregon AFL-CIO by a unanimous vote of the Executive Board in October of 2005. He was reelected in 2007 and 2011.

Drawing on his more than 20 years of union and political leadership Tom has successfully pursued innovative, cutting edge programs that have served as a national model for the labor movement.

A native Oregonian, Tom grew up in a home where, he says, “the difference between cold cereal for breakfast and cold cereal for dinner was a union job.” Working in service to Oregonians, and unions, run equally deep in Tom’s family, starting with his great-grandfather who began working as a Portland Police Officer in 1883. Tom has been a member of Firefighters Local 43 for more than 30 years.

Following a stint in the United States Air Force, Tom joined the Portland Fire Fighters Association in 1977. His local union elected him Secretary-Treasurer in 1988 and he served in that capacity for 10 years. Tom started lobbying full-time for the Oregon State Firefighters Council in 1989 and was subsequently elected Vice President (1994-96 and 1998-2003) and then President (1996-98) of the organization.

In 1998 Local 43, the firefighters’ biggest Oregon local, elected Tom to succeed (former Portland City Commissioner) Randy Leonard as President. He was re-elected in 2001.

From 1998-2003 Tom also served as an IAFF Field Representative, providing recourses and support to local unions throughout Oregon, Utah, Wyoming, Colorado and Nevada.

Governor Ted Kulongoski appointed Tom to act as a senior policy advisor in 2004, a position he held until running to serve as President of the Oregon AFL-CIO.

Tom is married to Vickie Chamberlain and lives in Portland. They have three children and five grandchildren.

The Leavitt family moved to Clark County in 1980. After graduating from Fort Vancouver High School, Tim graduated from Clark Community College, then proceeded to Washington State University, earning a Masters Degree in Environmental Engineering.

Tim returned to Vancouver after college and became active in his neighborhood association, graduated from the Leadership Clark County program, became a Rotarian, and was appointed to the City’s Planning Commission.

In 2003, Leavitt was encouraged by civic leaders to pursue a vacant seat on the Vancouver City Council. After seven years as a city council member, Leavitt was elected to and began serving as Mayor of Vancouver in 2010. In addition, he serves on a number of other community and agency boards, including the CTRAN Board of Directors (local public transit), the regional economic development partnership, Greater Portland, Inc., the Clark Community College Foundation Board, and the Trauma Intervention Program Board.

Leavitt describes his first term as the City’s Mayor as “a whirlwind”. With the economic recession and reduction of tax income, the Mayor has led the charge to re-engineer city programs, including trimming over $30 million from the City’s budget. Tim is most proud of several accomplishments, including the ongoing effort to create more efficient and effective local government, the purchase of a new city hall building in the downtown core, the improved relations with Vancouver’s business community, and the upgraded city credit rating. Leavitt proudly proclaimed, “WE are Vancouver” in his 2010 State of the City Address, and that sentiment of pride has resonated throughout the City ever since. He’s developed a reputation for making difficult but necessary decisions, and often quotes Abraham Lincoln, “You cannot escape the responsibility of tomorrow be evading it today”.

The Mayor and City Council of Vancouver are not full-time compensated positions. Tim also works as a professional civil engineer with the regional firm, PBS Engineering + Environmental. In 2000, he assisted with the opening of a Vancouver branch of the company. His responsibilities include business development, client relations, project management and technical oversight of staff engineers.

In his available free time, Tim enjoys traveling and stays fit with golfing, basketball and a bit of yoga.

Growing up in the family business, Jim’s had a hand in just about everything real estate-related including development, acquisition, leasing, management and construction. At age 12, he was hired to wash walls and awnings at Melvin Mark properties; at age 16, he worked in construction for several other companies. By age 21, he’d branched out into construction bidding and maintenance supervision. He got his start with the company in 1981 as a leasing associate and paid his dues by brokering countless deals throughout the region. As he grew with the business, he took on more responsibility for setting a vision and plotting a course for the company’s future.

Jim expanded his influence beyond the company by becoming a leader in economic development and developing strategies to promote healthy regional growth. And he has continued to spearhead the company’s long tradition of corporate philanthropy by sharing financial support with many community nonprofits. Today, he builds upon this foundation by looking for innovative strategies to expand the company’s growth, and finding brokerage and development opportunities to extend the company’s rich tradition of shaping the Portland skyline.

Keith grew up in Massachusetts and attended Phillips Andover Academy and Colby College (class of 1991). Following college, Keith was accepted into Teach for America (TFA), a then-fledgling educational reform initiative designed to impel motivated young people to give two years of service as a teacher in under-resourced districts across the country. Keith began teaching in South Central Los Angeles (just months after the ’92 riots) and then spent two years teaching 7th–9th grade English in gang-affected schools in East Oakland, California. An intuitive teacher, Keith followed his two years with TFA by teaching 6th grade English and History at the Hamlin School, an affluent, private girls’ school in San Francisco.

Keith became President/CEO at Camp Fire Columbia in 2001. At Camp Fire, Keith was instrumental in the revitalization of the 100-year old organization, garnering enthusiastic buy-in from the board of directors, staff, alumni, and stakeholders. By 2012, Keith had oversight for $4M+ in budgets, and a staff of 35 FTE and 175 part time/seasonal employees. Keith’s fundraising efforts led to 404% growth in contributed revenues (including grants from the Bill & Melinda Gates Foundation and Meyer Memorial Trust). Under Keith’s leadership, Camp Fire positioned itself as a modern youth development program offering high-quality out-of-school time programming to help close the achievement gap; programs served 21 local schools and over 1,000 of Portland’s most low income and marginalized youth every week of the school year. 2010 evaluation data for these school-based programs showed that Camp Fire kids made academic gains at faster rates than non-Camp Fire peers. Additional Camp Fire programs include Camp Namanu (a 552 acre rustic summer camp) and Teen Leadership Programs focused on career- & college-readiness.
