Because of the inundation of water, 98% of these homes were deemed unsafe by FEMA with most lacking flood insurance. Over 3,400 applicants were approved for home repair amounts, with the average repair amount awarded being $8,200. Additionally, nearly 800 renters, including those who rented mobile homes, received rental assistance from FEMA to assist with temporary housing costs and personal property replacement. Over 1,400 renters applied for FEMA assistance with 780 approved for funding. The average award for renters was approximately $3,500. Over half of the renters approved for FEMA funding resided in four towns: Clendenin and Elkview along the Elk River in Kanawha County, and Rainelle and White Sulphur Springs in Greenbrier County. Although many renters from these impacted towns were approved for FEMA assistance, only 59 lessors of residential rental property, or landlords, applied for SBA loans, with a mere 29 ultimately approved for funding. Considering the high percentage of uninsured properties throughout the declared counties, it is presumed that there is a substantial share of landlords whose properties have gone unassisted since they are not eligible for FEMA repair funds and applications for SBA disaster loans has been low. Although $1.8 million in assistance to landlords has been approved through SBA business loans, only $200,000 has been disbursed thus far. The June 2016 flooding caused significant damage to state infrastructure and facilities, such as wastewater treatment plants and educational facilities were among the most affected. The current calculated total impact to state infrastructure as of March 21, 2017 is $134 million per FEMA's Public Assistance obligated project details. This amount is expected to almost triple as new projects are approved and obligated by FEMA. Many of the small towns throughout West Virginia, such as Rainelle and Richwood, experienced heavy damage to their local water and wastewater systems. Thus, it will be incumbent upon the State to guide them through the FEMA Public Assistance process to have their systems restored and public services offered to the local constituency base once again. The West Virginia Department of Transportation (WVDOT) has reported an estimated $56 million of damage caused to the states highway system. A total of 1,300 different locations of state roads were washed out by flood waters and 123 bridges received damage. A total of 15 bridges were completely destroyed and 250 roads were closed due to the storms. Flood waters damaged a total of 67 schools, with five deemed substantially damaged and approved by FEMA for demolition and rebuild. The five substantially damaged schools are in the counties of Kanawha and Nicholas. In Kanawha County, Herbert Hoover High School and Clendenin Elementary were severely damaged. Water from the Elk River crested about 7 feet deep in the first floor at Herbert Hoover High School. Richwood High and Middle Schools, and Summersville Middle School were also severely damaged. The schools will have to be moved o Disaster Damage: utside of the floodplain to minimize the effect of future flooding. There is currently no timeline for when all schools will be rebuilt.     verified loss amount of $64,380 among 973 SBA disaster home loan applicants for a total verified loss of $62,642,237. The State analyzed theremaining 789 unapproved SBA disaster home loan applicants without a real property verified loss amount and found that they were almost alldeclined for an SBA loan for economic reasons. West Virginia applied the average verified loss of $64,380 noted above to the unapprovedpopulation which yielded a total estimated verified loss for these 789 applicants of $50,795,820. Thus a total of $113,437,560 in real propertyverified loss was determined for the 1,762 applicants who applied for SBA assistance and were ultimately approved or denied a loan. TheState reviewed the FEMA IHP dataset and determined that a total of 5,129 FEMA registrants had real property FEMA verified loss amounts.Applying the average SBA verified loss methodology above to this population yields an additional 3,367 applicants (5,129 FEMA applicantsless 1,762 SBA referrals already accounted for) with a total of $216,767,460 in real property verified loss. The State reviewed the FEMA IHPdataset for renters and determined that of the 1,162 renters whose unit was inspected by FEMA a total of 783 had structural damage. Applyingthe average SBA verified loss methodology above to this population yields an additional $50,409,540 in estimated real property verified lossfor rental properties. The State of West Virginia determined a total real property verified loss among its 5,912 potentially eligible applicants forhousing repair and rehabilitation of $380,614,560. To complete the unmet housing needs assessment, the State reduced the total realproperty verified loss by FEMA repair payments ($28,656,603), NFIP building claim payments to individuals ($27,188,147), SBA home loansfor real estate (27,373,186), and SBA business loans to lessors of residential buildings and dwellings ($1,902,900) to determine a totalhousing unmet need of $295,493,724.

Such review included anassessment of a proposed priority areas demography, socioeconomic characteristics, housing configuration and needs, educational,transportation, and health care opportunities, environmental hazards or concerns, and all other factors material to the AFFH determination.Applications should show and will be reviewed to determine whether projects are likely to lessen area racial, ethnic, and low-incomeconcentrations, and/or promote affordable housing in low-poverty, non-minority areas in response to natural hazard-related impacts.   • The WV Development Office (the Grantee) has implemented another successful quarter and saw the most housingcompletions and expenditures to date. Our success can be measured by the outcomes we are now seeing in theCDBG-DR Program and the beginning of our CDBG-MIT Program. During the state’s response for COVID-19(February 2020-June 2020) the WVDO completed 78 homes and spent $17,279,130.40. We have completed morehomes in the past two quarters than we had in the first two years of implementation. With our remaining grantbalance and our average spending for the last three months, the State would have been removed from the “SlowSpenders’ List.” More importantly, we now have returned 194 victims back to a safe and secure home. Totalexpenditures for this quarter are $10,286,302.22 million with 52 housing projects completed. WVDO has expended97% of grant funds serving low to moderate income persons and 81% in our most impacted and distressedcounties.

    The Housing Program currently has completed 194 housing projects for the CDBG DR grant. There are 158 housingunits that have been replaced in the Most Impacted and Distressed counties. In the Non-MID counties, there are atotal of 36 housing units that have been replaced. All housing projects completed to date, except two are benefitinglow to moderate income households, with 186 being homeowners and 8 rental properties. At the end of the quarterthere are 197 active cases still in the Housing Program that are being worked through case management or invarious stages of construction. Thompson Construction Group completed 46 housing projects and WV VOADcompleted six homes this quarter through their subrecipient agreement to construct and rehab housing. VOADcurrently has six additional houses in construction. The West Virginia National Guard completed 34 work orders forhousing projects currently in construction.

    The Bridge Home team has worked with volunteer groups in the completion of five additional bridges that provideprimary access to homes this quarter. These five bridges serve a total of nine eligible applicants providing access toa total of 17 homes. Six engineering site visits took place this quarter and 14 Amended Grant Awards were updatedfor completed bridge projects. Thousands of volunteer hours have gone into the Bridge Home Program sinceJanuary 2020. There are currently 49 active cases consisting of one in active construction, 15 bridges ready forconstruction and 18 in the process of obtaining engineering plans and permits. The program is projected to serveover 82 eligible families in the disaster related counties and assist in mitigating against future damages.

    The WV Development Office received the Authority to Use Grant Funds for the Restore Riverview project anddelivery activities are underway. The State proposed to revitalize and re-use the building so that it does not becomea destabilizing influence in the community. The West Virginia Development Office separated the Riverview projectinto Onsite (restore 10 units) and Offsite (replace 8 units). The WVDO continues to assist with transitioningownership and rehabilitating the building to bring 10 rental units back to the community. TheWVDO has entered into a legal agreement to assist the State in the acquisition and closing process for thebuilding. The WVDO has submitted a proposal to the WV Housing Development Fund in order to develop an RFPfor construction of 8 new units in Clendenin, WV as the units are associated with a waiver from the originalNeighborhood Stabilization Program project which will be primarily funded with remaining grantee’s NSP funds.

    The Multifamily Housing Program is progressing forward. The WV Housing Development Fund completed theirrequest for proposals and selection process for multifamily projects. Two developers were provided with selectionletters outlining initial environmental requirements for the three proposed multifamily projects that will be constructedin a most impacted and distressed location. These multifamily units will serve low to moderate income persons byproviding affordable housing. By the end of next quarter, the WV Housing Development Fund will have completedthe initial reviews of the Phase 1 environmental assessments for all three projects. Upon the review and acceptanceof the Phase 1 assessments, the WVDO will reallocate $4,500,000.00 to support these affordable units beingdeveloped.

    The Clearance and Demolition Program has 265 active applicants that are in various stages of the casemanagement process, flood damage assessment, title search, and federal environmental clearance. The programcompleted five projects this quarter all located in MID counties. A total of 8 projects have been completed todate. The WVDO renewed two contracts for clearance and demolition projects this quarter. Although the number ofdemolition projects were not completed as projected, the Program has completed 85 title searches, 100 Tier IIenvironmental reviews, notarized 175 covenants, and issued 9 Notice to Proceeds. Currently there are 192 activeapplicants in the MID counties and 73 in NMID counties. The program will be reviewing MID expenditure goals withall project managers next quarter.

    The Bridge Home Program will provide assistance for rebuilding private bridges that were severely damaged, impassable byemergency vehicles, and/or washed away, preventing full access to primary residences.

    The West Virginia Bridge Home program assisted four eligibile households this quarter in replacing two primary access bridgesin our most impacted and distressed counties. WV VOAD has completed 10 bridges to date in the most impacted anddistressed counties. Overall 18 bridges have been completed to date in both MID and NMID counties. There are 49 activecases in both MID and NMID counties at this time that are working through the case management, pre-constructionmanagement or are in active construction. At this time there are 15 total bridges awaiting construction.

    The WV Development Office continues to attend monthly meethings with the WV Office of Homeland Security and FEMArepresentatives, along with key CDBG DR partners regarding HMGP. The WVDO filed an extention letter with FEMA for Coordinated Match projects to coinside with the DR timeline.Next quarter the WVDO will be recieving technical assistance and updating current activities to include an Urgent Need nationalobjective for these projects.     West Virginia is allocating grant funds towards a single-family owner-occupied housing rehabilitation program with a focus onprioritizing low-to-moderate income households who received a high amount of flood damage. Funds will be used toreconstruct stick built homes that suffered more than 50% of appraised value and Mobile Home Unit replacements for damagesmore than 10%. Applicants that do not meet the percentage threshold for reconstruction or replacement, can also apply forrepair/rehab costs due to damages from the June 2016 Floods.

    Location Description:

    The units will be located in the following counties: Kanawha, Clay, Nicholas and Greenbrier. MID counties in West Virginia.

    The Housing program completed 29 homes in this activity this quarter. The funds drawn down this quarter are for thosecompletions and delivery activities for the program to assist applicants moving through case management and pre constructionmanagment. Currently there are 197 active applicants in the overall Housing Program with 32 Homeowner Agreements signedthis quarter and 32 Notice to Proceeds given. WVDO verified total voucher disburesd for funds drawn is $24,433,237.62. CFO pulled microstrategy Financial report 7a toverify total funds drawn. The $23,860,606.27 amount was pulled incorrectly to the QPR report. Funds expended this quarter is $6,502,149.85 which includes a $3000.00 payment that will be drawn next quarter.

    HMGP activities are still being determined, at that point individual activities will be setup in DRGR and the funds and measureswill be moved accordingly.

    The WV Development Office continues to attend monthly meethings with the WV Office of Homeland Security and FEMArepresentatives, along with key CDBG DR partners regarding HMGP. FEMA has submitted projects to the program forCoordinated Match review and the WVDO is in the process of determining what projects are eligible for the CDBG-DRprogram. The WVDO filed an extention letter with FEMA for Coordinated Match projects to coinside with the DR timeline.Next quarter the WVDO will be recieving technical assistance and updating current activities to include an Urgent Need nationalobjective for these projects. Policies and procedures will be finalized next quarter to move forward on submitting projectapprovals for this activity.No funds expended this quarter.

    West Virginia is allocating grant funds towards a single-family owner-occupied housing rehabilitation program with a focus onprioritizing low-to-moderate income households who received a high amount of flood damage. Funds will be used toreconstruct stick built homes that suffered more than 50% of appraised value and Mobile Home Unit replacements for damagesmore than 10%. Applicants that do not meet the percentage threshold for reconstruction or replacement, can also apply forrepair/rehab costs due to damages from the June 2016 Floods.

    Location Description:

    The units will be located in the following counties: Lincoln, Jackson, Roane, Fayette, Summers, Monroe, Websterand Pocahontas. NMID counties in West Virginia.

    The Housing Program completed 10 homes this quarter in the NMID counties of Roane, Summers, Fayette, Lincoln, andWebster. The funds drawn down this quarter are for those completions and delivery activities for the program to assistapplicants moving through case management and pre-construction management.     Activity Description:

    The Multifamily Rental Housing LMI activity will help restore and provide afforadable housing in MID counties.

    Location Description:

    Multifamily Rental Housing Rehab will be for units located in either Kanawha, Greenbrier, Clay, and Nicholas Counties in WestVirginia. Location will be determined by the Housing Needs Assessment.

    No funds expended to date in this delivery activity.The WV Housing Development Fund completed their request for proposals and selection process for multifamily projects thisquarter. Two developers were provided with selection letters outlining initial environmental requirements for the three proposedmultifamily projects that will be constructed in the most impacted and distressed location. These multifamily units will serve lowto moderate income persons by providing affordable housing. By the next quarter, the WV Housing Development Fund will have completed the initial reviews of the Phase 1 environmentalassessments for all three projects.

    Activity Description:

    WV-RAP will focus on rehabilitation,repair, and reconstruction needs within the rental market and ensure affordable housing forlow-to-moderate income households.

    Location Description:

    The units will be located in the following counties: Kanawha, Clay, Nicholas and Greenbrier.

    This program is for small rentals 1-4 units. Case management continues working through the active housing applicants in theMID Rental Assistance Program LMI. Four projects were completed in this program this quarter all in Greenbrier Co. WV.Funds drawn to date equals funds expended.

    8 Total Units, 5 LMI units of affordable rental housing in Kanawha County West Virginia.

    Location Description:

    Clendenin, WV 25045 Kanawha County MID

    No funds expended this quarter. This activity is to address the additional 8 Riverview units that will be constructed off theoriginal site. WV Housing Development Fund is developing a proposal to reconstruct these 8 units in Clendenin, WV. The WVDO will be reallocating over 90% of this project's budget to MID Multifamily as the units are associated with a waiverfrom the original Neighborhood Stabilization Program project which will be primarily funded with remaining grantee's NSPfunds.
