MSHDAs new Neighborhood Stabilization Program (NSP) provides targeted emergency assistance to localgovernments, non-profits, land banks and for profits to acquire and redevelop foreclosed properties that mightotherwise become sources of abandonment and blight within their communities. The State of Michigan has beenallocated $98,653,915 to address the areas of greatest need within Michigan. The State of Michigan has selectedareas with a HUD risk score of 6 or above as the areas of greatest need.

The State of Michigan has been incrementally moving towards the NSP1 September commitment deadline. Despitefacing a significant housing crisis in our State we are pleased to report progress has been made towards identifyingand selecting projects to meet the 25% setaside requirement. Our multifamily division has been diligently workingon expedited deal structuring to ensure that the requirement is met. It is anticipated that several large multi-milliondollar rental housing projects will be formally approved for funding this quarter. In addition, our entitlement granteesare also working on identifying low income buyers for their recently and/or nearly completed NSP rehabilitated andnewly constructed homes.We are now entering in address data on DRGR for all completed projects instead of entering in address data for allprojects. Due to this shift in reporting, there is a gap in what is being reported versus what is currently underway. We are very excited to report that currently there are 37 completed units, 47 revisions underway, 1,082 units inprogress and $10,892,037 committed this quarter.To date, there are 2,442 units identified for NSP assistance and $29,562,579.73 committed overall plus anadditional 158 projects are currently being set up on MSHDA's on-line project management system totaling over$2,605,917. This reflects 2,600 units and $31,955,928 in commitments presently moving forward. To date$8,723,484.69 in NSP1 dollars have been drawn down through DRGR.Forty-seven (47) percent of the State of Michigan's NSP1 allocation, $46,222,130, has been awarded through formalexecuted grant agreements with external partners. We are anticipating that a significant amount of progress will bedemonstrated this quarter as grant agreements to formally commit/obligate funds to specific addresses expire onJune 31, 2010. A remaining balance of $42,566,394 is planned for direct funded projects. These NSP fundshave been setaside for single family direct homeownership assistance products and multifamily projects. Weexpect to have additional grants (increases to entitlement cities pending timely performance and other new shovel-ready projects) and grant amendments approved and their environmental review processes underway during thenext quarter.A funding request will be available next quarter to enable current grantees to request additional funds, restructuretheir current grant activities, modify their target areas, and allow other entities to submit funding proposals. It isanticipated that additional grant funds will be awarded to high-performing, high-need cities and that MSHDA'sMultifamily Housing Division will be utilizing the majority of these funds for large and small-scale rental projects.
