Master’s Program in Economics for International Students
(Starting from April 2018)
The Graduate School of Economics of Hitotsubashi University is pleased to invite foreign
nationals with a solid academic background to apply for its Master’s Degree Program.
Please read this document carefully before preparing your application.
1. Courses offered and number of students admitted in the program
There are two courses in the Master’s Degree Program: an academic researcher course
and a professional analyst course. The former is intended for students wishing to continue
to go on to the Doctoral Degree Program, while the latter is for students wishing to finish
graduate school with a master’s degree. Note, however, that the choice of course does not
automatically determine students’ eligibility for the Doctoral Degree Program. Not only
students in the academic researcher course but also those in the professional analyst
course may choose to go on to the Doctoral Degree Program if they fulfill the necessary
academic requirements. Another difference between the courses is that students enrolled
in the professional analyst course may participate in one of the four professional training
programs focusing on public policy, statistics and finance, regional studies, or health
economics. Details on the screening process will be provided after enrollment. Course Major Number of students to be

2. Eligibility for applicants
Applicants must satisfy (1) and one of (2), (3), or (4).
(1) Hold a nationality other than Japanese. The total duration of stay in Japan at the time
of enrollment (April 1, 2018) must be no more than 25 months. (Note 1)
(2) Have received (or expect to receive by the end of March 2018) a bachelor’s degree

and have completed (or expect to complete by the end of March 2018) 16 years of
education in a country/in countries other than Japan.
(3) Have received education equivalent to (2). (Note 2)
(4) Have received (or expect to receive by the end of March 2018) a bachelor’s degree
(that is recognized as such under Paragraph 4, Article 104, of Japan’s School
Education Act).
Note 1: Excluding the period of stay as a MEXT foreign student studying Japanese and Japanese culture Note 2: Applicants must inquire about their eligibility at the Administration Office by November 24, 2017.

-Certificate of graduation and bachelor’s degree certificate or certificate of expected graduation for those expecting to receive a bachelor’s degree by the end of March 2018. - Certificates in languages other than English or Japanese should be accompanied by a certified translation into English or Japanese.
Applicants that satisfy (4)
-Certificate of bachelor’s degree issued by Japan’s National Institution for Academic Degrees and Quality Enhancement of Higher Education (NIAD-QE) or certificate of (planned) application for the degree submitted to NIAD-QE by the dean of a junior college or college of technology.
Identification photograph slip
All -Fill out the form and attach an ID photo of yourself.
Official copies of transcripts
All -Transcripts issued by the university.
Letter of recommendation
All -One recommendation letter, either in English or in Japanese. -The letter should be in a sealed envelope and signed across the seal. The reference should come from a person affiliated with the degree-awarding university (president, dean, advisor, or equivalent). -For applicants currently belonging to other institutions, the reference may come from someone able to evaluate the applicant’s academic performance.
Certificate of TOEFL score
All -Applicants that have graduated with a degree from a country where English is not the main language spoken must submit a TOEFL score obtained no earlier than February 2016. Such applicants need to submit both (1) and (2): (1) The official TOEFL score mailed directly to the
Graduate School of Economics, Hitotsubashi University by January 4. (TOEFL institution code 0436. Graduate School of Economics Department code 84).
(2) Applicants should enclose in their application package a photocopy of the TOEFL score report.
-TOEFL ITP scores are not accepted.

-Applicants who have graduated with a degree from a country where English is the main language spoken are exempt from reporting a TOEFL score.
Research proposal All
-Four copies of proposal, which should be either in Japanese (no more than 4,000 characters) or in English (no more than 2,000 words) and attached to the front page. It should be in A4 or letter size format, 11-point font, and double-spaced. -The proposal should include academic achievements thus far and a detailed research plan (objectives, procedures, and methodology).

Applicants who completed less than 16 years of education.
Return envelope for examination slip
All For applicants living in Japan -An envelope that can enclose the exam slip (postcard size). Applicants should attach a stamp (JPY392 for registered mail) and write their name and address on the envelope. For applicants living outside of Japan -An email with a copy of the exam slip attached will be sent out. Please make sure to provide an email address in the application form. If you do not receive an email with your exam slip by January 24, please contact the Administration Office.
Copy of residence certificate or passport
All
-Where available, a copy of a residence certificate stating your residential status and duration should be provided. If you cannot obtain a residence certificate, you should submit a copy of the photo page of your passport.
Application fee All For applicants living in Japan -There is a non-refundable application fee of JPY30,000. Payment must be made directly into the following bank account. Proof of payment should accompany the application. Sumitomo Mitsui Banking Corporation, Kunitachi Branch SWIFT Code : SMBC JP JT Account type: “Futsu” Account number: 7761762 Account name “Kokuritsu Daigaku Houjin Hitotsubashi Daigaku Keizaigakubu Kenkyuka Kenteiryouguchi” The application fee is waived for international students who are currently receiving a Monbukagakusho (Ministry of Education and Science) scholarship. These applicants must submit proof of their Monbukagakusho scholar status from the university in which they are currently enrolled. For applicants living outside Japan -Please see the leaflet for instructions. -Payment can be made directly into the bank account.
Note: If you are submitting documents written in languages other than English or Japanese, provide an English or Japanese translation.

4. Submission of application documents
(1) Applicants should choose one of the two courses: the Academic Researcher Course
or the Professional Analyst Course. Applications to both courses are not accepted.
(2) Application packages should include all the required materials and be sent by
registered mail such as EMS (Express Mail Service). Submissions at the desk of the
Administration Office are not accepted. Please write at the bottom of the envelope
“Application for master’s program” in red ink and make sure that the application
package arrives no later than January 11.
(3) Period that applications are received

5. Admission process
The admission process consists of two stages. In the first stage, decisions are made based
on the quality of the recommendation letter, the research proposal, the TOEFL score, and
the scores of the paper exams (economics and Japanese). Applicants who pass the first
stage are requested to visit the campus for an oral exam. In the second stage, decisions
are made based on the quality of the recommendation letter, the research proposal, the
scores of the economics paper exam, and the score of the oral exam.
6. First stage exam (Paper exam)
In the economics exam, applicants choose one out of the following four subject areas: (1)
Micro- and macroeconomics, (2) Political economy, (3) Statistics and econometrics, or
(4) Economic history.

areas. Applicants may bring language dictionaries (e.g., an English-Japanese/Japanese-English dictionary), but no dictionaries that include a glossary or encyclopedia. No electronic dictionaries are allowed.

(2) Entrance to the exam venue
Applicants enter the exam venue 15 minutes prior to the start of each exam and are
assigned their seats.
(3) Announcement of the room
The exam room will be announced at 13:00 on January 30 on the notice board of the
graduate school of Hitotsubashi University.
(4) Announcement of the results of the first-stage (paper) exam
The results of the first-stage exam will be announced at 13:00 on February 8 on the
notice board of the graduate school of Hitotsubashi University.
7. Second stage exam (Oral exam)
Applicants who pass the first-stage exam will be requested to take the oral exam. The
Administration Office will give due consideration to an applicant’s wish to take the exam
in English if stated in the application form.

9. Announcement of successful applicants
At 13:00 on February 21, 2018 on the notice board of graduate school entrance exams at
Hitotsubashi University. The Administration Office will notify applicants who passed the
oral exam separately.
10. Procedure for enrollment
(1) Period for payment of matriculation fee

From March 2 to March 8 2018
Applicants who passed the exam but fail to pay the matriculation fee will be regarded
as declining to enroll.
(2) Amount of matriculation fee
JPY282,000
Note: In case prospective students want to be exempted from payment of the
matriculation fee or defer the payment, they should consult with the Student Services
Division, complete the necessary documents, and apply for exemption or deferment
in the designated period. Note that such students should not pay the fee while applying
for exemption or deferment, and that it is not possible to apply for exemption or
deferment if the matriculation fee has already been paid. Further note that those
applying for exemption or deferment should be prepared to pay the matriculation fee
if their application is not accepted.
(3) Other issues regarding the enrollment procedure
Applicants who pass the exam will be notified regarding the documents required for
enrollment.
Applicants pay tuition and fees (JPY535,800 per year) after the start of the academic
year and will be notified about the payment period and the method of payment.
The matriculation fee and tuition and fees are subject to change.
11. Notes
(1) The admission process is handled by the Graduate School of Economics
Administration Office.
(2) Applicants should send queries regarding admissions either by mail, fax (+81-42-580-
8195), or email ([email protected]). Queries by telephone will not be
answered.
(3) Applicants who pass the exam must have or obtain a resident status that enables them
to enroll in the course in accordance with the Immigration Control and Refugee
Recognition Act by the start of the academic year.
(4) Applicants who are dispatched and financially supported by a foreign government
should have a letter of approval for enrollment issued by the government.
(5) Applicants cannot change their course after submission of their application documents.
(6) Application materials submitted to the Administration Office will not be returned.
Application fees that are paid will not be refunded, either. Applicants need to submit
original documents, not photocopies, except for the proof of payment of the
application fees and the passport.

(7) Applicants must bring their examination slips to the exams.
(8) Applicants should fill out the documents with a black or blue ball-point pen.
(9) Applicants with a disability requiring special attention should contact the
Administration Office. After consultation, the Graduate School of Economics will
make all reasonable efforts to facilitate the examination process and studies after
enrollment.
(10) Note that exam scores of successful applicants may be used for the purpose of
improving the quality of education and support after enrollment.
Additional note on student dormitories provided by the university
Hitotsubashi University has three dormitories for international students in Kunitachi and
Kodaira. Applications are accepted from December 2017. Dormitory selection is by
lottery.
