STATE CONVERGENCE PLAN 2018-19 West Bengal

Backdrop Mahatma Gandhi National Rural Employment Guarantee Scheme has its all pervasive influence in rural areas of West Bengal. Over the years, implementation of the Act and the Scheme has achieved a status that made it all the more relevant to the rural people of the state. From the early years of its ascendancy, the state government in West Bengal realised the importance of Convergence in Mahatma Gandhi NREGA and strongly advocated for it. Initially it was more like issuing certain guidelines from the state, especially from the MGNREGA implementing department of the state government and following it up with the districts and the field functionaries. During that stage of convergence, the idea was that convergence happens in the field and the District Programme Coordinators (District Magistrate) and the Programme Officers (Block Development Officers) are best suited to attempt convergence as they usually play the coordinating role in implementation of different development programmes in their jurisdiction. Since 2014-15 financial year, armed with the advisory issued by the Ministry of Rural Development, Government of India, the State MGNREGA authority initiated a state level exercise in bringing the convergence agenda to the fore. There were discussions with several development departments working in the rural areas. There were extensive discussions with the district authorities and with lateral inputs from the participating departments, vertical inputs from the districts, blocks and gram panchayats, the State Convergence Plan under Mahatma Gandhi NREGA started to emerge. State Convergence Plans were to be approved by none other than the Chief Secretary and that also gave the desired push to the concept. While planning for Convergence in Mahatma Gandhi NREGA was a well designed process in the state, at the stage of implementation, there is much scope of improvement. It is undeniable that in the field, most of activities have convergence with some scheme or the other and most of the assets created under the programme have convergence support. There are even ample instances of multiple convergence support for implementation of individual works under Mahatma Gandhi NREGA. Unfortunately, there is gap in documentation of convergence. The Convergence sub-portal maintained by the Ministry too often seems to be inadequate to capture the length and breadth of the convergence initiative. Moreover, there is no element of compulsion in entering the financial contribution of the converging programmes, which makes tracking all the more difficult. This is all the more so in case of convergence where the converging programmes maintain separate case records. The synergy in selecting beneficiaries, infrastructure build-up and provisioning of livelihood supporting component is another area of importance to make convergence initiative effective, which needs urgent attention. The beneficiaries list needs (ie. ARD, Horticulture, Fishery, Agri-marketing etc.) to be notified at the outset of the financial year and provisioning of infrastructure and commensurate livelihood input in convergence to be ensured as per notified list in ascending order. State MIS may provide avenue to capture such priority. Another major drawback in convergence is the fact that the housing programme, which has an element of nearly auto-convergence and is more on the notional side, is the largest contributor to convergence. Instead of projecting the achievements in convergence with the rural housing schemes (PMAY-G, any other State Housing Scheme), it is more important to seek convergence in providing livelihood support to the job seeker households. Keeping these inadequacies and concerns in mind, in the State Convergence Plan for 2018-19 under Mahatma Gandhi NREGA we propose to take up the major areas where

convergence is vital in achieving the basic objectives of the Scheme (Mahatma Gandhi NREG Scheme). What are the areas where we propose to put emphasis in the State Convergence Plan 2018-19?

1. Springshed development in the Hills (Convergence with Agriculture, Forest, Fisheries, FPI & Horticulture, Public Health Engineering departments)

2. Watershed-based ‘Ushar Mukti’, an initiative to improve productivity of land in 55 water stressed blocks of the western part of the state (Convergence with Agriculture, Forest, Fisheries, FPI & Horticulture, PHE, I&W, WRID departments)

3. Massive river rejuvenation work in several districts and augmentation of irrigation potential in convergence with Irrigation & Waterways and WRID Departments

4. Massive plantation activities (thematic plantation in saturation mode including fruits & flowers, medicinal, spices, aromatic, industrial etc.) in convergence with Forest, FPI& Horticulture, Sericulture, Tantuja, State Medicinal Plant Board, Tea Board, Coffee Bard, Rubber Board, Spice Board, Coconut Development Board etc. To bring quality to the initiatives in plantation, we also seek collaboration with different agricultural universities and research organisation (ICAR) and the KVKs.

5. Special initiative for embankment protection and control of soil erosion by promoting cultivation of vetiver grass all across the state (in convergence with Irrigation & Waterways Department)

6. Providing housing support to over 5 lakh rural households (in convergence with PMAY-G and other state housing programmes)

7. Livelihood support to 1 million rural women as defined vulnerable in the MGNREG Act and as included in the group of deprived households as per SECC data, mostly members of the Self-help Groups and some more vulnerable women (women having moderately or severely malnourished children, rehabilitated victims of trafficking, women headed households, especially the widows, women having children prone to school drop-out, women having children rehabilitated from child labour etc.) in convergence with the State Rural Livelihood Mission, FPI & Horticulture, Fisheries, Forest, Agriculture, Animal Resource Development, North Bengal Development, Sunderban Affairs, Paschimanchal Unnayan Affairs etc.

8. Developing social infrastructure in the form of infrastructure for the Anganwadi Centres, rural markets, crematoria, common infrastructure for the SHGs, rural roads network (in convergence with WCD & Social Welfare, Minority Affairs, Backward Classes Welfare, Paschimanchal Unnayan Affairs, North Bengal Development Departments for AWC; convergence with Agricultural Marketing for marketing infrastructure; convergence with the MPLADS, BEUP (MLALADS), BADP, GAP, own source revenue, Finance Commission grants, Incentive grant under ISGPP, Urban Development & MA for crematorium, rural roads, convergence with Tourism department and others for development of eco parks, convergence with and Youth Services & Sports Department for development of stadia etc.).

9. Promoting production of alternative and environment friendly building materials by using fly ash, geo fibres, plastic etc. (in convergence with the Pollution Control Board under Environment Department, Power Development Corporation Limited under the Power Department, Swachh Bharat Mission/ Mission Nirmal Bangla, CSIR etc.)

10. Developing infrastructure for Solid & Liquid Waste (Resource) Management in the rural areas (in convergence with the SBM/ MNB/West Bengal Pollution Control Board/ PDCL)

To give shape to the convergence initiative, we had series of interactions with the departments and the districts. Most of the departments have submitted their convergence plans. So have the district plans as well. But, as already pointed out, there is often mismatch between what is projected by the departments and what is shown by the districts. All the more important is the fact that convergence plan is always evolving and giving shape to such an evolving plan within the bounds of a document is extremely difficult. In this convergence plan, thus, we have decided to move away from the custom of giving department-wise figures only and would be trying to go for elaboration of the thematic areas where convergence with the converging programmes have been planned. 1. Department of Agriculture Department of Agriculture proposes to converge with the Mahatma Gandhi NREGS in the following broad areas: Implementation of IWMP / PMKSY for increased agricultural productivity in all IWMP

districts, especially in the Ushar Mukti blocks Increased coverage of micro irrigation, especially in the Western part of the state Improved water harvesting facilities and other basic productive infrastructure including

bio fertiliser production in the Agricultural Farms Supporting intercropping activities (with modern tools and implements) in the orchards

and other plantation sites District-wise plan outlay of the department of Agriculture and WBSWDA is indicated in the following table. However, due to erratic fund flow from PMKSY for watershed development work and yet-to-be-finalised state budget provision, the departmental contribution is yet to be worked out. Hence in the convergence plan we are notionally earmarking 70 percent of the total funding requirement for MGNREGS and the remaining 30% for the Departmental outlay.

Sericulture division of the Agriculture Department proposed extensive convergence with MGNREGS in cultivation of different silk producing plants. The following table gives an indication of the extent of convergence between Sericulture and MGNREGS in identified districts in Sericulture Farm.

2. Department of Agricultural Marketing In order to build up infrastructure for preserving the agricultural produce, Agricultural Marketing Department is promoting construction of such storage structures in convergence with MGNREGS. The labour wage of such construction is provisioned from MGNREGS while material is purchased out of departmental fund as well as with own contribution of the beneficiary. Four type of structures are undertaken under the scheme AMAR PHASAL AMAR GOLA (My crop my storage) and AMAR DHAN AMAR CHATAL (My paddy my platform) namely 1) Small country model for storage of cereals 2) Improved model for storage of cereals 3) storage structure for onion 4) storage structure with paddy drying platform. While the proposed schemes are found to be very helpful for the small and marginal farmers in improving the shelf life of their produce, a specific problem is of late being encountered in realising this convergence. The MIS under MGNREGA, which initially was supportive, has of late been non-responsive as there is no data entry window for these works. This need attention of the programme division of the Ministry. 3. Animal Resource Development Department The animal rearing is one of the widely practised livelihood options in the rural areas, especially for the vulnerable households. Hence more the achievement in this front, more will be reduction of the incidence of poverty. In the convergence model ARD Department is supplying animal resources, mainly chicks, goats and cattle and MGNREGA is contributing towards construction of birds and animal shelters. Providing appropriate shelters to the birds and animals is likely to contribute towards reduction in mortality. The scale of distribution of the department is 100 chicks (now it is advocating higher number up to 250 chicks) per beneficiary, which is 4+1 in case of Goatery and 6+1 in case of Piggery. For the cattle, the scale is usually 1 per household. The cattle shelter developed under MGNREGA is kept larger in size keeping in mind the calf as well as additional cows managed by the household. 4. Department of Fisheries West Bengal is traditionally rich in fish production. However, given the craving of the people for fish and fish products, requirement of fish in the state is substantially more than what is produced in the state. As a result fishes are imported from the states of Andhra Pradesh, Madhya Pradesh, Chattishgarh. The state government has recently planned major improvement in fish production by taking various special initiatives. Moyna Model of fish production where almost an entire block is covered through inland fisheries has been developed by the Department of Fisheries. Another major decision of the Department of Fisheries is to provide fish fingerlings and other inputs to all the ponds excavated/ re-excavated through MGNREGA. Although this is mostly post programme convergence, there is considerable value addition to the programme. The individual fish pond model in smaller water bodies succeeded in Chakdah and Dhoniakhali and replicated elsewhere. Jhora fishery in the hills, costal crab and fish culture, spate in ornamental fish culture, fish drying at coastal belt, cage fishery at large water bodies and rivulets, aquaponics are the newly explored avenues stressed upon in the new plan document. 6. Department of Food Processing Industries & Horticulture Horticulture development has become a priority area in enriching livelihood among the vulnerable sections of the society. State could come up with a thematic mapping with horticulture varieties in consonance with agro-climatic variation. It has been followed with further details at the district and sub-district level. The thematic mapping will ensure plantation in saturation mode ensuring marketability and sustainability of the produce. Around 70% of the horticulture crop may be from the same variety while 30% will be selected in a manner to get harvest at different seasons distributing the income throughout the year and insulating the farmers from the onslaught of seasonal crop failure. This will also help in nurturing of the garden throughout the year having mixed harvesting in almost all the seasons. For the quality saplings horticulture department is extending support by providing the mother plants for multiplication through coppice. For initial quality saplings the state government has also approached different specialised institutes in the ICAR network and several universities with such resources. Apart from that, the department is also extending micro-irrigation facilities to the orchards developed under MGNREGA. Convergence has been encouraged in construction of polyhouse / green house, hydroponics.

Environment Department/WBPCB The Department of Environment through WB Pollution Control Board is promoting Rain Water Harvesting Structures; mainly roof-top in the water scare region. There is also emerging scope of convergence in Solid & Liquid Waste (Resources) Management sector. 8. Irrigation & Waterways Department Apart from the canal excavation and re-excavation, convergence in river rejuvenation projects is of prime importance. The state has already taken up rejuvenation of Gandeswari, Berai, Amodar, Kulik rivers for which substantial work has been executed. The critical gap needs to be plugged by I&W Dept. The work in the basin area of seven rivers Ajoy, Mayurakshi, Damodar, Kasai, Silai, Darakeswar, Subarnarekha covering 55 blocks of six western arid districts under ‘Ushar Mukti’ will have extensive soil-water-vegetation conservation treatment resulting in sustained waterflow in the tributaries of these major rivers. The critical gaps in the initiative are to be plugged by the department. The DPR will be prepared in the next FY for the rivers Jamuna, Saraswati, Dakatia, Khari, Banka, Behula, Gangur in which, again, critical gaps need to be addressed. Embankment protection is the major area to be focussed on in addition to expansion of irrigation facilities. The P&RD Department is already advocating and implementing low cost bio engineering in river bank protection work with vetiver grasses. This coupled with the mechanical intervention of the department, may emerge as an optimum solution for river bank protection. This may figure prominently in the days to come. Water Resource Investigation & Development Department The department is already pursuing a special programme of the State Government named JAL DHARO JAL BHARO (Fetch water and Fill with water) to increase surface water as well ground water storage. MGNREGA is playing pivotal role to supplement the initiative through creation of new water harvesting structures. The WRID Department is responsible for

provisioning irrigation source like RLI and deep tube-wells as well as from other surface water storage structures. There is also a proposal for constructing pucca drainage structures from source to field for ensuring optimum utilization of harvested water, checking transmission loss. In some cases it is supposed to extend micro-irrigation facility to horticulture projects. In the coming days, in order to ensure water availability in RLI sites, the department has to participate actively in river rejuvenation projects. 10. Women and Child Development & Social Welfare Department Construction of buildings for Anganwadi Centres is the main theme of the convergence initiative with the WCD&SW Department. The departments, in addition to WCD&SW Department contributing in AWC building construction are Tribal Development Department, Backward Caste Welfare Department, North Bengal Development Department, Paschimanchal Unnayan Affairs Department and Minority Affairs Department. As per recent policy of the government, henceforth all departmental funds will be centrally monitored by the single window under the WCD&SW Department. MGNREGA will spend maximum Rs.5 lakh for construction of an AWC and rest of the fund will be provisioned from other departmental sources. It has been decided to build all such building in child friendly manner. Nutrition garden, as permissible in MGNREGA, is also to be set up in the AWC premises. 11. Sundarban Affairs Department Sundarban Affairs Department is mandated to develop the socio-economic condition of the people as well as ecological landscape of the coastal Sundarban region. Restoration of mangrove is the priority area and other activities are mainly livelihood augmentation through fishery, animal resource development and afforestation. Crab cultivation, 5 square models, fish drying yard, oil-bearing keora are the new initiative in these region. The proposed financial outlay for two Sundarban districts is as followed.

12. Coconut Development Board under the Ministry of Agriculture The Board is promoting the crop in North & South 24 Parganas, Purba Midnapore, Nadia through convergence. The farmers groups created under the guidance of CDB is also moving forward the mission. The Board has been entrusted to ensure quality saplings in this initiative. The CDB farm in Nadia has been made operational and from next year onwards, coconut saplings are expected from the nurseries. The Board has proposed to 30 coconut nurseries having around 10000 saplings in each nursery for which Board will provide Rs.8/- per saplings as incentive to raise the saplings.

The cost of nut including transport and wage “to raise” will be provisioned from NREGA. 75% of the saplings will be utilised in NREGA scheme free of cost while 25% will be sold out by the groups. The Board has proposed new plantation site over 1000 hectre(2160 per acre totalling 1.6 lakh) in IBS mode. It, in association with the beneficiaries, will provide saplings (as Board will provide Rs.40 for planting, this may be invested in sourcing saplings as well) and the part of plantation and initial maintenance wage will be provisioned from NREGA. The Board further proposed to maintain 1000 acre plantation with Rs.200 per plant from the Board and part of maintenance wage from NREGA. However the plantation created out of NREGA shall be brought under this scheme. The Budget is as flows

State Medicinal Plantation Board under Health & Family Welfare Department The Board has successfully propagated medicinal plantation in Rajnagar through a massive nursery installation. In the coming financial year, such initiative will be grounded in Purulia and Bankura. B) Prime Minister’s Awas Yojana (Gramin) / BAY In the last two financial years, in convergence with thePMAY (G)/ BAY, 90-95 person-days per completed house was provided to extend better quality and durability to the constructed houses. In the proposed financial year, convergence with PMAY (G) will continue. The funding is extended to the state housing schemes as well. Use of fly-ash bricks generated by the units set up under MGNREGS is being encouraged in PMAY (G) house construction. However, since the beneficiaries construct their own houses, there is no imposition upon them. In housing, MGNREGA funding is in lieu of labour opportunities lost and in the normal areas, 90 person-days are allowed as top up to the support received under PMAY (G) or any other housing scheme. In the difficult areas and in the previously declared IAP districts, 95 person-days are provisioned under MGNREGA. In West Bengal, as of now 95 person-days equivalent of wage is provided for all the housing beneficiaries in the districts of Purulia, Bankura, Jhargram and Paschim Medinipur. Although completion of houses and subsequent release of the last instalment of MGNREGA wage to the beneficiaries usually do beyond a financial year, we calculate against all the sanctioned houses for a year keeping in mind the fact that substantial number of houses sanctioned in the previous year will be completed in the current year and will be eligible for the last instalment of MGNREGA wage. Accordingly, for 586333 houses sanctioned for 2018-19, we have calculated 90/95 person-days equivalent of wages. Against a total funding commitment of Rs.703600.00 lakh from PMAY (G), MGNREGA wage contribution comes to Rs.101724.24 lakh. In addition to PMAY/BAY other state sponsored housing schemes to be brought under convergence portfolio. C) State Rural Livelihood Mission Under P&RD Department Convergence with the National Rural Livelihood Mission (Anandadhara in West Bengal) is in built into the very fabric of Mahatma Gandhi NREGA implementation in the state. From planning to social audit, the women members of the Self-help Groups are involved in MGNREGA. Be it ‘Briksha Patta’, be it development of larger orchards, be it running the activities in the eco-turism parks, every where the SHGs and their Federations are productively associated. However, such association has mostly come as ‘natural’ and there is little institutional arrangement to give it the form of a special initiative as such. Keeping this lack of monitoring and coordination at different levels, including the state level, this year, the State MGNREGA set up has given a call to bring 1 million SHG members in livelihood supportive activities under MGNREGA. Livelihood support may come in the form of a single individual scheme, in the multiple individual benefit schemes for the same SHG member household or even in the form of ‘Briksha Patta’, engagement in different community

activities like manufacturing of fly ash bricks/ paver blocks, raising of nurseries for plantation, providing services to the visitors at the eco tourism parks etc. SHG Federations have also been associated with implementation of Solid Waste Management Projects at the Gram Panchayat level where MGNREGA, SBM (G) and the NRLM are converging. Providing common infrastructure for the SHGs is a specific area in which we propose to work extensively. Activity centres can be of different type. Production centres as common workshed for the SHG members, production cum sale counters for marketing of specially designed handicrafts having ethnic flavour, short stay homes run by the SHG members at places of tourist attraction are some of the options proposed in 2018-19. Overall target for 2018-19 is selecting 300 women from every Gram Panchayat and provide them support for livelihood. For this an exhaustive mapping of the selected SHG members and identified schemes will be required. The process is on and we expect to give this further momentum after the panchayat elections are over. While hardcore convergence in economic terms is still emerging and the state government is seriously contemplating to make the SHG Federations at the Block level Programme Implementing Agencies (PIA) for the IBS and related works under the ‘One Million Dreams’, as an immediate association, for developing 20 short stay homes for the tourists at 20 locations, funding requirement comes to Rs.20 lakh per unit out of which, SRLM proposes to contribute Rs.10.00 lakh each. Thus for 20 such facilities exclusively mamaged by the SHG Federations, the SRLM and MGNREGA contribution comes toRs.200.00 lakh each. Estimated cost of infrastructure including the machines for one Fly Ash brick manufacturing unit is Rs.30.00 lakh of which SRLM will contribute rs.10.00 lakh and Rs.20.00 lakh will come from MGNREGA sources. Thus total convergence portfolio on this count comes to Rs.300.00 lakh (Rs.100.00 lakh from the SRLM and Rs.200.00 lakh from MGNREGA. D) Prime Minister’s Gram Sadak Yojana Roadside plantation along the PMGSY is a major area of convergence which is going on at every available roadside. In addition to specific programmatic funding, the Department channelises fund received under the Fiance Commission Grants (CFC and SFC), Performance Grants under World Bank supported Institutional Strengthening of Gram Panchayats Project (ISGPP) and the panchayats generated their own fund through tax revenues and non tax revenue sources. All such fund finds some way or other to converge with Mahatma Gandhi NREGA, which cannot be quantified beforehand. So is the case with the fund received by the district administration under MPLADS, BEUP etc. Following table summarises the State Convergence Plan under MGNREGA for 2018-19. This is only what has been obtained as of date and actual convergence is at much higher scale and can be assessed only at the end of the financial year. As per the plans submitted and summarised, the plan size stands as Rs. 1007782.06 lakh out of which NREGA contribution is Rs. 174365.21 lakh and departmental / schematic input is Rs. 833611.30 lakh.
