I he release of funds shall be subject to the following Conditions:-1. The funds shall be utilized strictly on the approved components as per the approved

2. The DDOs shall ensure that accounts are maintained and are subject to normal processof statutory audit likewise, an inventory of the assets created under the projects should be carefully preserved and assets that are no longer required shall be transferred to the

od!d department for its use and re-deployment where ever possible.3. The DDOs shall ensure that funds released are utilized prudently and judiciously and

in no case they should book the expenditure just for the sake of spending.4. The expenditure shall be incurred only after observing all codal formalities required

under rules.The DDOs shall furnish a status report about the scheme in terms of physical and financial progress made during the current year to the Director of Agriculture Jammu for further submission of up to date cumulative expenditure and physical achievement to the Administrative Department.The DDOs shall restrict the expenditure to the actual availability of funds and no liability shall be created in any case.The DDOs shall ensure that there is no overlapping/duplication in adoption ofschemes/tncurring of expenditure from any other scheme of the State or Central Government.The DDOs shall furnish monthly progress report (both in Physical and Financial) to the Dnector ol Agriculture Jammu for its further submission to the Administrative Department by 5 of every month.The lelease of funds should not be taken as final authority for utilization and the DDOs should satisfy himself/herself about the techno-economic viability of the scheme/components to ensure optimum utilization of funds.

The DDOs shall furnish progress (both physical and financial) along with the Uihzation Certificate to the Director of Agriculture Jammu for further submission to the Administrative Department by or before 31-03-2018Wherever, Direct Benefit Transfer (DBT) is involved, applicable guidelines including Aadhar linkage shall be complied with strictly.Ihe DDOs shall implement the programme/ work after accord of administrative approval / Technical sanction, wherever required by the competent authority,The DDOs should adherent to the conditions mentioned in the Sanction of Gol conveyed vide letter dated 14.07.2017; and

14‘ The DDOs shall vouchsafe the utilization of the funds as per the codal procedures/GoI guidelines.

15, Th®. I5)DOs sha11 utilize the funds covering Gen/SC/ST/Women farmers as per the guidelines of the scheme.
