    One o the most important new developments o theFramework Directive 89/391 was the introduction o risk assessment and the documentation o the results as a

    oundation or the establishment o a preventionprogramme o technical and/or organisational measuresto combat the risks.

    Risk assessment is the cornerstone o the European

    approach to prevent occupational accidents and ill health. There are good reasons or this. I the risk assessmentprocess the start o the health and sa ety managementapproach is not done well or not done at all, appropriatepreventive measures are unlikely to be identi ed or put inplace.

    Every year millions o people in the EU are injured at work,or have their health seriously harmed in the workplace.That is why risk assessment is so important, as the key tohealthy workplaces. Risk assessment is a dynamic processthat allows companies and organisations to put in place aproactive policy o managing workplace risks.

    In 2004, a communication o the European Commission (1)was issued on the practical implementation o theFramework directive and its ve rst individual directives.As ar as the implementation o risk assessment isconcerned, the communication stated that: The tasks in risk assessment, documentation and

    supervision are not universally spread, even in MemberStates with a tradition based on prevention.The data (2) gathered at Member State level show thatrisk assessment is not universally carried out. Asigni cant number o companies, mainly small andmedium enterprises (SMEs), still do not assess risks.

    Risk assessment is o ten considered a one-o actionand is not sustained.

    Risks are not analysed and evaluated collectively. As aresult, separate measures are being set in place, but

    there is no integrative approach or the analysis o theconditions in the workplace.

    In the course o conducting super cial risk assessmentsthe ocus is put on identi ying obvious and immediaterisks; long-term e ects such as those caused bychemicals are being neglected.

    Psychosocial risks and work organisation actors arerarely considered in risk assessments.

    The ef ciency o the measures taken is not suf cientlysupervised by employers.

    The document clearly underlined the need to improvethe implementation and the quality o risk assessment.

    The European Agency or Sa ety and Health at Work (EU-OSHA) has developed a European-wide in ormationcampaign ocusing on risk assessment. HealthyWorkplaces is a two-year European campaign whichaims to promote an integrated management approachto risk assessment.

    The Agency is ocusing on communicating the generalprinciples o risk assessment, its importance or e ectiveprevention, and that risk assessment is mandatory,necessary and easible.

    Risk assessment can be a challenge, especially or smalland medium-sized businesses, but it need not be. Theobjectives o the risk assessment campaign are to: raise awareness o the legal responsibility and the

    importance and practical need to assess risks in theworkplace. Risk assessment is not an objective in itsel ,but a power ul tool or identi ying the need orpreventive measures;

    demysti y the process and show, especially to SMEs,that risk assessment is not necessarily complicated,bureaucratic, or a task only or experts;

    promote a stepwise approach to risk assessment; encourage enterprises to carry out their risk assessment

    in-house; highlight the act that risk assessment is an ongoing

    process and not just a one-o obligation;

    underline the act that quality counts (and that it isimportant to document, monitor and review the risk assessment);

    promote participatory risk assessment, so that everyonein the workplace is involved in assessing the risks; and

    promote good practices which are trans erable andhelp make the process easier.

    The ultimate aim, o course, is to help reduce the numberso people who are being hurt or experiencing ill health asa result o their work, now and in the uture.

    Run by the European Agency or Sa ety and Health atWork, the Healthy Workplaces campaign involvesemployers, workers, workers sa ety representatives, OSHpro essionals and practitioners, preventive services,policymakers and other stakeholders in improving risk assessment at the workplace level.

    The campaign runs throughout 2008 and 2009, eaturestwo European Weeks o Sa ety and Health, in October2008 and October 2009 and a Good Practice Awardsceremony in April 2009, and culminates in a major risk assessment summit in November 2009.

    Healthy Workplaces is an opportunity to make Europesworkplaces sa er and healthier.

    Across the European Union Member States a common seto directives aimed at preventing health and sa ety risks inthe workplace apply. An important role o the EuropeanAgency or Sa ety and Health at Work is to makein ormation available to support and promote risk prevention. The Agency achieves this by publishing its

    own material and by making available existing goodpractice rom across Europe. As part o the EuropeanCampaign 2008/09 on risk assessment, a European GoodPractice scheme was organised speci cally to identi yexamples o good practice related to risk assessment. TheGood Practice Awards competition is a method o promoting and encouraging practical solutions inworkplaces, and a way o sharing this good practice.

    This publication contains real examples o how companiesand organisations rom across the European Union havetaken action to assess and manage occupational risks.

    Some organisations developed their own solutions usingin-house expertise. Others ound it use ul and cost-

    Be ore good practice in ormation can be applied, an assessment o the risks present in the workplace should becarried out and re erence made to relevant national legislation. A risk assessment is a care ul examination o whatcould cause harm to people, so that you can decide whether you have taken enough precautions or need to do moreto prevent harm. The aim is to make sure that no one gets hurt or becomes ill. I a risk assessment is not carried outbe ore implementing good practice in ormation, there is a danger not only that risks may not be controlled but alsothat there may be a waste o resources.

    The general principles o prevention are: Avoiding risks Evaluating the risks which cannot be avoided Combating the risks at source Adapting the work to the individual, especially as regards the design o workplaces, the choice o work equipment,

    and the choice o working and production methods Adapting to technical progress Replacing the dangerous by the non-dangerous or the less dangerous Developing a coherent overall prevention policy which covers technology, work organisation, working conditions,

    social relationships and the in uence o actors related to the working environment;

    Giving collective protective measures priority over personal preventive measures, and Giving appropriate instructions to the workers.

    e ective to use consultants with expert knowledge andpractical experience in preventing risks. All o them oundthat the involvement o employees and theirrepresentatives was invaluable in identi ying problemsand developing solutions. This is crucial to success, asworkers have rst-hand experience o the work situation.

    Every workplace is di erent. There ore work practices and

    solutions to problems must be matched to the particularsituation by carrying out an assessment o the risks at theworkplace concerned. However, concepts can betrans erred across sectors, organisations size and type,and Member States.

    The practical examples presented here were all entries inthe 9th annual Good Practice competition run by theEuropean Agency or Sa ety and Health at Work. The aimo this competition is to support the dissemination o good practice in ormation about risk assessment and

    promote the application o practical solutions inworkplaces in the Member States across Europe.

    Forty-seven entries rom 24 Member States (includingTurkey) were received, covering organisations o all sizes,

    rom various employment sectors and subject to a widevariety o risk actors. This publication gives details o theeight winning entries and the nine entries commendedby the European Jury Judging Panel.

    The short summaries in this booklet present the besteatures, showing what works well in practice and how it

    was achieved. These summaries are available in all

    Community languages and link to ull-length descriptionson the Agency website.

    In selecting the examples, the judging panel was lookingor solutions that:

    tackled risks at source through good management,particularly the e ective use o risk assessment andimplementation o its ndings;

    showed good consultation between management andthe work orce or their representatives;

    showed active involvement by the work orce inidenti ying hazards, evaluating risks and deciding onthe best preventive actions to be taken;

    showed that activities such as providing in ormationand training, or increasing awareness aboutoccupational risks, were part o a wider risk managementapproach;

    showed the complementary use o di erent methods,tools or approaches to assess the risks moree ectively;

    showed innovative ways to: process or analyse thein ormation gathered through the risk assessment;make the in ormation accessible to managers andworkers; document the outcomes o the assessments;regularly update the assessment, etc.;

    showed that the risk assessment process is linked to abroader occupational sa ety and health policy;

    showed that risk assessment is an active processresulting in measures that protect people in practice(and not just a ormal exercise);

    showed success ul implementation, achieving realimprovements that were sustainable over time;

    went beyond simple compliance with all relevantlegislative requirements; showed in a practical way how risks not systematically

    considered in risk assessment, such as violence at work,stress, musculoskeletal disorders and dangeroussubstances, can be properly assessed and prevented;

    showed that by using practical and easy-to-use tools(so tware programs, observation cards, electronicassessment orms, etc.) risks can be identi ed andmanaged success ully in-house;

    showed the development o risk assessment methodsor approaches in new elds such as experimental

    research, or schools; could be trans erred to other workplaces, other MemberStates and small and medium-size enterprises (SMEs).

    Good practice examples could not be developed solelyor commercial pro t. This related particularly to products,

    tools or services that are or could be marketed. Examplesthat were ocused on the individual, such as training, hadto show they were a part o a wider risk-managementapproach.

    discrepancies are noted, preventive measures planned,duties delegated and deadlines set or the elimination o these discrepancies.

    Relevant in ormation is displayed on the company noticeboard and updated regularly.

    A computer database is maintained or analysis andcontrol o all the identi ed discrepancies; listing thelocation, type and area o the identi ed risk actor, thetime allocated to resolve the problem and the person incharge. A photograph is attached showing an image o the possible hazard.

    The main results have been: Over a year without a single accident at work. More than 130 workplace improvements have been

    made, over 2,000 discrepancies eliminated, and possibleaccidents prevented.

    Increased participation by sta in health and sa etyactivity (since 2007, over 300 PDEs have been writ ten).

    Enhanced reputation o the company and improvedworking environment.

    The company ound that employees had insuf cientunderstanding o risks in the workplace, and risk assessment was not always satis actory. Employees wouldnot notice, or would ignore or conceal, unacceptable risksin the workplace, and o ten measures could not be takento prevent incidents and accidents at work.

    The rms annual sta training programme now covershealth and sa ety at work. Risk assessment training,including practical instruction, is provided annually orthe managers o various departments and or sta in theproduction, technology and quality control departments,among others. A orm or recording Possible DangerousEvents (PDEs) has been introduced and is being used byworkers. All sta are encouraged to complete the ormwhenever they notice a risk in the workplace, and place itin a special postbox. Forms received each day are readand preventive measures planned to eliminate the risk concerned.

    Since 2006, a regular audit o health and sa ety at work iscarried out at the actory. The bi-weekly audit is attendedby key managers, employees rom the Sa ety EnvironmentSystems department and sta representatives rom theHealth and Sa ety Committee. During the audit

    Day-to-day maintenance (prevention) regulations were

    been produced or each device, speci ying all the tasksrequired and how o ten they should be carried out, e.g.every shi t, once a day, twice a month, etc. For importantactivities a description o work processes has beenproduced, including visual aids. Special measurements,e.g. o muscle strain, were carried out by an accreditedlaboratory. All the risk assessment and control in ormationhas been made available on the company intranet.

    The main results were: A system or identi ying and eliminating/preventing

    risks has been put in place and standardised. Thissystem allows even complex issues to be resolved.

    Improved working environment and increased com ortor workers.

    Reduced injury risk through, e.g., improved visualisation(marking o edges, etc.)

    Absence o work injuries and near-accidents. Sta involvement in health and sa ety has increased

    due to the improved environment and participation inproblem solving.

    Improved maintenance, which cuts down not onlyinjuries but also down time and losses in production.

    The lighting equipment production lines at this car planthave a great deal o tools and equipment, which poses ahigh risk o injury. The assembly work involves increasedstrain on the orearms, due to high levels o repetitivemovements in particular. Until now risk assessment didnot include environmental and ergonomic issues. It is notenough to merely note the risks, however they must beactively removed through teamwork.

    Proactive risk assessment and management took placewith the workers participation and the use o bothinternal and external expertise. The main principle o thisapproach was where we cannot eliminate a risk, we mustget it under control.

    Risk identi cation workshops were organised, at tendedby the operator o the work station in question, e.g. anequipment technologist or industrial engineer. Theworkshops included a brainstorming session whereparticipants came up with a list o measures to eliminate/ reduce risks. Each measure was then described in anindividual document. The process o documentpreparation and standardisation was important. As a

    result each device had its own risk assessment sheetstating all sa ety, environmental and ergonomic risks.

    Once the risks have been assessed, employees are invitedto ll in a report card about the risk. Management usesthe card as a basis or taking e ective action, and within agiven period it must tell the report writer what action it

    will take to prevent a repetition o the problem, and when.This has clearly improved working conditions at the plant.As an indication, in 2007 the company received over 200report cards rom its employees!

    The employees understand and use the method. As aconsequence the company has been ree o accidentsresulting in time o work or a considerable length o time (> 1 year). Employees know they are listened to, andcan see that the organisation takes health and sa etyseriously. This is clear rom an employee satis action

    At Corus Tubes Maastricht, the processing o raw materials(large rolls o steel) and the production and storage o tubes involves many risks. Poor risk assessment can havevery serious consequences. It was observed that althoughmany toolbox talks had been held on the subject, someemployees were still not sure how they were supposed toassess risks. To make things clearer, so-called risk cardswere produced and issued to every employee.

    approved, the sa ety report is stored into a databasewhich has a search unction, making expert knowledgeavailable to all other sa ety report users; a growing pool o best practices to the research community involved. The program works with prede ned orms thathave to be lled in with relevant in ormation.

    The sa ety and risk level in the school is presentedgraphically, giving a clear overview o the risks. This helpsin developing appropriate prevention measures. Theguide also includes a set o recommendations onpreventive measures to be adopted or speci c risks.

    A team consisting o the school manager, sa ety ofcer,occupational physician, representatives o the schooladministration and students was ormed to identi y andanalyse risks. The team was trained by specialists in thecorrect use o the guide. Corrective actions were suggestedbased on levels o risk and priorities established.

    Including the students in the process has proved to be verysuccess ul they were very involved, they identi ed risksspeci c to them and their suggestions were innovative and

    The holding company VAE, based in Zeltweg, Austria, hasa sta o about 80 people. It is responsible or coordinatingand managing the VAE group, which comprises 38production sites with some 4,200 employees on sixcontinents (18 sites within the EU). One o the majorchallenges in taking a common approach was thedi erences in the levels o sa ety at work and healthprotection in the di erent countries in which thesubsidiaries are based.

    T a t takThe approach chosen was not simply to trans er thedocuments, checklists and methods developed andapplied success ully in Austria to the subsidiaries, but tosummarise the undamental risk elements or the industryand solutions in orm o a structured guidebook (VAE-HSEGuidebook). Moreover, a so tware tool was developed orthe organisation and documentation o tasks and sitemanagers (HSE experts) were appointed and trained.

    The Guidebook contains in ormation in text and picturesillustrating correct and incorrect technical or organisationalprocedures. It is intended to raise awareness amongemployees and managers and help them to identi ypotential risks and take preventive actions. The risks andpossible solutions listed originate not only rom Austria,but rom various other sites including Germany, Brazil andSouth A rica.

    So tware was developed to help document andadminister approximately 200 HSE minimum standards

    rom the Guidebook where tasks, time rames andresponsibilities have to be entered and monitored. HSEexperts at all o the companys sites were appointed andtrained in its use. Company representatives rom all sixcontinents took part in the rst VAE-HSE-Expert meeting.

    There was a clear reduction in risk and exposure in manycases overall the measures led to a all o approximately60% in the accident rate rom 1996 to 2007. This producedan annual saving o about EUR 400,000 at the Austrian sitealone. In addition, maximum capacities and deliverydeadlines could be reached more easily, risks o liabilityand penalties were reduced, insurance premiums ell andquali ed personal could be attracted. The companysimage was enhanced and the duplication o e ort waseliminated by using group knowledge.

    This system represents a practical solution designedspeci cally or quarries, which can be used to achieve along-term improvement in health and sa ety at theworkplaces in question.

    The training courses and documentation are providedree o charge. This saves each company the cost o

    external (commercial) services. Nearly 60 companies havesent employees on the course so ar. All companies havereceived the model risk assessment and can implement itin their businesses, thus producing individualdocumentation designed speci cally or the business.

    Mechanical processing (extraction, transport, crushing,loading) o the mineral raw materials in the quarryingindustry produces dust. I these materials include stonethat contains asbestos this dust may contain critical levelso asbestos bres. In the long term this may cause asbestosis a hardening o the connective tissue in the lung. There isalso an increased risk o bronchial carcinoma andmesothelioma o the pleura (cancer o the chest lining).

    Until now there has been no integrated managementsystem or asbestos risk assessment in quarries. It has beenle t almost entirely to each enterprise to assess the risk situation and the protective measures to be taken. Toremedy this situation MIRO, the German employersorganisation or this sector, and StBG, the statutoryaccident insurance body, developed an integratedmanagement system Training Model Risk Assessment Model Documentation to cover the handling o mineralraw materials contaminated with asbestos. The system isavailable ree o charge to anyone involved in this eld. Itincludes a training course that teaches employees aboutthe problems o asbestos including asbestos-relatedhealth risks, provisions and regulations, identi ying stone

    Work at a car plant involves a number o hazards that canput workers health and sa ety at risk. At Revoz, risk assessment has become a vital part o the constant e ortto eliminate and control risks at work.

    The company has taken a comprehensive approach toassess and manage workplace risks. The starting point orper orming risk assessment is the policy o sa ety,ergonomics and conditions at work. Risk assessment itsel consists o three phases: (1) the situation analysis, (2)identi cation o risk reduction measures, and (3)implementation o these measures. Monitoring the resultso interventions is a constant parallel process. Workers areinvolved in the whole risk assessment / managementprocess.

    The basis or de ning risk is the so-called FSSE (a simpli edsheet or sa ety and ergonomics assessment), which isused or assessment o each work station. This in ormationis supported by: medical data,

    analysis o working environment, accidents andhazardous events, and assessment o chemical substances.

    The Sa ety Audit involving all relevant players, e.g. workers,is per ormed when change has been introduced in theworkplace. Based on the above in ormation, theassessment is ormulated.     environment. During this time the health circle groupdeveloped solutions to 14 o these problems, resulting in

    a total o 33 improvement suggestions.Employees pointed out that the health circle method wasmore e ective than existing risk assessment methods,because a more visible and detailed analysis o theproblems helped with nding appropriate andmanageable solutions and all problems were heard anddealt with.

    Sickness absence ell rom 1,514 sick days in 2006 to 1,017sick days in 2007.

    Employees said that the psychosocial work environmentclearly improved as a result o the health circle project,and this in turn had a positive e ect on motivation.

    The aim o the project was to test the health circle methodas a way o improving the existing risk assessmentapproach.

    The health circle method can be used to implementcomprehensive workplace changes. The methods simplestructure provides a clear path rom the process o identi ying problems to actually implementingappropriate solutions. The method is based on theassumption that employees are experts on their ownwork environment and that this expertise should be usedto develop improvement suggestions. Health circlemeetings are guided by a specially trained acilitator, whooversees the process and leads the group through theproblem-solving meetings.

    The health circle at Solgarden consisted o nineparticipants: six employees, the health and sa etyrepresentative, the shop steward and the nursing homemanager.

    The project started with a comprehensive questionnairesurvey about the physical and psychosocial workingconditions. The health circle acilitator presented thesurvey results at a sta meeting, where employees couldcomment on the results. The health circle group startedwith an overview o the problems under discussion. Eachproblem was analysed in detail and potential solutionsdiscussed. A ter the six health circle meetings the task was to implement as many improvement suggestions aspossible.

    Erdemir is an integrated steel mill which produces stripproducts. There are many hazards and risks in thisworkplace, and the aim is to reduce exposure to risk to anacceptable level in a cost-e ective way. Erdemir hasdeveloped computer so tware to enable e ective risk assessment to be done online.

    Erdemir Risk Assessment Program (ERDS) so tware wasdeveloped by the rms own so tware team. The systemenables data analysis and traceability and it is designed toenable continuous adaptations to di erent environmentand conditions.

    The system has several parameters which are hazards,sources o hazards, risks, working areas, risk level, healthe ects (acute, chronic), personal protective equipments,MSDS (material sa ety data sheet), teams o risk assessmentetc. It can be adjusted according to those parameters andto new working conditions, technologies or/andequipment, and to take into account the requirements o new or trainee workers. Risk assessment is done bydetermination o risk levels, which are a multiple o theprobability o occurrence o hazards and the intensity o hazards. Priority preventive actions are taken according tothese evaluated risk levels.

    Risk assessment is done with the help o risk assessmentteams or every unit. Each team consists o ve workers

    rom the unit concerned.

    Since the introduction o this risk assessment so tware, ithas been much easier to determine risks and risk levels,and to take corrective actions. Moreover, in order to

    Peintures Hubert Schmitt et Fils SARL is a small companywith ve employees that specialises in house painting orprivate individuals. The company assesses its risks usingpractical and easy-to-use tools provided by OPPBTP, theFrench pro essional body or risk prevention in buildingand public works. By properly assessing risks and keepingthe risk assessment updated, it has managed to eliminaterisks at source and improve working conditions.

    The company uses two di erent tools to assess the risks.The rst is a so tware program with a section or Painters,Glaziers and Floor tters in which the assessmentprinciples given are clear and each task per ormed is listedin order o priority ( rom priority situation to low risk task).A speci c program intended to assess chemical risks wasalso used, and our products used by the company were

    ound to be particularly hazardous. Based on theoutcomes o the assessments, an action plan wasestablished and the ollowing measures developed: Introduction o a new washing station with a

    decantation tank to avoid any contact with paints whencleaning materials;

    Adaptation o the basement to ensure proper storageo products;

    Workshop redesign: a new room or waste and a newchanging room or the sta were built;

    Acquisition o new equipment to improve health andsa ety outside the workshop: a mobile sanitary trailer, anew and sa er sca olding and a new portable airsuction ventilator;

    Acquisition o appropriate personal protectiveequipment;

    Substitution o the our chemical substances considereddangerous with less hazardous paint strippers;

    As a result o the changed schedule and methods o cleaning, the rate o slip accidents has been reduced byhal to 2.75 per month. The condition o the oorremains the same through the working day.

    The sta who have participated in the training betterunderstand the importance o oor cleaning in reducingslips, trips and alls.

    As the members o sta were involved in all stages o theproject, they have a sense o ownership o it they

    monitor the progress and observe the new rules, includingmaintaining records o cleaning.

    Tulip Foods Ltd manu actures, slices and packs cookedmeat products or the major UK supermarkets. Productionis organised over two eight-hour shi ts between 6 am and10 pm, and the night shi t is responsible or cleaning.

    The oor in the production hall is anti-slip but was laideight years ago. High-traf c areas are more prone tobecome slippery as the day progresses. Even thoughthere is a dedicated team that regularly clears debris romthe production area and keeps the oors clean, therewere a high number o slips as many as nine per month,with an average o six per month in the previous sixmonths. Most o the slip accidents were happening onthe a ternoon shi t.

    As a result o an investigation conducted by a designatedteam, changes were proposed. The method o cleaningthe oor was changed to incorporate the use o chemicalsto clean up at and grease. Use o watering cans and small,precise doses o chemicals helped to minimise the risk o

    ood contamination rom chemicals. The hygieneoperatives used scrapers to remove major debris, as theyhad done be ore, then sprinkled chemicals onto the oor,scrubbed and scraped to a drain. This removed theresidue o debris, at and grease and the oor remainednon-slip. Known high risk areas were cleaned more

    requently, and records kept o all cleaning carried out.

    A training course based on the HSEs Slips and Trips guidewas organised to in orm all sta o the seriousness o slips,trips and alls, and tell them about the new cleaningprotocol. Joint Consultative Committee representativeson both shi ts are monitoring oor conditions and arereporting at ortnightly meetings.
