Project Goal and Objectives

The Goal: Provide a direct connection between the Goethals

Bridge and U.S. 1&9 by completing the Interchange of U.S.

Route1&9 and I-278.

The Objectives:

• Reduce congestion on local roads, improving safety and

maintaining existing Levels of Service.

• Reduce heavy truck volumes on local roadways.

• Maintain regional traffic on regional roadways.

• Improve circulation and mobility between regional

transportation system.


Project History

• Project initiated in November 2013

• Conducted traffic counts, analyses, and forecasting in March 2014

• Held Public Information Center (PIC) Mtgs in May - October 2014

• Held NJDOT/FHWA Workshops held May and December 2014

• Developed 13 concepts and performed environmental screening

• Initial Traffic Study of Park Avenue Intersection – September 2015

• Developed concepts the Park Avenue Intersection – January 2016

• Presented concepts to FHWA/NJDOT– February 2016

Park Avenue intersection Level of Service.

• Alternatives analyzed:

Full Widening - Widening on all approaches to the

intersection & traffic signal timing, phasing changes.

Improves Overall Operations of Intersection.

Major Impacts to residential and commercial

properties (16 properties).

Signal Revisions Only - Traffic signal timing and

phasing changes. Intersection would operate as it

does today.

Chosen Preferred Alternative:

Partial Widening –

Addition of NB left turn lane & traffic signal timing,

phasing changes.

Improves Overall Operation of Intersection

Impacts some commercial properties (7 properties).

No Homes Impacted With This Alternative

• Initiate Preliminary Engineering – Late Summer 2018

• Final Design – Late Calendar 2019

• Start Construction – Spring 2022

• Substantial Completion – Late Spring 2024
