1 SCOPE
1.1 Project description
The Gjøa field is located 47nm NNW from Bergen. Statoilhydro and partners are developing a mainly sub sea
production system including one semi-submersible platform and five sub sea production manifolds with spools and
risers connecting them up to the semi. A 132km 28” gas export pipeline will connect the Gjøa field to a hot tap tee
in the FLAGS 36” pipeline, thus allowing gas export to St.Fergus in Scotland. A 56km 16” oil export pipeline will
connect the Gjøa field to an inline tee at TOR II allowing oil export to Mongstad.
The flow line/pipeline installation and tie-in operations are planned during the year of 2009, while riser hook-up to
the SEMI will be carried out in 2010. Start of production from the Gjøa field is planned for autumn 2010.

The Technip scope of work consists of the following:
• Fabrication and follow up of 2 OFF spools • Fabrication and follow up of 5 OFF spool supports • Fabrication and follow up of 11 OFF GRP protection covers • Installation of 1 OFF crossing cover between 16” spool and 36” FLAGS trunk line • Installation and tie-in of 2 OFF spools + spool supports • RFO: dewatering, preservation and leak testing of spool system • Installation of 10 OFF spool protection covers

1.3 Purpose of Document
The purpose of this document is to define the technical requirements and scope of work for tendering fabrication and coating of the Spools for the Gjøa development project – Tie-In Flags comprising of the following spools: • 2 off 16” carbon steel spools • 5 off support frames for the spools This document also gives reference to the relevant Norwegian and international standards, regulations and codes which apply. The scope of work for fabrication of the Gjøa Tie-In Spools comprises: • Verify that the work complies with reference documents. • Manufacture, supply, test and provide documentation of the goods as defined in Section 2. • Plan the work in cooperation with Technip. • Inform Technip of the plan, and provide control/status underway.

2 SCOPE OF WORK
2.1 Introduction
Subcontractor’s scope of work shall comprise the following main items:
• Provide contracts management and administration in accordance with the provisions in the ITT • Establish, implement and maintain Health, Safety, Environment, Security & Quality management systems • Progress reporting, QA and safety reporting in accordance with the provisions in this document • Review Technip/StatoilHydro drawings and referenced specifications • Establish relevant fabrication and testing procedures for the work • Issue documentation in accordance with the provisions in this document • Provide facilities for the Technip representative • Receive, inspect, store and handle Technip / StatoilHydro provided equipment • Fabricate spools and pipe supports in accordance with the provisions in this document. • Coating of Pup pieces and welds neck on flanges. • Apply FJC to the spool in accordance with the provisions in this document • Cleaning and gauging of the spools in accordance with the provisions in this document • Supply of all fluids for spool filling • Pressure test the spool in accordance with the provisions in this document • Weighing and calculation of centre of gravity • Marking • Test lifting of rigged spools (and with a possible spreader bar) • Perform 3rd party dimensional control • Install pressure Blindflanges / protection Blinds • Deliver the spools on deepwater quay within reach of the Technip installation vessel’s crane(s) or load out

2.4 Contracts Management and Administration
Subcontractor shall establish organization to manage and administrate the work. The organization shall be documented and approved by Technip. Contract management shall comprise a “single point of contact” representing Subcontractor in all commercial / contractual aspects.
2.5 QHS & E Management Systems
Subcontractor shall establish QHS & E systems in accordance with section 4 of this document.
2.6 Issue of Documentation
Subcontractor shall issue documentation for Technip review in accordance with the provisions in section 6 of this document. Documentation is subject to Technip approval. Technip will generally need 15 working days for review of documents.

2.7 Facilities for TECHNIP
Subcontractor shall provide facilities for Technip and StatoilHydro at Subcontractor’s premises. The facilities shall comprise:
• 1 office approx 8m2 • Telephone • PC capable of sending and receiving external e-mail and also with printer connection
If Technip has other projects with Subcontractor, the Gjøa representative can share office with other Technip representatives. Subcontractor shall make relevant information available to the Technip representative during the project phase. This includes but not limited to:
• All fabrication records • Fabrication procedures • QHS & E systems and manuals • Personnel certificates • Calibration certificates
2.8 CPI
Subcontractor shall receive, inspect, store and handle Technip / StatoilHydro provided items on behalf of Technip. Subcontractor’s management system shall comprise procedures for receipt, inspection, storage and handling of CPI. Where CPI is to be handled with special care, Technip will supply procedure applicable for these items. Subcontractor shall report any damages, missing items or certificates to Technip within 24 hours after receipt of CPI. CPI will be delivered/collected CIF to fabrication site. Subcontractor shall confirm receiving CPI to Technip within 24 hours. In case Subcontractor does not receive CPI according to agreed date Subcontractor to notify Technip within 24 hours.
2.9 Fabrication of the Spools
Fabrication shall be in accordance to description given in section 10.
2.10 Field Joint Coating
FJC is included in Subcontractor’s scope. This shall be in accordance with the provisions given in section 8.2 of this document.
2.11 Hydrostatic Pressure Test
Hydrostatic pressure test is included in Subcontractor’s scope. Hydrostatic pressure test shall be in accordance with the provisions in section 14.3 of this document.
2.12 Dimensional Control
Subcontractor shall fabricate the spool to meet the dimensional requirements stated in section 12 of this document. Final spool dimensions shall be verified by recognized 3rd party survey company. As-built dimensions shall be accepted by Technip prior to delivery. The nominated survey company shall be pre-approved by Technip.

2.13 Cleaning, Gauging and Filling
Upon completion of the spool fabrication, the spools shall be cleaned and gauged to ensure that they are free of any mill scale, dust, weld slag or any other particles and to confirm minimum internal diameter. Further the spools shall be filled with inhibited fresh water and protection caps shall be installed. Flange seal faces shall be protected and kept clean at all times.
2.14 Metrology Results
Technip will supply metrology results to Subcontractor including updated GA and isometric drawings. Subcontractor shall complete the spools within 14 calendar days after issue of updated design drawings. Schedule for delivery of metrology results and completion of spools/outloading is outlined in the “instructions to tenderer” letter in the ITT package.
2.15 Delivery
Subcontractor shall deliver the spools pressure tested, filled with appropriate media and with protection caps installed. Refer section 15.
2.16 As-built
A manufacturing record book shall be compiled for fabrication of the spools. The contents shall be according to referenced documents. All documents and drawings delivered by Subcontractor shall be issued in as-built revision and copied in a CD. For more details, see section 6 of this document.
2.17 Free Issue by TECHNIP
The following items are CPI:
• 3 off 16” Taper-Lok male swivel flange c/w pup piece, uncoated, blind flange with ½” vent/drain port, seal • 1 off 16” ANSI swivel flange c/w pup piece, uncoated, blind flange with ½” vent/drain port, seal • 8 off 16” line pipe in standard length, PP coated, delivered with anodes pads ready for mounting • 1 off 16” line pipe, WPQ material, length of 6m, uncoated • 3 off 16” bend 90degree, PP coated. • 2 off 16” bend 23 degree, PP coated. • 1 off 16” bend, WPQ material, 500 mm long in SML 450 I D
Technip will free issued bolts and nuts for pressure testing.
Subcontractor shall receive, store and handle CPI on behalf of Client/Technip. Subcontractor’s management system
shall comprise procedures for receipt, storage and handling of CPI.
Where CPI is to be handled with special care, Technip will supply procedure applicable for these items.
Subcontractor shall fill out the Technip CPI received report (CPIRR) see Exhibit 2 and report any damages, missing
items or certificates to Technip within 24 hours after receipt of CPI.
2.18 Procurement by Subcontractor
Subcontractor shall deliver all consumables and materials required for the supply for fabrication not listed in Section 2.17. This includes but is not limited to:

• FJC for the field joints • Welding consumables • Equipment for pressure testing including personnel, pump, fittings and hoses • Temporary rigging for handling of materials and spool-parts during fabrication • Gauge pigs • Dimensional control • Inhibited freshwater and dye sticks • Material for filling • Tensioners for all bolts • Material and coating for the pipe supports (inch anodes if require) • Consumables and equipment for marking
2.19 Installation Aids
Subcontractor shall install and secure Technip provided rigging, including spreader bar(s) if needed, for lifting the spools. Technip will only supply rigging to be used for load-out and offshore installation. Other rigging to handle the spreader bar and spools during fabrication and to transport the spools to the quay shall be supplied by Subcontractor. Subcontractor shall also install other installation aids on the spools as required by Technip. Subcontractor will need to offload spreader bar(s) from transport vessel/barge and store/handle spreader bar(s) until lead-out of spools commence.
2.20 Load-out
The spreader bar and spools shall be loaded onto a Technip provided installation vessel/barge alongside Subcontractor’s quay. Subcontractor is responsible for provision of craneage facilities suitable to deliver the spreader bar and spools onto his deepwater quay (minimum water depth 9m), within reach of Technip’s installation vessel’s crane(s) or directly onto barge. Subcontractor shall deliver the spools pressure tested, filled with appropriate media and with protection caps installed.
2.21 Schedule
Spools are to be ready for installation according to Contract schedule.
2.22 Items to be delivered by Subcontractor
Subcontractor shall supply all consumables, material for fabrication of the Pipe Supports.
2.23 Optional Work
Subcontractor may in addition be requested to provide the following services: • Rental of storage area for Technip equipment • Rental of craneage, area and manpower for SIT • Fabrication of items for seafastening • Provide welders, platers, fire watches and welding / burning gear in connection with seafastening onboard

4 HSES&Q REQUIREMENTS
4.1 General
Any representatives appointed by Technip Norge or Client shall have free access to all manufacturing facilities, equipment, products and documentation, including Subcontractor’s procedures, relating to the Contract/Purchase Order; and shall have the right to perform safety and / or quality audits as deemed necessary.
4.2 Health, Safety, Environment and Security (HSE&S)
Subcontractor shall plan, organise, execute, verify and document his performance of the work in such a manner that the risk of danger to life and health, environment and assets are minimised and that the work environment is fully satisfactory considering all factors influencing the physical and mental welfare of its employees. As defined in the contract, all work shall be planned, managed and performed in accordance with the requirements specified in Technip Norge AS document “Health, Safety, Environment and Security Requirements for Work in Technip Norge Controlled Vessels and Other Worksites”, Ref. /1/ and in “General HSE Management Requirements to Vendors”, Ref./2/. As a vital part of these requirements, the project strongly highlights the importance of immediate incident reporting, use of alternative work tasks and accurate monthly HSE reporting as set out below: Incident Reporting: The Subcontractor shall have in place a system for incident reporting and follow up in accordance to Ref./2/. Using Subcontractor’s own reporting system, the following incident categories shall be notified by the Subcontractor to Technip Norge immediately after occurrence; followed by a written report within 16 hrs, Ref./2/:
• Fatality
• Days Away From Work Case (DAFWC).
• Restricted Work Case (RWC).
• Medical Treatment Incident (MTI).
• Major Environmental Incident.
• High Risk Incidents.
Restricted Work Case: For personnel having experienced an injury and have received medical treatment, alternative duties should be provided, where appropriate, to minimize or eliminate days away from work (i.e. Restricted Work Case), Ref./2/. HSE Monthly Reporting: Each month, the Subcontractor shall summarise the HSE events in a monthly report. Technip Norge HSE reporting requirements is given in Ref. /2/. Please see Section 4.10 regarding Subcontractor progress reporting.
4.3 Quality Management System
All work to be performed under the contract or purchase order shall be planned, managed and performed under a Quality Assurance system in compliance with applicable Sections of:

4.4 Quality Plans
Before commencement of the work, Subcontractor shall submit for Technip Norge's acceptance a Quality Plan including a detailed step by step Inspection & Test Plan (ITP); where applicable design, procurement, manufacturing, inspection & test activities and procedures, with the corresponding acceptance criteria referred to and included. The Quality Plan & ITP shall comply with applicable parts of:
ISO 10005:2005 Quality Management System - Guidelines for Quality Plans, Ref./4/
and shall as a minimum show all planed witness, hold, and review points for Subcontractor’s quality control personnel. There shall be columns where Technip Norge and the final Client may include their required verification activities such as review, witness and hold points. Subcontractor shall notify Technip Norge of actual dates for “hold points” and “witness point” (identified by Technip Norge or the final Client in the accepted ITP) minimum 5 working days before starting production. During production invitations will go out 2 working days before a defined testing; respectively production step according to the Manufacturing and Inspection Plan will start.
4.5 Welding & NDE
Welding activities shall be in compliance with applicable parts of:
EN 729-2 Quality Requirements for Welding, Fusion welding of metallic materials, Part 2:
Comprehensive quality requirements, Ref. /5/
Subcontractor shall perform inspection and testing in such a manner as to ensure that all the requirements of the specifications are met. Inspection by Technip Norge shall in no way absolve Subcontractor from his responsibilities.
4.6 Inspection
Technip Norge reserves the right to inspect materials, equipment, testing facilities and manufacturing at any stage and to reject any part, which does not comply with the requirements of the specification and the drawings, contained therein.
4.7 Site Queries & Non-Conformance
Any deviation (Non-Conformance, Site Query, etc) from the requirements of this specification identified during the performance of the work shall be reported by transmittal to Technip Norge for acceptance / information without undue delay. Each Non-Conformance and Site Query shall be numbered in a sequential manner, and written approval obtained from Technip Norge for remedy/rectifying action. A log of Non-Conformances and Site Queries shall be maintained in the Subcontractor progress reports, Ref. Section 4.10, and be included in the Manufacturing Record Book (MRB) with a reference to the written response from Technip Norge.
4.8 Issue of Technical Documentation
All technical documentation, including Non-Conformances and Site Queries, shall be issued with a Transmittal to Technip Norge.
4.9 Subcontracting
Subcontractor shall impose the above HSES&Q requirements on any of its Sub-suppliers involved with the services.

4.10 Weekly & Monthly Reporting
Subcontractor shall produce the following reports: • Weekly reports to be submitted to Technip within 10:00 A.M. Monday. • Monthly progress reports with HSE statistics. Cut-off date is the last Sunday of each month. Monthly reports to
be submitted to Technip within 10:00 A.M. Monday after cut-off. Subcontractor shall attend / arrange for progress meetings with Technip as follows: • Weekly telephone meetings during preparations • Weekly meetings on Subcontractor’s premises during fabrication as required, if not otherwise agreed with
Technip.
4.11 Manufacturing Record Book - MRB
Final report including as-built documentation and Manufacturing Record Book (MRB) shall be in accordance to Ref. /7/, /15/ and Section 6.2 of this document, and shall be issued to Technip Norge in accordance with contract schedule.

5 DESIGN AND INTERFACE REQUIREMENTS
5.1 Design
Technip is responsible for final spool design after metrology and will supply all necessary design drawings. Based on crane facilities, Subcontractor may require to design and fabricate a spreader bar system to enable safe lifting of the spools to the quayside. Technip may accept doing the final spools assembly on the quayside.
5.2 Engineering
Subcontractor shall perform all engineering required in connection with fabrication of spools and document the engineering in the fabrication manual. The manual shall address as a minimum (where applicable): • Fabrication drawings • Outline fabrication procedure • Material documentation (identification, traceability and certificates) • CPI storage and handling procedure • All required WPS, WPQR, including repair of welding and burning scars procedure • Welding control and inspection procedure • Traceability Storage, handling and drying of welding consumables • Welder’s qualification records / certificates • Coating qualification records • FJC procedure • NDE procedures • Cleaning and gauging procedure • Pressure test procedure • Dimensional control methods and equipment • Dimensional control procedure
5.3 Interface Requirements
Technip will nominate a Technip contract responsible for the follow-up of the spool manufacturing contract. Subcontractor shall communicate all matters regarding the spool fabrication to the Technip contract responsible. Subcontractor may use (their own) 3rd party Subcontractors for specific tasks such as:
• Mechanical testing • Coating of bends • FJC • NDE • Pressure test • Dimensional control (required independent 3rd party) • Spool filling
Subcontractor is responsible for interface towards all their own 3rd party Contractors. Company may wish to be present at Subcontractor’s premises from time to time. Technip is responsible for the interface towards Company. All communication from Subcontractor to Company shall be via Technip, and Subcontractor shall not receive instructions from others than Technip.

6 DOCUMENTATION
All documentation shall be transmitted in scanned formats and shall meet the standard Technip requirements. An instruction with detailed requirements to documentation will be prepared. Subject to approval of its Subcontractor’s Master Document Register (SMDR) by Technip, Subcontractor shall submit documentation to Technip as defined in this Section.
6.1 Prior Commencement of Fabrication
Before commencement of manufacturing, Subcontractor shall submit as a minimum the following procedures and documents for approval by Technip. The dates given after each document are the date for the submission to Technip for review. Document numbering and submission shall be according to project specific requirements. Subcontractor shall supply accepted revisions of the following documentation in connection with fabrication of the Gjøa Tie-In spools:

In addition, the MRB Index shall be submitted for Technip acceptance in due time before submittal of the MRB. All Subcontractor’s documents and drawings are subject to Technip review and consent. Subcontractor shall establish a document control function for the spool fabrication. All documents and drawings delivered by Subcontractor shall be issued in final as-built version and copied on a CD. The CD shall be prepared after Technip approval of the MRB. Document formats shall be both native (e.g. Word) and PDF. Drawing formats shall be both native (e.g. AutoCad) and TIFF (min 400 dpi)
6.2 After Completion of Work – MRB
Within fourteen days after delivery of the work the Subcontractor shall submit a Manufacturing Record Book (MRB) for review, comprising:
• Approved Quality Plans and ITP’s • Release Notes • Original Material Certificates including Test Reports • Equipment and rigging Certificates • Visual inspection, NDE, and Dimensional Measurement Reports and confirmation of acceptable results. • Welding Plan (WPS versus weld number) • FJC records • Pipe tracking data • Traceability records • WPSs and WPQRs • Repair documentation • SMDR • As-built drawings • Test records (Qualification tests, solution annealing, etc) and confirmation of acceptable results • Approval of non-conformances and log of Site Queries • Certificate of conformity

8 CORROSION PROTECTION
8.1 External Coating
Technip will free issue coated linepipe and coated bends. The external coating is according to referenced specifications. Qualification, testing, preparation before application, application and inspection shall be according to the referenced specifications. The hubs and pup-pieces will be free issued supplied with out coating system. The coating system has to be in accordance with /15/. Contractor will suggest to use a Glass Flake Epoxy coating (Interzone 1000, Color gray)
8.2 Field Joint Coating
Subcontractor shall be responsible for the FJC on all the spool welds. The FJC system shall be according to Table 8-1, Ref. /17/. Qualification, testing, preparation before application, application and inspection shall be according to the referenced specifications. The FJC material must accommodate the design temperatures, Ref. Table 2.2

8.3 Cathodic Protection
Technip will perform the cathodic protection design. Halves shell anodes are required for cathodic protection of the spools. Subcontractor shall install these by means of a qualified pin-brazing procedure. Positions of anodes shall be subject to Technip’s approval.
9 MARKING
The spools shall be marked at 12 o’clock position for identification. Characters shall be 200mm high, color black RAL 9017 and shall provide protection against marine fouling for the design life. The spool drawing will show position for marking in each end of the spools.

10 MANUFACTURING
10.1 General
Manufacture of the spools shall be according to DNV OS F-101, Section 7 H. Subcontractor’s tender shall include for the number of welds required for each spool.

Subcontractor has 10 days to complete the spools after receipt of updated drawings. Weld numbering shall be sequential and increasing with the mediums’s flow direction. Activities after metrology shall include, but not be limited to cutting, beveling, pre-heating, PWHT, NDE, FJC, pressure testing, water filling and transport to the quayside. It should be noted that the bends will be delivered with fixed angles. To account for angular requirements from the metrology, a nominal misalignment of up to 2o will be required in metrology welds.
10.2 Manufacturing Procedure
Subcontractor shall ensure that all aspects of the fabrication, assembly and erection work are adequately controlled by the implementation of all such procedures as may be necessary to fully execute the work.
Fabrication includes provision of all temporaries and installation aids and tools / equipment necessary to perform
the work, such as but not limited to:
• Scaffolding • Handrails • Safety barriers around openings, test areas • Temporary protection and storage of pipeline materials and free issued items • PPE • Weather protection • Tools • Equipment (welding machines, consumables, preheat, cutting, inspection, control, heaters, compressors, NDE

A manufacturing procedure shall be made to demonstrate the manufacturing sequence and auxiliary equipment required. The manufacturing procedure and qualification records shall be collected into a fabrication manual for each task and submitted to Technip for review and acceptance prior to start of fabrication.
11 WELDING AND NDE
11.1 Welding of Spools
All welding, WPQ and personnel qualification shall be in accordance with DNV OS F-101, Section 7 H and Appendix C. It is part of Subcontractor’s scope to develop and qualify welding procedures for the following material combinations:
• Carbon Steel line pipe to Carbon Steel line pipe/bend (SML 450 I to SML 450 I)
Separate qualifications will be required for linepipe materials which are from different suppliers. During qualification and production, special attention shall be paid to:
• Minimising stress concentrations, particularly when welding combinations of different materials and wall thicknesses. Tapering across welds shall not exceed 1:4 inclinations.
No welding shall commence prior to WPSs are accepted by Technip. Production tests shall be performed at Technip’s decision.
11.2 Non Destructive Testing and visual examination of spools
All NDE shall be in accordance with DNV OS F-101, Section 7 H 800. The extent of NDE, NDE methods, Personnel qualifications and acceptance criteria shall be in accordance with DNV OS-F101, Appendix D. NDE procedures shall be subject to Technip consent and demonstrate how the above requirements are adhered to.

• Subcontractor shall provide personnel, equipment and instruments necessary to control dimensions and tolerances. All instruments shall have current valid calibration certificates.
• Subcontractor shall, prior to manufacturing, propose methods of monitoring dimensions and tolerances. These methods shall guarantee that tolerances, which are not met, are detected and reported to TECHNIP immediately.
• Full dimensional control shall be carried out for the scope of supply. All dimensions controlled, shall be logged and included in the dimensional control report.
• The dimension control log shall include as a minimum verification of each critical dimension on the drawing in one location. Verification that requirements for parallel or concentric surfaces have been obtained shall also is logged.
• All bolts, screws and nuts shall have normal fit after surface treatment.
Parts shall be machined and inspected at room temperature.
12.2 Specific Requirements
General fabrication tolerances for the spools are:
• Linear ± 20mm UNO • Angular ± 0,2o UNO
Subcontractor shall issue a dimensional control procedure for TECHNIP approval. The procedure shall demonstrate how Subcontractor will ensure that dimensions are within the requirements. Independent 3rd party survey company shall perform the final dimensional control.
13 WEIGHING
After completion of the work, the spool shall be weighed. The weighing procedure shall be approved by TECHNIP prior to weighing. A weight report shall be made after weighing. Weight in tones and location of COG shall be marked on a drawing and also stated in the separate weight report.

14 INSPECTION AND TESTING
14.1 General Requirements
Technip shall be allowed free access to all manufacturing sites and manufacturing procedures, and shall have the right to perform quality and / or safety audits as deemed necessary. Subcontractor shall notify Technip of planned testing activities 5 days in advance. Subcontractor shall allocate a sufficient number of quality control personnel of adequate qualifications and experience to control and monitor the required inspection and testing.
14.2 Cleaning and Gauging
After the spools are fully welded, they shall be internally cleaned and gauged. Gauging shall be in accordance with Ref. /1/ section 7G. 1000. In general the gauge plate shall be 97% of nominal pipe ID. Subcontractor is responsible to provide procedures, personnel and facilities to perform the FAT.
14.3 Hydrostatic Pressure Test
The hydrostatic pressure test shall be performed according to ref. /6/. The test may commence after completion of NDE and FJC. The test pressures for the 6 hour holding period shall be taken according to DNV OS-F101 Section 7 H 700.
Technip will supply blind caps, clamps and seals to withstand the test pressure. Subcontractor shall be familiar with the CPI caps, clamps and seals to be used during testing and shall supply the necessary tooling. Subcontractor shall supply all necessary equipment to perform the pressure test such as, but no limited to:
• Pump • Hoses • Fittings
Upon completion of pressure testing, Subcontractor shall fill up and cap the spools as described in Section 2.13.

15 PACKING AND SHIPPING
15.1 Place of delivery
Technip will supply barge for transport from fabricators yard. Subcontractor to supply craneage/manpower for loading spools onto barge under Technip’s supervision. If loaded onto installation vessel Subcontractor to locate spools on quayside within reach of vessel crane. Any spares to be packed in boxes suitable for lifting with crane.
15.2 Transport of contract items to place of delivery
Transport of Contract items from Subcontractor's premises to Technip’s chosen Point of Delivery shall be at Subcontractor’s cost and risk. If additional loose items are part of the delivery, they shall be clearly labelled and packed in wooden boxes as follows:
