Message from the Tairua Board:

“The Tairua-Pauanui Community Board welcomes the opportunity to work with the Tairua community to understand what you really want for this area over the next ten years. We want to hear what you value about Tairua, what makes it a special place to live, work and play, as well as what you think is needed to make Tairua even better.

Council is currently undertaking its Long Term Plan (LTP), by setting its priorities for the District and addressing some big infrastructure issues. There is also opportunity for comment on community projects and priorities. The Tairua Community Plan we’re working on includes those local priorities identified in Council’s LTP but also other priorities you might like to add. This is your community plan and your priorities are not limited to those activities undertaken by Council. It is important to us that we continue to talk to our communities to identify what is most important to you, so we can advocate on your behalf.

We believe that working in partnership with our communities will lead to the best outcomes for everyone. It is hoped that the Tairua Community Plan is a reflection of our shared aspirations. We will achieve these through working together for the next three years and beyond.”

How does the Community Plan fit with Council’s budgeting and LT P?The Community Board believes your views are important However, we know that the financial constraints associated with the review of TCDC’s Long Term Plan 2015-2025 mean it is unlikely that Council will deliver everything. This Community Plan, however, is your plan and will help to capture and retain your views and your priorities, which can then be used to inform/influence Council’s budgeting into the future.

What you previously told us:This community plan is intended to review and renew the previous Tairua Community Plan undertaken in 2006. It’s a chance to identify what has been achieved since then and what are some new ideas/directions the Tairua community wants to take.

As part of the 2006 plan, a number of workshops and questionnaires were sent to all Tairua ratepayers, with 465 respondents. From this process the Tairua community agreed on an overall vision:

The plan was broken into sections with key outcomes under each heading as follows:

Development, Growth and Environment Tairua Community Plan 2006 outcome - Tairuaisaseasidevillageinanattractivenaturalsettingwithgrowthmanagedinawaythatdoesnotcompromiseitsspecialqualities.Acommunitywithinfrastructurethatwillsustainanincreasedtemporaryandpermanentpopulation.

• A key project identified in the Tairua Community Plan included a review of the District Plan and town zoning, to ensure future development recognised the seaside character of the town. This process is well under way with Council’s District Plan review providing the Tairua community input into the new District Plan zones and rules around how development is to be managed. • Working with Waikato Regional Council (WRC), Tairua now has an operative Tairua Harbour and Catchment Management Plan, which addresses issues over land use and silting of the harbour raised in the Community Plan. From this plan a mangrove removal consent has been granted and the first stage of mangrove removal has been undertaken.

InfrastructureTairua Community Plan 2006 outcome - Addressingstormwaterandwatersupplyissuesofthesummermonths,continuingtoupgraderoadsandfootpathsaswellasfutureprovisionoftrailerboatparkingandupgradeofMaryBeachwharfandboatramp.

• The Board has been pushing Thames-Coromandel District Council and WRC to progress the project to address flooding at Graham’s creek. A working group was established which included local property owners, non-residents, TCDC staff and WRC, with some excellent work resulting in agreement on how to undertake the mitigation works. This project is now well underway with budget allocated for completion.

• The Board has also been a long-term advocate in addressing water supply to the Tairua township, particularly during summer months. TCDC will be undertaking to complete work at Pepe Stream this year with the aim of providing continuity of supply for permanent ratepayers and to improve water supply for peak summer periods. Council is also undertaking a Water Demand Strategy for the first year of this Long Term Plan (2015) which will provide options around water use and clearer detail around water restrictions.

• Council has also committed to re-development of Mary Beach wharf and Boat Ramp facility in the first year of the 2015-2025 Long Term Plan. A working party will be re-established to progress this project.

• Over the past few years the Board has prioritised a number of new footpaths and safety improvements including outside the Tairua School and residential care home as well as a footpath up Paku Hill. More recently, new footpaths and stormwater improvements along Manaia and Hornsea roads have been constructed as well as a new footpath along Paku Drive (from the Surf Club to Hemi Place) with a priority to finish off the footpath to the marina over the next few years.

Economic Development and ServicesTairua Community Plan 2006 outcome: Tairua -atownthatofferseconomicviabilityforavarietyofbusinesseswitharangeofemploymentopportunitiesandessentialservicescapableofretainingandsupportingalargerresidentpopulation.

• Tairua town centre service lane has been constructed behind the Library.

• St John has re-developed their building on Cory Park Domain. Draft funding has been allocated in the 2015 LTP for Red Bridge Road, to look at longer-term improvements and commercial development for this area. The Tairua Business Association has recently reformed to advocate for local community businesses.

• Events in Tairua are picking up momentum with successes such as the Food and Wine Festival, Pipe Masters, Wet ‘N Wild, Beachhop, K2, Coromandel Classic and Tairua Troubadours.

YouthTairua Community Plan 2006 outcome: InTairua,youngpeoplearerecognisedasanimportantpartofthecommunityanditisvitalthattheyhaveopportunitiestobeheardandtheirissuesandneedsaddressed. • The Tairua Youth Zone has been completed at Cory Park Domain. Pepe Reserve playground

has been redeveloped with a new disability accessible swing. Council is currently investing in a Youth Collective initiative for youth to partner with TCDC (under the contract with the Ministry of Youth Development) and local businesses to provide a series of programmes and events that bring youth, employers and training providers together with the aim to increase employment opportunities for youth in the district.

Sport and RecreationTairuaCommunityPlan2006outcome:Anactive,healthycommunitymadepossiblethrougharangeofrecreationalfacilities.• Completion of the Cory Park Youth Zone and playground, and funding towards the Pepe walkway/

cycleway bridge and walkway/cycleway in 2016/17 of the Council 2015 Long Term Plan.

So what Next?To date most of the actions identified in the 2006 Tairua Community Plan have been completed. The Tairua and Pauanui Community Board has provided input into the Draft 2015-2025 Long Term Plan, and Council has allocated funding for projects identified for the Tairua community over the next few years. We want your views and input on these projects and any other projects or issues you think will help make a difference to your community.

This initial survey will form the basis of further discussion and drafting of a plan. If you are interested in being further involved in helping to develop this plan please indicate in the questionnaire that is attached.

9. Tairua Halla) The Tairua Hall is an important community asset providing for a range of social and recreational

activities. The hall will eventually reach the end of its life sometime in the future. Is eventually replacing the hall with a new hall facility a preferred option? 11. Infrastructure Infrastructure for Tairua includes water supply, roading, footpaths, streetlights, stormwater and power. Most of these services are provided by Council, however Tairua’s main street and bridges into town are the responsibility of New Zealand Transport Agency, and the network provider for power is Powerco.
