TIMARU DISTRICT COUNCIL MINUTES OF A MEETING OF THE GERALDINE COMMUNITY BOARD, HELD IN THE MEETING ROOM, GERALDINE LIBRARY/SERVICE CENTRE, TALBOT STREET, GERALDINE ON WEDNESDAY 20 APRIL 2016 AT 7.30PM

1 PUBLIC FORUM

Melanie Page, Chairperson of the Geraldine Community Patrol, updated the Board on progress with the establishment of a community patrol for Geraldine. The group is still in the establishment phase, currently looking at funding options, undertaking training, networking with other agencies and linking with events. Test patrols have been done and three patrols per week are planned. The local police station will be manned by volunteers for two days per week from 10am until 2pm on Tuesdays and Thursdays with the possibility of this being extended if successful. McGregor Simpson joined the meeting. The service is being modelled on a similar, successful service in Twizel. Volunteers are coming forward and funding has been made available from the national community patrol organisation which is funded by the Ministry of Justice. Patrols will be conducted from 7pm until 11pm or midnight, looking at hotspots and recording location and activity every 15 minutes. The group would like to investigate possible information sharing from the service requests that are handled by council, in the hope that this information would indicate any trends or hot spots the patrol, and the police, could be aware of. It is hoped that the patrol will be particularly valuable in the town, given that a local police officer is not on duty all the time. Further updates will be provided in the future.

2 CHAIRPERSON’S REPORT The Chairperson reported on duties he had undertaken and meetings he had attended on behalf of the Board since the last meeting including Go Geraldine, Geraldine Guide and Scout Den, Geraldine Arts and Plants, visitor sign competition, NZ Post rural letter box compliance discussion, driveway sealing compliance issues and planning meetings for the Anzac events.

4 BOARD MEMBERS’ REPORTS

Board members reported on meetings they had attended and duties they had carried out on behalf of the Board since the last meeting including meeting with ECan on the Orari Gorge track issue, Orari-Temuka-Opihi-Pareora Water Zone Committee, discussion with District Planning Manager on urban landscapes, Geraldine Arts Council, Creative Communities seminar, Go Geraldine, Timaru District Council meeting, Incredible Edibles project, Geraldine Combined Sports, planning for the opening of the Vance Road Mountainbike track on 21 May, Civil Defence, Geraldine Environmental Trust, and planning for Anzac commemorations. Dog Park Clr Stevens advised that the possibility of a dog park in Geraldine has been suggested to him recently. Comment was made that while a report on such a proposal would explain what would be involved and likely locations and costs, it does not mean that the Board is supportive of a dog park at this stage. Proposed Clr Stevens Seconded Jan Finlayson “That a report be requested on the feasibility and estimated costs for a possible dog park in Geraldine.”

Shaun Cleverley and Jarrod Marsden voted against the motion. Markers for Geraldine Biking and Walking Tracks Clr Stevens raised the issue of markers for the biking and walking tracks around Geraldine, including the option of using pole people as markers, and the possibility of local people having the ability to donate markers. The Board agreed that pole people could be one of a number of options, but all appropriate options should be explored. As one of the options something distinctive to Geraldine could be considered. Proposed Clr Stevens Seconded Jarrod Marsden “That a report be requested on the feasibility and options for local people/businesses to donate markers for the Geraldine biking and walking tracks.”

Environmental Services Manager Geraldine Dog Park – Feasibility Report

_______________________________ Purpose of Report To outline the feasibility and approximate cost of establishing a dog park in Geraldine, in response to a request from the Geraldine Community Board meeting of 20 April 2016. Background The purpose of a dog park is to provide an area where people can exercise their dogs off lead. The establishment of a dog park facility at the Redruth site in Timaru has pricked the interest of other dog owners, elsewhere in the district. The site in Timaru is well supported and well used, with a community trust formed to fund raise for aspects of its development and to help manage the facility. This commitment from the dog owning community was demonstrated recently with the installation of dog agility equipment and has been very much appreciated by elected members and Council staff. At the Redruth Dog Park located at Leckie Street, Council funded the purchase of the equipment and worked with community partners, facilitated by the Dog Park Trust, who raised services in terms of the skilled installation of the equipment, concrete placing and signage to the value of approximately $15,000. It is this community partnership model that I see as an attractive model in terms of getting traction with Council for funding and developing a site in Geraldine. The Timaru Dog Park was installed to service the population of Timaru, that being in the vicinity of 30,000 people. It is a 5 acre site and had $50,000 put aside in the budget for its development. A further $20,000 to $25,000 of funding or services was invested in partnership with the community to install dog agility equipment. The Timaru situation helps to give context to any proposed development in Geraldine. Options The Redruth site in Timaru was wasteland that had very limited use due to previously being landfill. For this reason and its location, it presented as an attractive site for a dog park and fulfilled a number of requirements, which enabled development costs to be limited to approximately $55,000. Any prospective Geraldine site would also need to be cost effective and already owned by Council or the land donated for Council use in order to be financially viable. I have liaised with the Parks and Recreation Manager Bill Steans and Property Manager Matt Ambler in relation to identifying the most appropriate sites in Geraldine. There are three options at this time, all owned by the Council and they are:

Option 1 Corner of Waihi Terrace and Tripp Street

Option 2 Kennedy Park

Option 3 Todd Park.

The preferred option out of the three sites available based on cost, minimum current utility for the community and location is the land parcel at the corner of Waihi Terrace and Tripp Street. The area anticipated to be used is approximately 2,000m2 in size. The preferred site is centrally located and close to areas where dogs can be exercised on lead or off lead (Todd Park and the river area). It will be relatively straight forward to fence and does not have residential properties on its immediate boundaries. It is small but adequate for the intended purpose; the small size will help to minimise ongoing maintenance costs. There is sufficient roadside parking to allow for a small number of vehicles and the site itself can service the needs of both locals, and those passing through on holiday with dogs in their vehicles. Should a high profile be perceived as an issue in terms of traffic then planting along Waihi Terrace could reduce this.

The approximate costs associated with developing this site are based on previous experience but only indicative. They can be summarised as follows:

$15,000 for fencing

$10,000 for services to the site

$5,000 for signage and above ground services (such as a drinking station, bin etc.)

$15,000 per year for maintenance (mowing and emptying bins etc.). The other two sites would have different costs associated with their development but are not as attractive as the preferred site in terms of the criteria described above for this site (location, lack of community utility presently, parking, cost etc.) More accurate costings can be generated if the project progresses and a suitable site is confirmed. Identification of Relevant Legislation, Council Policy and Plans Local Government Act 2002 Timaru District Council Consolidated Bylaw 2013 Assessment of Significance This matter is not deemed significant under the Council’s Significance and Engagement Policy. Consultation The potential development of any site for the purpose of exercising dogs off lead should be done in response to a community need or expressed desire. That need or desire could be assessed through a targeted consultation process, but outside of the Special Consultative Procedure. The community support for a dog park could further be demonstrated by a community/Council partnership arrangement, whereby the Council donates the land and maintains any dog park once the community has raised an agreed amount toward the cost of developing the chosen site, as has been shown to work in Timaru. Other Considerations The potential for the dog owners’ perception of unequitable distribution of funding based on the dog population in particular areas within the district is a risk. This could be managed by ensuring adequate communications and consistent messaging to highlight the Geraldine community input in terms of meeting costs of any prospective dog park development. Funding Implications See above. Conclusion The question posed by the Geraldine Community Board was whether or not a Geraldine Dog Park was feasible and what the associated costs might be of such a park were it to be developed. The answer is that a dog park in Geraldine is feasible and the costs associated with it would be approximately $35,000 to $40,000 to develop with ongoing maintenance costs of approximately $15,000 per year.
