Preferential Arrangements Among Original: English Developing Countries Negotiated in GATT
COMMUNICATION FROM THE PHILIPPINES
The following communication dated 31 May 1977 has been received from the Delegation of the Philippines.
The Philippine Mission to the United Nations and other international organizations in Geneva presents its compliments to the Director-General of the General Agreement on Tariffs and Trade and has the honour to inform him,, for the information of developing countries participating in the Protocol Relating to Trade Negotiations Among Developing Countries, of the decision of the Philippine Government to ratify the Protocol Relating to Trade Negotiations Among Developing Countries on the basis of the attached schedule, which, as explained below, takes into account the revision of the Philippine tariff.
It is recalled that the Philippines was one of the original signatories to the Protocol and that during its negotiations in 19713 the Philippine Government informed the other participating countries of its pending decision to make a major revision of the then existing tariff code. This major revision was in fact effected under Presidential Decree No. 3^ and among the major features was the simplification of the tariff structure by dividing it into six basic rates, i.e. 10, 20, 30s 50, 70, and 100 per cent.
In proposing the attached schedule of concessions on the basis of which the Philippines would be ready to ratify the Protocol.., the Philippine Government assures the signatories to the Protocol that the objective is to find a way of maintaining these concessions consistent with the new tariff structure. It is therefore ready to discuss with interested signatories any matters they may wish to raise in connexion with the schedule.
The Philippine Government also takes this opportunity to advise that the Philippines wishes to obtain flexibility in fulfilling her obligations under the ASEAN Preferential Trading Arrangements similar to what is accorded to countries members of customs unions or free-trade areas.
