Patrick J. Buckley Age: 44 Address: 3266 West Point Road, Green Bay Years in dis- trict: 16 Occupation: Retired Green Bay police offi- cer; owner/oper- ator of Buckley Enterprises Family: Wife, Brenda, two chil- dren Education: Police science de- gree Political experience: Candidate for sheriff in 2002 Community involvement: Spe- cial Olympics, Fraternal Order of Po- lice, Cerebral Palsy telethon, Oneida Health Works blood drive. What is your position on a pro- posal that all county department heads present 2011 budget rec- ommendations with a zero tax levy increase? I feel at this point all department heads should bring forth a zero tax levy increase. We need to review governmental effi- ciencies and consolidation consid- erations. I think that we need to look not only at 2011, but continue to look out to the year 2020. The budget situation is not going to get any better without drastically changing the way we are conduct- ing business. We need to put a 10- year working budget in place so we can better identify what we need to do today to maintain the high quali- ty of life residents deserve. Tony Klemme Age: 29 Address: 1710 King of Arms Drive, Green Bay Years in dis- trict: One Occupation: Actuarial associate, Ameriprise Auto & Home Insurance Family: Wife, Sara Education: Bachelor of Science degree in mathematics, UW-Madi- son Political experience: None Community involvement: Food pantry volunteer and greeter; mem- ber of United Way Basic Needs Im- pact Council What is your position on a pro- posal that all county department heads present 2011 budget rec- ommendations with a zero tax levy increase? Unfortunately, this proposal attempts to oversimplify the issue. If the cost of providing emergency services goes up, are we willing to blindly cut back on po- lice protection? We need to trust our department heads to put forth solid and fiscally responsible budgets. If they recommend a levy increase to maintain service, it’s the County Board’s responsibility to prioritize the quality of services, find areas of savings to make up for potential in- creases and still be able to avoid tax increases. Bruce VandenPlas Age: 62 Address: 2519 Foresville Drive, Green Bay Years in dis- trict: 24 Occupation: Retired firefight- er and paramedic Family: Wife, Rebecca Education: Green Bay Premontre High School, NWTC, UW-Stevens Point Political experience: None Community involvement: Presi- dent of Green Bay Storm Inc.; an- nouncer for UW-Green Bay women’s basketball; developer of VandenPlas Field behind Southwest High School; member of American Legion Post 11. What is your position on a pro- posal that all county department heads present 2011 budget rec- ommendations with a zero tax levy increase? I believe that we need to find a way to responsibly run government without raising taxes. In the same aspect, we also need to protect jobs. There must be accountability from everyone to ac- complish this goal. Given our eco- nomic times, everyone needs to work together to lower taxes and continue to keep a strong and vi- able work force. With everyone’s help we can accomplish these goals. A zero tax levy increase may not be feasible considering the eco- nomic situation. However, all de- partment heads need to work to that end. John Vander Leest (i) Age: 30 Address: 1422 Beech Tree Drive, Green Bay Years in dis- trict: 26 Occupation: Broker associate, Green Bay Real Estate LLC. Property taxes are already too high in Brown County. As an elected official, it is my re- sponsibility to continually look for new and creative ways to hold property taxes down. Each depart- ment should be reviewed for effi- ciencies and to determine what is necessary to run the respective de- partment. To my constituents, I pledge to always vote to hold property taxes down and to chal- lenge wasteful spending. We simply cannot continue to raise taxes. We need to make government smaller and smarter and judge each program by its effectiveness, not how it was funded last year. A zero tax increase should be the goal each year, not just during an economic recession. Families and businesses are strug- gling and have had to reduce spending. The county must in turn tighten their belt. Every penny in the budget must be accounted for and accomplish a goal that benefits the people of Brown County. We need to get back the basics and return the savings to the taxpayers we serve. Vicky L. Brown County needs a reputation as a community with a high quality of life. A high quality of life creates opportunities for its citizens and its businesses. A budget is a financial guide for the current year and also the means to create future savings and economic investments. Holding the line on op- erational costs is expected, howev- er we still need the ability to invest in improvements. An effective coun- ty budget which improves the quali- ty of life while using tax revenues responsibly is accomplished with effective leadership and respectful problem solving. No one wants to spend money or raise taxes irre- sponsibly. What is your position on a pro- posal that all county department heads present 2011 budget rec- ommendations with a zero tax levy increase? While I stand totally for a zero tax levy increase, all too often elected officials make promis- es for political purposes. With feder- al and state unfunded mandates, to tie the hands of our future board to effectively, responsibly, yet in a fis- cally sound fashion conduct our business to fulfill the needs and services required, I will rely on my constituents’ advice and counsel to keep taxes down yet govern effec- tively.
