Our unique Economic Development Partnership brings the Garland Chamber of Commerce,the City of Garland, the Garland Independent School District and the Dallas Community CollegeDistrict together to develop innovative and progressive community strategies. This past year, we unveiled a new Garland brand, which features astylized Firewheel wildflower to symbolize what nature has made with what the people of Garlandmake possible. Garland continues to capitalize on its newdevelopment and revitalization opportunities. Our neighborhoods and businesses are a top priorityand through our Envision Garland planning process and our Strategy for Vital Neighborhoodsprogram, the City of Garland works to ensure a successful climate for our residential and commercial residents.

Transportation is integral to a successful business climate. Garland is proud to be a full-serviceDART member city with two light rail stations and full bus service. The DART Light Rail Blue Lineextension to Rowlett will open in late 2012, bringing new riders into historic Downtown Garlandand beyond. In addition, Garland provides easy access to major highways: Interstates 635 and 30, aswell as the President George Bush Turnpike. The Eastern Extension of the President George BushTurnpike opened this past December and now provides quick connections between activity hubs inGarland’s northern and southern sectors.

Garland remains committed to strengthening our “green” initiatives, with a continuedemphasis on energy efficiency and good environmental stewardship. In 2011, the Duckworth UtilityServices Building and the Utility Payment Services Center received its LEED© certification and theCity continues to add hybrid and electric vehicles to our working fleet. With solid goals to providereliable utilities at competitive rates, Garland Power and Light (GP&L) works with our businesses tomanage the operating costs of doing business.

Our community delights in a wealth of entertainment and recreation options, includingperforming arts, golf, shopping and dining, and an award-winning network of parks, recreationcenters and public libraries. TransportationGarland is served by two interstates

(I30 and I635) as well as the PresidentGeorge H. Bush Turnpike (190 toll) andtwo major highways (Hwy. 78 and the BeltLine Loop).

GovernmentThe City of Garland operates under a

Council-Manager form of government. TheCity Council is comprised of eight councildistrict representatives and the mayor. Eachserves a two-year term and is limited to nomore than three consecutive terms. TheCouncil appoints a City Manager, a CityAttorney, a City Secretary, an InternalAuditor, and Municipals Judges. Councilmembers also appoint citizens to serve onvarious Boards and Commissions.

When it comes to education, parentslove Garland. The Garland IndependentSchool District serves the growing DFWMetroplex communities of Garland,Rowlett and Sachse. GISD is the fourthlargest district in the Metroplex and the10th largest in Texas.

Magnet ProgrammingGISD has a variety of magnet

programs. Elementary level magnetsinclude a mix of students who live nearbyand students from all three cities whoqualified for the magnet programs. At thesecondary level, the magnet programs areusually “school within a school” programs,offering a mix of regular curriculum andspecialized magnet courses.

Elementary and middle schoolmagnet programs include gifted andtalented, math, science & technology, andclassical curriculum. High school magnetsexpand upon these offerings to includetelevision production and broadcasting,law and criminal justice, and concurrentcollege enrollment.

OPEN EnrollmentOnly a handful of districts nationwide

offer open enrollment options for students.However, none have a “choice” plan as far-reaching as Garland ISD. While otherdistricts use attendance zones to determinewho goes where, in GISD, parents are able

to choose the campus they wish to havetheir child attend. The “Choice of School”period takes place each year in January forthe following school year. Each year,between 97% and 98% of our studentsreceive their first choice school!

Colleges & UniversitiesGarland also offers tremendous

choices for college education as well. In Garland, you’ll find the LEED-certifiedRichland College Garland campus,Amberton University, and RemingtonCollege. Garland is also convenientlylocated to the Dallas County CommunityCollege District, Southern MethodistUniversity, University of Texas at Dallas,Texas Woman’s University and NorthTexas University, and the UniversitiesCenter of Dallas.

Digestive Disease CenterBaylor Garland offers comprehensive

care for digestive diseases and disorders inour Digestive Disease Center located on

the medical center’s fifth floor. The center isdedicated to the prevention, diagnosis andtreatment of digestive disorders and dis-eases, including colon cancer, peptic ulcerdisease and gastroesophageal reflux disease(GERD). The center has five procedurerooms, a fluoroscopy room for imaging,and a spacious, comfortable waiting area.

Breast CenterBaylor Breast Center’s clinical staff of-

fers screening and diagnostic digital mam-mography services, bone density testing,stereotactic breast biopsies and ultrasound-guided procedures. Faster and more effi-cient than traditional film mammography,digital mammography allows clinicians toobtain crisper images, which is especiallyimportant for younger women who havedense breast tissue or for women of any agewith fibrocystic breasts. The center’s careteam includes certified mammographytechnologists, radiologists and breast sur-geons on the medical staff of Baylor Gar-land. Breast imaging services are alsoavailable at Baylor Diagnostic ImagingCenter at Mesquite.

Center, located on the Baylor Garlandcampus, concentrates on providing comprehensive, advanced treatment forchronic, non-healing wounds. GP&L Encourages Energy EfficiencyConserving energy can be as easy as turning off lights in empty rooms, usingcompact fluorescent light bulbs, or changing out your air filter on a regular basis.Garland Power & Light customers can do even more to conserve energy byparticipating in GP&L’s EnergySaver Program.

With this program, customers can reduce energy use and save on their electricbills by upgrading to an energy efficient air conditioning system or by makingweatherization improvements to their home. These improvements include addingceiling insulation, installing Energy Star® windows or doors, covering windowswith solar screens or film, and replacing ductwork.

As an added benefit, customers with qualifying projects receive a credit theirutility bills which help to offset the cost of the energy efficiency upgrades. “Wehave had several hundred customers participate in this program since it began inApril 2008,” said GP&L’s Commercial Accounts Manager David Koliba. “Thebill credit is a great incentive for customers to make the upgrades which will savethem money for years to come.”

GP&L also offers free, online services to assist customers in learning how to useenergy more efficiently. With Energy Depot for Homes, customers can create apersonalized Energy Profile (Audit) for their home; use an Energy SavingCalculator to figure out how much it costs to operate their appliances; use theComparison Tool to compare costs and savings for new appliances; consult theEnergy Library for information; and e-mail GP&L’s Energy Advisor with anyenergy efficiency questions. Energy Depot for Business contains similar tools for customers who operate a business or commercial facility.

Customers may schedule a free, in-person energy audit to assess the currentenergy efficiency of their home and key appliances. A personalized report withsuggested energy efficiency measures will be provided at the completion of theaudit.

Garland has been a city of partner-ships from the very beginning. This was especially true in 1995 when the GarlandEconomic Development Partnership(GEDP) formally connected the City ofGarland, the Garland Independent SchoolDistrict and the Garland Chamber ofCommerce in an effort to build a sustain-able economy. This is a very unique struc-ture in the nation. For more than fifteenyears, GEDP has been directly responsiblefor growth of over $1.5 billion in new taxbase and the addition of more than 18,000jobs. What is DCMAGarland has been recognized as a

manufacturing city since the 1950s, andnumerous Fortune 500 corporations choseGarland as a location for their strategicoperations. A critical part of the GEDPfocus is the retention of key players in ourcommunity. In 2005, Richland College,part of the Dallas County CommunityCollege District

(DCCCD), one of the largestcommunity college systems in the nation,offered the Garland Chamber a loanedexecutive to work with employers on theirtraining and talent development issues. Aswe continued to meet with our companies,we realized that there was a huge need fordeveloping and maintaining the qualified

workforce since workforce developmentwas always listed as one of the top threeissues by those companies. The DallasCounty Manufacturers’ Association(DCMA) was established in 2006 underthe umbrella of the GEDP. One ofDCMA’s major objectives is to provideresources for a qualified workforce andtraining. DCMA members have access toan extensive array of training programsdesigned to meet the needs of themanufacturing community.

The DCMA is designed formanufacturing executive and top levelmanagement. It serves as its member’sadvocate at the state, local and nationallevel. Established relationships with theCity, County, State and Federal officialsenable members to have a voice in mattersthat affect their bottom line.

The DCMA sponsors luncheons,seminars and workshops on topics thatimpact the industrial community. Theseevents provide a forum for collaborationamong members to share their knowledgeand best practices.
