Transportation is vital to a successful business climate. Garland is proud to be a full-serviceDallas Area Rapid Transit (DART) member city with two light rail stations and full bus service. The DART Light Rail Blue Line extension to Rowlett opened in late 2012, bringing new riders intohistoric Downtown Garland and beyond. Garland also provides easy access to major highways:Interstates 635 and 30, as well as the President George Bush Turnpike. The Eastern Extension of thePresident George Bush Turnpike has been a strong thoroughfare that provides quick connectionsbetween activity hubs in Garland’s northern and southern sectors.

Garland remains committed to strengthening our “green” initiatives, with a continuedemphasis on energy efficiency and good environmental stewardship. In 2012, the City continued toadd renewable energy infrastructure throughout the community, and expanded acquisitions ofpropane, compressed natural gas, hybrid and electric vehicles to our working fleet. Other initiativesinclude pilot projects featuring light emitting diode (LED) residential and commercial street lightingand the opportunity to expand our energy portfolio to include renewable energy sources such as solarand wind. With solid goals to provide reliable utilities at competitive rates, Garland Power and Light(GP&L) works with our businesses to manage the operating costs of doing business.

Our community delights in a wealth of entertainment and recreation options, includingperforming arts, golf, shopping and dining, and an award-winning network of parks, recreationcenters and public libraries. The Granville Arts Center

Government

The City of Garland operates under aCouncil-Manager form of government. TheCity Council is comprised of eight councildistrict representatives and the mayor. Eachserves a two-year term and is limited to nomore than three consecutive terms. TheCouncil appoints a City Manager, a CityAttorney, a City Secretary, an InternalAuditor, and Municipals Judges. When it comes to education, parentstrust the Garland Independent School District. Garland ISD serves the growingDFW Metroplex communities of Garland,Rowlett and Sachse. Garland ISD is thefourth largest district in the Metroplex andthe 10th largest in Texas, but despite itssize, remains dedicated to quality teachingand interaction for every student.

Magnet Programming

GISD has a variety of magnetprograms. Elementary level magnetsinclude a mix of students who live nearbyand students from all three cities whoqualified for the magnet programs. At thesecondary level, the magnet programs areusually “school within a school” programs,offering a mix of regular curriculum andspecialized magnet courses.

Elementary and middle schoolmagnet programs include gifted andtalented, math, science & technology, andclassical curriculum. High school magnetsexpand upon these offerings to includetelevision production and broadcasting,law and criminal justice, and concurrentcollege enrollment.

OPEN Enrollment

Only a handful of districts nationwideoffer open enrollment options for students.However, none have a “choice” plan as far-reaching as Garland ISD. While otherdistricts use attendance zones to determinewho goes where, Garland ISD, parents are

able to choose the campus they wish tohave their child attend. The “Choice ofSchool” period takes place each year inJanuary for the following school year. Eachyear, between 97% and 98% of ourstudents receive their first choice school!

Colleges & Universities

Garland offers tremendous choices forcollege education. In Garland, students willfind the LEED-certified Richland CollegeGarland campus, Amberton University,and Remington College as well as severaldiverse technical schools. Garland is alsoconveniently located to the Dallas CountyCommunity College District, SouthernMethodist University, University of Texasat Dallas, Texas Woman’s University andNorth Texas University, and the UniversitiesCenter of Dallas.

Creating Events that Move People

The Curtis Culwell Center hasquickly made its mark as a premiere eventfacility in north Texas. Formerly theSpecial Event Center, the facility’s namewas officially changed to the CurtisCulwell Center in May of 2012. It was re-named in honor of former GarlandIndependent School DistrictSuperintendent, Dr. Curtis Culwell whoprovided the vision and leadership to openthe facility.

In November of 2012 the facilityserved as host to the UIL State VolleyballChampionships. This event set new recordsfor attendance and brought thousands ofvisitors to Garland hotels, restaurants andretail businesses. The facility served as thehost of the Southwestern Athletic

Championship (SWAC) Basketballtournament in 2011, 2012 and will serveagain as host in 2013. Each year the centerhas hosted the tournament, it has set newattendance records. The facility also hasbecome a cultural epicenter as the host to avariety of concerts that represent so manyof the cultures that make up thedemographics of the Metroplex.

GP&L Encourages Energy EfficiencyConserving energy can be as easy as turning off lights in empty rooms, usingcompact fluorescent light bulbs, or changing out your air filter on a regular basis.Garland Power & Light customers can do even more to conserve energy byparticipating in GP&L’s EnergySaver Program.

With this program, customers can reduce energy use and save on their electricbills by upgrading to an energy efficient air conditioning system or by makingweatherization improvements to their home. These improvements include addingceiling insulation, installing Energy Star® windows or doors, covering windowswith solar screens or film, and replacing ductwork.

As an added benefit, customers with qualifying projects receive a credit theirutility bills which help to offset the cost of the energy efficiency upgrades. “Wehave had several hundred customers participate in this program since it began inApril 2008,” said GP&L’s Commercial Accounts Manager David Koliba. “Thebill credit is a great incentive for customers to make the upgrades which will savethem money for years to come.”

GP&L also offers free, online services to assist customers in learning how to useenergy more efficiently. With Energy Depot for Homes, customers can create apersonalized Energy Profile (Audit) for their home; use an Energy SavingCalculator to figure out how much it costs to operate their appliances; use theComparison Tool to compare costs and savings for new appliances; consult theEnergy Library for information; and e-mail GP&L’s Energy Advisor with anyenergy efficiency questions. Energy Depot for Business contains similar tools for customers who operate a business or commercial facility.

Customers may schedule a free, in-person energy audit to assess the currentenergy efficiency of their home and key appliances. A personalized report withsuggested energy efficiency measures will be provided at the completion of theaudit.

Some GP&L customers have already made extensive energy efficiency upgrades,while others are just now learning about the steps that they can take to conserveenergy. What is DCMAGarland has been recognized as a

manufacturing city since the 1950s, andnumerous Fortune 500 corporations choseGarland as a location for their strategicoperations. A critical part of the GEDPfocus is the retention of key players in ourcommunity. In 2005, Richland College,part of the Dallas County CommunityCollege District (DCCCD), one of thelargest community college systems in thenation, offered the Garland Chamber aloaned executive to work with employerson their training and talent developmentissues. As the organization continued tomeet with its companies, the staff realizedthere was a huge need for developing andmaintaining the qualified

workforce as workforce development wasalways listed as one of the top three issuesby those companies. The Dallas CountyManufacturers’ Association (DCMA) wasestablished in 2006 under the umbrella ofthe GEDP. One of DCMA’s majorobjectives is to provide resources for aqualified workforce and training. DCMAmembers have access to an extensive arrayof training programs designed to meet theneeds of the manufacturing community.

“Micropac has received many benefits as aDCMA member company. As a specificexample, we received training through aRichland College/ DCMA grant for broadlevel skills development across our company.A couple of years ago we experienced a downturn in one of our divisions, while we had asignificant increase in our sister division. As adirect result of the skills training , we avoided

layoffs by transferring employees across divisions who fortunatelyhad the skills training needed.”

“KARLEE recently had a large pothole inone of our main shipping routes that wascausing havoc for our trucks. Fortunately therelationships formed through the DCMAallowed us to resolve this problem in amatter of days with just one phone call. Small Business DevelopmentIn March 2012, the Garland Chamber of

Commerce opened the first Small BusinessDevelopment Center satellite campus in theDallas area. The partnership between theChamber and the SBDC is the first of its kindand will continue to be a model for SBDCpartnerships to come. More than 150 smallbusiness owners and executives have alreadytaken advantage of the numerous resourcesavailable to help their companies see greatergrowth and increased efficiency.

The Small Business Development Center,in conjunction with the Garland Chamber ofCommerce, provides small businesses with amultitude of resources, including free, in-depthcounseling, consulting and coaching. TheGarland Chamber has an SBDC counseloravailable each Wednesday and Thursday at theChamber office, by appointment.

In partnership with the Small BusinessAdministration (SBA), the State of Texas andthe Dallas County Community Collegenetwork, the SBDC assists startups andexisting businesses, including manufacturers,with the following services:

u Conducting financial analysis to help improve profitability and bankability

u Developing competitive strategiesu Coping with government regulation

and taxesu Designing strategic business, marketing and

sales plansu Hiring and managing employeesu Understanding and securing loans and other

sources of capitalu Website development and social networkingu Evaluating the purchase of an existing

business to expand internationally with the assistance of the International Trade Development Center, which provides free market research and develops entry

strategies in foreign marketsu Diversifying a company’s client base using

the assistance of the Center for Government Contracting, which educates and provides assistance with minority, veteran and women-owned certifications and bid proposals for government contracts

u Developing systems, policies and proceduresthat minimize, transfer or eliminate risk factors with the assistance of the Risk Management Center

u Improving efficiencies and effectiveness of manufacturing processes or management systems using the assistance of the Enterprise Excellence Center

u Understanding patents, trademarks and copy-write processes for new products and services and bringing unique technology to the market with the assistance of the Technology Commercialization Center and assisting with pro-bono legal counseling, developing prototypes and intellectual property strategies

u Assisting with valuating and identifying sales brokers for those interested in selling their business
