C6-2 areasThe midblocks between West 18th and West 20th Streets, the Tenth Avenuefrontage between West 18th and West 22nd Street, and the area east of TenthAvenue between West 17th and West 18th Streets would be rezoned to C6-2.The base FAR within the C6-2 areas would be 5.0 and could be increased to 6.0with acquisition of development rights from the HLTC. However, to reflect thelower-scale Chelsea Historic District east of Tenth Avenue, the C6-2 districtalong Tenth Avenue between West 20th and West 22nd streets would have amaximum density of 5.0 FAR.
The C6-2 district would serve as a scale transition from the higher densitydevelopment that would be permitted along Eleventh Avenue and south of West18th Street and the lower-scale Chelsea Historic District to the east of TenthAvenue. Additional bulk controls for lots adjacent to the High Line wouldpreserve views, light, and air for the proposed High Line open space whilereflecting the varied built context of Tenth Avenue.
The High LineThe High Line is an elevated rail structure that was constructed between1929 and 1934 to serve the industrial and manufacturing districts alongthe west side of Manhattan. The High Line has not been used for railtransport since 1980 and portions of the line were demolished in the1960’s and again in 1991. The line currently extends for 22 blocks(approximately 1.4 miles) from Gansevoort Street northwards to West34th Street. The primary line and its spurs contain approximately 6.7acres of elevated area occupied by gravel, grasses, shrubs, and, in someplaces, trees. The line varies in width and elevation, but is generallybetween 30 and 50 feet in width and 25 feet in height.
