The purpose of this report is to provide an update on activities since the presentation of a petition to Council on 30 July 2013. The petition requested that a Melbourne laneway (or city landmark) be named after Australia’s first lady of rock, Chrissy Amphlett, who passed away on 21 April 2013 after a long battle with breast cancer. Chrissy Amphlett, (1959-2013) was an Australian rock icon, songwriter and actress who in 2006 was inducted into the ARIA Hall of Fame. 2. The lane chosen was Corporation Lane 1639 (CL1639) (refer Attachment 3). Key issues 3. Chrissy Amphlett’s career began in Melbourne in the 1970s and her history with Melbourne is long and colourful. She was christened at Collins Street Baptist Church, and worked at the now legendary Collins Street boutique ‘The House of Merivale and Mr John’. Chrissy Amphlett appeared with the Divinyls at the Palace Theatre on 2 June 1995 and in ‘The Boy From Oz’ at the Princess Theatre in Melbourne between 21 May and 21 November 1999. Chrissy and Charley Drayton also signed their Marriage License in the Princess Theatre. 4. Council is the responsible naming authority and its ‘Naming of Places (Including Roads) Policy’ (refer Attachment 4) requires a road be named having regard to the historical and cultural aspects of the road and its environs. Chrissy Amphlett had long standing and widely themed contacts with the City of Melbourne (refer Attachment 5). The proposal can be considered to align with this policy. The proposed Amphlett Lane meets all of the requirements of the Geographic Place Names Act 1998 (Act) and is supported by the Registrar of Geographic Names. Despite a specific request from the administration, the registrar has indicated he will not agree to naming a lane in full as Chrissy Amphlett Lane as it is considered to be contrary to state guidelines gazetted under the Act. 5. Officers have engaged in regular consultation with the petition lodgers in order to identify suitable laneways for naming. The lane needed to be currently unnamed and under Council’s care and management. It also needed to be worthy of the commemoration and appropriately located in regard to potential visitation. Consideration also has to be given to the effects of the naming on abutting property owners and business operators. Several potential lanes were identified and CL1639 was ultimately decided on (refer Attachment 5). 6. Notice of the proposal has been given by advertisement in the Melbourne Leader Public Notices section on 7 July 2014, on Councils website (Public Notices page), to the owners and occupiers of all properties affected, in addition to emergency service providers (refer Attachment 2 and 4). No responses have been received. Recommendation from management 7. That the Future Melbourne Committee supports the naming of the currently unnamed public laneway Corporation Lane 1639 as ‘Amphlett Lane’ with that name coming into effect on registration of the name in VICNAMES. Supporting Attachment

Legal

1. The Act makes provision for the naming of places, which include road and street names and the registration of place names.

2. Clause 5(1)(a) of schedule 10 of the Local Government Act 1989 sets out Council’s powers to approve, assign or change the name of a road.

3. A name formally comes into effect by the Registrar of Geographic Names gazetting a notice of the naming in the Victoria Government Gazette. Following the gazetting the name is then recorded in VICNAMES (the state’s electronic register of place names).

Finance

4. The costs would be borne by Council from existing operations budgets, which include the consultation process and the placement of new sign(s).

Conflict of interest

5. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Stakeholder consultation

6. The consultation undertaken included letters to the occupiers and owners of abutting properties, a notice in the local newspaper and via NES to emergency service providers and authorities.

Relation to Council policy

7. The proposal meets with Council’s ‘Naming of Geographic Places (Including Roads)’ Policy.

Environmental sustainability

8. The naming of an unnamed road raises minimal sustainability issues.
