• Federal small business programs too onerous for micro sized firms, like many LA firms.
• Issue does not speak to or utilize the particular expertise of landscape architects
• Landscape architects cannot be leaders on the issue
• Other small business organizations have more credibility and can be looked to for information

Cons: - ASLA working alone on issue – no coalition partners- increased resources needed- learning curve and need to establish new contacts - requires an ASLA-led campaign with all departments
(messaging is critical)- ASLA has a STEM application pending with Homeland Security
