Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to reflect changes to cer-tain prices and mailing standards for the following Compet-itive Products:

DMM Revision: Products Mailable at Nonprofit Standard Mail Prices Under statutory restrictions in the Mailing Standards of

the United States Postal Service, Domestic Mail Manual (DMM®) 703.1.6.11, products that are mailed at the Non-profit Standard Mail® prices must meet at least one of three exceptions. A low-cost item is one of the exceptions refer-enced in the Internal Revenue Code. The value of a low-cost item — the actual cost to the authorized nonprofit organization — is determined each year by the Internal Revenue Service, and adjusted for the cost of living. For 2015, the value of a low-cost item is $10.50 or less.

IMM Revision: Changes to Pricing and Mailing Standards for International Shipping ServicesEffective April 26, 2015, the Postal Service™ will revise

Mailing Standards of the United States Postal Service,International Mail Manual (IMM®) to reflect changes to the prices and standards for the international shipping services noted below, pending Postal Regulatory Commission (PRC) review:

Global Express Guaranteed® (GXG®).

Priority Mail Express International™.

Priority Mail International®.

First-Class Package International Service®.

International Priority Airmail® (IPA®).

International Surface Air Lift® (ISAL®).

Direct Sacks of Printed Matter to One Addressee (Air-mail M-bags).

International Extra Services:

Certificate of Mailing.

Registered Mail™ service.

Return Receipt service.

New prices will be located on the Postal Explorer® web-site at http://pe.usps.com.

Global Express GuaranteedGlobal Express Guaranteed (GXG) service is the Postal

Service’s premier international expedited product provided through an alliance with FedEx Express®. The price increase for GXG service averages 7.2 percent.

The Postal Service continues to provide Commercial Base pricing to online customers who prepare and pay for GXG shipments via USPS®-approved payment methods, with variable discounts up to 16 percent off the published retail prices for GXG.

The Postal Service also continues to offer Commercial Plus pricing that includes discount price incentives to large-volume customers who commit to tendering at least $100,000 in annual postal revenue from GXG, Priority Mail Express International service, Priority Mail International ser-vice, and First-Class Package International Service via USPS-approved payment methods, with variable discounts up to 24 percent off the published retail prices for GXG.

Priority Mail Express InternationalPriority Mail Express International (PMEI) service pro-

vides fast service to approximately 180 countries. A money-back guarantee service (exceptions apply) is avail-able for certain destinations. The price increase for PMEI service averages 6.7 percent. The Commercial Base price

and Commercial Plus price for customers that prepare and pay for PMEI shipments via permit imprint, online at http://usps.com®, or as registered end-users using an authorized PC Postage® vendor will remain a variable discount (based on the item’s weight and price group) of up to 13 percent below the retail price for Commercial Base price and up to 25 percent below the retail price for Commercial Plus price.

The Postal Service continues to offer Commercial Plus pricing that includes discount price incentives to large-vol-ume customers who commit to tendering at least $100,000 in annual postal revenue from GXG, PMEI, Priority Mail Inter-national, and First-Class Package International Service. The Postal Service will continue to include PMEI in customized Global Expedited Package Services (GEPS) contracts offered to customers who meet certain revenue thresholds and are willing to commit to a larger amount of postal reve-nue for PMEI and Priority Mail International services.

Priority Mail InternationalPriority Mail International (PMI) service is a way to send

merchandise and documents to about 180 countries. The price increase for PMI service averages 6.8 percent. The Commercial Base price and Commercial Plus price for cus-tomers that prepare and pay for PMI items via permit imprint, online at http://usps.com, or as registered end-users using an authorized PC Postage vendor will remain a variable discount (based on the item’s weight and price group) of up to 13 percent below the retail price for Com-mercial Base price and up to 21 percent below the retail price for Commercial Plus price. Large-volume mailers who commit to tendering at least $100,000 in annual postal rev-enue from GXG, PMEI, PMI, and First-Class Package Inter-national Service may request authorization for Commercial Plus discount prices. The Postal Service will continue to include PMI in customized GEPS contracts offered to cus-tomers who meet certain revenue thresholds and are will-ing to commit to a larger amount of revenue to the Postal Service for PMEI and PMI.

We are proposing a structural change to create price zones for PMI service to Canada. New zoned prices, based on the origin ZIP Code™ for PMI destined to Canada, will encourage customers to better use our network and allow us to compete more effectively in major metropolitan mar-kets from which U.S. businesses export and where the Postal Service operates international gateways (Interna-tional Service Centers).

An additional classification change is an increase from 44 pounds to 66 pounds for the maximum weight for PMI Country Price Group 17 (Netherlands).

First-Class Package International ServiceFirst-Class Package International Service (FCPIS) is an

economical international service for small packages weigh-

ing less than 4 pounds and not exceeding $400 in value. The pricing structure for FCPIS will continue to be simpler than for some other international products, with one retail price worldwide for 1 to 2 ounces, identical prices for 3 to 4 ounces within each country price group, and identical prices for 5 to 8 ounces within each country price group. The price increase for FCPIS averages 7.2 percent. The Commercial Base price and Commercial Plus price for cus-tomers that prepare and pay for FCPIS items via permit imprint or by USPS-approved online payment methods will remain a variable discount (based on the item’s weight and price group) of up to 10 percent below the retail price for Commercial Base price and up to 16 percent below the retail price for Commercial Plus price. Large volume mail-ers who commit to tendering at least $100,000 in annual postal revenue from GXG, PMEI, PMI, and FCPIS may request authorization for Commercial Plus discount prices.

International Priority Airmail and International Surface Air Lift

Published prices for the commercial international Ship-ping Services, which include International Priority Airmail (IPA) and International Surface Air Lift (ISAL), will have an overall price increase of 4.5 percent. The structure of IPA and ISAL price categories will continue to be priced by the worldwide and 19 country price groups and applicable mail shapes (letters and postcards, large envelopes [flats], and packages [small packets and rolls]). These categories cor-respond to the Universal Postal Convention requirements to use shape-based pricing. For IPA and ISAL, the Postal Service offers incentive pricing through International Nego-tiated Service Agreements (NSAs).

International Priority Airmail (IPA) service, including IPA M-bags, is a bulk commercial service that provides rapid and economical worldwide delivery to business mailers for volume mailings of First-Class Mail International® post-cards, letters, large envelopes (flats), and FCPIS packages (small packets) weighing up to a maximum 4.4 pounds. IPA is dispatched to the destination country, where it is entered into the postal administration’s air or surface priority mail system for delivery. The overall price increase for IPA ser-vice averages 4.5 percent.

International Surface Air Lift (ISAL) service, including ISAL M-Bags, is a bulk commercial service that provides economical worldwide delivery to business mailers of vol-ume mailings of all First-Class Mail International postcards, letters, large envelopes (flats), and FCPIS packages (small packets) weighing up to 4.4 pounds. ISAL is dispatched to the destination country, where it is then entered into the postal administration’s surface nonpriority network. The overall price increase for ISAL service averages 4.5 per-cent.

Direct Sacks of Printed Matter to One Addressee (Airmail M-bags)

Airmail M-bags are direct sacks of printed matter sent to a single foreign addressee at a single address. Prices are based on the weight of the sack. The price increase for Air-mail M-bags averages 6.8 percent.

International Extra ServicesDepending on country destination and mail type, cus-

tomers may add a variety of extra services to their out-bound shipments. Prices for some of these extra services are increasing. Also, as a housekeeping measure, we will remove provisions concerning inbound international return receipt and inbound international insurance from the Mail Classification Schedule, as these are products offered by foreign postal administrations to their countries’ mailers, not USPS mail products.

For our competitive offerings, noted below are the price increases for the following international extra services:

Certificate of Mailing: The price for Certificate of Mail-ing service will increase 2.5 percent.

Registered Mail: The price for Registered Mail service will increase 2.2 percent.

Return Receipt: The price for Return Receipt service will increase 2.7 percent.

Also, the insurance tables for Priority Mail Express Inter-national and Priority Mail International services will be com-bined into one table to simplify pricing.

Over the course of time, country names have changed due to a variety of political or cultural reasons. In collabo-ration with International Postal Affairs and the State Department, we are removing or updating country names as applicable. Several changes from “St. Christopher and Nevis” to “St. Kitts and Nevis,” as well as one change from “Tokelau (Union Group) (Western Samoa)” to “Tokelau (New Zealand)” first appeared in the article titled “IMM Revision: Country Listings Name Changes” in Postal Bulle-tin 22386 (4-3-14, pages 10–12), but we then postponed those changes in the article titled “IMM Revision: Post-ponement of Changes to Two Country Names” in Postal Bulletin 22387 (4-17-14, page 14) until all systems could be programmed to implement these changes.

PublicationsPublication 52 Revision: New Mailing Standards for Lithium Batteries

Effective March 2, 2015, the Postal Service™ will revise Publication 52, Hazardous, Restricted, and Perishable Mail, in various sections to provide new standards for the mailing of lithium batteries.

These revisions were initially announced via a notice in the Federal Register on January 26, 2015 (80 FR 3996-3998), and are being made in order to align with the Depart-ment of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) recent changes to regulations for the transportation of lithium batteries.

On August 6, 2014, PHMSA issued a Federal Registerfinal rule (79 FR 46012-46040) titled “Hazardous Materials: Transportation of Lithium Batteries” in which it describes new requirements governing the shipment of lithium cells and batteries for both air and surface transportation. In this final rule, PHMSA revises hazard communication and packaging provisions for lithium batteries and harmonizes the Hazardous Materials Regulations (HMR) with applica-ble provisions of the United Nations (UN) Model Regula-tions, the International Civil Aviation Organization's Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Technical Instructions) and the Interna-tional Maritime Dangerous Goods (IMDG) Code.

With these revisions, the Postal Service aligns with PHMSA and the other regulatory entities noted above with regard to:

Use of terminology describing lithium content with watt-hours for lithium-ion cells and batteries;

Adoption of separate shipping descriptions for lith-ium metal batteries and lithium-ion batteries;

New requirements for the transport of small lithium cells and batteries contained in equipment; and

New marking requirements and options for lithium batteries installed in equipment, packaged with equipment, and shipped without equipment.

In the development of mailing standards for lithium cells and batteries in air transportation, the Postal Service aligns with PHMSA regulations applicable to passenger aircraft, as Postal Service products eligible for transportation by air continue to have the potential to be placed on passenger aircraft.

DefinitionsThe Postal Service also adds a new definitions section

and revises its terminology with regard to lithium cells and batteries to better reflect what is commonly used in the industry and by other regulatory agencies.

InternationalThe Postal Service clarifies that labels commonly used

with other transportation providers are not permitted on mail-pieces containing lithium batteries installed in equipment, when these mailpieces are intended for international mail. It has been a common practice for some high volume lithium battery shippers to preprint DOT-approved lithium battery handling labels on all of their packaging, including those intended for international mail. When mailing to international destinations, including Army Post Office, Fleet Post Office, and Diplomatic Post Office (APO/FPO/DPO) destinations, mailpieces containing lithium batteries installed in equipment must not include any markings or labels that identify the mail-piece contents as lithium batteries. The Postal Service also defines a category of very small lithium metal and lithium-ion cells and batteries installed in the equipment they operate. The Postal Service expects to modify the quantity limitations on these batteries at a future date.

Lithium Battery Handling Label(Prohibited in international mail)

QuantitiesWith this revision, the Postal Service will not require

markings or documentation for parcels containing button cell lithium batteries installed in equipment (including cir-cuit boards) or no more than four (4) lithium cells or two (2) lithium batteries installed in equipment. For these ship-ments, the Postal Service will allow the optional use of applicable DOT-approved lithium battery handling labels in either domestic air or surface transportation. The Postal Service will require markings and documentation as

described in this final rule for lithium batteries installed in equipment in domestic air transportation when the number of cells exceeds four (4) up to the allowable limit for air transportation of eight (8) cells.

The Postal Service will continue to allow mailings of lith-ium metal or lithium-ion batteries packaged with the equip-ment they operate, and lithium-ion batteries packaged without equipment (individual batteries) in domestic air transportation. In these instances, mailpieces must not contain more than eight (8) lithium cells or two (2) batteries, cells and batteries must be within the applicable USPS®

limitations for lithium metal content or watt-hour rating, and mailpieces must bear markings and be accompanied by documentation as described below. Mailers should also note that for the purposes of mailability, when a limitation of eight (8) cells or two (2) batteries is applicable, the mail-piece is restricted to a maximum of either 8 cells or 2 bat-teries, not both.

MarkingsIn addition to the marking requirements currently

described in Publication 52, lithium cells or batteries mailed with (but not installed in) equipment or mailed without equipment (individual batteries) must be enclosed in strong outer packaging, and must be marked with:

An indication that the package contains ‘‘lithium metal’’ or ‘‘lithium-ion’’ cells or batteries, as appropri-ate;

An indication that the package is to be handled with care and that a flammable hazard exists if the pack-age is damaged;

An indication that special procedures must be fol-lowed in the event the package is damaged, to include inspection and repacking, if necessary; and

A telephone number for additional information.

Mailpieces containing lithium metal batteries not installed in, or packaged with equipment must also bear a “Surface Mail Only, Lithium Metal Batteries — Forbidden for Transportation Aboard Passenger Air-craft” or “Surface Mail Only, Primary Lithium Batter-ies — Forbidden for Transportation Aboard Passenger Aircraft” marking.

Mailers may use a DOT-approved lithium battery han-dling label, in domestic air or surface transportation, to meet these marking requirements, provided all required elements are included.

DocumentationIn addition to the marking requirements noted above,

mailpieces containing lithium batteries packaged with equipment or mailed without equipment must be accom-panied by a document that includes the following:

349.11 Lithium Battery — Classifications:

a. Lithium-ion cell or battery means a rechargeable electrochemical cell or battery in which the positive and negative electrodes are both lithium compounds constructed with no metallic lithium in either elec-trode. These batteries are also referred to as second-ary or rechargeable lithium cells or batteries, and are typically used in cell phones and laptop computers.

b. Lithium-ion polymer cell or battery means a re-chargeable cell or battery that uses lithium-ion chem-istries and is regulated as a lithium-ion cell or battery.

c. Lithium metal cell or battery means an electrochemi-cal cell or battery utilizing lithium metal or lithium al-loys as the anode. The lithium content of a lithium metal or lithium alloy cell or battery is measured when the cell or battery is in an undischarged state. The lithium content of a lithium metal or lithium alloy bat-tery is the sum of the grams of lithium content con-tained in the component cells of the battery. These batteries are also referred to as primary or nonre-chargeable lithium cells or batteries, and are often used in consumer products such as cameras and flashlights.

d. Button cell battery means a small single cell round battery with the overall height less than the diameter. Button cells are used to power small portable elec-tronic devices such as wrist watches, pocket calcu-lators, and hearing aids, and are often installed in electronic devices as auxiliary power sources. For the purposes of mailability as button cell batteries, lithium metal batteries must contain no more than 0.3 gram of lithium content and lithium-ion batteries must be 2.7 watt-hours or less.

e. Lithium cell means a single encased electrochemical unit with a single positive electrode (anode) and sin-gle negative electrode (cathode), which exhibits a voltage differential across its terminals. For the pur-pose of mailability, marking, and documentation re-quirements, a single cell lithium battery is classified as a lithium cell.

f. Lithium battery means one or more lithium cells which are electrically connected together by a permanent means, including case, terminals, and markings.

349.12 Lithium Battery — Definitions

a. Equipment means the device or apparatus for which the lithium cells or batteries will provide electrical power for its operation.

b. Short circuit means a direct connection between positive and negative terminals of a cell or battery that provides an abnormally low resistance path for current flow.

c. Watt-hour (Wh) means a unit of energy equivalent to one watt (1 W) of work acting for one hour (1 h) of time. The watt-hour rating of a lithium-ion cell or bat-tery is determined by multiplying the rated capacity of a cell or battery in ampere-hours, by its nominal voltage. Therefore, watt-hour (Wh) = ampere-hour (Ah) x volts (V).

349.2 Mailability

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at https://www.usps.com/shop/money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

(exchanged) International Reply Coupons (IRCs) accepted through December 31, 2014, to the Kansas City Stamp Ful-fillment Service center as follows:

Redeemed or exchanged IRCs (pictured below) with an expiration date of December 31, 2017, are the only version that will be accepted by SFS.

SFS will begin accepting exchanged IRCs starting Feb-ruary 1, 2015. The due date for submission by postal retail units is February 28, 2015.

The redemption rates for all foreign-issued exchanged IRCs with an expiration date of Decem-ber 31, 2017, are based on the round date stamp (on the right hand side of the coupon) and are acceptable for return to the SFS.

Do not send in any IRCs with an expiration date of December 31, 2013 or earlier to SFS for any reason. Follow the procedures below:

Expiration dates are printed on the back of the IRCs.

IRCs with an expiration date on or before December 31, 2013, that were not returned as advised in past

Postal Bulletin articles, must be removed from the unit inventory, destroyed locally (no value), and posted as a shortage (AIC 767) to the unit reserve stock inventory. POS units must enter a count in the “Count Inventory and Cash” workflow; select “Close Credit/Transfer to Another Employee”.

Unit reserve custodians may submit a claim for loss to the District Finance Manager following procedures in Handbook F-101, Field Accounting Procedures, subchapter 8-7, Claim for Loss. Upon receipt of an approved claim for loss, clear the stamp credit short-age (AIC 367) and offset to AIC 633, Claim for Loss; use Reason Code 10, Uncollectible Employee Items.

Submission Instructions Bind exchanged foreign-issued IRCs in bundles of 100 or less.

Bind U.S.-issued refunded IRCs in packages of 100 or less (separate from exchanged foreign-issued IRCs).

Prepare PS Form 17 (May 2007) in triplicate and annotate “IRC Return.”

Include a shipment number or the shipment will be returned to the originating unit. Include the Destruction SFS or SDO finance number (receiving unit location ID).

Submit copies 1 and 2 with the stock. File copy 3 with supporting documentation locally.

Use only one PS Form 17 for all your IRCs. It is not necessary to attach the PS Form 17 on the outside of the return. The office should write “IRC” on the out-side of the return package.

Ship Priority Signature confirmation to:

IRC Return.

SFS Destruction name and address.

Migratory Bird stamps or any other stock will not be accepted at this time; stock will only be accepted during your regular destruction schedule. IRCs need to be sent in separately.

Discontinuance of VAR Refunds at the Retail WindowEffective January 26, 2015, Value Added Refunds

(VARs) were discontinued at the retail window unless dated January 24, 2015 or before. Enhancements have now been made in the PostalOne! system through Postal-One! Release 40.0, which allow mailers to submit their requests for VARs totaling $50 or more through the Posta-lOne! system. Based on this new functionality, VAR refunds at the retail window will be eliminated and the manual AIC 541 account entry disabled. All Value Added Refunds are required to be entered through the PostalOne! system.

VAR requests for combined and single statements which meet certain conditions will be automatically gener-ated by PostalOne! when the statements are entered into PostalOne!. Value Added Refunds will not be generated for combined mailings when the VAR amounts from all metered statements within the mailing total less than $50. However, multiple postage statements in a combined mail-

ing are eligible for a VAR as long as the sum of all Metered statements totals $50 or more.

All refund requests that are successfully processed will be sent from PostalOne! in a daily batch file for processing on the same business day for all refunds that have been processed that day. Payments will be sent directly to the customers. Mailers are still required to submit PS Form 3533, Application for Refund of Fees, Products and With-drawal of Customer Accounts. Retail and Business Mail Entry Unit sites will maintain PS Form 3533 on file at their locations. PS 3533 should not be forwarded to Scanning and Imaging for processing. The E-2 Quick Reference Table in Handbook F-101, Field Accounting Procedures,will be updated to reflect the change in the next revision.

If you receive an unexpected email from your supervi-sor, Internet service provider, bank, or friend, think twice before responding. It might be a phishing scam. According to the Postal Service™ Computer Incident Response Team (CIRT), phishing is an email scam designed to trick recipi-ents into providing personal or financial information.

The emails can look legitimate and often include urgent messages to immediately update certain information or include links to fraudulent websites.

Variations including spear phishing (personalized email that appears to come from your employer) and whaling (emails that target a company’s senior officials).

Phishing emails often have grammar, spelling, and syn-tax errors.

If you receive a questionable email:

Don’t follow any links. Reply by typing the sender’s address in Outlook or by using an established book-mark.

Don’t give out organizational, personal, or financial information to anyone via email.

Call the sender using a telephone number that you know to be legitimate to verify the email.

Notify CIRT at 866-877-7247 or [email protected] if you think phishing emails are being sent to USPS® personnel.

As a community service, the Postal Service™ offers pic-torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first-day-of-issue city Post Office will then forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow

sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.

SustainabilityFederal Reporting Requirements on Hazardous and Toxic Chemicals

Postal Service™ policy requires all USPS® facilities to comply with reporting requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA), if applicable. Postal sites that store certain quantities of haz-ardous and toxic chemicals must complete and submit the EPCRA Tier II Form by March 1, every year.

Reporting requirements apply to any location that stores threshold quantities of EPCRA-regulated hazardous and toxic chemicals. Regulated chemicals used by the Postal Service include sulfuric acid in lead-acid batteries, gaso-line, diesel, heating oil, and ice melt/anti-skid products, as discussed in greater detail below.

ApplicabilityCommonly reported chemicals and thresholds applica-

ble to USPS facilities include:

Lead-acid batteries: The 500 pound threshold for sulfuric acid can be met by having more than six (6) tow motor batteries or more than two (2) forklift bat-teries, or a combination of these batteries onsite. The percent weight of sulfuric acid in the battery can be estimated by multiplying the battery weight by 18 percent.

Gasoline, diesel, or heating fuel: The 10,000 pound threshold is equivalent to 1,433 gallons of gasoline or 1,223 gallons of diesel/heating fuel.

Ice melt/anti-skid products: Rock salt, calcium magnesium acetate, and sand have a 10,000 pound threshold. The threshold applies whether or not the materials are stored in one bulk location or dispersed on bags or pallets throughout the site.

Reporting ProcessAs applicable, USPS Installation Heads should submit

the emergency and hazardous chemical inventory report-ing form, known as the Tier II Form, annually by March 1 to the following organizations:

The State Emergency Response Commission (SERC);

The Local Emergency Planning Committee (LEPC); and

The local Fire Department that would respond to an emergency at your facility.

States may require reporting through the submittal of the hard-copy Tier II Form, electronic reporting through EPA’s “Tier2 Submit” software program, or through their own state-specific software programs or websites. Each state’s individual reporting requirements, procedures, and forms can be accessed at http://www2.epa.gov/epcra-tier-i-and-tier-ii-reporting.

USPS Targeted Chemicals PolicyThe Offices of Sustainability and Supply Management recently issued a joint Memorandum of Policy requiring the Postal

Service™ to avoid products containing 13 targeted chemicals. These chemicals are hazardous and must not be procured or used unless there are no viable alternatives.

The Postal Service is prohibited from procuring cleaners, paints, solvents, pesticides, adhesives, and other chemical products if they contain these targeted chemicals, with limited approved exceptions. The Office of Sustainability also may, upon request, issue a case-by-case waiver when there are no viable alternatives.

Employees should purchase cleaning products and other supplies from our corporate eBuy2 catalogs, and are encour-aged to fulfill their needs by purchasing environmentally preferred products (EPP) which are specifically identified with a green leaf icon.

The list of targeted chemicals below that should not be used or purchased applies to all products purchased, including all local buying activities.
