It is with great pleasure to submit to your good of-

fice the Strategic Plan 2020 of the Nueva Vizcaya

State University. This plan was crafted and formu-

lated in pursuit of academic excellence which is in

the heart of all academic institutions. This is also in

compliance with CHED requirements as legal basis

for further funding and as reference material. Most

important consideration is the attainment of the

administrators’ commitment and targets consistent

with the President’s contract with the Filipino peo-

ple.

The plan was carefully and strategically crafted with

all the constituents of the university putting their

acts together. Guided by the university’s vision of

nourishing a culture of excellence and peace, NVSU

has realized this 2020 Strategic Plan.

With this endeavor, the university had set clear directions to the attainment of its specified goals. The

Academic Programs primarily aimed to strengthen and enhance various curricular offerings to re-

spond to the educational standards in national and global arena. The RDE has set their goals to pro-

duce and accomplish researches/studies in the fields of agriculture, forestry, socio-economic, natural

resources and science and technology that are contributory to national development. The General

Administration focuses on intensifying its operations to support the various components of the uni-

versity and to establish state-of-the-art facilities. The Business Affairs Programs intend to expand and

to heap on its entrepreneurial endeavors to heighten income generating projects of the university as

a model of change and development.

With the steadfast support from the national offices, international partner-agencies and unified hu-

man resources of the university, these noble goals of the university are attainable by 2020.

Hence, we look forward to years of hard work and collaborations of all national and international

agencies and components of the universities in the fulfillment of this Strategic Plan 2020. Rest as-

sured that NVSU will stay firm and consistent to sustain excellence and to maintain its stature in the

roster of leading universities in the country.

The performance

parameter of a

state university is

measured in terms

of its capacity to

carry out the pro-

grams and activi-

ties. As an eight-

year old growing

university, NVSU

crafted VISION 2020 to scale and align its performance with national development goals.

Basic considerations were used as legal bases like the Philippine Development Plan 2011-2016, EO No.

43 and 80 s. 2011, Department of Budget and Management’s-Organizational Performance Indicator

Framework, Civil Service Commission's-Strategic Performance Management System and Results-

Based Performance Management System and Commission on Higher Education Reform Agenda/

Roadmap 2011-2016. These were all considered as a guide in planning and were fully integrated with

R.A. 9272.

This output, cascading and crafting the direction of NVSU, is a support from all the human and finan-

cial resources of the university based on a series of planning, workshops and general assemblies con-

ducted.

Human resource perception, perspectives and visions were crystallized through various activities such

as:

1. April 24—Charting NVSU Directions

2. May 9—Presentation of the 5-Year Development Plan/Investment Plan 2012-2017

3. July 25—Orientation of the Faculty and Staff

4. August 27-29—Cascading NVSU to Greater Heights through SPMS

5. October 3—ISO 9001: 2008 QMS Awareness/Appreciation Cum Orientation Seminar

6. October 24-25—Harmonization of University Processes for Financial and Administrative Operations and Direction

Setting - Regional Strategic Plans for SUCs

7. December 12—Crafting the Direction of NVSU: Vision 2020

8. December 18—Strategic Planning Workshop

With all these activities, the plan was envisioned to implement the VMGO as reflected in Part I. Part II

shows the analysis of the comparative advantage of NVSU and the emerging development trends.

Part III specifically outlined the societal and sectoral goals of the country and the Key Result Areas of

the present administration. The strategic plans were designed using a logframe for 2013-2020. This

part covered the four major functions of the university (Advanced Higher Education Services, Re-

search, Development, and Extension, Business Affairs and Resource Generation, and General Admini-

stration and Support Services. Part IV covered the performance measures to be instituted by the uni-

versity in assessing its performance and in leveling its vision.
