What a busy and productive
month it has been! Thank you
to all of you who supported,
sponsored, volunteered,
attended, hired, etc. at our
2nd Annual Veteran’s Event.
We grew our event from last
year and hope to continue to
grow and hire more active
military, reservists and
veterans throughout the year.
We won another Pinnacle
Award—that is three in five
years! No other chapter in
SHRM has ever accomplished
this! We were one of 24
selected throughout the
United States and 12 were
selected. This award is for
our collaboration with the
Bloomington-Normal and
Champaign Chapters on our
Leadership Day in
Bloomington. It was a great
collaboration, an event that
was only $25.00 and was
very successful for our first
year. I look for next year to be
bigger as Springfield and
Decatur are also interested in
joining us! SHRM is also add-
ing a category for more
collaboration as we had to get
special permission to even
submit for the Pinnacle.
Cathy Plouzek and I recently
attended the Volunteer
Leadership Conference in DC. It’s
a very eventful couple of days.
This invitation only event is held
for chapter presidents and presi-
dent-elect's every November. We
spent Thursday on the Hill dis-
cussing the FLSA Standards with
Rep. LaHood and Senators Mark
Kirk and Richard Durbin. They
were all very supportive and
agreed that it needed to be
changed, but not so high so fast.
And, thanks to a judge in Texas, it
has been stopped for now and can
be adjusted hopefully!
Our annual Share the Spirit lunch-
eon is coming up on December
14. We are working on new items
for the event including a headshot
lounge and massages along with
some new games, the silent auc-
tion and since many of you really
like it—possibly the 12 Days of HR.
During the past survey we asked if
you would prefer to have the
meeting at Alexander Street and
be willing to pay $30 and all but
one member said yes. We listened
and Jan Hall got us a great deal,
we get the salad bar, choice of
filet or chicken, drink (non-
alcoholic) and dessert this year!
We are also soliciting for dona-
tions to our annual silent auc-
tion for the SHRM Foundation.
Please feel free to bring an item
to auction to the event—or be
ready to bid!

would like to personally thank
our outgoing board members for

1. Keep track of your professional
development activities
2. Log on to portal.shrm.org and enter
your email address and password
3. Add on ‘Add PDC’s’ and then choose
the related PDC category:
- Advance Your Education
- Advance Your Organization
- Advance Your Profession
4. In the Advance Your Education
category, input the Activity ID (if one is
provided), click ‘Search’ and view the
populated activity details. Confirm that
this information is correct. Click ‘Submit’
to save the PDCs.
If an activity is not provided, or for PDCs
that fall under the Advance Your
Organization or Advance Your
Professional categories, manually input
the information requested.
5. After you have earned all 60 PDCs and
area ready to submit your application,
click on “Apply for Recertification.’ This
link will be available once 60 PDCs are
earned and you are at least one (1) year
into your certification period.

It is scheduled for June 18—21st at a
great cost until the first of February! A great big savings for SHRM members if

As a SHRM member, am I automatically a
member of a local chapter?
No, SHRM membership is separate from
membership in your local chapter. Each
chapter has its own membership application
process and dues structure. To become a
member of your local chapter, you will need
to apply for membership directly with that
chapter.
Can I belong to more than one SHRM
chapter?
Yes, you can belong to as many chapters as
you desire, but one will be considered your
‘primary’ chapter for receiving financial sup-
port from SHRM.

The Office of Management and Budget
(OMB) and U.S. Citizenship and Immigra-
tion Services (ISCIS) recently announced
a new I-9 form effective 1/22/2017.
Employers may continue to use the cur-
rent I-9 form, with a revision date of
3/8/13 and until 1/21/17. After
1/21/17, all previous versions of the I-9
form will be invalid.
The new form is designed to help employ-
ers reduce technical errors for which they
may be fined. Some changes include:
A dedicated area to enter additional
information that employers are cur-
rently required to notate in the mar-
gins of the form, i.e.—temporary pro-
tected status and optional practical
training extensions
A new Citizenship/Immigration
Status field at the top of Section 2
Buttons that will allow users to ac-
cess the instructions electronically,
print the form and clear the form to
start over
Drop down lists and calendars
Embedded instructions for
completing each field
The form will validate the correct
number of digits for a SS Number or
an expiration date on an identity
document
The removal of the requirement that
immigrants authorized to work pro-
vide both their I-9 Form 4 number
and foreign passport information in
Section 1.
To streamline the enforcement of
audits, the form will have the ability
to generate a quick-response matrix
barcode (QR code).
It is important to note that the new I-9
form is NOT an electronic I-9 form, as
employers are still required to fill out the
new form using Adobe Reader. They also
will be required to print the form, obtain
handwritten signatures, store their I-9
Form in a safe place and retype infor-
mation into the E-Verify system.
The paper method and E-Verify are also
still available.

Why Should You Pursue SHRM-CP or SHRM-SCP
Certification?
NEW I-9 FORM

The House passed the 21st Century Cures
bill (HR34) on 11/30/16. The bipartisan
measure now heads to the Senate for
consideration. Among its provisions, HR
34 would essentially exempt certain small
employers who operate qualified Health
Reimbursement Accounts (HRAs) from
the penalties imposed by the Patient Pro-
tection Affordable Care Act (PPACA). The
bill would amend the Internal Revenue
Code to allow qualified HRAs to operate
without penalty. Qualification of these
HRA for small businesses would require
adherence to certain limits, including:
Funding solely by employer
contributions, with no salary
reduction contributions;
Coverage obtained by a participating
employee through an affordance ACA
plan;
Benefits capped, in general, at
$4950 per year ($10,000) for
families;
Proration of benefits for partial year
coverage
No group health plan offered to any
employee; and
Adherence to notification and
reporting requirements.
The measure retroactively extends the
initial penalty relief provided to small
businesses under Notice 2015-17, IRB
2015-14, 845 to apply to any plan year
beginning on or before 12/31/16. The
specific HRA requirements for small em-
ployers specified within the bill would
apply to years beginning after 12/31/16.
under the SS payroll tax. They should also
notify applicable employees their
paychecks will be subject to payroll
withholding.
Employers will pay more as their 6.2%
share is applied to additional earnings.
For employers and employees, the Medi-
care payroll tax rate is a matching 1.45%
on all earnings, bringing the total SS and
Medicare payroll withholding rate for em-
ployers and employees to 7.65% each
The Social Security Administration recent-
ly announced the maximum amount of
earnings subject to the SS payroll tax
would climb 7.3% ($8700) to $127,200.
The limit for 2016 was $118,500. The
increase represents a $539.40 cost to an
employee earning $127,200 or more.
What does this mean? U.S. employers
must adjust their payroll systems to
account for the higher taxable wage base
with only the SS portion (6.2%) limited to
the $127,700 taxable maximum amount.
Those who are self-employed must pay
both the employer and employee portions
of the FICA taxes.

The March 31 E-file deadline was not
extended.
Referenced from ADP Client Services
On 11/18/16, the IRS announced an
automatic extension in the due date for
furnishing 2016 1095-C to employees.
The IRS is granting this extension, based
on feedback from employers who have
asked for additional time to comply with
the 1095-C distribution requirement to
employees. In addition, the IRS extended
good faith penalty relief for inaccurate or
incomplete forms for the 2016 coverage
year; this provides relief from IRS penal-
ties based on good faith efforts to comply
with information-reporting requirements.
