Our extreme summer temperatures have finally ended and we're seeing things cool down. The water in the canals and harbor have also cooled down nicely. With the passing of the rainy season the water has started to clear up as well. Baitfish and shrimp in bins are surviving in the canals with the cooler temps. Tarpon fishing was off the charts for five days in October. Members reported catching up to 6 Tarpon in one outing in the harbor and/or along the beaches. The cooler temps have also increased the reports of catching Spotted Seatrout in mass numbers and Redfish have been reported off Burnt Store and Pine Island. Soon our members will be venturing offshore on a regular basis for Grouper and Snapper; we're all just waiting for the winds to die down. I am thankful we have had a good response to fill the many open club positions for 2018. The change to have multiple people share the responsibilities seems to be successful. This approach allows more club members to increase their involvement based on their availability. Our club still needs a Vice President and Ladies Liaison for 2018.

In the 1950s and 60s international waters began a mere 12 nautical miles offshore and could be fished by fleets from all around the world. This eventually led to the decline of U.S. commercial fisheries. In 1976 Congress responded by enacting the Magnuson-Stevens Fishery Conservation and Management Act (MSA).
The law, initially directed toward the commercial fishing industry, aimed to rebuild fish stocks by extending U.S. jurisdiction to 200 nautical miles and by establishing national fisheries management standards. But overfishing didn’t stop. Congress further strengthened the law in 1996 and again in 2007 to insure sustainable fisheries by introducing science-based management practices. Some of those practices impacted the commercial and recreational industries quite differently resulting in what many feel is unfairness toward recreational anglers.
The recreational part of the total fishery harvest is relatively inconsequential compared to commercial fishing. One example of how the mismatch plays out is the red snapper fishery. MSA managers divvied up the catch between recreational and commercial sectors according to a formula that in 2014 cut the red snapper season to just a 9-day window for recreational anglers…regardless of weather conditions or other mitigating factors faced by recreational anglers. That was an 80% cut in fishing days over the past season. By contrast commercial fishermen could take red snapper at any time, all year, until they met their quota. Plus, commercial guys are regulated by total tonnage rather than individual bag limits. Then… the most recent debacle of the 3-day red snapper season.
The Modernizing Recreational Fisheries Management Act of 2017 (to be known as The Modern Fish Act of 2017) is backed by an impressive list of national saltwater sports fishing organizations and appears to have bi-partisan support in Congress. The act offers a reasonable solution to a management system primarily for commercial fisherman but has failed to address the needs of millions of saltwater anglers. Proponents feel the simple adjustments in the bill would continue to ensure conservation of fisheries while establishing a greatly needed parity for the recreational fishing community.

If the bill is enacted into law it could significantly challenge current laws governing federal saltwater fisheries.
Annual recreational catch limits would no longer be required for stocks whose fisheries were being maintained below federal targets.
Annual Catch Limits (ACLs) would be removed for fisheries in which overfishing is not occurring.
Managers would be granted the flexibility to employ other recreational fisheries approaches when no signs exist that a fishery is in trouble.
For example, the status of U.S. fisheries is annually assessed by the National Oceanic and Atmospheric Administration. NOAA tracks 474 stocks and stock complexes (fish species grouped for management). In their latest report (2016) to Congress it states that the overfishing list included 30 stocks, but that 444 stocks or complexes are not presently being overfished. Under the Modern Fish Act, those 444 stocks or complexes would lose their current requirement for science-based, sustainable annual catch limits for recreational fishing. The bill contends that a lack of reliable data on recreational fisheries is what prevents ACLs from working well.
Managers have a good sense of what commercial fishermen are harvesting in close to real time. However, recreational harvests are only estimated with a level of accuracy and timeliness that is suspect. To improve recreational fisheries data, the new bill would shift money away from the federal programs currently collecting data on fish stocks and turn that task over to individual states instead. Proposed cuts to the federal budget under the Trump administration could impact several governmental agencies important to anglers, i.e. NOAA. States, on the other hand, are better equipped financially due to the support they get from anglers and boaters through excise taxes as well as from fishing licenses and boat-registration fees states collect.

October produced a pretty strong Tarpon run for more than a week south of
Burnt Store Marina. I hope some of you got in on the fun. Unfortunately I only
caught the last day of the run because I was focused on Snook earlier in the
week, that didn’t work out as hoped. Redfish did not cooperate as expected in
October either, only two fish were submitted for FOM for the Men and no
submissions for the Women. I am sure there were many disappointed anglers.
There were 13 fish submitted for a total of 1100 points in October. The Redfish
fishing has been picking up in November, but that doesn’t help October’s FOM
results. Alternately, the Blue Claw Crabbing in October has been the best I
have ever seen both in size of crabs and numbers caught. Give it a try, they
are great eating fare.
John Gettinger caught a nice 54 inch nurse shark while fishing for Redfish, but
it didn’t qualify for his FOM submission. Larry Benz is moving his LOA forward
very fast earning 600 points in one day with his 25.5 inch Spanish Mackerel
and a 5 foot Bull Shark. Rumor is he also limited out on flounder the other day
including a 21 inch fish. Maybe he will take me to his secret flounder hole one
day soon.
Don Markowski had a great day fishing with Rich Brennan and Aaron Wagner
catching a 19 inch Snook, 14 inch Seatrout, 20 inch Jack Crevalle, and an 18
inch Pompano earning his 1st fish Club Hat. Congratulations Don!
Gretchen Sunderland caught a huge black drum and a 30 inch Redfish (with
guide) this month. Cathy Hunt also caught a real nice Jack Crevalle.
Mark Dillman caught a unique 10 spot 15 inch Redfish along with a 26 inch
Redfish for 1st place in the Men’s FOM. Bud Johnston after 5 years of trying,
finally caught two nice 5 foot plus Tarpon with the help of Rick Sarkisian and
Joe Bukowski to fill his Tarpon species on his LOA.

The ladies had a wonderful time last month with lunch at the Captain’s Table
and dinner at 88 Keys. For the month of November, I have scheduled lunch at
The Perfect Caper on Thursday, November 16th. I have decided not to have
Ladies’ Night Out for November as our regularly scheduled date coincides with
Thanksgiving Day.
The Blue Crabs have shown up in the harbor in force. For the past few weeks,
we have been pulling our traps almost daily getting 20 – 40 crabs each pull.
The dilemma is what to do with so many crabs? You make crab cakes. This
recipe was given to me by my friend Astrid in Camano Island in Washington
State. She prepares hers with Dungeness crabs but they are just as delicious
with blue crab. Enjoy!
Crab Cakes
1 lb Crab 5 Tbsp. Butter 1 Lemon, divided Arugula or Spring Mix Salt and Pepper Extra Virgin Olive Oil 1 large Egg White Champagne Vinegar to taste Flour 2 Tbsp. Capers
Squeeze ½ lemon over the crab. Add salt and pepper to taste. In a small dish, beat egg white until foamy.
Pour over crab and mix. Add flour to crab. Use as little flour as possible (1–2 Tbsp); just enough to hold crab
cakes together. Form crab mixture into patties. Melt 2-3 Tbsp. in a heavy skillet and fry patties until crispy.
Place Arugula or Spring Mix on a plate or serving platter. Drizzle oil and vinegar over the greens and toss. Top
with finished crab cakes. To make sauce, add remaining butter to pan; melt. Squeeze remaining lemon into
melted butter. Turn off heat and add capers. Pour over crab cakes and greens.

Meeting Minutes
February 14, 2017
The meeting was called to order by President Jim McCarty at 7:00PM.
The minutes of the August meeting were approved following the Pledge of Allegiance. The
September meeting was cancelled due to Hurricane Irma.
President Jim asked the officers and directors to give a brief recap of their responsibilities to
encourage members to step up and assume these positons of leadership.
Pat Diver reported a bank balance of $15,687.86 and all is in good order.
Diane Bukowski announced the Ladies Luncheon will be at the Captains Table and the Girls
Nite out will be at 88 Keys.
The first door prize, a rod, was won by Bob Bretts
Rich Brennan won the Name the Fish contest correctly naming the Black Grouper.
The second door prize, another rod, was won by Elaine Bretts.
John McFarland gave the fishing report, Mangrove Snapper.
Joe Udwari spoke on barotrauma, which is the danger of bringing fish up from deep water.
Pete McGregor spoke on catching large redfish inshore.
Donnie Brennan won another rod as a door prize.
Joe Bukowski reported the August results of the Fish of the Month contest (Tarpon).

The September Fish of the Month was Spotted Seatrout and the winners were:

There being no further business, the meeting was adjourned.

If you can volunteer no more than 2-hours each month and have a boat, then you may want to consider becoming a member of one of the most unique community volunteer groups in Southwest Florida. Each day of the month PGI NMW members rise up in the night and early morning hours, launch their personal boats and go “On Patrol” to observe and report all suspicious boating or land activity to the Punta Gorda Police Department night dispatcher.
We prefer all members have a boat that they can use for their monthly patrol. However, you do not have to own a boat to become a member. You can act as “crew” during any other members patrol or, in the event of inclement weather or other unsafe “on-the-water” conditions, perform your 2-hour patrol at pre-designated land locations in your vehicle.
The preferred boat size is 17 to 23 feet, with either a T-top or bow rail to display “Patrol Boat” signage that identifies your vessel as a PGI Neighborhood Marine Watch Patrol Boat.
