Hi Matthew,About 65% of the 2015-16 SLATS clearing rate was category X. The figure you need to look at in the report is the clearing rateof non-remnant vegetation (257,000 ha/yr). This will be close to the category X rate. The remnant clearing rate (138,000 ha/yr)equates to Category B on our veg maps.We haven’t received the veg map category breakdown of the figures from DISTI yet but they will be pretty close to the figuresabove.RegardsPeter Lazz

Hi Matt,DSITI has done some further analysis for us. Do you know what EHP are after so we can see if we have the info? I just had a call from someone in EHP chasing the breakdown of SLATS clearing rates in category X on PMAVs and category X onthe Regulated Veg Map. The difference is that the category X on PMAVs has been ‘locked in’ by landholders. If you can let me know I will follow up.RegardsPeter Lazz

Vegetation Management Options

Timelines, risks and regulation of what can be delivered by when

Summary: Announcement on week of 18 December 2017 will increase the potential criticism of government due to possible system failure and no staff to answer calls due to Christmas closure. Risk of clearing of vegetation proposed for regulation will be minimised. Level of protection over regrowth reduced (through lack of essential habitat)

Announcement on second week of January 2018 will limit criticism of government due to system failure and answering calls but slightly increase the risk of vegetation proposed for regulation being cleared. Higher level of protection will be possible over regrowth areas (by adding essential habitat)

Adrian, Adding essential habitat over proposed high value regrowth (assuming that the current Category C self-assessable code wouldapply retrospectively), would

• prevent clearing for agricultural purposes• only allow clearing with an exchange area (a type of offset) for extractive industries• have no effect on any other purpose including thinning, minor infrastructure, encroachment, fodder harvesting and

weed control. There is no option to apply to clear high value or category R regrowth through a development approval. SACS are the onlycurrent option to clear regulated regrowth. A rough estimate of the total area of essential habitat that would be mapped as high value regrowth would be about 40,000hectares (out of the 665,000 ha total). So the effect on clearing in high value regrowth would be a very small proportion of thisthe 40,000 ha considering the dot points above. There would be greater effect on clearing in new essential habitat over remnant vegetation. There would be an additionalapprox 1.7 million hectares added to the map over remnant.Clearing essential habitat under existing remnant SACs is:

• prevented for agricultural purposes, extractive industries, fodder harvesting• allowed for native forest practice, thinning, encroachment, minor infrastructure and weed control.

A change proposed to the new Thinning SAC is to prevent clearing in essential habitat. So once is in place it will have a largerimpact. Where Landholders can’t use the SACs , they can apply for a development approval through SARA to be able to clear. For adevelopment approval to be issued over essential habitat, an offset is generally required where clearing involves total removalof veg. Wetlands are a much smaller increase and therefore effect (ie 470,000 ha increase to the existing 3.6 million hectares inremnant vegetation). Clearing is generally prevented in and within a varying buffer distance of wetlands.RegardsPeter
