wo new polls have recentlybeen released or Virginia 2013Governors race, a campaignthat increasingly is looking likethe absolute marquee politicalmatch up o the year or the en-tire country. Tey tell two slight-ly dierent stories, but agree onthe basic premise that the race isvery competitive and many vot-ers are undecided and potentiallyup or grabs or both campaigns.

In a Public Policy Polling In-stitute survey released this weekshowed presumptive Democraticnominee erry McAulie leadingAttorney General Ken Cuccinelliby 5 points, 46 to 41 percent. However, beore local Democratsget carried away with enthusi-asm it must be noted that PPP

is a Democratic polling rm andtheir results do at times show aslight lean toward Democraticcandidates.

Another survey by Quinnip-iac showed the race much moreeven, with McAulie leading by asingle point, 40 to 39. Tey alsotested the race with LieutenantGovernor Bill Bolling, who hasnot shut down some speculationthat he could run as an Indepen-dent. In that scenario, both can-didates would have 34 percent othe vote to Bollings 13 percent.

One thing should be clearto political observers here inNorthern Virginia: the race isindeed close but Cuccinelli hasmuch higher name recognitionin the state, giving him less roomto grow than McAulie. TeDemocratic nominee is a muchmore unknown commodity to

most Virginia voters. Tis givesCuccinelli an important oppor-tunity to dene McAulie as outo step or too liberal or the state. However, i Cuccinelli really doesstart with only 40 percent sup-port, it could be hard or such alightning rod o controversy togrow beyond that number. Teconservative base loves him, butswing voters in Northern Virgin-ia will likely be uneasy with manyo his positions.

However, while McAulie hasmore room to grow than the Re-publican, Cuccinelli does have amassive advantage. Te electionwill be taking place in an o-year,something almost always leadsto more Republican electorates. While Virginia is undoubtedlytrending more and more Demo-cratic in presidential years (orevidence, look at 2008 and 2012elections), o-year elections are

still a Republican opportunity(or evidence, see the 2009 and2010 elections). Indeed, this actcould end up being decisive. Temore conservative the electoratethat shows up to the polls in No-vember, the more likely they willbe enthused by the very sameCuccinelli positions that mayscare more moderate voters.

One thing is certain, that theeyes o the political nation willbe on Virginia this summer

and all and that asive amount o moto spent on local tWith two polarizinin an increasingly this election will almbe a nasty and negaat the moment, bohave reasons to bereasons to be deewhile Bill Bolling reunknown variable in

RICHMOND With the GeneralAssembly set to convene, Gov. BobMcDonnell proposed uesday in-creasing Virginias sales tax andabolishing its nearly 27-year-old gastax, making Virginia the rst statein the country to do so.

Te measures are a part o thegovernors proposed $3.1 billionplan to und improvements to Vir-ginias transportation system overthe next ve years. Te unds wouldsupplement $14 billion o transpor-tation projects already under wayin the commonwealth, the most in

    Virginias history.Declining unds or inrastructure

maintenance, stagnant motor uelstax revenues, increased demand ortransit and passenger rail and thegrowing cost o major inrastruc-ture projects necessitate enhancingand restructuring the common-wealths transportation programand the way its unded, McDonnellsaid at a press conerence.

McDonnell described the statesgas tax as outdated because oination and better uel economysince it was last changed in 1986.He said boosting unding or trans-portation was the only way to en-sure Virginia could continue its

    economic growth.Among his proposed changes:

Te current 17.5 cents per gal-lon gas tax, which accounts ormore than 30 percent o the statestransportation revenues, would beeliminated; instead, the sales taxwould increase rom 5 percent to5.8 percent. McDonnell predictedthis would generate more than $600million in additional transportationunds. Te 17.5 cent tax on dieselwould remain intact.

o supplement the increase insales tax, a higher percent o thestates sales tax would go directlyto transportation unds rom.5 cents to .75 cents over the veyears.

Te plan would impose an in-crease o $15 or each vehicle reg-istration, resulting in an averagevehicle registration cost o $56 per

vehicle, McDonnell said. Te state would impose an annu-

al $100 alternative uel vehicle. Tegovernor dismissed the idea thatthe ee would deter people rombuying alternative uel vehicles.More than 91,000 are currently reg-istered in Virginia.

McDonnells plan would use newrevenues and more money romthe general und an approach hesaid would appease lawmakers onboth sides o the aisle. In the past,Republicans have supported usingmoney rom the general und orroads as a core unction o govern-ment. Democrats, on the otherhand, have rejected previous at-tempts to use general und dollarsor transportation.

Te General Assembly will con-sider the governors proposals dur-ing the 45-day legislative session

At its Annual Meeting on De-cember 18, 2012, the WaysideFoundation or the Arts Board o

Directors put in motion a serieso changes going orward in itscurrent season.According to Board President,

Dr. Byron Brill, Wayside Te-atre has come to recognize thatit cannot sustain itsel withoutcommunity support consider-ably above existing levels. Whilewe are not prepared to give upthe ght to keep our doors open,we have given ourselves 90 daysto determine i we can continue. As uture plans are indetermi-nate, Wayside Teatre will notbe selling subscriptions or the2013-14 Season at this time. We

will go orward with our nextproduction as scheduled. Smokeon the Mountain Homecom-ing will open on January 26 andrun through March 17, 2013. Atthis time, the Board o Directorshas determined that, dependingon the results o our eorts inthe next 90 days, Smoke on theMountain Homecoming may bethe nal production o the 51stSeason.Last year Wayside Teatre ap-

pealed to its community in a cri-sis. Over 700 individuals stoodup and raised $106,000. Toseunds helped us to retire the im-mediate short-term debt that, without that support, wouldhave orced the theatre to closeits doors. However, it became

clear that unless $250,000 canbe generated each year in annualdonation/sponsor/git support,

Wayside Teatres existence as aproessional theatre is not sus-tainable. In this years campaign,we were only able to generate$30,000 o support towards thisscal years goals. Tat, coupledwith less than expected ticketsales in both the all and Christ-mas seasons, places us in a direnancial bind once again. Weneed to raise $90,000 in the next90 days in order to go orwardwith Season 51 and are mountingan appeal to our loyal supportersand the community-at-large.Our nancial prole has radi-

    cally changed since the market

crash o 2008.Corporate unding is currently

55% below pre-2008 levels annu-ally. State and national grant rev-enues are down by 60% o pre-2008 totals. Prior to the nancialcollapse, we totaled 30,000 cus-tomers- or the past two seasons, our attendance averages 20,000.Tere has also been an acrossthe board decline in ticket salesby 30% and overall individualdonation by another 37%. Con-sequently, we have slashed ourannual operating budget by morethan$300,000 - a reduction by a ull

third. Still, i we continue as pre-viously planned, we would see aprojected loss o $82,000 at theend o this season - a loss we

    cannot sustain.Te campaign o the next 90

days is tacit recognition that to

continue next season and or theoreseeable uture to come, Way-side Teatre must secure perma-nent and lasting changes in itsnancial base. At the same time,we afrm our belie in the loy-alty and level o commitment oour supporters and are condentthey will work with us in part-nership to secure that Waysidewill remain a centerpiece o thecultural lie o the ShenandoahValley or many years to come.Wayside Teatre is the old-

est proessional theatre in theShenandoah Valley o Virginiaand is celebrating its 51st sea-

son o presenting high-quality,proessional entertainment. Pa-trons can obtain single tickets toSmoke on the Mountain Home-coming or make donations bycalling (540) 869-1776.Additional inormation can be
