Business

A look at HealthCheck in nearby Front Royal

By Carol Ballard

Anthony Biggs, DNA Techni-cian, and proprietor of Health-Check, the unique business that offers a wealth of health services in Front Royal, got into it be-cause of a tragic personal event involving his mother. “One of the things we offer is HealthCheck Medic Alert Systems, sponsored by LifeAid,” he said. The 24/7 alert system features a wrist device (like a watch) which can be pressed if the person feels the need. The company’s “Care Specialist” is contacted and ad-dresses their issue. A second care specialist calls emergency services. EMS is contacted and sent to the person’s home and the original care specialist stays on the line until they arrive. The idea to offer that particular system came about because his mother, who lived by herself in Washington, D.C. passed away in her home alone, and since no one was with her, she lay in her room for a week before she was found when he alerted friends to check up on her. “I felt like, ‘couldn’t something have been done?’” he said. That event added to his inter-est in the elderly, LifeAid, DNA testing, several other health and well-being services, and so HealthCheck was born. Some of the many things the company offers are: a HealthCheck cli-ent profile; alcohol and Forensic drug screenings; confidential

HIV and pregnancy testing and taking DNA samples which can be used for a variety of things, including establishing paternity. The Client profile provides calculations for BMI (Body Mass Index), blood pressure, blood glucose level, and measures for weight, height and waist cir-cumference. It also shows body fat percentage, body hydration, body temperature, pulse and heart rate, and whether there’s a risk for diabetes. With these kinds of tests, people will become aware of their health issues and can re-turn to the office to have their levels checked up again since their information is already in the system. The initial fee is well below what a first visit to most physicians’ offices would be and the follow-up check ups are at a minimal cost as well, he said. Their website notes that this is a place people can go to see a snap shot of what’s going on in their body without having a full medical work-up. This is not meant to take the place of medical care, but it can help a doctor with an examina-tion.“It is nice to have the informa-tion before going to the doctor so they can show them. It is kind of like a physical, but more in-depth because the doctor may not look at some of it unless asked,” said Anthony. Other services available at HealthCheck are used in many

situations to add to a person’s personal information and fam-ily history. The DNA Archive kit can establish links to ancestors in genealogy searches, and is useful for identification in the event of a tragedy. The painless cheek swab and blood sample are saved and the information can be used in a multitude of ways. For ex-ample if someone is missing or has traveled to another country and has met with an accident, their identity can be more easily established. Anthony noted that after 9/11 happened, some of the victims who had bought a DNA Archive kit and kept it at home were iden-tified, even with a small sample of their body, by the relatives who volunteered the kit to pro-fessionals. These are also used if a child goes missing. Some of the personal safety products in the office can be very helpful in certain iffy situ-ations. For purchase are such items as stun guns; mace and pepper spray; first-aid kits; and a Child Guard that can be put on a child’s wrist, which beeps and alerts the caregiver on a key ring device when the child goes out of range. Anthony has lived with his family in Linden since 1994, but his grandparents lived in Luray for years. They passé through FR when visiting them and liked it. He and his wife have raised two children here, and love helping the community, he said “We like to help the community and keep it aware of its surroundings and whether there’s anything con-cerning safety,” he said. An ex-ample of this is found on their website. In the child safety section, on the National Missing and Ex-ploited children’s page are names of the latest missing children. A click on that will locate any state and the address of registered sex offenders. Anthony is accredited with Chromosomal Labs and that’s where he sends the results of the tests he does. Their website maintains that this is the lead-ing analytic laboratory specializ-ing in DNA analysis for forensic

casework, convicted offender data-basing, paternity, family re-construction and research and development For those who are curious about the procedures followed in some of the tests, the following information was pro-vided by HealthCheck. For the Pregnancy testing, an Aimstick hCG PBD (Protein Brand Dipstick) is used. The cli-ent gives them urine in a sterile sealed container which is provid-ed by HealthCheck. This is then collected and an Aimstick strip is used. The results will show within 5 minutes. These early detection tests can be used with-in one week after conception or one day after a missed menses. These are not sold in stores and only available to medical profes-sionals, they said. ALCO-Screen rapid profes-sional test strips are used for the alcohol test and may vary slightly depending on what was ingested. The participant is asked not to eat or drink anything 15 minutes prior to the test so people should call ahead for detailed instruc-tions so HealthCheck staff can have the appropriate test ready.According to HealthCheck, re-cords are kept of all relevant in-formation involved in the test. The participant puts a small re-action test strip in their mouth

and saturates it with saliva for about two seconds. The test strip is removed and in exactly two minutes the test strip will indi-cate the result from 0.02%-0.30%. These are D.O.T. approved tests. For HIV Screening, the upper gums and lower gums are swiped in the participant’s mouth, and results are seen after 20 minutes. Participants should remove den-tures and refrain from eating or drinking for 30 minutes before the test. None of these tests re-quire blood samples. Informa-tion is provided to the partici-pant and they are asked to see their physician to validate a posi-tive test. If the results are posi-tive, the participant is asked to see their physician for validation, and will be given a form with the information to take with them. HealthCheck is located at 904 John Marshall Highway in Front Royal, in back of Page Master Bookstore which is in the strip mall to the left when driving into the UPS office. Their office can also be reached by going through the book store. No appointment is necessary, and neither a doc-tor’s order nor health insurance is required for getting tested. For information, call Health-Check at 540.414.7842, visit www.healthcheck4u.com, or email [email protected].

Middletown

“I’m So Shocked, I Cannot Move; Don’t They Care What the People of Middletown Want?”By Sue GoldenFrederick County Report

As predicted, the Middletown town council and residents of Middletown are still mired in dis-agreement, anger, recriminations and disbelief over the appoint-ments of John Blaisdell, John Copeland and Fred Wharton to a Steering Committee to negoti-ate a proposed boundary adjust-ment on the east side of I-81 on Reliance Road. The council ap-pointed both Mr. Blaisdell and Gil Barrington to the planning com-mission even though they had walked off the council the year before leaving the town govern-ment high and dry. In addition, town zoning administrator Mr. Wharton was added to the plan-ning commission. Councilor John Copeland was selected by Mayor Charles Harbaugh IV to be the council liaison to the planning commission. Mr. Blaisdell was elected chair of the commission, with Councilor Copeland voting. At the March meeting, residents

expressed their disbelief and dis-may that Mr. Blaisdell and Mr. Barrington were appointed to the commission. There followed controver-sy surrounding the planning commission’s drafting of a new comprehensive plan, and the self-appointment of Councilor Copeland and Messieurs Blais-dell and Wharton to the “steering committee.” Following a meeting with members of the Frederick County Board of Supervisors, the steering committee claimed the meeting was “informational only”; alarmed council members who listened to the tape of the meeting clearing believed Mr. Wharton was entering into nego-tiations. The town attorney, David Grif-fin, Esq., was called to a council meeting to elucidate the bound-ary adjustment process. In sum, Mr. Griffin said the process had been wrong from the start and advised the council to start over. Heeding Mr. Griffin’s advice, the council did start over. It discussed

the boundary adjustment, what the council might or might not be willing to negotiate away, and drafted proposed guidelines for the steering committee. At the April council meeting, the coun-cil voted on appointing the prior self-appointed members of the “steering committee” to an offi-cially appointed one. Now former planning commis-sion member Anita Holley spoke out vehemently against the ap-pointments of Messieurs Blaisdell and Wharton, saying they could not be trusted. One example Ms. Holley provided was an incident when Mr. Blaisdell was the li-aison to the planning commis-sion, prior to his resignation. The commission had thoroughly re-searched a proposed cross-walk in front of the Wayside Theatre. The commission forwarded writ-ten comments from such dispa-rate organizations as the Mid-dletown police department, fire department, the Wayside Theatre and VDOT regarding the cross-walk. The proposal, and all of the underlying data collected by the commission in its analysis of the proposed cross-walk was, accord-ing to Ms. Holley, delivered to the council liaison, Mr. Blaisdell, to

deliver to the council. According to Ms. Holley, Mr. Blaisell gave the package to Mr. Wharton and all of the information was lost. “You cannot trust them. You can-not control them. You think you can, but you cannot.” Other mem-bers of the audience said later that they came to the meeting to speak out against the appointments, but arrived late and did not believe they could still sign up to com-ment. After attending to other busi-ness, the council moved to vote on the steering committee ap-pointments. Messieurs Blaisdell and Copeland were elected with Councilors Donna Gray and Tom Simon voting no. When Mr. Wharton’s vote came up, Councilor Carole Snyder joined Councilors Gray and Simon in voting no. Everyone looked to a stunned mayor to cast the decid-ing vote. Finally, the mayor mur-mured “I guess I am okay with it.” Mr. Wharton was elected to the steering committee. Ms. Holley abruptly exited in disgust. As the meeting broke up, a cou-ple of residents sitting in the back of the room just sat there. “Why are we sitting here” asked one. His wife answered “I’m so shocked

I cannot move; don’t they care what the citizens of Middletown want?” At the committee meeting Tuesday night, the acrimony con-tinued. Councilor Simon pointed out that the guidelines were not voted on before the appointment, and he thought the council was taking things out of order. Coun-cilor Gray was still uncomfortable trusting the steering committee after listening to the tape record-ing of the “informational” hear-ing. And Councilor Copeland was clearly on the defensive, arguing with other members of council. In other news, there was gener-ally a 9.65% increase in the em-ployee health insurance. Even so, the budget projects $20,761,051 in expenses and $20,656,807 in income, leaving a negative bal-ance of $104,244.

The council is looking for nomi-nations for “Middletown Citizen of the Year.” Please contact town hall with your nominations. Applications for the “Julian F. Carper Educational Trust Schol-arship” are available at town hall or on the town website. Appli-cants must be permanent resi-dents of Middletown and apply-ing to or attending college or university. The deadline is May 3, 2013. The “4th Annual Memorial Day Week-end Softball Tournament” is accepting team applications. The eight team tournament will go five innings with double elimi-nation. The first eight teams to register for $120 will be accepted. Winning team will receive $400 cash prize. Proceeds benefit the Middletown July 4th Celebration Committee. The council then went into exec-utive session to discuss “employee elimination, benefit reductions and employee compensation.”

Frederick County School Board Adopts FY14 Budget The Frederick County School Board has adopted its FY14 bud-get. The budget totals $166.4 million, including a School Op-erating Fund of $134 million. School Board Chairman Stuart Wolk says, “Assembling the FY14 budget was a challenge, but the Board was able to address its pri-mary budget priority by provid-ing all school division employees with their first sustained salary adjustment since July 2008. Ad-dressing salaries was possible thanks to support from the Fred-erick County Board of Supervi-sors who provided the school division with an additional $3.3 million in local funding for the upcoming fiscal year.” Schools Superintendent David Sovine says, “The members of the School Board and Board of Supervisors are to be commend-ed for working together to begin addressing some of the school division’s critical needs. I’m pleased that we’ll be able to im-plement a salary initiative begin-ning October first that includes a one-step movement for all staff and an enhancement to the teacher salary scale which will increase the starting salary for teachers to $40,000. This salary initiative not only recognizes the outstanding work our employees do each day, but will also help us attract and retain the best teach-

ers and school staff to serve our students and their families.” In addition to addressing sala-ries, the budget adopted by the School Board provides for the use of sustained revenues as op-posed to temporary funds. It also provides for a 7 percent increase in health insurance premiums for both the school division and employees who participate in the school system’s health in-surance program. Sovine says, “Like many organizations, the school division is facing in-creased health insurance costs. However, the 7 percent increase we’ll experience in FY14 is lower than the double-digit increases being experienced by other enti-ties.” The budget also includes fund-ing for a new partnership that’s been developed between Valley Health System and several school divisions in the region. Thanks to the partnership and funding support from Valley Health, stu-dents will have an opportunity to explore career opportunities in health and medical sciences. Frederick County Public Schools will begin offering a new Intro-duction to Health and Medical Science course to high school sophomores, juniors and seniors beginning in the 2013-14 school year. The course will introduce students to a variety of health

care careers and help them de-velop the basic skills required in all health and medical sciences. Sovine says, “While I’m very appreciative of the additional local funding being provided to the school division, there are still some restoration efforts that are needed, but not funded in FY14. These include technology re-placement and upgrades, school buses, and equipment replace-ment. Other needs include the renovation of aging buildings and additional resources to ad-dress enrollment growth. As we look ahead to FY15, we plan to implement full-day kindergarten to help better position our stu-dents for success. In addition, we need to continue our effort to offer competitive salaries in order to attract and retain the highest quality employees.” The Frederick County School Board has adopted its FY14 bud-get. Middle School Students to Get Help in Math

By Kristen SmithCapital News Service RICHMOND – Middle-school students who are struggling with math will soon get extra help. In July, a new state law kicks in that will require public schools to provide “mathematics remediation and intervention to students in grades six through eight who show computational deficiencies.” House Bill 1350, part of Gov. Bob McDonnell’s education agenda, won overwhelming approval from the General Assembly this year. The bill was introduced by Delegate David Albo, R-Fairfax, with support from Delegates Kaye Kory, D-Falls Church, and Bob Mar-shall, R-Manassas. McDonnell signed HB 1350 into law on April 3. It takes effect July 1. The new law will require school divisions to help middle-school students who do poorly on “any diagnostic or grade-level Standards of Learning mathematics test that measures non-calculator computational skills.” The law will help teachers target students’ weaknesses in math and provide individualized instruction. “Students who are having difficulty in mathematics in middle school are at risk of not being prepared for Algebra I and other high school-level mathematics courses they must pass to earn a diploma,” said Charles Pyle, direc-tor of communications for the Virginia Department of Education. Middle school students with failing scores on the math section of Standards of Learning test cannot be placed in Algebra I when they begin high school.

Allergy Medicine for Children Medicine can help alleviate allergy symptoms in children, but with any medication you give your child, be sure you’re using the right medication for your child’s age and weight. Follow the instruc-tions carefully to be sure your child gets the correct dosage. Over-the-counter, generic allergy medication is effective for many people and can cost less than prescription allergy medications. If you have any questions about what medications are right for your child, ask your family doctor. Some common allergy medications include: Nasal decongestants to relieve a stuffy nose. Antihista-mines to relieve sneezing, and an itchy, runny nose. Nasal cortico-steroids are also often used, but are available only by prescription.

Seasonal Allergy Treatments for Children

Millions of people suffer from allergies every spring, including many children. In fact, according to the National Institute of Al-lergy and Infectious Diseases, about 40 percent of children in the United States suffer from allergic rhinitis, also known as hay fever.Hay fever is triggered by breathing in allergens, like pollen, com-monly found in springtime air. Sneezing and nasal congestion are some of the most common symptoms, but your symptoms can vary depending on the types of plants that grow where you live. The following tips will help you minimize seasonal allergies in chil-dren, and learn more about allergy treatments. How to Prevent Allergies in Children If your child suffers from seasonal allergies, there are steps you can take to reduce their symptoms and decrease the use of medica-tions:During the spring, keep your children indoors in the evenings be-cause pollen levels are highest during that time of day.Keep your home and car windows closed during windy, sunny days.Have your children take a shower after spending time outside to remove any pollen residue on their body or in their hair.Have your children change their clothes after spending time out-side because they will carry pollen indoors on their clothes.Dry your clothes indoors instead of on an outdoor clothesline dur-ing this time of year.

President Lou Ann Thompson’s Initiative: Parade Enhancement

Current Festival President, Lou Ann Thompson, realizes as well as anyone that the Festival simply can’t bring 50 or 60 high school bands to the Grand Feature Pa-rade as it did in the 1980s. She realizes that the days when nearly every civic and service organiza-tion in the Shenandoah Valley put a float in the Grand Feature Parade are no longer with us. She realizes as well as anyone that three-day celebrity visits become more and more difficult each year. But, she also realizes how badly Festival Organizers and Festival Fans want big, long, top quality parades; and, for her “Pet Proj-ect,” she bravely and tenaciously chose: Parade Enhancement. Anyone who studies this situa-tion to any degree can very quickly see that finances are at the root of many of these problems. In tight 21st century budgets, line items for parades don’t always survive. A perfect example: branches of the armed forces have recently been forced to trim their budgets due to the so-called “Sequestra-tion Cuts.” So far this year, the Festival has lost two good mili-tary parade units from the armed forces due to these cuts. Presi-dent Thompson realizes the com-plexity of the problem; and, she is actively involved in getting the best possible grasp on the situa-tion so that she can continue her efforts in 2014 [her final year as Festival President]. However, it

should be noted that she has al-ready achieved some notable suc-cesses for the 2013 Festival; and, these should be pointed out at this time for “Parade Lovers” ev-erywhere.• The Washington Redskins Marching Band will appear in the 2013 Grand Feature Parade, sponsored by Rubbermaid Com-mercial Products. Celebrating its 75th year, the Washington Red-skins Marching Band is the oldest marching band in the National Football League. Known for lead-ing crowds in the team fight song,

“Hail to the Redskins,” the band was created in 1937 to entertain fans and add excitement to their game-day experience. The band is an all-volunteer ensemble of 100-plus musicians, encompass-ing lawyers, teachers, military personnel, Redskin fans all! • Members of the Washington Redskin Cheerleaders and the Redskin Cheerleaders Alumnae Squad will also appear in the Grand Feature Parade. • The Festival is very pleased to announce the return to the Grand Feature Parade after a long ab-

sence of the high-stepping, high-energy marching band from Bal-lou High School in Washington, D. C.• The Festival is pleased to an-nounce that, for the first time ever, it is welcoming the West Virginia University Alumni Band to the Grand Feature Parade.• As was previously announced, the Festival is pleased to welcome the Budweiser Clydesdales back to Winchester. Appearances are planned in both Festival parades; and, the Clydesdales will also be appearing at Virginia Eagle Dis-tributors on Route 11 South in Kernstown during Festival Week.• The year 2013 also brings the re-turn of the “Salute to the Troops” segment of the Grand Feature Parade. This “Parade within a

Parade” kicks off the Second Di-vision of the Grand Feature Pa-rade and features over 25 units dedicated to our current mili-tary and our cherished veterans. Feature units include the United States Air Force Color Guard and the United States Air Force Drill Team.• The Festival is pleased to an-nounce the return of the Wash-ington, D. C. Fire Department Emerald Society Pipes and Drums. This group that looked so sharp last year leading the “9-11 Flag” through the streets of Win-chester returns to lead the 2013 Firefighters’ Parade.

SABF 2013

Racing legend Bill Elliott has built one of the most distin-guished records in NASCAR Cup history. Throughout his career he has radiated a modest and friend-ly personality that has endeared him to race fans of all ages. From cutting up car bodies in the early days to winning NASCAR’s first million-dollar bonus, Bill Elliott has seen and done it all. Though quiet and unpretentious, this NASCAR Cup champion has been dazzling fans with his rac-ing ability for an amazing three decades. In 1985, he won 11 races and 11 poles on his way to winning the first Winston Million in NASCAR history, bringing a new fame to him and the sport of auto racing. His victories in the Daytona 500, the Winston 500 at Talladega and the Southern 500 at Darlington earned him the million-dollar bonus and the nickname, “Mil-lion Dollar Bill.” Elliott’s “fuel-in-jected” success also landed him on the cover of Sports Illustrated as the first Winston Cup driver to appear on the cover. Additional

glory followed and in 1988, with six wins, six poles, 11 top-five and 22 top-ten finishes in 29 races, Elliott earned NASCAR’s Sprint Cup Series championship. In 1995, Bill Elliott began his own team and assumed sole own-ership a year later. In 2000, he cel-ebrated his 25th anniversary in the NASCAR Winston Cup Se-ries. He made another high-pro-file move in 2001 when he joined Ray Evernham and Dodge as the lead driver of their organization. The team would herald in a new era for Dodge as the manufac-turer made its return to the track after more than 20 years. His 2001 standings were his best overall since 1994 with one win, two poles, five top-fives, nine top-10s and a 15th place finish in the points. In the 2002 season, he won four poles, fin-ished four times in the top-five, 11 times in the top-10 and cap-tured the checkered flag twice in a row: once at the Pennsylvania 500 and again at the Brickyard 400. By November 9, 2003 he had achieved his fourth win for

Evernham Motorsports at Rock-ingham, moving up from a start in the rear of the field and lead-ing 140 of 393 laps. During that season, he also finished in the top-five nine times and had 12 top-10 finishes. Moreover, Elliott has achieved amazing popular-ity, winning the NMPA’s “Most Popular Driver” Award a record 16 times, eventually retiring his name from the contest in 2003. Bill Elliott races a reduced driv-ing schedule as he prepares to re-tire. During this new stage in his career, Elliott’s first thoughts are for his fans, answering their dis-appointment by reflecting, “The way I look at it, there’s got to be a time when you’ve got to step back. We don’t live forever. We don’t drive forever. We don’t do a lot of things forever. It would be nice to do it, but I feel like this is an opportunity for the fans where I can still run some events.” Dur-ing his less rigorous racing sched-ule, he has devoted more time to developing his son’s racing career and helping other talented driv-ers along their way. Bill Elliott’s devotion to both his sport and his supporters equals

his talent, making him a legend with both his team and his fans.Career Highlights• 1985 Winston Million Winner• 1985 Daytona 500 Winner• 1987 Daytona Winner• 1988 NASCAR Sprint Cup Se-ries Champion• 2002 Brickyard 400 Winner• 44 Career NASCAR Sprint Cup victories• 175 Career NASCAR Sprint Cup Top-5 Finishes• 320 Career NASCAR Sprint Cup Top-10 Finishes• 54 Career NASCAR Sprint Cup Poles• NASCAR Most Popular Driv-er: 1984, 1985, 1986, 1987, 1988, 1991, 1992, 1993, 1994, 1995,

Coming back to the 86th Shenandoah Apple Blossom Festival this year is the Salute to the Troops. All of the branches of the armed forces will be rep-resented by 26 units. They will be honored as they march in the Chevrolet Grand Feature Parade, Saturday May 4. Apple Blossom volunteer and retired U.S. Army Staff Sergeant John S. Lewandowski is respon-sible for attracting so many troops to the parade this year. “We want to be able to honor all of our troops from all the differ-ent conflicts,” he said.

Lewandowski is currently the Founder and Chairman of the Board for the Disabled Veterans Committee on Housing. DVCH is a nonprofit organization that provides new, affordable and accessible housing for disabled veterans throughout the Mid-Atlantic. “Our community should be aware that we have many vet-erans within our area who are dealing with difficult times due to the economic strain,” he said. “This is our way of saying thank you for their service.” In addition to the parade, the Prayer Brunch, presented by Knouse Foods, will honor the troops by having retired U.S.

Navy Captain Eugene B. “Red” McDaniel as its speaker. McDaniel is a Vietnam vet-eran who became a prisoner of war for six years after his A-6 Intruder aircraft was shot down. During his time as prisoner he was brutally tortured for his ef-forts to aid an organized prison escape. Even though McDaniel was in deplorable condition he recalls keeping his faith in God. “Even in my darkest moments, I never lost faith in my God, my country and my family,” McDaniel said. “It was this faith that sustained

me during those long and dif-ficult years. God was with us in Hanoi and I learned to trust Him. I learned early in the game not to ask God to perform great miracles or to serve as a way of mental ‘escape,’ but I learned to ask Him for patience and for the necessary strength to meet each day.” After McDaniel’s release from the prison camp he returned to active service. He is also the au-thor of “Scars and Stripes” which details his six years as a POW. To listen to McDaniel speak of his incredible experiences, come

to the Prayer Brunch on Friday, May 3rd at 9:30 am at the Fel-lowship Bible Church located at 3217 State Route 628 in Win-chester. Tickets are available at the Festival Store (107 Millwood Avenue) for this and other events as well as Parade seating. If you have not made it to the Bloom in recent years, this is the opportunity to enjoy the Festival and support our service person-nel who will be part of the Satur-day Parade. Visit www.thebloom.com to learn about the “Salute to the Troops” and all the exciting plans for the 86th Festival.

Michael Landon’s Family Continues To “Love To Bloom!”

Michael Landon was known as an actor, writer, producer and director that loved to stress faith and family values: from his years as one of Ben Cartwright’s three famous sons on “Bonanza,” to his years as Charles Ingalls on “Little House on the Prairie,” to his final years on “Highway to Heaven.” He raised nine children; and, it has often been stated that he

imbued his children with these same values [this stated, as it were, by his children themselves]. There is obviously something in the Shenandoah Apple Blossom Festival®: Valley faith and Val-ley values, perhaps, that connect with Michael Landon’s large and enthusiastic family. In 1980, at the peak of the “Little House” years, his daughter, Leslie

Ann Landon [Matthews], served as Queen Shenandoah LIII; and, family members came east from California to witness her reign. Sixteen years later, in 1996, after Michael’s untimely death, Leslie’s sister, Shawna Leigh Landon [Lu-pia], served as Queen Shenan-doah LXIX; and, once more, the family came east from California to witness her reign. Thirteen years later, in 2009, Ashley Tay-lor Landon, daughter of Michael Landon, Jr., served as Queen

Shenandoah LXXXII; and, for the third time, the family came east to the wondrous Shenan-doah Valley to witness her reign. Obviously charmed by this area and by this Festival, the Landon Family has maintained close con-tact with Festival Officials; and, in 2013, Festival President, Lou Ann Thompson, is pleased to an-nounce that Rachel Lynn Mat-thews, daughter of Leslie Ann Landon Matthews, will serve our magical realm as “Queen Shenan-

doah LXXXVI, Queen of the Val-ley’s Springtime Blossoms.”

‘American Idol’ Winner, Scotty McCreery, to Serve as One of Festival’s Youngest Grand Marshals

Shenandoah Apple Blossom Festival® President, Lou Ann Thompson, is very pleased to announce that 2011 “American Idol” winner, Scotty McCreery, has been chosen to serve as the Grand Marshal of the 86th Cel-ebration of the Blooms! The baby-faced singer with the big voice, only 20 years of age, will certainly be one of the youngest [if not the youngest] Grand Marshals in the long his-tory of the Festival. The Festival is proud to have another oppor-tunity to show that, when taken

as a whole, Festival “Stars” create an amazing galaxy of races, back-grounds, ages and talents. Scotty McCreery makes a fine, young addition to that firmament! Country music superstar, Scot-ty McCreery, has had a blindingly rapid rise to stardom since he be-came “American Idol’s” youngest male winner at age 17, as well as the show’s first country male win-ner in 2011. The Garner, North Carolina, native quickly emerged as one of Country Music’s most successful new artists after the release of his debut album, Clear

As Day. The album topped the Billboard Top 200 and Top Coun-try charts, earning him a spot in

the Guinness World Records Book for being the youngest male in history to score a #1 album on

the all-genre chart with a debut release.

Downtown Park-ing Meter Changes

Coming July 1st Rates at the city’s most desirable parking meters will increase to 0.75 cents an hour and meter enforcement hours will be extended by two hours to 9 am – 6 pm Monday through Friday beginning July 1, 2013. The digital meters which are placed at prime spaces are located along or within the Braddock Street-Cork Street-Kent Street-Fairfax Lane quadrangle. The hourly fees at the lesser-used mechanical meters and in park-ing garages will remain at 0.50 cents an hour. The extension of the enforcement hours allows all meters to be enforced until 6 pm each weekday. The Parking Authority’s revenue comes from fees paid for the use of the on street and surface lot spaces and more than 1,500 garage spaces, as well as parking tickets. These changes will assist in supporting operations, debt on the George Washington Autopark and renovation costs.

Unclaimed Money Just Waiting to Be Found

We all know the popular phrase, “I wish money grew on trees.” And while unfortunately that isn’t the case, there are ways you can find money owed to you without having to do much work to find it. If the government owes people money, and they don’t collect it, it’s considered unclaimed money. You can find this money for free yourself without having to pay a third party company to do it for you. The following resources from USA.gov can help you find money owed to you: While the federal government doesn’t have one general site for you to input your information to find all sources of unclaimed mon-ey, you can get the official links to individual sites on USA.gov’s popular “Unclaimed Money from the Government” page. Search for retirement pensions, tax refunds, mortgage insurance refunds and much more. And you can find out about benefits and federal aid if you’re looking for financial assistance. Individual states can also owe you unclaimed money. The Nation-al Association of Unclaimed Property Administrators (NAUPA) suggests you search in each state you have lived. NAUPA provides an interactive map to connect you directly to each state’s website for unclaimed money. According to TreasuryDirect.gov, every year 25,000 interest pay-ments are returned to the Department of the Treasury as undeliv-erable and billions of dollars in mature savings bonds remain un-cashed. Treasury Hunt can help you find out if your savings bonds

Stephens City Student Wins Wayside Theatre’s Young Playwrights’ CompetitionMiddletown – Wayside Theatre would like to announce the win-ner and runner up of the Young Playwrights’ Competition. The winners were chosen by a panel of readers on Wayside Theatre’s staff, who read and judged the plays without knowing the iden-tity of the playwrights. Libby Powell, a senior at She-rando High School in Stephens City VA, has been named the winner for her play, Death at a Bus Stop. Ms. Powell has been heavily involved in Wayside The-

atre’s educational programs. Past involvement includes stage man-aging Young Performers’ Work-shop classes, writing for the fall Emerging Artists production of Mary Shelley: A Spark of Be-ing, and stage managing fall and spring Emerging Artists pro-ductions, including the current production of The Tempest. Ms. Powell has been accepted to Mary Baldwin College on a scholarship to study theatre. As the winner, she will receive a $100 gift card from First Bank, two tickets to

a play of her choice in Wayside Theatre’s upcoming season, the T. Carter Fussell Award for Ex-cellence in Playwriting, and a professionally produced public staged reading performed on the Wayside stage.

Beware of Internet Scams In tough economic times people often look for creative ways to seek employment which sometimes can make them more suscep-tible to scams. A Frederick County woman is speaking out after be-coming a victim of fraud in hopes of preventing it from happening to anyone else. She placed ads on Craigslist seeking employment as a nanny and as a senior care worker. The 40-year-old received e-mails in response to her posting, offering her employment as a personal assistant. In the e-mails the supposed employer asked her to cash checks that they would mail her, and she was told to send the money by various means to other accounts. The scam involved cashier’s checks. The victim is now out more than $2,400.Craigslist offers tips on its website to prevent from becoming a victim of fraud and scams. It suggests dealing locally, never wiring funds, and never giving out financial information. There is also in-formation on Craigslist on how to recognize a scam. The Winchester Police Department reminds residents to be vigi-lant about over the phone or e-mail based financial transactions, especially ones that are unsolicited. If you believe you have been a victim of fraud, you should file a police report. This press release was prepared by Lauren Cummings, Police Community Relations/Crime Prevention Specialist. ARIES (March 21 to April 19) Don’t waste your time and energy fretting over remarks you consider unneces-sary or unkind. Best advice: Ignore them, and just keep doing your usual good job.

TAURUS (April 20 to May 20) Get-ting that new perspective on a work-place situation could lead to a solution everyone will accept. Meanwhile, make time to keep up with your cre-ative pursuits.

GEMINI (May 21 to June 20) Those changes you planned to implement in early summer might need to be reas-sessed. But don’t make any moves until you’ve discussed this with some-one you trust.

CANCER (June 21 to July 22) Your aspects favor harmony, making this a good time to work out problems in relationships — whether personal or professional, big or small. An old friend comes back.

LEO (July 23 to August 22) While you’re still riding that high-powered beam, you might begin to lose focus by week’s end. Could be you’ll need to do a little cat-napping to restore your spent energies.

VIRGO (August 23 to September 22) An unexpected development cre-ates a lot of excitement. Where it takes you is your decision. Check out the possibilities, then decide if you want

to go with it or not.LIBRA (September 23 to October

22) Although your supporters help you squash an unfair claim against you, don’t let this go unchallenged. You need to learn more about the motives of those behind it.

SCORPIO (October 23 to Novem-ber 21) There are still some tasks to clear up by midweek. Then you can welcome the new month on a high note. A friend brings surprising but very welcome news.

SAGITTARIUS (November 22 to December 21) You might want to change your plans before they’re set in cement. Consider advice from col-leagues. But remember that, ultimate-ly, it’s your choice.

CAPRICORN (December 22 to January 19) A difficult situation is working itself out. Lingering problems should be resolved by week’s end, allowing the Goat to enjoy a calmer, less stressful period.

AQUARIUS (January 20 to Feb-ruary 18) Be careful not to move so quickly that you miss possible warn-ing signs that could upset your plans. Slow down. Your supporters will con-tinue to stand by you.

PISCES (February 19 to March 20) Your generosity in sharing your time and wisdom with others leads to an intriguing development that could have you considering some interesting choices.

BORN THIS WEEK: You have a way of influencing people to be and do their best. You would make an excel-lent teacher.

• On May 3, 1946, in Tokyo, the International Military Tribunals begins hearing the case against 28 Japanese military and government officials accused of committing war crimes during World War II. • On May 5, 1955, the Federal Republic of Germany (West Germa-ny) becomes a sovereign state when the United States, France and Great Britain end their military occupa-tion, which had begun in 1945. • On May 2, 1964, an explosion of a charge assumed to have been placed by Viet Cong terrorists sinks the USNS Card at its dock in Saigon. No one was injured and the ship was eventu-ally raised and repaired. The Card had arrived in Saigon two days earlier.

• On May 4, 1970, at Kent State Uni-versity in Ohio, students protesting the Vietnam War torch the ROTC build-ing on campus, and Ohio Gov. James Rhodes called in the National Guard to restore order.
