FRAMEWORK OVERVIEW The Total Workforce Solutions tender exercise was conducted by HealthTrust Europe (HTE) and designed to support the NHS and other public sector organizations in managing the dynamics of the temporary staffing market, whilst additionally providing workforce solutions. SERVICES INCLUDED
Lot 2, Managed and Collaborative Bank Solutions, offers strategic support to the end user, enabling the implementation and development of a tailored managed or collaborative bank solution. Ultimately, the Lot provides the tools and support to effectively manage a pool of flexible workers, simultaneously optimising the workforce and generating a range of process efficiencies. The end user will gain access to a rigorously vetted and approved Supplier list, capable of demonstrating extensive industry knowledge, public sector aligned procedures and a vast amount of demonstrable experience. As a minimum the Lot will:
Scope, implement and optimise a bank, managed bank or collaborative bank service.
Provide a software system (as required) capable of recording, managing and processing Flexible Workers that can effectively identify, administer, optimise and deliver the Service to the end user with a full audit trail.
Utilise or integrate with a local software system to provide an end to end solution.
Provide management and assurance services that ensure flexible workers are fully compliant to NHS employment check standards.
Market and develop the pool of flexible workers (staff bank) available to the end user.
Provide a cascade or vacant assignment release software system capable of linking with the agency procurement requirements of the end user (as required).
Allow for legal, employment, HR consultant and advisory services to support the employment of flexible workers in the provision of the Service.
Provide full user training and refresher training to optimise delivery of the services.
Support a range of safeguarding, analytical and financial services to supplement and/or enhance the provision of the overarching bank, managed bank or collaborative bank service.

KEY BENEFITS
Free to access:
All our temporary and flexible staffing frameworks are free of
charge to access, including all contracting work,
implementation and project management support.
Comprehensive vetting service:
Suppliers ensure any flexible workers meet the required NHS
employment check standards, as well as offer solutions to
manage demand and legal and HR advisory services to support
deployment of workers to the authority including IR35
considerations.
Full end to end bank service:
Suppliers will offer a ‘readymade’, detailed and comprehensive
bank specification that offers a full end to end service.
Suppliers may also offer a variety of free services to assist
spend recovery, performance reporting, and counter fraud
services to help identify and act on issues of bad practice and
safeguarding.
Opportunities for collaborative
working:
Where possible, the framework encourages shared bank staff
solutions with other local or national NHS organisations for
greater reductions in spend.
Clinical governance audits:
Suppliers are independently audited by NeuVen Solutions, the appointed sub-contractor for HTE. These audits are based on the criteria set by NHS employers. Awarded suppliers are audited against the clinical audit requirements embedded within the agreement on an annual basis, which helps authorities to meet CQC and NHSLA requirements.

ACCESS TO THE FRAMEWORK
Direct call-off:
Authorities are able to choose as many or as few awarded
suppliers as they wish to fulfil their local requirements.
Preferred supplier list:
Authorities can create a list of preferred agencies, divided into
tiers. Agencies named on a higher tier have the first
opportunity to fill a vacancy prior to those named on a lower
tier cascade system. This agreement is underpinned by a
robust call-off contract.
Master vendor:
Authorities can award their temporary staffing requirements to
a sole agency that takes full responsibility for provision of
services. This may include vacancy management software and
management of the authorities’ own bank staff. The master
vendor should be able to fill the majority of vacancies,
cascading a percentage of requirements and unfilled
requirements to approved sub-vendors. This agreement is
underpinned by a robust call-off contract.

FAQS
Will I also need to be accessing the Demand Management or E-rostering frameworks with HTE in order
to access Managed Bank as well?
No. While there are benefits to accessing multiple lots and there will be compatibility between them, there is no
requirement for you to have both.
Will all suppliers offer the same supplementary services?
All suppliers are encouraged to offer all the supplementary services. However, this is something that will be clarified
during engagement.
If I decide to create a collaborative bank, can I ensure my available positions are filled first as a priority?
All shifts will be available to fill on a first come first served basis. However, the supplier themselves will manage any
special requests.
Will all suppliers be using the same or mutually compatible software to provide the service?
Our suppliers are committed to offering consultancy and ICT services to integrate any software provided in this
service to any local software or system as required and with minimal cost. Additionally, they are committed to
offering continual free of charge support, including security and update patching for supported systems as and when
required for the duration of the contract.
How do HTE ensure that their suppliers are providing the best quality service?
Our awarded suppliers all conform to relevant and appropriate UK Government legislative, HMRC guidance, NHS,
Department of Health and regulatory body standards to ensure due process, ethical practice and continuous
improvement. They are also required to engage the services of a third party compliance auditor appointed by HTE to
review the appropriateness of their procedures (including but without limitation to the supplier’s administration,
processes, policies and flexible worker compliance files).
