In reference to the grievance ofthe people of Kau, we are author-

ized to slate that a Governmentphysician will bo here to start forthat station at the end of this month.The delay has been unavoidable ac-

cording to a statement of the cir-

cumstances unnecessary to be pub-

lished.

The Tramways Company has in-

stituted a scale of fares which isillegal. For a trip anywhere be-

tween Punahou street and the Re-

formatory school the law only al-

lows the company to charge five

cents for each passenger. The com-

pany is exacting double fare forpassage from points anywhere eastof the Palace and west of Lilihastreet. Any person who is chargedmore than five cents for passage be-

tween points east of the Reforma-tory School and west of Punahoustreet may recover one hundred dol-

lars from the company by suing theconductor who takes the fare. Thisis the plain law.

THE. PORTUGUESE.As had been predicted by some

whose friendly motives receivedscant credence, large numbers of thePortuguese who left these Islandsfor an anticipated Eldorado on thePacific Coast have only flown fromme uis tney knew to worse ones.they knew not of. There is an im-

pression current nmoug that nation-ality that the Hawaiian Governmentis disposed to give them the coldshoulder. If the matter could beBifted down, however, it would pro-

bably be found that to similar causesas operate mischievously with theworking classes of other countiiesis to be attributed the hard case of

too many Portuguese. One of thesecauses is the great drift of unskilledlaboring people to the cities, whichis seen in the tendency of Portu-

lation to the Portuguese is its en-

couragement of Japanese immigra-

tion, the old score of the same kindregarding the Chinese being practi-cally blotted out. This is difllcultto answer on the ground of our con-

stitution, which gives citizenship tothe Portuguese while denying it tothe Japanese. That is, the difficultyoccurs, when politics are admitted asa factor in the case. The Portu-guese claim in effect to have beeninvited to in establishinggood government in the country,upon which they found the furtherclaim to be given the best opportu-nities in the gift of the statefor establishing themselves as anelement of the Hawaiian nation.Here the exigencies of the politicalsituation come in to complicate mat-

ters. The sugar industry is withoutquestion the "goose that lays thegolden egg" for every other busi-

ness and institution of civilizationdomiciled here. The promoters andsustainers of that industry, it goeswithout saying, are a very importantpolitical element in the country. In-

deed it is doubtful if any associationof political foices could withstandthe combined antagonism of this ele-

ment. This class snys it must havecheap labor and that if the stoppageof supplies from Asia were effectedthe mainstay of the country wouldbe broken. Also, that according tothe natural law of supply anddemand the Portuguese, if accordedthe full control of the labor market,would inevitably raise the price to afigure unheard of in the same indus-

try in any competing country.Therefore, the planting fraternitywould be compelled to resist anyGovernment that ventured uponany such radical measure as stop-

ping 'Japanese immigration. It is

very easy to say that the Govern-

ment should not be dictated to byany class, but dare any one promisesuccessors to a Ministry condemnedon this account who would under-

take to reverse the traditional policypaternal if it may be called of

Of ex-

cellent physique and bright mentalcapacity their rising generation, whohave all the benefits of free commonschool education here, may well beregarded as a grand hope of theirnice in these islands. Should thechildren be given a bent for skilledmechanical employment, they wouldon arriving at maturity be certainof holding their own against all-

comers in the struggle for not onlylivelihood but competence. For thepresent the older members of thecolony have certainly some oppor-tunities for getting land to till forthemselves, and they should havethe organized support of their moresubstantial fellow-countrym- inavailing themselves thereof. At al

events, politics alone arc a poor reli-

ance for any people in any country,but this reflection does not precludepatriotic concern for the affairs of

At noon to-da- y a meeting of yachtowners and others was held at theChamber of Commerce room withreference to the Hawaiian ChallengeCup. Nine yachts were represent-ed by owners, and there were pre-sent at the meeting 2G persons inall.

Mr. C. B. Wilson, Chairman ofthe Yackting Association, read theresolution passed at their last meet-ing donating a cup to be sailed forannually, after which he suggesteda chairman be appointed.

On motion Mr. Henry Waterhousewas elected chairman aud Mr. W.M. Giffard secretary.

Mr. Giffard moved that the classi-fication of boats be as .follows : 1stclass, 15 tons and upwards; 2dclass, from 5 to 15 tons ; 3rd class,below 5 tons.

Mr. L. A. Thurston moved as anamendment that the question bepostponed until they ascertained thetonnage of the different boats. Car-

ried.Mr. "V. G. Irwin moved that a

committee of five be appointed tomake up a classification of yachtsand any other suggestions in con-

nection.The motion after some discussion

carried, and the chairman appointedthe following committee: Messrs.W. G. Irwin, L. A. Thurston, F. M.Hatch, J. II. Paty and T. Sorenson.

The next matter considered wasthe course, Mr. Wilson moving thatit be not less than 30 miles and acommittee be appointed to draft outone.

Several gentlemen offered sug-

gestions as to a proper course.Mr. Giffard moved that the com-

mittee already appointed on classifi-cation, also consider the matter ofa course, measurements and timeallowance, and report on Mondaythe 24th at noon. Carried.

The terms of winning the cupwere also talked over.

Mr. Irwin thought that a pen-

nant should go each year with thecup.

Mr. Thurston thought the donorsof the cup should have the right toname the terms.

Tho closing examinations at theOahu College were held Wednesdayforenoon commencing at 9:15o'clock. There was quite a largeattendance of the parents and friendsof the pupils. Hyde, caused considerableamusement. MisscsC. D. Robertsonand Rhoda Green gave a dialoguein French, which show ed that theirstudies in that language had notbeen neglected.

Miss Ellen Bickncll's compositionon "Punchbowl" gave much valu-able and interesting information.At its conclusion Principal Merrittstated that several fossils had beenfound by the students which wereon exhibition in the room. He alsosaid that Prof. Lyons had foundtossil leaves just beyond Moanalua.

The song "The Day is Done" waswell sung by Ernest Lyman. MissEmily Ilalstead's composition on"What nobody does" was cleverlywritten. It was a fictitious accountof a trip fiotn San Francisco to Ho-

nolulu and a visit to Oahu College.The reference to the latter place wasamusing, there being some capitalhits on the staff and some of thepupils.

A dialogue, "Tho Opening Ad-dress," by Albert Judd, HiramBingham, and John Waterhouse,pleased the audience very much,Albert Judd being exceedinglycomical in delivering the address,after receiving points from theother two. Rufus A. Lyman'scomposition on "Physical Culture"was a very able one. A chorus,"In silent night," well rendered bythe glee club brought the programmeto a close.

Principal Merritt then disti Unitedthe prizes. The late Father Damon,he said, had left a sum of money,the income of which was devotedto prizes. The first prize for thebest collection of native ferns,pressed, mounted and named, wouldhe awarded to James Judd. Prof.Lyons said that this collection wasu very choice one, nicely mounted,and for the most pait accuratelynamed. The second prize wasawarded to Alex. Atherton.

The prize for best penmanshipwas awarded to Geo. C Ross, whileJames Judd received the prize forbest improved penmanship, MaggieMossman and Clayton Ostroin re-

ceiving honorable mention.The fossils and collections of

ferns .mentioned nboYC were thenexamined by the visitors, also somespecimen work by the class in

drawing, which lias beenin charge of Mr. C. Hedemnnn.
