In his meeting with the NRC representative in Washington, D.C., on October 17, 1991, Mr. Feldman explained TSI's policy to provide installation guides and training to installers of THERMO-LAG, and TSI did not supervise or perform quality control functions or supervise the installation. The enclosed documents relating to Susquehanna Steam Electric Station contain passages that appear inconsistent with TSI's stated policy. However, please understand that TSI did not supervise or perform quality control functions or supervise the installation at Susquehanna. TSI's field service representative was present at Susquehanna for twelve (12) days to provide instruction on setting up the spray equipment and to provide training on the proper method of spraying THERMO-LAG to Stress Skin and nothing more.
