� Governor’s Rule in Jammu & Kashmir In case of failure of

constitutional machinery in any other state of India, the President’s Rule is imposed under Article 356 of the Constitution. But in case of J&K, as per Section 92 of state Constitution, the Governor’s Rule can be imposed for a period of six months in the state. Thus, there is little practical difference between the two provisions.

� Governor’s Rule can be imposed only after the consent of the

President of India in case of failure of constitutional machinery. During the Governors rule, State Assembly is either suspended or

dissolved and the state completely comes under direct Central rule. If the Constitutional machinery in the state is not restored before the expiry of this six month period, the provisions of Article 356 of the Constitution of India are extended to J&K and the President’s rule is imposed in the State.

Government to set up solar energy panels over 10000 EWS houses in Tamil Nadu: The Union government, on 25 January 2016, approved fitting of roof top solar energy panels over 10000 houses belonging to Economically Weaker Sections in Tamil Nadu. This is first of its kind under Prime Minister’s Awas Jana (PMAY) (Urban). Under this scheme, the Centre will provide an assistance of 150000 rupees per house while the State Government will contribute 60000 rupees and the beneficiary’s contribution will be 43000 rupees. Government launches Sahaj Scheme for online booking of LPG cylinders: The Union Government on 25 January 2016 launched Sahaj Scheme for online booking of LPG cylinders. The facility will enable people to book the cylinder around the clock, which will help delivery of the cylinders even in their absence because the payment is already done. Economic Survey of India 2015-16: Highlights � Energy: 2014-15 witnessed the highest ever increase in generation

capacity of 26.5 GW compared to the average annual addition of around 19 GW over the past five years

� Horticulture: The percentage share of horticulture in agriculture is more than 33per cent. The share of plan outlay for horticulture, which was 3.9 per cent during Ninth Plan, has increased to 4.6 per cent during the Twelfth Plan.

� Milk Production: India ranks first in milk production, accounting for 18.5% of world production achieving an annual output of 146.3 million tonnes during 2014-2015 as compared to 137.69 million tonnes during 2013-2014 recording a growth of 6.26%. Per capita availability of milk in India increased from 176 grams per day in 1990-91 to 322 grams per day by 2014-15.

� Food Security: According to the data of the 66th round of the National Sample Survey (2009-10). the average dietary energy intake per person per day was 2147 Kcal for rural India and 2123 Kcal for urban India. 57% of households had calorie intake below 2160 Kcal/Consumer unit/day.

� India has the second highest number of undernourished people at 194.6 million person (FAO, State of Food Insecurity in the World, 2015) which warrants immediate attention.

� The ‘under five mortality’ has declined from 126 in 1990 to 49 in 2013.

Employment:

� The proportion of economically active population (15-59 years) has increased from 57.5% to 63.3% during 1991 to 2013, as per Sample Registration System (SRS) data for 2013.

� The employment growth in the organized sector (Public and Private combined) increased by 2% in 2012 over 2011, while it increase by only 1% in 2011 over 2010.

� The annual growth rate of employment for the private sector was 4.5% in 2012 over 2011 whereas the public sector registered a marginal growth of 04% in the same year. According to the Labour Bureau during the period January 2014 to July 2014 has shown that the Labour Force Participation Rate (LFPR) is 52.5% for all persons.

� The LFPR for rural areas stands at 54.7% which is much greater than that for rural areas i.e. 47.2%.

� The LFPR for women is significantly lower than that for males in both rural and urban areas.

� The Unemployment Rate is 4.7% in rural areas and 5.5% in urban areas. The total unemployment rate reported is 4.9% as per the Labour Bureau Survey.

� National Sample Survey Office (NSSO, 2012-11) reported Unemployment rate of 2.3% for rural areas, 3.8% for urban Areas and 2.7% for India a Whole.

As First time ever in Tamil Nadu, an ITI has been inaugurated for

inmates of Trichy Central Jail.

This is the second such ITI in India (one already functioning in

Professor C.V. Subramanian, who had won the top Science

Hydrocarbon Exploration and Licensing Policy

The Union Cabinet, presided by Prime Minister Narendra Modi, on 10 March 2016 approved the Hydrocarbon Exploration and Licensing Policy (HELP).

The decision will enhance domestic oil and gas production, bring substantial investment in the sector and generate sizable employment. The policy also targets the enhancement of transparency and reduction of administrative discretion.

Telecom Commission approved 112 as Single Emergency Number for India

The Telecom Commission approved the number 112 as the single emergency number for India on 28 March 2016. This is similar to 911 of United States and 999 of United Kingdom. With this, Indian citizens in distress can just dial the Single-number 112 for all emergency services such as police, ambulance and the fire department. It will direct the call to concerned departments immediately for help. The Service will also be accessible even through those SIMs and landlines whose outgoing call facility has been stopped or temporarily suspended. All existing emergency numbers such as police (100), fire brigade (101), ambulance (102) and Emergency Disaster Management (108) will be phased out within a year of rolling out 112, depending upon the awareness about this new facility. Asia’s biggest telescope ARIES launched at Devasthal in Uttarakhand Prime Minister Narendra Modi and Belgian Prime Minister Charles Michel launched Aryabhatta Research Institute of Observational Sciences (ARIES) which is located at Devasthal near Nainital in Uttarakhand. The telescope is the product of an Indo-Beigian collaborative effort and was assisted by the Russian Academy of Sciences. It will replace Vainu Bappu observatory in Kavalur, Tamil Nadu to be Asia’s largest ground-based optical telescope. Shanghai Cooperation Organization (SCO) • SCO is a permanent intergovernmental international organization

which was established on 15 June 2001 in Shanghai (China) by the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan.

Union Minister for Environment and Forests Prakash Javadekar on April 3, 2016 launched a White Tiger Safari at Mukundpur in Satna District of Madhya Pradesh, situated adjacent to Mukundpur which is spread over 75 hectares. The White Tiger Safari, first of its kind, is spread over an area of 25 hectares and has cost 50 crore rupees. The Mukundpur White Tiger Safari hosts three White Tigers, comprising one male named Raghu and two females named Radha and Vindhya.

After decades of constant decline, the world has for the first time seen an increase in the global tiger population. Japan successfully tested its first stealth fighter X-2 jet

Japan on 22 April 2016 successfully tested the first stealth fighter jet. With this, the country joins a select group of world military powers wielding the radar-dodging technology. Personal Rapid Transit (PRT) Network A personal rapid transit (PRT) network is made up of small automated vehicles running at close intervals on a guide way with docking stations for passengers to get on and get off. While a pod can accommodate up to five people, there is also an option to hire an entire pod that will take a passenger straight to the destination, skipping the scheduled stops.
