Fact Sheets of Forest Reserves in Sabah A booklet entitled Facts Sheets of Forest Reserves in Sabah (ISBN NO: 978-983-42418-1-0) was published in April 2008. The fact sheets serve two objectives. The fi rst is to provide information on forest reserve gazettes. Current fi gures of seven forest reserve classes are compiled to give detailed information on each of the forest reserves for the reference of forest resource managers and planners. The second objective is to make people aware of the existing legal or gazetted boundary of forest reserves that may be adjacent to their private lands. Location, size and name of forest reserves information are also provided, hoping to educate the community at large on the existence of the forest reserves and making them support the efforts of the department towards the protection and the preservation of the environment, conservation of fl ora and fauna and to support socio-economic development in Sabah.
Renewal of License: Lesen Hak Cipta Data Ukur dan Pemetaan Berdigit (Series No: 1904)A special license for data acquisition has been applied for and renewed from JUPEM (Jabatan Ukur dan Pemetaan Malaysia). It enables the Sabah Forestry Department (SFD) to purchase any high resolution digital data from the Remote Sensing Malaysia Agency(ARSM).

In 2008, the Forest Resource Management Division had attended to its main functions that cover Forest
Surveying and Mapping, Geographical Information System (GIS) Development and its applications, Remote Sensing Applications, Licensing, as well as the implementation and monitoring of Reduced Impact Logging (RIL) practices in Sabah. It also saw the continuation of the implementation of three (3) projects under the Ninth Malaysian Plan (RMK9) namely the replanting of mangrove forests and other suitable species throughout Sabah, the establishment of the Forest Resource Accounting system to calculate and estimate forest stands in commercial forest reserves, and demarcation of various Forest Reserve Boundaries throughout Sabah. This report will summarize some achievements that had been made in 2008. It starts with the products of the Remote Sensing, GIS works and Licensing. RIL is also elaborated, which includes contractors registration and CHP (Comprehensive Harvesting Plan) approval records.
Permanent Forest Reserves In 2008, the total area of Permanent Forest Estate (PFE) was 3,604,866.506 hectares (approx.) which comprises of 193 forest reserves. There was no new areas gazetted as forest reserves. Table 18.1 and Fig.18.1 list the area of PFE by forest functions. The trend of forest reserves gazettement since 1925 to 2008 is also shown in Chart 18.1. To secure and protect forest resources in Sabah, this division continuously identifi es new forest land to be proposed as new forest reserves.

Remote Sensing Works and Productsi. SPOT5 Image AcquisitionNowadays, Satellite Images play signifi cant roles in the formulation of forest management plans in SFD. Some forest stands information cannot be visualized, extracted, mapped or estimated without the latest satellite images. To support the implementation of some RMK9 (Ninth Malaysian Plan) projects, for example Forest Restoration in Timimbang, Pelan Pengurusan Paya Laut and Forest Resource Accounting (FRA), a few satellite images were purchased from the Remote Sensing Agency Malaysia (ARSM). The list of purchased data can be referred to in Table 18.2).

ii. Forest Stratifi cation and Land Use UpdatingForest Stratifi cation is the main job in the remote Sensing unit. It is a process to extract stratum information by using aerial photographs or satellite images. This mechanism is also involve in the updating of forest or land uses. The outputs are produced in maps and GIS data format. Some examples of Stratum Maps are shown in Fig.18.2 and Fig.18.3. To refer to some records of stratifi cation in forest reserves, please see Table 18.3.

A project titled Kajian Flora dan Vegetasi Pulau Balembangan had also been carried out to support the pilot project of Kementerian Sumber Asli dan Alam Sekitar (NRE) namely Projek Kajian Status Pembangunan Pulau-Pulau Di Malaysia dan Kesan Kepada Alam Sekitar. A total of RM 59,472.00 were allocated to the Sabah Forestry Department mainly for implementation of data collection works in Pulau Balembangan. (Fig.18.4) The fi nal list of fl ora and vegetation was documented, mapped and reported to the NRE, Remote Sensing Agency Malaysia (ARSM) and the Setiausaha Hasil Bumi Sabah (SUHB). Under the Forest Resource Accounting (FRA) Project, the Remote Sensing Unit was given the task to classify mangrove based on its mangrove species. The data was provided for formulation of the new system that is capable in estimating, the available forest stands, stumpage value, carbon stock and mangroves production. It may assist in identifi cation of HCVFS, ITPs (Restoration) and Mangroves FMP documentation. The selected study site for this purpose was Sibyte Forest Reserve, as mapped in Fig.18.5.

iii. Satellite Image Map of Sabah in the 1990sUsing a 1990s series of LandsaTM Imagery, a map of satellite images was produced as a reference data for defi ning the forested “term” for Sabah. The 30-meter resolution of data was acquired and downloaded through the United States Geological Survey (USGS) LandsatTM provider. This image map as shown in (Fig.18.6) is able to view general forest cover that can only be utilized for macro forest resource planning. The department still needs to map comprehensive image maps of Sabah’s forests based on high resolution images, The World View Data with a resolution of 0.4 meter (submeter), is an example.
iv. Checking of Area For Land ApplicationIn 2008, the remote sensing unit was also tasked to verify areas or lands applied by individual applicants or companies in Statelands or Alienated lands. Area verifi cation was been carried out using available maps or references. Information on timber stand and boundary is then submitted to the Survey Unit for further fi eld investigation. This work is part of routine Form I and Form IIB applications.

Forest Management Plan MappingIn 2008, mapping activities for preparation of forest management plans were carried out for Pulau Berhala Forest Reserve, in which data was extracted from satellite images and verifi ed by ground data. Mapping for Forest Management Plan preparation was also undertaken for Timimbang Forest Reserve and Pin Supu Forest Reserve. Mapping activities were also carried out for existing FMU areas such as Ulu Segama-Malua, Tangkulap-Pinangah and Trus Madi, in preparation of their AWP, Silviculture and restoration maps.

Demarcation of Forest ReservesTo ensure forest health and security, the FRM Division facilitated works on locating of forest reserves boundary and verifi cation of surveyed plans that were prepared by appointed surveyors. Demarcation of the selected forest reserves was carried out in fourteen (14) areas of forest reserves in 2008. The total surveyed perimeter was 312,389 meters that cost about Ringgit Malaysia (RM) 1,152,924.50. The list of surveyed forest reserves in 2008 can be seen in Table 18.10. As of 31st December 2008, a total distance of 1,620,201.32 meters of forest reserves had been surveyed. Of these, 779,259.32 meters were class I Forest Reserve, 287,459.00 meters were class II Forest Reserve, 85,764.00 meters were class III Forest Reserve, 32,912.00 meters were class IV and Class VI with 434,807.00 meters. There was no survey on Class V Forest Reserve carried out by the department. The breakdown of the forest reserves surveyed is shown in Table 18.11.

Licensing Activities in 2008Despite the dwindling forest resource for harvesting, the issuance of timber licences, coupe permits and the occupation permits continued in 2008. The issuance of these licencees is in tandem and in accordance with the provision in Section (24) of the Forest Enactment. Comparably, the issuance of the coupe permits has dominated and surpassed other types of extraction permits issued in 2008. The coupe permits are issued to the long-term licencees under the Sustainable Forest Management Agreements (SFMLA), of which in 2008 had a total of 19 units with additional of (6) units managed under the Forestry Department, making a new total of 25 units altogether. Apart from the presently established Long-Term Lecencees under the SFMLA, another (2) new additions of such a licence were signed in 2008. These were Jayakuik Sdn. Bhd. and the second supplemental of K.M.Hybrid Plantation Sdn. Bhd. Jayakuik Sdn. Bhd. (SFMLA 01/2008) which covers an area of 1,000 ha is located at Jembongan Forest Reserve (Class III). Domestic Forest Reserve. Similar to other FMUs, Jayakuik Sdn Bhd is also licensed to plant, rehabilitate and harvest forest under the principles of Sustainable Forest Management and environmental conservation for economic, environmental and social purposes in the area. Additionally, the licencee is also to manage and secure wood resources on a long term basis for the purpose of sustainable production of timber and natural forest produce and for harvesting, distributing, and or exports.
In 2008, the government had also entered into a sustainable forest management licence agreement (second supplemental) with K.M.Hybrid Plantation Sdn. Bhd. amongst others of which the ‘Principles Agreement’ was signed in Dec 2004. Under the second supplementary agreement, an area of 229.50 ha located at Sook Plain Forest Reserve (Class IV) are to be included, into K.M.Hybrid’s existing area of 1,436.71 ha making the new size of K.M.Hybrid Plantation to a new total of 1,666.21 ha. Similar to other Forest Management units under the SFMLA, K.M.Hybrid is licenced to plant, rehabilitate and harvest forest under the principles of Sustainable Forest Management and environmental conservation for economic, environmental and social purposes. In 2008, a total of 77 coupe permits were issued. This accounts for about 168,570 hectares in size which is slightly higher than 2007’s fi gure of 106,329 ha. In terms of the number of coupes issued however, there was a signifi cant reduction from a total of 126 coupe permits being issued in 2007 as opposed to 77 in 2008. As shown in Table 18.12, more than half of the coupe permits were from Benta Wawasan and Yayasan Sabah areas. Bornion Timber, one of the long-term licences was quite active with a total of 15 coupe permits issued by the Forestry Department. Other licencees such as Lebihasil Sdn. Bhd., Sapulut Forest Development Sdn. Bhd., TSH Resources Berhad, Timberwell Berhad, Eco-Plantations Sdn. Bhd., Maxland Sdn Bhd, KTS Plantation Sdn. Bhd. and Silam Forest Products Sdn. Bhd. also had new coupe permits issued in 2008.

These coupe permits allow the licencees to undertake various forestry activities such as Harvesting and Silvicultural Tending/Treatments, Industrial Tree Plantations, Agro-Forestry Establishment, Forest Restoration and Enrichment Planting, and Nursery Development and Establishment. Under the SFMLA, the coupe permit’s validity for these forestry activities spans from 3 to 30 years depending on the type of activities being prescribed. Having said that, most of the SFMLA coupe permits have the average validity of 15 years. Apart from issuing coupe permits, in 2008, the Forestry Department had also licensed out about 5,146 ha under From 1 licences. Of these areas, 3,871 ha were under Forest Reserves (FR) and the remaining 1,293 ha were under Stateland. This shows a slight increase in terms of size compared to 2007’s of 4,573 ha. The list of the Form 1 Licences issued in 2008 is shown in Table 18.13. In addition to the issuance of coupe permits and From 1 Licences, in 2008, the department had also issued Form 2B licences to private land owners. Such a permits allows the
land owners to remove logs from their lands for their own use or for commercial purposes. Logs produced from this type of licence have contributed signifi cantly to the supply of raw materials for the local sawmills and other commercial entities. It reciprocates the dwindling supply of industrial timbers in Sabah, from forest reserves. In 2008, a total of 260 Form IIB licences covering an area of 22,971.29 ha were issued by the department. This type of licence produced 89,665 logs with an approximate volume of 146,657.14 m3. Comparatively, the production fi gures for logs produced under F2B in 2008 had decreased quite notably; a reduction by 50 percent! The Form IIB production is shown in Table 18.14.This reduction maybe attributed to less lands being cleared for development. Overall, the number of timber licences issued was further on the decreasing trend in 2008. The decline was attributed to the decreased size of areas available for logging, government’s forest conservation policies, or availability of land to be opened up for agricultural purposes.

Air SurveillanceAerial surveillance holds a vital and imperative role in our effort to protect and monitor the forests of Sabah. Being utilized in various areas or by other sectors, it has shown and proven to be the most effective form of prevention and deterrence. From detecting movements of illegal activities or deforestation, to the early threat of forest fi res, aerial surveillance truly bears the meaning of the maxim that prevention is easier, and in this case preferable, than mending the damage. Initiated in the 80s’, the objective of conducting the aerial surveillance is to patrol and observe all 27 forestry districts constituting the State of Sabah. Chartering 3 Bell 206 helicopters from Sabah Air, the department conducts monthly surveillance over 27 forestry districts. The aerial surveillance operations are wholly managed and funded by the Sabah Forestry Department, while all practical and on-hand efforts are conducted by both Forestry Department personnel and Sabah Air pilots. Depending on the area under surveillance, some forest reserve areas are air patrolled more frequently compared to those less sensitive districts due to varying factors. As of
2008, a total of 86 fl ight operations have been carried out over 18 districts as shown in Table 18.15. For the record, the Sabah Forestry Department (HQ) attained and conducted the most number of air patrols, followed by OP Sadang and Monitoring, Control, Enforcement and Evaluation Offi ce of Sandakan (MCEE Sandakan). The less sensitive districts such as Tawau, Sandakan, Tongod, Keningau, Sipitang and Pitas however, required less air patrols for the whole year (2008). Under the directive of the Chief Minister of Sabah, HQ had also been directed to conduct a monthly aerial surveillance over the whole area of Maliau Basin Forest Reserve including Buffer Zone 1 and Buffer Zone 2 surrounding the protected area.The purpose of this exercise is for monitoring and control to ensure zero encroachment, no illegal felling and no unlawful activities are carried out. As mentioned before, the FRM division chartered three helicopters from Sabah Air, and as such, the budget allocated for the air surveillance operations are paid directly to Sabah Air. For the year 2008, a total of RM800,000.00 were allocated for the aerial surveillance operations, where the average amount for each operation was RM8,600.00.
