Forecast of the State Population by Age and Sex: 2010–40

Part 1: Discussion of forecast model assumptions The Office of Financial Management’s (OFM) state population forecast is produced using a cohort-component model. This is a sophisticated demographic accounting system that starts with the most- recent decennial census counts by single year of age and gender, survives the age and gender-specific cohorts forward in time, incorporates fertility, mortality and migration trends, and forecasts the total population combining all these inputs. The November 2017 forecast incorporates revisions to the assumptions used in the 2016 forecast model. In preparation for the 2017 Growth Management Act county projections, OFM revisited the migration assumption and made upward adjustments to near-term migration and extended the period for transitioning to long-term migration. This document provides annual age and sex-specific population forecasts1 from 2010–40. The most recent decennial census serves as the population base. The 2011–17 figures in this report are controlled to OFM’s April 1 postcensal population estimates and actual vital statistics data from the Washington State Department of Health. The forecast years are 2018–40. Fertility: The total fertility rate (TFR) is expected to stay at or near the current level as rates of fertility in Washington have remained below prerecession levels. Based on the historical relationship between Washington TFR and that of the United States as a whole, the forecast uses a TFR of 1.9, which is in line with the U.S. Census Bureau’s 2014 forecasted trend in fertility (U.S. Census Bureau, 2014). Historically, the increase in women’s labor force participation and educational attainment has played a major role in the decline of TFRs over time. Economic factors such as wage stagnation and student loan debt may also be contributing to delayed childbearing and smaller families. Delays in births can be seen in the fertility schedule, where fertility rates for 15- to 19-year-old women have dropped dramatically over the past decade. Despite the decrease in fertility rates in recent years, the number of births continues to grow. Between 2016 and 2017, approximately 91,200 births occurred in Washington, 1,400 more than the previous year. As Washington receives many migrants at the working ages, the number of births is forecasted to continue growing, reaching 99,000 per year by 2025 and 107,000 by 2040. Rates of fertility in Washington are largely influenced by migration, namely the state’s Hispanic population and movers from overseas. Changes in immigration patterns can affect the state TFR, and will be monitored closely. Mortality: The state forecast model uses life expectancy at birth to establish rates of mortality for the population. Historically, Washington has higher life expectancy at birth than the United States as a whole, and this trend is expected to continue. Washington’s life expectancy was projected based on the trend of the U.S. Census Bureau’s most-recent life expectancy projection (U.S. Census Bureau, 1 Population estimates are figures developed for the current or prior years. Estimates are largely developed from administrative data sets that reflect population change. The assumptions in population estimates generally reflect statistically based and ratio-based relationships between population and indicator data such as housing, tax filers or voters. Thus, estimates are based on actual data and the assumption that previously established relationships will continue. Population forecasts are future population expectations. While growth assumptions are usually developed from prior growth trends, the forecast figures are not grounded on actual events and current data. Population forecasts are often developed from forecasts of specific data sets related to population change.

2014). Male life expectancy is projected to continue increasing faster than female life expectancy, rising from 77.5 in 2017 to 81.4 in 2040, while females are projected to reach a life expectancy of 85.6 in 2040, up from 82.2. While it has long been accepted that females outlive males, the gender gap has been narrowing in major developed countries over the past two decades, mostly due to lifestyle changes and advances in medicine (Mayhew & Smith, 2012). Even with increases in life expectancy, deaths are projected to occur at a faster rate. As Washington’s population becomes larger and the baby boomer population continues to age, the state will experience higher mortality. Washington’s crude death rate is projected to rise from 7.6 deaths per 1,000 persons in 2017 to 8.0 in 2025 and 9.6 by 2040. Net migration: Net migration is an important, but difficult-to-predict component of population change. Although migration typically follows a cyclical pattern related to periods of economic expansion and contraction, some migration, such as military and retiree movement, is not entirely economic. To forecast near-term migration, OFM uses an econometric model that weighs Washington’s relative attractiveness to job seekers against that of California and other states. Near-term migration is transitioned into long-term migration expectations based on historical patterns.

Actual, estimated and predicted net migration values are presented in Figure 1.1. The net migration estimate for 2017 is 90,800, approximately 10,300 higher than last year’s forecast. The migration estimate for 2017 represents the second consecutive year that migration has surpassed last decade’s peak of 83,500, which occurred in 2006. With the state reaching full employment and the rising cost of living, inflows are likely to decrease and outflows increase, but this will happen gradually. For the 2020–30 period, net migration is 53,800 persons higher than the prior forecast. For the 2030–40 period, net migration is 28,000 persons higher than the prior forecast. The state’s long-term migration assumption of 48,700 toward the end of the forecast horizon remains the same.

Part 2: Discussion of state population change The components of population change are births, deaths and migration. Natural increase is the number of births minus the number of deaths. Net migration is the difference between in- and out-migration. The dynamic nature of population change in Washington is shown in Figure 2.1, with additional detail provided in Table 2.1. Between 2010 and 2040, Washington’s population is expected to grow by about 2,517,500 persons, reaching 9,242,000 in 2040. Approximately 63 percent (1,591,000 persons) of the increase is due to net migration with the other 37 percent (926,500 persons) due to natural increase. Natural increase is expected to decline from about 35,800 in 2017 to 18,600 by 2040. While births are projected to gradually increase over the forecast horizon, the number of deaths will rise sharply with the aging of the baby boomers. In the future, state population growth will become more dependent upon migration as natural increase moderates.

Part 3: Discussion of age-specific populations School-age population Persons ages 5 through 17 represent the school-age population in kindergarten through 12th grade. There are an estimated 1,195,400 young people ages 5 to 17 in 2017. The school-age population has been increasing lately after a period of relatively little change the prior decade. This trend is expected to continue, with an average annual gain of approximately 12,800 persons per year through 2025, at which point the population is expected to reach 1,297,500. This growth is due partly to the grandchildren of the baby boomer generation reaching school-age (the “third wave” of the baby boom). By 2040, the number of school-age persons will be about 1,422,900.

College-age population Persons ages 17 through 22 comprise labor force entrants, young workers and the majority of students in postsecondary institutions. There are an estimated 561,700 persons ages 17 through 22 in 2017. The number of persons in this age group is expected to increase by 4,000 persons per year through 2025, when the population will reach 593,700. After 2025, this population is expected to grow by an additional 77,100 persons, reaching 670,800 by 2040.

Senior population Washington’s population is aging. This major demographic development will have important implications for policymaking and planning at all levels of government. In 2017, there are about 1,121,800 persons ages 65 and older, representing 15 percent of Washington’s total population. By 2040, the elderly population is forecasted to reach 1,997,600, representing 22 percent of the state’s total population. The sharp spike in the 65-and-older population in 2011 corresponds to a similarly sharp spike in births in 1946, exactly one year after American service members returned home from World War II. These children of 1946 turned 65 in 2011, leading the baby boomer generation into retirement.

Most-elderly population Providing for the long-term care needs of the population ages 85 and older will have important fiscal implications for Washington and the nation as a whole. This population, numbering about 133,500 in 2017, is expected to increase by 261,100 persons over the forecast horizon, reaching 394,700 by 2040. Much of this growth will occur after 2020 as the baby boom cohort starts to enter the most-elderly age group, with a 76,400-person increase from 2020–30 and a 178,000-person increase from 2030–40.
